2 Eligibility A candidate for Middle States Regional Office must satisfy the following requirements and maintain them for the duration of his/her term. (March 2019-March 2020) 1. Must be currently and exclusively enrolled from January 2019 through May 2020 in an associate degree program with a minimum course load of six credit hours.. 2. Must have met the requirements for membership in an active chapter, having duly been inducted. 3. Must be an active member of an active chapter and maintain the standards of membership Benefits Travel/accommodation expenses for all Region-approved travel to chapter inductions, regional conferences, regional convention and registration fees for the Annual Convention immediately following the Regional Officer Election. Tuition Scholarship to participate in the Honors Institute upon successful completion of Regional Officer Orientation Program. $ scholarship and Regional Officer Pin upon successful completion of term Registration to Catalyst 2020 Campaign Rules Five Middle States Regional Officers will be elected during the 32 nd Middle States Regional Convention: Middle States Regional President Delaware State President Maryland/Washington, DC President New Jersey State President Pennsylvania State President One voting delegate will be appointed to represent each chapter in attendance at Regional Convention. Each voting delegate will be entitled to one vote in each of the five officer elections. The campaign for Middle States Office is intended to be a fun, educational and rewarding experience for every candidate. To ensure the accomplishment of this goal, rules and regulations have been established. Any violation may result in a candidate being disqualified from the campaign. Violations should be reported immediately to Pattie VanAtter, Regional Coordinator or to any member of the Middle States Region Advisory Board.

3 Prior to Convention 1. Many candidates choose to appoint a campaign manager to assist them in preparing for the Regional Officer Campaign. It is not the Region s requirement that each candidate has a campaign manager; however, if one is appointed, he/she must be a provisional or active member of Phi Theta Kappa (enrolled in a two-year college). An alumni member, former or current regional officer may not serve in this leadership position. Furthermore, a member may only serve once as a campaign manager. It is acceptable, however for Alumni and former regional officers to support the candidate as a member of the campaign team. Current Regional Officers are not permitted to endorse any candidate. 2. It is acceptable for Chapter Advisors to serve on a candidate s campaign team. Regional and/or Associate Coordinators are not permitted to serve on any campaign team. 3. The Middle States Region strongly discourages mass communication about a member s candidacy prior to the Regional Convention in order to maintain as much equity, objectivity and fairness in the campaign as possible and to keep campaign costs to a minimum. While it is not encouraged, candidate applicants are NOT prohibited from communicating with members throughout the Region regarding their intentions to run for Regional Office. This should be interpreted to mean that candidates (or any representative of the candidate) may distribute any campaign materials, letters, messages, etc. prior to the Regional Convention. Although the Middle States Region does not monitor pre- Convention campaigning, candidates are cautioned to keep campaign costs to a minimum. 4. Any member who is considering a campaign for Middle States Office and attends another chapter s meeting or event, may NOT be introduced as a candidate and may NOT give a campaign presentation or speech. 5. Chapter primaries are prohibited. If a chapter has more than one candidate seeking the same Regional Office, the chapter may NOT hold a contest to determine which one will proceed to the Regional Convention. 6. By March 1, 2019 the Middle States Region will send notification of the 2019 Regional Officer Candidates to all chapter advisors and will post the list on 7. The Middle States Region reserves the right to extend the application date if a race is uncontested. 8. Candidates may NOT switch offices after the application deadline unless a race is uncontested. Candidate Orientation Program 1. On February 16, 2019 Regional Officer Candidates are required to attend Candidate Orientation-location and time

The orientation will consist of the following: Campaigning at Convention 1) Duties & Responsibilities of Regional Officers 2) Knowledge of Society Programs 3) Campaign & Election Process at Regional Convention 4) Official Campaign Photos-Individual and Group 5) Candidate Interviews a. Candidate interviews will be videotaped and posted on b. Each interview will be 3 minutes in length c. The questions posed generally relate to Phi Theta Kappa programs, opinions on current events, and basic candidate information. Questions will not be revealed prior to the interview. 1. Candidates are expected to arrive by 3:00 PM on March 15, 2019 for the final Candidate Orientation. The candidate s campaign manager and/or chapter advisor MUST attend this meeting. The Candidate Orientation Session meeting is MANDATORY. 2. T-shirts and/or campaign costumes worn by the candidate and/or campaign workers are acceptable. However, no more than ten campaign workers may wear T-shirts, buttons, etc. at any one time. Campaign workers may begin to wear costumes upon arrival at Convention on March The official campaign period at Regional Convention is from 3:00 PM Friday to the conclusion of the election on Saturday at 2:00 PM. 5. Each candidate may use TWO distributable information pieces. The pieces may be a brochure, newsletter or flier. The item, should contain the candidate s name, office he/she is seeking, and information about the candidate (e.g., his/her qualifications for Regional Office, awards received, chapter offices held, etc.) 6. Candidates are prohibited from using quotations or statements of endorsements from Phi Theta Kappa staff members, current International and/or Regional Officers, or the Regional Coordinators in their campaign materials, including their campaign booths during the College Fair. 7. DO NOT use any copyrighted images or slogans based on, or parodies of commercial advertising in your campaign materials. Original materials should be used primarily, although you may adapt well-known adages or quotes to fit your campaign. It is acceptable for candidates to use the Phi Theta Kappa Key, Crest, and Seal on printer/paper materials. The print quality images can be found at the password-protected site ptk.org/about/graphics 8. As a general rule, the Middle States Region has established a campaign-spending limit of $200. For planning purposes, approximately 250 members attend Regional Convention. 9. No campaign materials may be posted on hotel property (walls, doors, etc.).

5 Speech 1. All candidates seeking a regional position will give a speech on Friday evening during the First Business Session. 2. This speech must not be presented as a campaign speech. The speech must address the Honors Study Topic as described in the rubric below. You should refer to the Honors Program Guide, which is available at Chapter advisors and chapter presidents also receive a copy of the Honors Program Guide in the mail. (Phi Theta Kappa s 2018/2019 Honors Study Topic is Transformations: Acknowledging, Assessing, and Achieving Change. Through the lens of nine themes, members and advisors will examine how change occurs, how it is assessed, and how, sometimes quickly, often over time, transformations are achieved. 3. At least 3 academic, peer-reviewed sources must be used in researching/writing the speech. Use APA or MLA format for citations. 4. It is expected the content of the speech will be the work of the candidate; however, each candidate is encouraged to seek assistance from fellow members, advisors and instructors. 5. All Honors Study Topic speeches are limited to two minutes and are strictly timed; time begins with the Candidate s first utterance. After one minute and thirty seconds, a candidate will be given a signal that only thirty seconds remain. Candidates will not be allowed to continue after two minutes. Candidates should remember to allow for audience reactions (applause, laughter, etc.) when practicing the timing of their speeches. 6. Use of audio/visual equipment, PowerPoint presentations, and videos are prohibited. A microphone and podium will be provided. 7. Speeches begin with the Delaware State President position, followed by Maryland/DC President, New Jersey State President, and Pennsylvania State President and conclude with the Middle States President. Candidates within in each position will be announced alphabetically. (By last name) 8. Candidates must submit a written copy of the Honors Study Topic speech to Pattie Van Atter by as a Word document by March 1, Include the specific Theme from the Honors Program Guide which the speech will address and include properly cited references.

6 STATEMENT OF CANDIDATE HONORS STUDY TOPIC SPEECH RUBRIC We, the undersigned, have read thoroughly and discussed together the rubrics for the Honors Study Topic Speech. 7 Rules and Regulations: Campaign Booth 1. Each candidate will be given a 6 table with tablecloth to serve as the campaign booth. Decoration of the campaign booth is left to the imagination and discretion of the candidate. However, booth decoration is limited to the table surface and a vertical backdrop (poster area) limited to less than twenty square feet. Balloons are not permitted. 2. Candidates will receive instructions one week prior to the convention regarding the time and place that Candidate Booths should be set up. Tablespaces will not be equipped with electrical outlets. Candidates are prohibited from using electrically charged or battery operated devices in their campaign booths. 3. Candidates must respect the booth spaces of other candidates. Do NOT campaign in front of other candidate s booths. 4. Individual candidates may NOT offer any form of door prizes or food items at their campaign tables. Only one distributable information piece may be given away. 5. Candidates are responsible for removing decorations and materials from their campaign booth. Candidate Attire 1. Regional Officer Candidates are required to be dressed in business attire while officially campaigning, during candidate speeches, during the caucuses and at regional meetings/dinners. 2. Regional Officer Candidates during social or outside events may wish to remain in business attire or change into business casual. 3. Business attire includes suits, coat and tie ensembles, dresses, pantsuits, and skirt and blouse combinations. Also, don t forget your Golden Key Pin.
