Message From The President 1 & 2 Message From Our President M y first year as your MMCA President has been among the most rewarding times of my career! I feel so fortunate to lead this amazing Association and am appreciative and grateful for the support I ve had from all of you, the great Clerks of Maryland! I am truly humbled and honored to be chosen as the 2016 Clerk of the Year. This recognition means so much coming from you, my colleagues. What a whirlwind week was the 70 th IIMC Annual Conference last month! So many terrific workshops, awesome networking and connecting with Clerk friends, old and new, from across the country and around the world. Omaha was a fun place to visit! 2 The Messenger June 2016 Message From Our President Continued from page 1 So make time to stop by, see our display and chat with our great friends, retired Clerks Brenda Colegrove and Pam Fleming who will be staffing the booth. Our next meeting will be held on Tuesday, June 28 from noon until 1:30 p.m. If you are registered for the Convention, just bring the lunch ticket from your Convention registration package. If you will be attending just for Commerce Day, the fee is $50 (payable at the registration desk at the Convention Center) and includes lunch at our meeting. Either way, please RSVP your attendance to me at lcrook@laurel.md.us by no later than June 15. We have accomplished a lot this year updated our Bylaws, created a Procedures and Guidelines document, enrolled a record high of 90 members, provided an education session with CMC/ MMC certification value. And the coming year promises to be just as productive and exciting. We ll finalize our revised Scholarship Guidelines, begin the process of digitizing the records of MMCA and create a photographic archive. We ll be celebrating our 40 th Anniversary in the fall! And I know of several of our members who are that close to CMC or MMC Certification. It s going to be a lot of fun! Let s get to it! 2016 Legislative Update Two bills were adopted during the recent legislative session that may have an impact on the Clerk s office. HB 217: Open Meetings Act Requirements for Agendas (effective date: October 1, 2016) This bill requires a public body to make an agenda available to the public at least 24 hours prior to meeting in an open session. The agenda must contain known items of business or topics to be discussed at the meeting and must indicate whether the public body expects to close any portion of the meeting. An agenda may be altered after it has been made available to the public. Please note that a public body is any entity that consists of at least two individuals and that was created in any of three ways: by law, an executive order, or by rule, resolution or bylaw of a governmental entities. For many municipalities, this new law requires the posting of agendas for City committees and advisory boards. HB 0852: Municipal Elections Tie Votes (effective date: October 1, 2016) This bill requires municipalities to fill a vacancy that resulted from a tie vote in an election for a municipal office within 90 days after the date of the election. 3 The Messenger June 2016 O ur five-square-mile tiny island is home to a year-round population of 7,092 residents but, on average, we entertain a summer population of nearly 250,000 each week! Quite a transition for a fulltime staff of 534; however, with the help of over 900 part-time employees added to the roster each summer, we work hard to maintain a world class public beach, boardwalk and vacation destination. Incorporated by the State of Maryland in 1898, Ocean City began as a fishing village with a majority of lodging amenities designed and maintained by women. Known as Ocean City s Petticoat Regime, , several local women ventured into a new business, boarding house rentals, eventually leading to women purchasing lots and constructing several establishments as men took to the seas for prosperous fishing industry opportunities. According to the 1926 Ocean City Guide, 30 out of 32 hotels and boarding houses listed were owned and managed by women! Today, with over 9,500 hotel MMCA Quarterly Meeting, June 28, 2016 by Diana Chavis, City Clerk rooms in town, the fishing village of yesteryears has evolved into one of the state s largest tourism-based economic supporters and the White Marlin Capital of the World. Since 1949, Ocean City has hosted the Maryland Municipal League Convention, first gathering at the George Washington Hotel on 10 th Street and the Boardwalk where you could get one of the best rooms in town for a whopping $9 a day. We are proud to continue the tradition this year by hosting the 67 th Maryland Municipal League Convention at the Roland E. Powell Convention Center. Create enjoyable memories at the beach during your visit by relaxing on ten miles of beautiful beach or visiting our classic wooden boardwalk offering nearly three miles of food, games and shopping. Start planning an Ocean City, Maryland, vacation today by visiting and remember when summer is done the fun has just begun! There is plenty to do in Ocean City outside the summer season. MMCA Luncheon Details for June 2016 Quarterly Meeting Our June 28 meeting will begin with lunch served at 12 noon at the Roland E. Powell Convention Center in Ocean City, MD. The lunch menu will include sandwiches, salad, chips, cookies and fruit. Please RSVP to LouAnn Crook no later than Wednesday, June 15 ( lcrook@laurel.md.us phone: ). Please indicate whether you will have lunch and if you have any dietary restrictions. The cost is included in your convention registration (including the Commerce Day Only Pass). Mayor Moe welcomed everyone to the City of Laurel. APPROVAL OF MINUTES: A motion was made by Janeen Miller and seconded by Doug Barber to approve the December 10, 2015 minutes. The motion passed. ACCEPTANCE OF TREASURER S REPORT: Acting Treasurer Doug Barber presented the Treasurer Report dated February 27, A motion was made by Janeen Miller and seconded by Kimberley Rau to accept the Treasurer s Report. The motion passed. PRESIDENT S REPORT: None; President Crook absent due to an illness. MMCA COMMITTEE REPORTS/UPDATES: Education Committee Janeen Miller reported that today s Education Session, Records Management in Maryland 2016 is approved for 1 CMC/MMC point, upon completion of the assessment. The next education session will be held in September. Please send all topics of interest to Janeen at jsmiller@collegeparkmd.gov. Newsletter Committee/Editor M. David Williams stated that anyone may submit an article, idea, photos, or any information of interest for The Messenger quarterly newsletter.

6 The Messenger June 2016 Quarterly Meeting Minutes of the Maryland Municipal Clerks Association City of Laurel March 17, 2016 Scholarship Committee Jessica Barnes reported that one person who is working toward their CMC has requested a scholarship application. The committee is continuing to work on the scholarship guidelines; the revised guidelines should be ready by June. MMCA 40 th Anniversary Ad hoc Committee Stacy Wilkerson reported that the date for the 40 th Anniversary Dinner will take place on October 20, 2016; time and location to be determined. Exhibitor Booth Committee Doug Barber reported the MML theme is Rise to the Challenge. The MMC booth will be geared towards the Rise to the Challenge theme. Pamela Fleming and Brenda Colegrove volunteered to staff the booth. Raffle: The Association will purchase the items for the raffle basket and will charge $1.00 per ticket. A motion was made by Jessica Barnes and seconded by Sharlaꞌ Crutchfield that the proceeds from the raffle go towards the 40 th Anniversary celebration. The motion passed. MARYLAND MUNICIPAL LEAGUE UPDATES: MML Update: Paula Chase-Hyman reported: MML Convention registration is now open. Complete convention details are available on MML s website. If you register on-line, you will save $50.00 per registration. If you have issues with your password, please call MML. Hall of Fame Applications for members who have served 20 years or more must be submitted by April 18 to appear in the Convention Program. Applications will be accepted through May 30. MML COMMITTEES UPDATE: Engagement and Outreach Committee: Awilda Hernandez reported: Communication Committee met on February 24. The Committee will be reading the submitted essays from the If I Were Mayor Contest on April 12 from 10:00 a.m. to 6:00 p.m. or until completed. If you would like to volunteer an hour or two, please let Awilda know. The ceremony with Governor Hogan will be held on May 12. Banner City/Town: Please submit your completed paperwork to Paula Hyman or Sharon Easton at MML by May 23. Convention Planning Committee: Sharlaꞌ Crutchfield reported: A wide array of MML four-color apparel for men and women is now available for purchase through Lands End at Hometown Emergency Preparedness Ad hoc Committee: Kyle Snyder reported: The Emergency Preparedness survey results were discussed at the last two meetings Two training classes will be held at the MML Annual Convention on Monday, June 27 focusing on small towns. Legislative Committee: There was no report at this time. 6

7 The Messenger June 2016 Quarterly Meeting Minutes of the Maryland Municipal Clerks Association City of Laurel March 17, 2016 IIMC UPDATE: Region II Director, Kim Rau, reported: Term as the Region II Director is expiring in May. The 70 th IIMC Annual Conference will be held Sunday, May 22, through Wednesday, May 25, 2016 in Omaha, Nebraska. The Courtyard Omaha Downtown and Hilton Omaha are sold out. The Hilton Garden Inn Omaha Downtown is still accepting reservations. The anniversary dinner will be a 70 s theme and everyone is encouraged to dress for the era. Doug Barber was awarded a scholarship through the Municipal Clerks Education Foundation (MCEF). The 2017 Region II Conference will be hosted by the West Virginia Municipal Clerks and Recorders in January. The Conference will take place at the Oglebay Resort and Conference Center in Wheeling, West Virginia. Virginia Municipal Clerks Association will hold their 29 th Annual Conference on April 19-22, 2016 at Embassy Suites in Dulles, VA. New Jersey Municipal Clerks Association will hold their Annual Conference on April 24 27, 2016 at the Tropicana Hotel in Atlantic City, NJ. IIMC CONSTITUTION TASK FORCE: Douglass Barber reported: The Task Force discussed: The election process for the incoming Vice President regarding the history of elections and the consideration of using a Region rotation for Vice President and Proposed Constitutional Amendments being distributed to the entire membership prior to discussion at the Annual Meeting. If you would like more information, please Doug at dbarber@newcarrolltonmd.gov. Doug Barber announced his candidacy for the IIMC Region II Director. The official ballot will be sent by to all IIMC members in April. The official ballot will be ed by IIMC and voting will take place electronically. Please vote! NEW BUSINESS: MMCA Bylaws Adoption of Revisions Vice President Wilkerson reported that the revised draft Maryland Municipal Clerk s Association Bylaws were sent out as an attachment with the December Messenger and have been discussed and revised at prior meetings. There were no questions or comments regarding the Bylaws. A motion was made by Awilda Hernandez and seconded by Sharlaꞌ Crutchfield to adopt the proposed MMCA Bylaws. The motion passed. The Bylaws will be presented to the Maryland Municipal League Board of Directors for their approval prior to becoming final. MMCA Procedures and Guidelines Document Consideration, Discussion, Possible Procedures: Due to the President s absence, this item will be placed on the June 2016 agenda for possible action. 7

Kimberley Rau requested that we consider adding Donation to the West Virginia Municipal Clerks and Recorders for the 2017 Region II Conference since they are not a large group and they are planning the conference without funds MML Convention Booth Registration, Volunteers: Pamela Fleming and Brenda Colegrove volunteered to staff the MMCA booth MaCo Convention Booth Registration, Volunteers: Kimberley Rau reported that we have a $ credit from MaCo which would go towards MMCA hosting a booth at the 2016 Convention. A motion was made by Jessica Barnes and seconded by Tracey Toscano to approve $ for MMCA to host a booth at the Maryland Association of Counties Conference in August. The motion passed. MMCA FY 2017 Budget: The FY 2017 Budget will be sent out prior to the June 2017 meeting CLERK OF THE YEAR AWARD ANNOUNCEMENT: Vice President Wilkerson reported that the nomination letters were sent out on January 11, The Clerk of the Year Selection Committee received seven nominations, four candidates were selected, and twenty-five ballots were submitted. The winner of the 2016 Clerk of the Year is Lou Ann Crook. 11 The Messenger June Clerk of the Year Award ou Ann began her career with the City of Laurel in 1989 as an Administrative Specialist in L the Department of Public Works. Over 10 years in Public Works, she progressed through positions of increasing authority to Office Manager, learning a lot about the City she grew up in and about serving the public. In 2000, Lou Ann embarked on a two-year career shift as Fiscal Manager in the Department of Finance, rounding out her experience in budgeting and accounting. In 2002, Lou Ann was promoted to Executive Assistant to the Mayor. In January 2016 she was promoted to Chief of Staff. Lou Ann became a member of the Maryland Municipal Clerks Association in She has served on several MMCA Committees, as Vice President ( ) and President ( ). Lou Ann served for many years on the Maryland Municipal League s Legislative Committee and was appointed Vice Chair of the MML Legislative Committee She joined the International Institute of Municipal Clerks in 2008 and served for two years on the IIMC Legislative Committee ( ). Lou Ann s dedication to her work at the City of Laurel has earned her numerous awards and citations. She lives and breathes Laurel, and promotes her City with pride. She is an outstanding leader, both at the City of Laurel and for the Maryland Municipal Clerks Association. Say you ll do it!! 12 The Messenger June 2016 O n April 18, 1916, Governor Emerson Harrington signed into law the documents approving a Charter for Bowie. On April 16, 2016, an opening ceremony was held to begin a year-long celebration to commemorate this anniversary. The event was attended by many State and County officials, current and former Bowie City Council members, and current and former City staff. The City of Bowie Police Honor Guard kicked off the Pamela A. Fleming, City Clerk (retired) 12 ceremony and the Bowie High School Marching Band, and Tulip Grove Elementary School provided entertainment. City Manager David Deutsch was Master of Ceremonies and Mayor Fred Robinson was the Keynote Speaker. A 96-year old lifelong resident, Ms. Fannie Basim, led the Pledge of Allegiance to the Flag. The year-long celebration will include events that the City already presents throughout the year which will include the theme of the Centennial as well as other added events. The first 100 days of the celebration include a Community Picnic, the Memorial Day Parade, Bowiefest, 100 Years at Belair Farm and Stable for Kids, 100 Pounds of Food for the Bowie Food Pantry, Sunday Summer Concerts in the Park, Saturday Summer Concerts in Old Town Bowie, the International Festival, a Garden Tour, and many other events. Pictures from the Past, Art Exhibit by Bowie Students, Bowie Earth Day Concert, Bowie History Lecture, National Train Day, Rosie the Riveter Visits Belair, and 48 th Annual Bowie Heritage Day at Bowie Museums were held in May. Plans are currently underway for more events through April, A park behind City Hall was re-named Centennial Park and dedicated with the erection of a plaque and sign at the entrance. Visit to learn about these events and please visit Bowie to help us celebrate 100 years of incorporation. Hope to see you around Bowie!
