The measurement is only possible in the assessment phase Assembled, before putting into service, but there is no tick in the checkbox for the assessment phase Assembled, before putting into service in annex C table C.1. On the other hand, and taking into account that this parameter is also measured during the assessing of the QUALITY OF CURRENT COLLECTION (clause ) and that it makes no sense to assess twice the same parameter, table C.1 can be considered as correct, although not sufficiently explained. Introduction Following a letter of 15 February 2010 by DG TREN, the Agency prepared a Technical Opinion on the QC-ENE-004 of 14 October 2009, referring to conformity assessment of mean contact force - ERA/OPI/ /INT of 9 June In the item 14 of the Minutes of the 58th meeting of Railway Interoperability and Safety Committee (RISC) held on 19 and 20 October 2010 in Brussels it was stated that: Four Questions and Clarifications (Q&C) are presented. For two of them, the Agency has to review its corresponding Technical Opinions in order to address specific concerns of some MS. Among the Q&Cs in question was the QC-ENE-004. At the abovementioned RISC meeting one MS commented on the text in the Suggested Resolution/Interpretation part of the QC prepared by NB Rail ENE subgroup, which could be ambiguous from the linguistic point of view. On 11 th of November 2010 NB Rail issued corrected version of Q&C-ENE-004. Both, the MS question and NB Rail correction do not affect the Technical Opinion ERA/OPI/ /INT of 9 of June The following text contains a copy of clauses 3, 5 and 6 of the Technical Opinion ERA/OPI/ /INT of 9 of June 2010 which are still valid. Sections 2 and 4 have received only minor amendments not affecting the content of the TO (please, see Amendment Record). 2. In clause of HS ENE TSI, it is noted that the OCL system is to be designed in order to manage mean contact force from a pantograph as described in Figure For speeds higher than 80 km/h, conformity assessment is to be performed according to EN 50317:2002 clause 6. EN 50317:2002 relates only to measurement of dynamic interaction between the pantograph and the OCL and clause 6 specifies how to measure the mean contact force. Such measurements are typically part of a type test. Table B.1 in Annex B of above mentioned HS ENE TSI notes, however, that conformity assessments with regard to mean contact force are not to be performed as type tests, but only as design review. 4. 7 5. ERA Analysis ERA would like to underline that clause refers to subsystem but table B.1 concerns interoperability constituent. The interoperability constituent overhead contact line parameters are indicated in clause of HS ENE TSI. These parameters can be checked, as it is indicated in Annex B Table B.1, during the design phase ( design review ) and later on, some of them (according to the table B1), are tested during the first installation ( type examination ) and integration into the energy subsystem. In case of mean contact force, clause requires that the overhead contact line shall be designed by using the mean contact force F m stipulated in clause The measurement of the contact force is integrated with the process of assessment of dynamic behaviour and quality of current collection. Detailed description of this process, with possible steps, is given in clauses: conformity assessment of interoperability constituent overhead contact line and conformity assessment of interoperability constituent overhead contact line in a newly installed line (integration into a subsystem). 6. ERA technical opinion The question raised by NB Rail is not a critical error of the HS ENE TSI. The design review and measurement mean contact force is done during the complete process of assessment. To avoid possible double checking and reduce expensive, additional field tests, the measurement is performed during the assessment of dynamic behaviour and quality of current collection. To eliminate further doubts, ERA recommends clarifying the text during the TSI revision under the new mandate. ERA/OPI/ /INT PAGE 6 OF 6
