5 Page 5/ Chapter I: The Student Union, its members and purpose Section 1 Status and purpose of the Student Union The name of the Student Union is Turun yliopiston ylioppilaskunta and its place of domicile is the 157 City of Turku The purpose of the Student Union is to serve as a link among its members and to promote their 160 societal, social and intellectual aims as well as those related to studying and to the societal status of 161 students Section 2 Members All university students admitted to studies leading to lower and upper university degree are part of 166 the Student Union. The Student Union may also admit other university students as its members The Student Union may invite a person for whom it wishes to show respect as an honorary 169 member. An honorary member shall be invited after a unanimous decision by the Student Union 170 Council. The Student Union shall keep a record of its honorary members Section 3 Quorum and administration The supreme power of decision in Student Union affairs shall be exercised by the Student Union 175 Council elected through proportional elections. For the preparation and implementation of issues, 176 the Student Union Council shall appoint an Executive Board which exercises administrative and 177 executive authority as well as a Financial Board which exercises decision-making, administrative 178 and executive authority in the affairs set by these rules Section 4 Values The values upheld by the Student Union are defined in its Strategy In the election of the Executive Board of the Student Union, the equitable proportion provision of 185 the Act on Equality between Women and Men is adhered to in addition to these values. Under the 186 equitable proportion provision, an agency must comprise an equitable proportion of both women 187 and men, unless there are special reasons to the contrary. The purpose of the provision is that the 188 proportion of both women and men is at least 40 per cent The equitable proportion provision is aimed at being observed also in other appointments of 191 persons in the Student Union, but it is not binding Upon request, the gender of a person going through a gender reassignment process can be defined 194 as the one that the person feels closest to, even if different from the legal gender. In such case, the 195 gender can also be considered other than male or female. (The person should present a report of 196 the gender reassignment process for the preparing party or the Secretary General.) Section 5 Disqualification An elected official of the Student Union shall not vote or make decision proposals in a process 201 where the decision concerns an economic agreement between the said official and the Student 202 Union or in case the private economic interest of the said official could be in contradiction with the 203 interest of the Student Union. 204

7 Page 7/ Chapter II: Student Union Council Section 6 Members and term of office The Student Union Council consists of forty-one (41) eligible members of the Student Union Members of the Executive Board of the Student Union, employees and people in senior positions in 215 Student Union companies shall be disqualified to serve as members in the Student Union Council The term of office of the Student Union Council begins on 1 January and lasts for two (2) years Section 7 Deputy Members If a member of the Student Union Council loses their eligibility or is disqualified or otherwise 222 prevented from participating in a Student Union Council meeting, a deputy member shall replace 223 them as prescribed in the elections order and in the rules of procedure of the Student Union 224 Council Section 8 Tasks of the Student Union Council The Student Union Council: ) shall elect a Chair and a Vice-Chair among its members; 231 2) shall elect the Executive Board of the Student Union and its Chair; 232 3) shall elect the Financial Board of the Student Union and its Chair; 233 4) shall elect the Executive Committee of the Student Union and its Chair; 234 5) shall elect the Committees of the Student Union and their Chairs, unless otherwise required by a 235 statute; 236 6) shall elect the student representatives in the Collegiate Body of the University of Turku, 237 University of Turku Board, University of Turku Teaching Council and University of Turku Financial 238 Aid Board, and shall elect the representatives of the Student Union in the Congress of the National 239 Union of University Student in Finland and in the Delegation of the Student Village Foundation of 240 Turku; 241 7) shall elect the auditors of the Student Union and their personal deputy auditors; 242 8) shall decide on appointing the Secretary General and the editor-in-chief of the Turku Student 243 Newspaper; 244 9) shall annually approve the plan of action and once a term the political agenda; ) based on the proposal of the Executive Board, shall approve the budgets and supplementary 246 budgets of the Student Union, of its independent functional units, and of the properties, and order 247 the membership fee of the Student Union to be confirmed by the Rector of the University of Turku ) shall decide on the approval of the financial statements of the Student Union, of its independent 249 functional units and of the properties as well as on the formal approval of actions for the Executive 250 Board and those other accountable; ) shall discuss the annual report provided by the Executive Board on the activities of the Student 252 Union, of its independent units and of the properties and decides on the consequential actions; ) based on the proposal of the Financial Board, shall discuss the issues which concern property 254 purchase, selling, exchange or renting, or conducting an exchange of land, mortgaging, engaging in 255 new building or assigning shares owned by the Student Union. The same shall apply to borrowing 256 money for new building; ) shall approve the rules of the Student Union, elections order, rules of procedure of the Student 258 Union Council, rules of procedure of the Executive Board, staff regulations and other regulations 259 and rules of procedure of the Student Union;

8 Page 8/ ) shall invite an honorary member based on the proposal by the Executive Board and shall decide 261 on other honours, unless otherwise prescribed in these rules; ) shall decide on the expenses compensation to the meetings of the Student Union Council and of 263 the subordinate organs; and ) shall decide on other issues retained by the Student Union Council in the manner prescribed in 265 the rules of procedure or which the Executive Board deems necessary to be decided by the Student 266 Union Council Section 9 Meetings of the Student Union Council The Student Union Council shall convene in its regular meetings once a month, except for the 271 months of May, June, July and August Before the start of its term of office, between 1 and 10 December, the Student Union Council shall 274 convene in an organising meeting, where the Executive Board and the Chairs of the Committees, as 275 well as the Chair and Vice-Chair of the Student Union Council and the Financial Board for the next 276 term are elected The issues stated in Section 6 (11) and (12) shall be decided upon in the April meeting, at the latest The Student Union Council shall convene at other times deemed necessary by the Chair or if at 281 least ten (10) members of the Student Union Council so request in a written form for the discussion 282 of a stated matter, or as prescribed in the rules of procedure of the Student Union Council Invitation to a meeting of the Student Union Council shall be delivered electronically or, if so 285 requested, in a written form for all members of the Student Union Council, and the meeting shall 286 be announced at the official bulletin boards of the Student Union at least seven (7) days before the 287 meeting. The invitation shall state the issues to be discussed in the meeting. The Student Union 288 Council may discuss an issue not stated in the invitation to a meeting through a majority of two 289 thirds (2/3) The Student Union Council constitutes a quorum when at least twenty (20) members and the Chair 292 or the Vice-Chair are present Section 10 Decision-making The Student Union Council shall make the decisions with a simple majority of votes, unless 297 otherwise prescribed in these rules. If the votes result in a tie, the vote of the Chair is the decisive 298 one In appointing persons, either majority election or proportional representation is adhered to Majority election: If there is one (1) candidate to be elected, the one which received the most votes 303 shall be elected. In majority election, one vote is given for one candidate If there is one (1) candidate to be elected, the one which received the most votes shall be elected. In 306 order to be elected in the first voting, a candidate shall have the majority of the provided votes. If 307 nobody receives the required majority, another voting shall be organised between the two 308 candidates who received the most votes. In this voting, the candidate which received more votes 309 shall be considered elected. If the other voting results in a tie, a draw shall resolve the vote. 310

9 Page 9/ If the first voting does not result in two candidates with the most votes, an additional voting shall 312 be organised between the candidates with the equal number of votes. If the additional voting 313 results in a tie, a draw shall resolve the vote Proportional representation: If there are two (2) or more candidates to be elected, the elections 316 shall be held with proportional representation, unless otherwise prescribed in these rules. In 317 proportional representation, the number of candidates in the desired order on the ballot 318 corresponds, at the maximum, to the number of elected candidates. When the result is being 319 counted, the first candidate on the ballot receives one vote, the second candidate receives half (1/2) 320 a vote, the third receives a third (1/3) of a vote, and so on, until each candidate mentioned in the 321 ballot has received votes. The number of votes received by each candidate is called the comparative 322 index. The candidates are elected in the order prescribed by the comparative indexes The elections shall be held and the results shall be counted by three tellers called by the Chair at the 325 beginning of the meeting, and they shall be members of the Student Union Council Proportional and other elections, if so required, shall be held with a closed ballot. If the votes result 328 in a tie, a draw shall resolve the vote Section 11 Right to speak and right of attendance Every member of the Student Union and everyone performing tasks of the Student Union shall 333 have the right to attend the meetings of the Student Union Council. The members of the Executive 334 Board of the Student Union, employees of the Student Union, the Chairs of committees, boards and 335 wings, and the people separately authorised in the meeting shall have the right to speak but not to 336 decide Section 12 Members right of initiative The Student Union Council shall discuss all matters addressed to it by the members and sub- 341 organisations of the Student Union. In the discussion, the representative of the initiative shall have 342 a right to speak in the meeting of the Student Union Council. 343

10 Page 10/ Chapter III: Student Union Council Rules of Procedure Section 13 Scope of application If a certain procedure is not prescribed in the rules, the Student Union Council can decide on the 349 procedure in a meeting as a procedural matter. If the wide-ranging nature of a matter so requires, 350 the procedural matter can be transferred to the next meeting as a separate matter in accordance 351 with what has been prescribed on shelving a matter Section 14 Chairs of the Student Union Council (Chairs of the Student Union) The Chair and the Vice-Chair have a right to speak and a right of attendance in all the organs of the 356 Student Union. The Chair represents the Student Union in its annual celebration. The Chair has 357 the right to participate free of charge in the events organised by the Student Union Section 15 Meeting times The Student Union Council shall convene upon an invitation by the Chair in the times provided in 362 Section 9 of the Rules of the Student Union, and annually on the anniversary of the Student Union, 363 on 9 November, for a celebration meeting The Student Union Council shall decide in its organisational meeting the regular meeting time of 366 the council Section 16 Agenda In the order determined by the Chair of the Student Union Council, those matters shall be put on 371 the agenda which the Executive Board, a committee of the Student Union Council or the Chair of 372 the Student Union Council informs at least ten (10) days before the meeting to be included in the 373 agenda In a similar vein, such initiative or proposal made by a Student Union Council Group, a Student 376 Union sub-organisation, or a single member, which has been submitted to the Secretary General 377 and the Chair of the Student Union Council in written form at least ten (10) days before the Student 378 Union Council meeting, shall be put on the agenda The Chair of the Student Union Council and the Executive Board shall be in charge of ensuring that 381 the statutory matters of the Student Union are put on the agenda in time The matters on the agenda of a meeting shall be informed in the invitation to the meeting. A matter 384 that has not been mentioned in the invitation to the meeting, shall not be decided, unless declared 385 urgent with a two-thirds (2/3) majority, or otherwise provided in the rules Upon invitation to the meeting, the agenda shall also be delivered to the deputy members of the 388 Student Union Council. Only matters put on the agenda shall be discussed in a Student Union 389 Council meeting. However, an initiative on retaining the power of decision of the Executive Board, 390 a vote of no confidence for the Executive Board, and a resolution submitted for the Secretary 391 General at least one day before the meeting shall be discussed even if not put on the agenda of the 392 meeting In case the resolution is immediately attached to a matter put on the agenda, it is not necessary to 395 submit it for the Secretary General in advance. 396

11 Page 11/ Section 17 Deputy members If a member of the Student Union Council is permanently prevented from participating in the work 400 of the Student Union Council, they must submit a written letter of resignation to the Secretary 401 General. If a member of the Student Union Council has lost their eligibility to stand as a candidate, 402 they will be declared resigned. 403 If an absence or prevention is known in advance and especially if it shall presumably last more than 404 one meeting, the member shall inform the absence in a written from for the Chair of the Student 405 Union Council and for the Secretary General of the Student Union at least ten (10) days before the 406 meeting, in which case the following person in the electoral coalition can be invited to the meeting A declared absence can be cancelled by informing it in a written form to the Chair of the Student 409 Union Council and to the Secretary General of the Student Union at least two (2) days before the 410 meeting In case a member of the Student Union Council is absent from three (3) consecutive meetings of 413 the Student Union Council without informing a reason before, the Student Union Council shall 414 consider them resigned from the membership of the council If a member of the Student Union Council is elected in the Executive Board of the Student Union, 417 as an employee of the Student Union, or in a leading position in a company of the Student Union, 418 their deputy member shall be invited to the Student Union Council until the membership in the 419 Executive Board or the employment ends When a member of the Student Union Council asks for a resignation or otherwise gives up their 422 membership in the middle of the term, a new member shall be invited to replace them, as 423 prescribed in the regulations on the elections A member of the Student Union Council shall inform in advance a temporary absence or 426 prevention to the deputy members of their electoral coalition or otherwise ensure that the 427 information concerning the absence is provided to the aforementioned persons in time When leaving a meeting, the member of the Student Union Council shall inform it to the Secretary 430 of the meeting. During the meeting, a member of the Student Union Council entering the meeting 431 shall inform their arrival to the Secretary of the meeting. Absent members and the representatives 432 leaving and entering during the meeting, as well as the entry of an eventual deputy member 433 replacing a leaving member, or deviance from the quorum of the meeting, shall be separately 434 recorded in the minutes What is prescribed in this Section concerning the members of the Student Union Council shall 437 apply, for the applicable parts, also to deputy members. If a member of the Student Union Council 438 is temporarily disqualified or otherwise prevented from participating in the meeting, any deputy 439 member of the electoral coalition can serve as their deputy provided that the member with a larger 440 comparative index has a priority over a present person with a smaller comparative index. When 441 there are no members of the electoral coalition left and the Student Union Council group is 442 incomplete with regard to regular or deputy members, the electoral coalition cannot be 443 complemented from inside an eventual electoral alliance. In such case, the presence of a quorum is 444 considered to have changed in accordance with the number of members Section 18 Executive Board negotiations 447

12 Page 12/ Before the end of the term of the Executive Board or if the Executive Board resigns before the end 449 of the term, the Chair of the Student Union Council shall invite the representatives of the Student 450 Union Council groups to negotiations to form the Executive Board After the Student Union Council elections, and before the organisational meeting of the Student 453 Union Council, the Chair of the Student Union Council invites the representatives of the electoral 454 coalitions and/or coalitions elected in the new Student Union Council to Executive board 455 negotiations Section 19 Consultative referendum If the wide-ranging or significant nature of a matter so require, the Student Union Council may 460 subject a single issue to a consultative referendum. At the same time, the Student Union Council 461 decides on the realisation of the referendum Section 20 Meeting premises The Chair of the Student Union Council and the Executive Board shall ensure that the meeting 466 premises are such that the public has the opportunity to follow the meeting Section 21 Minutes The Secretary General or a delegated employee shall serve as the Secretary of the Student Union 471 Council, who drafts the final minutes of the meeting, in which all the proposals, votes and decisions 472 are recorded The discussion held at the meeting of the Student Union Council shall be audio-recorded. The 475 recording shall be restored with the final minutes. The recording shall be easily available for use of 476 the Student Union Council groups In the beginning of the Student Union Council meeting, the Chair invites two members of the 479 Student Union Council to control the final minutes The minutes shall be signed by the Chair, the Secretary General, two elected scrutinisers of the 482 minutes, and the secretary of the meeting, if other than the Secretary General. The minutes can 483 also be scrutinised in the same meeting either fully or partly, if necessary Section 22 Dissenting opinion A member of the Student Union Council who is present in the meeting and not content with the 488 decision, has the right to inform their dissenting opinion to be recorded in the minutes. A 489 dissenting opinion can be justified in a written form at the latest at the following meeting of the 490 Student Union Council Section 23 Decision list The decision lists of the meetings of the Student Union Council shall be published on the official 495 bulletin board of the Student Union at least one (1) week after the meeting. The stated decision lists 496 shall be kept on display for at least two (2) weeks Section 24 Maintaining the order 499

13 Page 13/ After providing a warning, the Chair of the meeting may reject the right of attendance of a person 501 that behaves in an improper manner in the meeting. In case of disorder, the Chair may suspend or 502 end the meeting Section 25 Items The normal items of a regular meeting of the Student Union Council include ) Opening the meeting 509 2) Legality and quorum 510 3) Invitation of the scrutinisers of the minutes and tellers 511 4) Notices 512 5) Approval of the agenda 513 6) Question hour of the Executive Board and the Financial Board 514 7) Items mentioned in the invitation to the meeting 515 8) Other business 516 9) Ending the meeting During the question hour of the Executive Board, the members of the Student Union Council may 519 present questions to the Executive Board. The questions are processed one at a time so that a 520 general discussion is held concerning each question. The decision of the Student Union Council 521 concerning the confidence of the Executive Board or its single member must always be discussed as 522 a separate item Upon a supported proposal, the Student Union Council may approve resolutions directed to the 525 Executive Board. A regulation submitted to the Secretary General at the latest on the day before the 526 meeting will be discussed, even if not on the agenda. In case the resolution is immediately attached 527 to a matter put on the agenda, it is not necessary to submit it for the Secretary General in advance. 528 The resolution will be discussed during the agenda item "other business". Resolution always 529 requires a vote Section 26 Procedure The items approved for the agenda of the meeting shall be discussed in the following order: ) Presentation 536 2) Discussion, a general discussion and a detailed discussion, if necessary 537 3) Decision-making, which includes determining the proposals and, if necessary, the voting order, 538 decision on the voting method and voting 539 4) Notice of the decision In a detailed discussion, voting can be organised between the change proposals of each item before 542 moving to the following item. After a detailed discussion, a decision is made on the approval of the 543 discussed matter as a whole Section 27 Permission to speak In the meeting of the Student Union Council, the permissions to speak are provided in the manner 548 determined by the Chair in the order of request, special exceptions being procedural addresses, 549 replies and rejoinders. Procedural address is always provided before providing the following 550 address. A reply can be provided before other requested permissions and immediately after the

14 Page 14/ question when it is appropriate. A short rejoinder can be provided in order to correct the 552 inaccuracy expressed in the precedent address The permission to speak is requested by raising the hand in a manner visible to the Chair. The 555 procedural addresses and rejoinders are also requested by informing the nature of the address to 556 the Chair The speakers shall be standing. In the beginning, the speaker shall say their name and Student 559 Union Council if desired in order to facilitate the drafting of minutes and to serve the public 560 present in the meeting. Departure from this procedure is possible in a discussion where the same 561 person speaks so often that there can be no ambiguity about the speaker s personality among the 562 present people Section 28 Procedural matters If a procedural address is requested, the discussion on an item is interrupted and the procedure is 567 discussed instead. The procedural addresses can only concern shelving the discussed matter or 568 procedural questions of the meeting, such as the discussion manner, meeting procedure or the 569 behaviour of the Chair. In procedural matters that require support, separate addresses shall be 570 held. When a procedural matter has been completed, the discussion returns to the item Section 29 Shelving a matter A matter discussed for the first time will be shelved, when at least five (5) members of the Student 575 Union Council so require before the decision-making phase. The Student Union Council decides 576 with a simple majority of the provided votes the re-shelving of a matter Section 30 Returning a matter to preparation A matter presented by the Executive Board or a committee set up by the Student Union Council can 581 be returned to preparation with a majority of the provided votes Section 31 Proposals All proposals made in the meeting shall be provided in a written form for the secretary of the 586 meeting Proposal that has not been supported shall not be voted upon. Support will be provided as separate 589 supportive addresses or entered in writing in the provided proposal The proposals of the Executive Board, the Student Union Council groups and Student Union 592 Council committees shall be considered supported. Proposals made for the elections do not need 593 support The author of the draft proposal can assume the presented change proposal, in which case the 596 change proposal becomes part of the draft proposal. If one wants to support the formulation of the 597 original draft proposal after the change has been assumed, a separate proposal shall be made Section 32 Voting Each member of the Student Union Council shall have one (1) vote in the meeting. 602

The roll call vote is conducted regardless of whether the voting was conducted by 605 raising the hand or not, if the Chair deems it necessary and if a member of the Student Union 606 Council so requests In the beginning of the roll call vote, the Chair makes the voting proposal so that the reply "yes" or 609 "no" expresses the stance towards the proposal. After this, the representatives reply "yes", "no" or 610 "empty" in the order in which the secretary of the meeting lists the names of the representatives The reply of each representative is entered in the minutes of the meeting. 613 In the roll call vote, a representative cannot vote after the name of the following representative is 614 called The voting is conducted with closed ballots if the majority of the members of the Student Union 617 Council so require, regardless of whether a roll call vote is requested. In such case, the Chair calls the tellers to count the votes provided in the test voting, 638 which will be entered in the minutes as the result of the voting Section 33 Elections or voting with closed ballot In voting or elections with closed ballot, the following procedure is applied: The voting or 643 elections will be started by declaring election peace, when all people besides the representatives 644 present in the meeting and the secretary of the meeting leave the meeting room and the doors 645 are closed.during the election peace, the meeting room shall not be leaved and no outsiders shall 646 enter. In such 659 case, new ballots will be distributed and a new roll call is conducted When it is ensured that the ballots have been dropped in the ballot box in the appropriate order, 662 the election peace is declared ended and a meeting pause is held, under which the tellers count 663 the provided votes The meeting pause ends as the tellers have been able to count the votes and the result has 666 been informed to the Chair and the secretary. The tellers may not declare the result of the 667 voting or elections to anyone before the Chair has declared it Section 34 Appointment of committees Upon its discretion, the Student Union Council may appoint a necessary number of committees for 672 the duration of its term or a shorter period, and the council elects a Chair for each upon the 673 appointment. The committee shall elect a Vice-Chair among its members and the secretary shall 674 be the person elected among the committee members or such employee determined by the 675 Secretary General, who is responsible for the field of the task of the committee Upon appointing the committee, the Student Union Council shall decide its tasks, composition and 678 term Section 35 Committee tasks The task of the committees is to prepare such matters discussed in the Student Union 683 Council meeting that require profound deliberation of the Student Union Council due to 684 their nature. The committee shall discuss such proposals made in the Student Union Council 685 meetings that the Student Union Council submits for the committee to prepare Upon its discretion, the committee can also discuss proposals in its operational field that are 689 directly made for the committee by a Student Union sub-organisation, Student Union 690 Council group or a single member of the Student Union Council Section 36 Organisation of the committees The committee shall decide in its organisational meeting on its meetings and procedures. The 695 committee shall also convene when the Chair deems it necessary or when at least two (2) members 696 of the committee so request from the Chair The committee shall constitute a quorum when at least half of the members are present in addition 699 to the Chair or the Vice-Chair Section 37 Minutes A secretary elected among the members of the committee or an employee of the Student Union 704 shall draft the minutes. The minutes are signed by the Chair and the secretary Section 38 Election Committee 707

17 Page 17/ The Student Union Council appoints an Election Committee for its term and elects the Chair to 709 prepare the election of the members of the University Collegium, University Board, Delegation of 710 the Student Village Foundation of Turku, and of the Secretary General. The Election Committee 711 shall prepare for the Executive Board the election of the members in the Degree Board, Faculty 712 Councils and the Board of the School of Economics, the organs of the Finnish Student Health 713 Service and the Board of Directors of the Student Village Foundation of Turku. In addition, the 714 Election Committee shall discuss other matters ordered by the Student Union Council or the 715 Executive Board Each Student Union Council group proposes one member in the Election Committee and a 718 maximum of two deputy members The task of the Election Committee is, after the application time declared by the Executive Board of 721 the Student Union, 1) to discuss the applications provided for the said organs, 2) to interview the 722 number of applicants deemed appropriate, 3) to make a justified proposal for the Student Union 723 Council or the Executive Board concerning the elected. For a justified reason, the proposal may 724 not be necessary The Election Committee can declare a new search or prolong the application period, if it 727 considers this to be the interest of the Student Union. If a search is declared again, the previous 728 applications shall be considered while filling the position. The application procedure shall be 729 launched well before the term of the previous student representatives. The Election Committee 730 shall convene upon an invitation by the Chair or, if prevented, by the Vice-Chair. The Election 731 Committee shall decide how the invitation to a meeting shall be provided for the members of the 732 Election Committee. The first meeting shall be invited to convene at least one week before the 733 meeting. 734 Minutes shall be drafted on the meetings of the Election Committee The Election Committee shall constitute a quorum when the Chair or the Vice-Chair and at least 737 half of the members if the Election Committee are present Each member of the Election Committee shall have one vote. In voting, the procedure is followed 740 in accordance with the rules of the Student Union. The proposals for the positions to be filled shall 741 be made among the persons that applied for the position Section 39 Financial Board The Student Union Council appoints the Financial Board for its term as prescribed in more detail 746 in Section Section 40 Other committees For other applicable parts, the provisions of these rules shall be applied in the operation of the 751 committees Section 41 Establishment of a Student Union Council group An official Student Union Council group shall be established by noting it in a written form in a 756 meeting of the Student Union Council. The notice shall include the name of the Student Union 757 Council group, the members and deputy members, the Chair and a necessary number of Vice- 758 Chairs, members of the Election Committee and a necessary number of deputy members and the 759 contact details of the Student Union Council group. A member or a deputy member of a Student 760 Union cannot belong to more than one official Student Union Council group.

18 Page 18/ Section 42 Rights of a Student Union Council group An official Student Union Council group may 765 1) draft proposals for the Student Union Council, 766 2) provide statements for the Executive Board upon request, 767 3) draft proposals for the Executive Board, 768 4) utilise the info column of the Turku Student Newspaper The official Student Union Council groups are entitled to access the material on the basis of the 771 decision-making, which is also available for the committees of the Student Union Council and 772 the Executive Board Section 43 Reservation The Student Union Council may reserve a matter included in the authority of the Student Union 777 for its discussion. The Chair of the Student Union Council or ten (10) members of the Student 778 Union Council are entitled to demand in a written form a matter to be reserved for the Student 779 Union Council, after which the matter shall be discussed in the following meeting of the Student 780 Union Council. The reservation shall be made in a week from the decision of the organ Section 44 Deviation from the rules of procedure of the Student Union Council If a need to deviate from the rules of procedure provided in Chapter 3 arises in a meeting of the 785 Student Union Council, the matter can be decided as a procedural matter with a two-thirds 786 (2/3) qualified majority. 787

19 Page 19/ Chapter IV: Executive Board Section 45 Members and term of office The Executive Board of the Student Union includes a Chair and five to seven (5 7) Executive Board 793 Members, who shall all be eligible members of the Student Union The term of office of the Executive Board elected in the manner prescribed in Section 9(2) shall 796 begin on 1 day of the following January. If the Executive Board is elected at another time in the 797 middle of the term of the Student Union Council, the term of the Executive Board shall begin 798 immediately after being elected by the Student Union Council. In such case, the Executive 799 Board elected shall have the authority in the matters of the Student Union The term of office of the Executive Board shall end at the end of a calendar year, in case the 802 Executive Board requests a resignation or in case it receives a vote of no confidence Individual members of the Executive Board shall have the confidence of the Student Union 805 Council. The Chair and Vice-Chair of the Student Union and the Secretariat of the Student Union 806 may not serve as members of the Executive Board The Chair of the Student Union Council shall be responsible for the composition of the Executive 809 Board in the manner specified in the rules of procedure of the Student Union Council Section 46 Executive Board election method The Chair of the Executive Board shall be elected first In case of no unanimity, the election of the members of the Executive Board shall be held with 816 closed ballot. Lists will be set for the voting, which each include the people proposed as the 817 members of the Executive Board. The lists shall always be presented as complete and the presenter 818 of the list shall ensure that the equitable proportion rule is realised among the candidates. The 819 same person may serve as a candidate on more than one list, but the presenter of the list shall have 820 the consent of the person in question. If a list receives over half of the provided votes, the people 821 presented in the list are considered elected. If there are more than two lists in the first voting, and 822 none of them receives over half of the provided votes, another voting shall be held, in which two 823 lists which received the most votes in the first vote shall compete. If the votes result in a tie in the 824 final voting, a draw shall resolve the vote If the first voting does not result in two lists with the most votes, an additional voting shall be 827 organised between the lists with the equal number of votes. If the additional voting results in a tie, 828 a draw shall resolve the vote If an Executive Board member loses their eligibility for elections or has to resign from the 831 Executive Board for any other reason, the Student Union Council may elect a new member to 832 replace them by simple majority. The Chair of the Student Union Council, and the Vice-Chair if the 833 Chair is prevented, shall ensure in such case that the equitable proportion rule is realised Section 47 Organisation The Executive Board shall elect a Vice-Chair among its members for the term and agree on the 838 internal distribution of tasks Section 48 Tasks of the Executive Board

20 Page 20/ The task of the Executive Board is to exercise administrative and executive authority of the Student 843 Union, and especially: ) to exercise the right to speak of the Student Union, make agreements and other legal acts on 846 behalf of the Student Union, unless otherwise provided by the law and these rules, and 847 represent the Student Union in other matters; 848 2) to manage the execution of the decisions of the Student Union Council, unless the execution is 849 prescribed to another body; 850 3) to control the administration and financial administration of the Student Union; 851 4) to prepare the matters to be discussed in the meetings of the Student Union Council, except for 852 matters specified in Section 8(2); 853 5) to approve the plan of action, political agenda, budget and financial statement to be presented 854 for the Student Union Council; 855 6) to decide on recruiting people to the Student Union, excluding the Secretary General and the 856 editor-in-chief of the Turku Student Newspaper, unless otherwise prescribed in the rules; 857 7) to elect, upon the proposal of the Election Committee, the student representatives in the 858 Faculty Councils and the Board of the School of Economics and in the Degree Board and the 859 Financial Aid Board of the University of Turku; 860 8) to elect the representatives of the Student Union and make the proposals in the organs of the 861 Finnish Student Health Services; 862 9) to elect the representatives of the Student Union in the Board of Directors of the Student Village 863 Foundation of Turku; ) to elect the members of the Film Board for the following term. The Board of the Film Board 865 elects a Chair among its members; ) to grant, upon request, a resignation for a student representative; ) to elect the members of the Student Union Wings; ) to manage the contact with the student organisations and other communities, with which it is 869 necessary for the Student Union to have cooperation; ) to manage the communication activities of the Student Union; ) to provide a report on its activities for the Student Union Council during the period between 872 the meetings of the Student Union Council and an annual report on the activities of the Student 873 Union; 16) to decide on the expenses compensation to the meetings of the Student Union 874 Executive Board and of the subordinate organs; ) to decide annually on the maximum amount of small-scale, one-time expenses; and ) to manage, discuss and decide other matters not prescribed in these rules or otherwise under 877 the authority of the Student Union Council or of another body of the Student Union The Executive Board shall refer a matter under its authority which is important in principle and 880 wide-ranging with regard to the activities of the Student Union to the Student Union Council. If 881 such issue cannot be referred to the Student Union Council due to its urgency, the Executive 882 Board shall communicate to the Student Union Council immediately before the decision-making If the Student Union Council deems necessary, it may transfer a discussed matter under 885 preparation of the Executive Board before making the decision Section 49 Quorum and minutes The Executive Board constitutes a quorum when at least three (3) members of the Executive Board 890 and the Chair or the Vice-Chair are present Minutes shall be drafted on the meetings of the Executive Board, which will be signed by the Chair, 893 the Secretary General, the secretary of the meeting and two scrutinisers of the minutes.
