1 MAGDALENA ALBORNOZ BOYNTON 7813 Charleston Drive Bethesda, Maryland SUMMARY OF EXPERIENCE Trial lawyer with extensive prosecutorial, civil, and criminal defense experience in state and federal courts, at both the trial and appellate level. PROFESSIONAL EXPERIENCE U.S. Department of Justice, Office of International Affairs, Washington, D.C. (November 2007 to present) Associate Director- Head of South America Team I supervise attorneys and international affairs specialists assigned to handle international extradition and mutual legal assistance requests for the South American region. My duties include: approving the arrests of international fugitives wanted in the U.S. and abroad; approving incoming and outgoing extradition and mutual legal assistance requests; providing legal and policy guidance to U.S. and foreign prosecutors and law enforcement personnel; participating with the Department of State in the negotiation of bilateral and multilateral law enforcement treaties; counseling the Attorney General and other Department principals on international criminal matters; and representing the United States/Department of Justice in multilateral fora, such as the Organization of American States. Trial Attorney As an attorney on the South America team, my responsibilities included: preparing and submitting outgoing international extradition and mutual legal assistance requests; reviewing and analyzing incoming and outgoing extradition and mutual legal assistance requests; providing legal guidance to U.S. and foreign law enforcement counterparts; and preparing briefing materials for the Attorney General and other Department principals. United States Attorney's Office for the District of Columbia, Washington, D.C. (October 2004 to November 2007) Assistant United States Attorney: As a senior prosecutor in the Homicide Section, was responsible for the investigation, indictment, and prosecution of homicides occurring in the District of Columbia. Handled many of the District's more complex cases. These included a murder case in which the sole witness was a four-year child and a "one-punch" case that resulted in a manslaughter conviction. Practice required familiarity with sophisticated forensic tools, such as DNA analysis, and the management of a significant case load. 1
2 Office of the State's Attorney for Montgomery County, Maryland, Rockville, Maryland (September 1999 to October 2004) Assistant State's Attorney: As a senior Assistant State's Attorney, I was assigned to the Silver Spring district. I was responsible for handling major felonies in the Circuit Court, as well as all complex cases involving Spanish-speaking victims and/or witnesses. During my tenure as a state prosecutor, I handled hundreds of cases, including homicides, vehicular manslaughters, rapes, robberies, assaults, drug trafficking, and other violent crimes. I also handled numerous cases involving juvenile offenders presented for reverse waiver determination. In addition to handling all aspects of trial and motions practice, I was responsible for providing on-call assistance and in-service training to the Montgomery County and Takoma Park police departments. United States Attorney's Office for the District of Columbia,Washington, D.C. (April 1995 September 1999) Assistant United State's Attorney: My experience as a federal prosecutor encompassed a wide array of practice areas, including rotations in the misdemeanor, appellate, general felonies, and grand jury sections of the office. In addition, I applied for and was accepted into the office's pilot Community Prosecution Program in the city's Fifth District. My last year in the office was spent in the Transnational/Major Crimes Section, where I prosecuted exclusively in the United States District Court for the District of Columbia. In this section, my caseload included international child exploitation, interstate kidnapping, bank robberies, immigration fraud, and other interstate and international offenses. Kupferberg and Bernstein, Rockville, Maryland (May 1990 to April 1995) Associate attorney: Represented individual and corporate clients. Involved in all aspects of trial and appellate practice (in both state and federal court), including civil litigation, criminal defense, family and juvenile matters, real estate transactions, business and corporate practice, and estates and trusts. The Law Weekly, Fairfax, Virginia Guest commentator and co-producer (1993 to 1994). Was co-producer and occasional guest commentator of award-winning cable television program that focused on current topics in the law. 2
