1 Wick and Abson Parish Council Minutes of the meeting held on 16 th May 2017 at Boyd Close Community Hall 7.30pm Attendees: Malcolm Watson (MW) Chair Ron Morton (RM),Bronwen Dyson (BD), Gaive Golding (GG),Simon Always (SA), clerk Jo Bray-Warner, deputy clerk David Wiltshire and 6 members of the public. 1.To NOTE apologies and receive/confirm declarations of interest Apologies: Carolyn Williams (CW) Cllr RM declared an interest in Wick School as he acts as a governor. Non Attendance: Jane Watts (JW), Derek Bonas (DB) 2. Public Participation to RECEIVE and NOTE submission from the public. 2.1 Member of the public reported a bollard at the entrance to Brockwell Park has been pushed/knocked over. Clerk to report. 2.2 Member of the public reported that 2 bollards outside of the Drs Surgery on the High Street have also been pushed/knocked over Clerk to report. 2.3 Member of the public raised a query regarding the wooden posts in Milford Avenue and that there are now 3 missing. Clerk provided Councillors and public outputs from Chris Harris (SGC) walkabout with Chair CW and that SGC will not be replacing these are they are now outside their remit. 2.4 Member of the public requested information as to whether the garages behind the shops in Milford Avenue were to be demolished. Clerk provided Councillors and public with an update from Merlin that at present this was not in the current pipeline to be undertaken in the near future and that Merlin have assured clerk they will advise when this is due to take place. 2.5 Member of the public raised a query regarding the speed of traffic and road signage in The Crescent. Clerk to request via Streetcare a No through road and T Junction signage. 2.6 Member of the public raised queries regarding the parking in the closed laybys in Rock Road and the link between the anti-social behaviour currently taking place in the Nature Reserve. There are particular locations mainly Ravens Rock whereby youths are congregating and causing vandalism and undertaking Anti-Social Behaviour. Resident requested Parish Council contact the local Beat Inspector for Avon and Somerset Constabulary and request additional visibility. Resident also requested that the process for reporting Anti Social behaviour be added to parish website and also Parish magazine- Clerk has subsequently contacted the resident to advise this is aleady on the face page of the website and a request has been sent to the Parish Mag. Chair requested clerk contact Clive Summerhill-Inspector A & S and also Steve Reade and Ben Stokes to have this included in the Community Engagement Forum agenda for the next meeting. 2.7 Member of the public raised a query regarding the ongoing challenges of cars parking on the grass verges. Chair provided further clarity following the recent walkabout with Chris Harris (SGC) 3. Law and Order to RECEIVE and NOTE a verbal/written report from A & S Constabulary. No update or representation.

2 4.To RECEIVE and NOTE a verbal report from the Clerk on activities since the last meeting : Full street inspection of Holbrook Lane- An inspection was made and the potholes were put on the schedule for repair. This work has since been marked off as completed : Pothole on Entrance to parkers Avenue This work has been marked off as completed. 11. To DISCUSS and AGREE briefing note re new Recycling schedule. Chair provide outline from briefing document for new arrangements for waste disposal. SGC have confirmed attendance at our Parishioners meeting on 23 rd May. Chair requested clerk to investigate if there are any new arrangements for green waste as this is not covered in the briefing document. sent 17/04/2017- response received no changes- forwarded to Councillors SGC have now advised they will not be able to attend the Parishioners meeting due to purdah Confirmation rec d from PCSO S Derrick she will not be able to attend the Parishioners meeting Housing Needs survey- Clerk has been liaising with SGC all surveys ready for collection 24 th April, Chair collected 25 th April. Unfortunately the timescales for delivery through parish magazine would not have complied with the timetable SGC have provided therefore clerk and chair explored alternatives options and agreed park keeper will distribute and PC will reimburse through additional hours. All surveys delivered by 9 th May and spares returned to SGC. SGC now not attending Parishioners meeting and Councillors advised Confirmation by Greenfield and park keeper the zip wire set has been replaced the tension has also been sorted. Awaiting invoice Invoice received Confirmation Bus Stop repairs have been undertaken awaiting invoice Invoice received and photos which have been sent to Counillors Enforcement have responded re The Rosary- forwarded to Councillors in Mays papers Photos taken by chair of wooden post in Naishcombe Hill forwarded to Chris Harris and awaiting response as to whether SGC erected. SGC cannot locate anyone who has authorised these posts. Signage for Bee orchids- ed Marcus Gill who has passed this onto to John Morris- chased chased 04/05/2017 for a response. Chased 11/05/2017 s sent to groups inviting them to attend parishioners meeting. Correspondence with Parish Mag and we have agreed an electronic copy of the magazine will be published on the website ongoing. New Bus Stop on junction of St Annes Drive/Holbrook Lane- have sent SGC details of where we would like this situated am awiting update 5. To Note and confirm Minutes from full Council meeting.

To DISCUSS and AGREE next steps for donation to Friends of Wick School. Following on from discussion at April meeting- point 8 on the agenda, Friends of Wick School forwarded a quotation for in order for Parish Council to confirm donation. Discussion held Proposal to donate to Friends of Wick School Proposed GG Seconded MW 8. To DISCUSS next steps for fencing to Wick School. Further continuation of discussion from April meeting- agenda item 9. Proposal for clerk to investigate via Land Registry ownership of Brockwell park and Wick School to establish boundary ownership and responsibilities Clerk to contact Land Registry via online to obtain information and costs to reimbursed at Junes meeting. 9. To DISCUSS and AGREE way forward for unregistered Land in Wick and Abson Clerk advised Parish Council that the Chair and herself had not had an opportunity to drive around the village since last meeting with maps provided by SGC to try and establish which parts of Chesley Hill and Holbrook Common were under parish regulations against common land registry. Defer to June. 10. To DISCUSS and AGREE Insurance Premium renewal. Clerk advised Parish Council that this years insurance premium was due and aquotation had been received from existing suppliers AON Insurance. This had increased minimally and proposal was sought to agree premium. carried 11. To DISCUSS and AGREE donation to Wick Sports Ground.Clerk advised Parish Council that prior to Christmas 2016 Parish Council had received a request from Wick Sports Ground for a donation of to cover new mower and boiler, this had been agreed in principle subject to precept.

4 Clerk advised PC that a further request had been received on14th May requesting a further for new water tanks. Acting Chair MW provided further clarity that he had attended the recent committee meeting as representative for the PC and that the water tanks were in dire need of replacement as if they had burst this would undo all the good work the Sports Ground had undertaken over recent years to the maintenance on the clubhouse. Proposal that be provided as a grant for Wick Sports Ground Seconded GG carried 12. To DISCUSS and AGREE response to Planning application PK17/1592FDI Land East of Oaktree Avenue Discussion held No objection Clerk to advise planning dept. 13. To DISCUSS and REVIEW Parishioners meeting. Clerk advised PC that she had received notification that due to Purdah in SGC that no representatives from SGC would be able to attend to discuss the Housing Needs survey and Waste recycling scheme. Clerk also advised A & S constabulary were now also unable to attend. Discussion was held as to whether to postpone however clerk advised that the meeting was also serving as a consultation event for the Housing needs survey and needed to take place. Agreement reached that this meeting would continue as previously planned. 14. To NOTE correspondence from: Planning updates: PK16/5579/F 20 Church Road- Demolition of existing dwelling and erection of 4 detached dwellings- Approved S106 signed 16. To RECEIVE short information items and oral updates from members SA reported that there were significant potholes on Tog Hill coming towards Wick and this is hazardous particularly to cyclists. Clerk to report 16.2 SA provided an update as he had attended the AGM of the Village Hall, they are currently working up the proposal for the grant/donation and have been advised of timescales for inclusion at Junes Meeting GG requested it noted that he received a number of concerns regarding the service of the Bus Company GG provided an update regarding comments he had received re youths and Anti-Social behaviour in Brockwell Park MW provided an update following attendance at Sports Ground Committee meeting as per agenda item MW updated PC that the AGM was due to be scheduled for May- agreement sought to hold 30 th May.
