1 STAFF REPORT TO: FROM: SUBJECT: HONORABLE MAYOR AND CITY COUNCIL KATHY PETKER~\RKS & RECREATION PROGRAM DIRECTOR APPOINTMENTS TO PARKS, RECREATION & BEAUTIFICATION COMMISSION BACKGROUND There are currently two vacancies on the Parks, Recreation & Beautification Commission. One is for an unscheduled vacancy due to the resignation of a Commissioner before the expiration of her four-year term of office. The second vacancy is due to the expiration of a Commissioner's four-year term of office on May 31, Staff advertised the vacancies with press releases in the local newspapers, notices on the City's website and government cable access Channel 20, and posted notices in City bulletin boards at City Hall, Grover Beach Post Office, and Train Station. In the meantime, Commissioner Roseboro agreed to continue serving on the Parks, Recreation & Beautification Commission until the Council made its determination regarding the appointments. DISCUSSION The Advisory Body Screening Committee (comprised of Mayor Pro Tern Jeff Lee, Council Member Mariam Shah, and Parks, Recreation & Beautification Commission Chair Heidi Boatman) conducted interviews with six applicants on Mon, July 13, All applicants were advised that the City Council would be requested to consider making the official appointments at tonight's meeting. It should be noted that all of the candidates were well qualified and eager to serve the community as a member of the Parks, Recreation & Beautification Commission. At the conclusion of the discussion, the Advisory Body Screening Committee recommended that the City Council: 1) re-appoint Geraldine Roseboro to serve a four-year Commission term of office, scheduled to expire on May 31, 2019; and 2) appoint James Cooper to serve the remainder of a four-year term of office, scheduled to expire on March 31, ALTERNATIVES The City Council has the following alternatives to consider: 1. Accept the Advisory Body Screening Committee recommendations and adopt the Resolution confirming the appointments; 2. Reject all or part of the Advisory Body Screening Committee's recommendations and request that staff continue advertising for applicants; or 3. Provide alternative direction to staff. Accept the Screening Committee's recommendations; 2. Adopt the Resolution authorizing the re-appointment of Geraldine Roseboro to serve a four-year term of office, expiring on May 31, 2019; and James Cooper to serve the remainder of a four-year term of office, expiring on March 31, 2017, on the Parks, Recreation & Beautification Commission; 3. Upon appointment, re-introduce Commissioner Roseboro and introduce Commissioner Cooper to the City Council and members of the audience. FISCAL IMPACT None. PUBLIC NOTIFICATION The agenda was posted in accordance with the Brown Act. 16 Attachment 3 Excerpts of Grover Beach Municipal Code CHAPTER 5 - PARKS, RECREATION AND BEAUTIFICATION COMMISSION Sec Commission Established. There is created a Parks, Recreation and Beautification Commission composed of five members. (Ord. I 70, Am. Ord l, Am. Ord. 92-2, Am. Ord. 98-9; Am. Ord ; Am. Ord ) Sec Qualifications of Commissioners. The regular members of the Commission shall be qualified electors of the City and shall serve without compensation. The members of the Commission shall hold no other public office in the City. (Ord. 107, Am. Ord I, Am. Ord. 92-2; Am. Ord ) Sec Terms of Office and Vacancies of Commission. Members of the Commission shall serve for a period of four (4) years. Vacancies in the Commission occurring otherwise than by expiration of term shall be filled in a manner hereinafter set forth for appointments. All members shall serve at the pleasure of the City Council. (Ord. 107; Am. Ord. 92-2; Am. Ord. 98-9; Am. Ord ; Am. Ord ) Sec Appointments and Vacancies. In the event an appointment to fill a vacancy does not occur until after the expiration of a term, the incumbent shall serve on the Commission until reappointed or replaced. If vacancies occur otherwise than by expiration of term, the vacancy shall be filled by appointment for the unexpired portion of the term. Should the unexpired term be for a period of Jess than one year, the City Council may appoint a member to serve for the unexpired term plus a full four-year term. Members shall be appointed by the Mayor with the approval of the City Council. (Ord. 107; Am. Ord. 92-2; Ord. 94-7; Ord. 97-3; Am. Ord ) Sec Organization of Commission. At its first regular meeting following February of each year, the members of the Commission shall elect a Chair and a Vice Chair, who shall hold office for one year. The Chair shall preside over meetings, appoint appropriate committees, sign resolutions, direct the affairs, and establish the meeting agenda of the Commission. In the absence of the Chair, the duties of this office shall be performed by the Vice Chair. (Ord. 107; Am. Ord. 92-2; Am. Ord ) Sec Procedure. The Commission shall adopt rules and regulations to govern procedure and shall set a time for regular meetings which will be held at least once a month. (Ord. 107; Am. Ord. 92-2; Am. Absence of a member from three consecutive meetings, or five meetings in any calendar year period, without advance approval of the Commission, constiiutes the voluntary resignation of such absent member. The position shall be considered vacated automatically and a replacement shall be appointed in accordance with Section 2503 after the member's third consecutive absence or fifth absence within a calendar year. The duties and responsibilities of the Parks, Recreation and Beautification Commission shall be to: (A) Act in an advisory capacity to the City Council in all matters pertaining to parks and public recreation and to cooperate with other governmental agencies and civic groups in the advancement of sound park and recreation planning and programming; (B) Formulate policies on recreation services for approval by the City Council;

17 (C) Recommend to the City Council the development of recreation areas, parks, facilities, programs and improved recreation services; (D) Recommend to the City Council the adoption of standards concerning parks, and recreation, community events, and beautification in respect to organization, personnel, areas and facilities, park maintenance, program and financial support; (E) Assist in coordinating recreation services with the programs of governmental agencies and voluntary organizations; and assist in beautification activities for the purpose of encouraging residential beautification effmis; (F) Advise the Parks and Recreation Manager in the preparation of the annual park maintenance, park improvement and recreation budgets and long range park and recreation facilities improvements; (G) Hold public hearings and meetings to conduct investigations and surveys for the purpose of securing facts and data concerning any matters listed in this section.
