3 Mission Statement: The Christopher Newport University College Republican chapter is dedicated to maintaining a conservative presence at the university, forming reliable assistance to the republican campaigns in the district and surrounding areas, and to sustain a relationship with the College Republican Federation of Virginia. Article I- Name 1. The name of this chapter shall be the Christopher Newport University College Republicans henceforth referred to as the CNUCRs. 2. The CNUCRs shall be affiliated with and abide by all guidelines established by: I. The College Republican Federation of Virginia II. The College Republican National Committee and shall abide by the guidelines established by said committee. III. The Christopher Newport University Office of Student Activities Article II- Membership 1. General Membership in this chapter shall be open to any interested full or part- time students of Christopher Newport University. 2. Any member of the chapter who pays dues and attends at least two meetings per semester, two CNUCR events per semester, or one CNUCR trip per semester shall be defined as an active member. 3. Only active members shall have the right to vote in general membership meetings and the right to run for Executive Board positions. 4. Active membership dues in the amount of $10 per academic year shall be collected by the treasurer. Article III- Executive Board 1. The Executive Board of the CNUCRs shall consist of five officers: a. Chairman b. Vice -Chairman c. Political Director d. Treasurer e. Secretary. 2. The Executive Board shall serve from the meeting after their election until the meeting after the following year s election. 3. All Executive Board members must maintain good academic standing AND a cumulative GPA of at least

4 Executive duties- A. The duties of the Chairman are as follows: I. Preside over all executive board and general membership meetings. II. Supervise and organize all activities of the chapter. III. Act as the primary point of contact for the chapter. IV. Act as the primary Executive Authority within the Chapter. V. Notify all chapter members of General membership meetings or Executive Board Meetings no later than forty eight hours before the meeting takes place. VI. Any other duties deemed necessary for the success of the CNUCRs. B. The duties of the Vice -Chairman are as follows: I. Preside over all executive board and general membership meetings in the absence of the Chairman, II. Support the Chairman in the organization and supervision of Chapter activities. III. Act as the secondary point of contact within the Chapter. IV. Act as the secondary Executive Authority within the Chapter. V. Any other duties deemed necessary for the success of the CNUCRs C. The duties of the Political Director are as follows: I. Preside over all executive board and general membership meetings in the absence of the Chairman AND Vice-Chairman.. II. Support the Chairman in the organization and supervision of Chapter Activities. III. Act as primary liaison with political campaigns. IV. Act as tertiary Executive Authority within the Chapter. V. Any other duties deemed necessary for the success of the CNUCRs. D. The duties of the Treasurer are as follows: I. Collect membership dues and other payments necessary in the chapter, II. Provide a financial report to the Chapter at each General Membership meeting. III. Supervise the financial condition of the chapter. IV. Actively seek funding opportunities for the Chapter. V. Any other duties deemed necessary for the success of the CNUCRs. E. The duties of the Secretary shall be as follows: I. Support the Chairman in the organization and supervision of all chapter activities. II. Maintain records of attendance and minutes at all CNUCR Executive Board meetings. III. Maintain records of attendance and minutes at all CNUCR General membership meetings IV. Maintain records of member attendance at all CNUCR events and trips. V. Any other duties deemed necessary for the success of the CNUCRs. 3

5 Executive Board Vacancies 1. In the event of a vacancy in the position of CNUCR Chairman: a. The Vice-Chairman shall assume the position of Chairman. 2. In the event of a vacancy in the position of CNUCR Vice-Chairman: a. A special election for the position of CNUCR Vice-Chairman shall be conducted as soon as possible. b. Until the election of a new Vice-Chairman, the Chairman may select a temporary replacement. 3. In the Event of a vacancy in the position of CNUCR Political Director: a. A special election for the position of CNUCR Political Director shall be conducted as soon as possible. b. Until the election of a new Political Director, the Chairman may select a temporary replacement. 4. In the event of a vacancy in the position of CNUCR Treasurer: a. A special election for the position of CNUCR Treasurer shall be conducted as soon as possible. b. Until the election of a new Treasurer, the Chairman may select a temporary replacement. 5. In the event of a vacancy in the position of CNUCR Secretary: a. A special election for the position of CNUCR Secretary shall be conducted as soon as possible. b. Until the election of a new Secretary, the Chairman may select a temporary replacement. Removal of Executive Board Officers 1. If any member of CNUCRs has a complaint against a member of the Executive Board, they may submit it in writing to a member of the executive board. a. Any complaints submitted in this manner shall be discussed by the executive board at the next executive board meeting. b. If three executive board officers believe the complaint justifies removal of the complaint s subject, the matter shall be discussed at the next General Membership meeting. c. At the next General Membership meeting, a three-fourths majority vote may remove the subject of the complaint from their Executive Officer position. Article IV- Meetings and Voting General Membership Meetings a. All chapter members may attend General Membership meetings b. General Membership meetings shall be conducted at least twice per month. c. Additional General Membership meetings may be called by the Chairman or Vice-Chairman with approval from two other executive board members. d. Quorum for General Membership meetings shall be defined as two-thirds of the Chapter s Active membership. 4

6 e. All Chapter members shall be notified that a meeting is taking place no later than forty eight hours before the designated meeting time. f. All votes called during a General Membership meeting shall be decided by a simple majority of active members in attendance, unless otherwise stated in this Constitution. Executive Board Meetings a. Executive Board Meetings are mandatory for all Executive Board Officers, unless excused by the Chairman or Vice-Chairman. b. General and Active Members may attend Executive Board meetings if approved by three Executive Board Officers. c..executive Board meetings shall be conducted at least three times per semester. d. Additional Executive Board meetings ma be called by the chairman or Vice-Chairman with approval from two other executive board officers. e. Quorum for Executive Board meetings shall be defined as three Chapter-elected Executive Board officers. f. All chapter members shall be notified that a meeting is taking place no later than forty eight hours before the designated meeting time g. All votes called during Executive Board meetings shall be decided by a three-fifths majority of all Executive Board Officers. Article V- Committees 1. The Chairman may establish temporary committees with approval of two other Executive Board officers and a two-thirds vote of the Chapter s Active Membership. 2. Before the General Membership votes on the establishment of a committee, the following must be provided to the General Membership of the chapter: a. The name of the Committee b. The proposed purpose of the Committee c. The proposed duration of the Committee d. The proposed leader of the Committee. Article VI- Elections Executive Board Elections 1. Executive Board Elections shall take place during the month of March, or as necessary to fill vacancies. 2. Executive Board Elections shall be conducted during a General Membership meeting 3. The General Membership of the Chapter shall be notified that an election is taking place no later than two weeks prior to the designated election date. 4. All nominated candidates shall be provided with time to address the Chapter at the meeting of the election, and prior to the election. 5. Voting shall be conducted via written ballot. 5

7 a. The votes of individual members shall not be revealed, however the total number of votes cast for each candidate shall be presented to the General Membership. b. Once all active members present at the meeting of the election have cast their votes, the candidate with the highest number of votes shall win the election. 6. Executive Board Elections shall be conducted by an active member of the CNUCRs. a. The member conducting the Executive Board Election shall be selected by the Chairman with approval from two-thirds of the Active Membership. b. The member conducting Executive Board Elections must not be seeking an Executive Officer position in the election they are to conduct. Executive Board Nominations 1. To qualify for an Executive Officer position in the CNUCRs, a member must: a. Qualify for and maintain active membership within the Chapter. b. Be nominated by at least two active members within the Chapter c. Have and maintain good academic standing and a cumulative GPA of at least 2.3. Article VII- Disciplining of Membership 1. Should three fifths of the Executive Board determine that a member of the CNUCRs has acted in a manner unbecoming of a member of the CNUCRs, the Executive board may take one of the following actions: a. Warn the member b. Remove the member from a CNUCR Committee position 2. Should the entire Executive Board determine that a member of the CNUCRs has acted in a manner unbecoming of a member of the CNUCRs, the Executive board may take one of the following actions: a. Suspend the member from CNUCR Events Meetings and Trips for a certain number of CNUCR Events, Meetings,and Trips b. Suspend the member from CNUCR Events Meetings and Trips for a certain period of time c. Revoke CNUCR Membership for an indefinite period no shorter than one Calendar year i. Any behavior constituting physical or sexual assault as defined by the Christopher Newport University Student Handbook Shall result in revocation of CNUCR membership for an indefinite period no shorter than one year. Article VIII- Bylaws and Amendments Bylaws 1. By laws, consistent with the Constitution, may be adopted or amended for a period of one year by a two-thirds vote of the attending active membership. 2. Proposed by laws or must be presented by the Executive Board during a general membership meeting or by petition signed by 50% of the active membership. 3. By laws must be reviewed and voted on during the following general membership meeting. 6

8 Amendments 1. Amendments to this Constitution may be adopted by a two thirds majority of active members present at a General Membership meeting. 2. Proposed amendments may be proposed by any member of the CNUCRs. Article IX- Ratification 1. The CNUCR Constitution shall become effective upon ratification by a two- thirds vote of the attending active membership. 7
