(BDR ) Committee on Finance Committee on Finance Requires that the LCB Chief maintain database of all state agency requests, requires Dept. of Admin to prepare a report on all state agency federal assistance, and allows the LCB fiscal to report on federal assistance usage. Creates a new council for advising and assisting state and local agencies with respect to obtaining and maximizing federal assistance that may be available from any agency or authority of the Federal Government. (BDR ) Committee on Ways and Means While longevity has been frozen, this repeals the whole statute. To enrollment AB489 Provides for compensation of state employees. (BDR S-1290) Committee on Ways and Means is the Pay Bill- see pages 14 for wildlife unclassified and page 17 for classified employee including a 1% raise starting To enrollment July 1, 2015 and 2% starting July 1, 2016: SB62 Revises provisions governing the employment, promotion, dismissal, demotion and suspension of state employees. (BDR ) Committee on Legislative Operations and Elections Adds an additional circumstance to authorize an appointing authority to request that an employee submit to a screening test if the employee has or is involved in a work-related accident or injury. Requires the Commission to define by regulation work-related accident or injury,. Provides for regulations to define other notifications besides mail. Provides for medical marijuana provisions. SB406 Revises provisions relating to public retirement systems. (BDR ) Roberson Reduces and limits retirement benefits for those hired on or after July 1, 2015, to fix that those that are killed while on duty so the beneficiary of the employee gets the benefits, revises spouse to include domestic partner, removes expiration date relating to retired public employees filling critical labor shortages.

(BDR ) Committee on Finance Bill requires the payment of this subsidy for retirees, usually retired military servicepersons, who are enrolled in the federal TRICARE program SB472 Revises provisions governing the eligibility of state officers and employees for health benefits. (BDR ) Committee on Finance This is bringing the State up to date from the Affordable Healthcare Act. Instead of waiting 90 days to be eligible for medical benefits, employees are eligible the first day of the month immediately following the date of hire. SB505 Provides for the temporary suspension of the collection of certain subsidies to be paid to the Public Employees' Benefits Program. (BDR S-1205) Committee on Finance This bill specifically provides that the state employees must not be required to pay the portion of the cost of the premiums and contributions that would have otherwise been paid by their state employers during the 2 months of the state agency premium holiday. This bill further requires the Budget Division to process revisions in the appropriate work programs to transfer the money saved by not paying the subsidies from the appropriate account of each participating state agency for reversion to the State General Fund.

(BDR ) Committee on Finance Provides an exemption from this provision for former employees of the State so that if such a former employee returns to work for the same or another participating state agency after a break in service of more than 1 year, the employee does not risk losing the subsidy that would otherwise be paid towards his or her health benefits upon retirement, and other provisions. (BDR ) Hansen High Priority 1) laws are only broken if intentional and knowingly broken, 2) Changes the section on erasing demerits to someone with 6 or more demerits but less than 12 can erase 6 demerits, once in a lifetime, if a Hunter Ed Course is taken after most recent conviction. 3) Removes authority from NDOW to revoke or suspend licenses for anything beyond what is listed in the bill section 1.9, and can only revoke or suspend licenses beyond 3 years. 4) Reduces from a felony to a misdemeanor mountain lion provisions, and moves to the courts the decision of penalties or revocations, 5) Removes authority from NDOW to suspend or revoke licenses if a person has not paid their civil penalty, or not shown up in court, or defaults and gives that authority to a court. Department must also reinstate license, tag, permit. (limited to 3 year revoked); 6) Inserts the take of any furbearer on private property by owner or occupant of property with permission of owner or occupant, deletes need for a permit from the Department ; 7) Changes the regulation of shed antler collection by the Commission from shall to may, and limits it to commercial only; 8) Puts in NRS a slightly revised demerits system from 1999 (with higher penalties on some than before), which expires after July 1, 2015, at which time the Commission is allowed to establish them in regulation; and 9) Repeals trap registration NRS AB148 Revises provisions governing firearms. AB190 AB217 Revises provisions governing public employees' retirement. (BDR ) Revises provisions governing off-highway vehicles. (BDR ) Kirner, Wheeler, Hickey, Jones, Dickman, Ellison, Hansen, and Oscarson Assemblymen Titus, Dickman, Jones, Fiore, Hansen, Dooling, Ellison, Seaman, Shelton, and Wheeler; Senators Gustavson, and Goicoechea OHVs Hybridized State PERS, drastically changed benefits for public employees including unions whose contracts would not comply. Ways and Means Ways and Means AB353 Revises provisions governing public purchasing and contracting. (BDR ) Assemblymen Dickman, Moore, Fiore, Trowbridge, Jones, Ellison, Munford, Oscarson, Seaman, Shelton, Titus, and Wheeler; Senators Gustavson, and Settelmeyer Revises the list of contracts which are exempt from the competitive bidding process, requiring that certain types of contracts be competitively bid if the annual amount required to perform the contract exceeds $50,000.bill requires that all such contracts be awarded through the competitive bidding process, and Section 3 of this bill applies that same competitive bidding requirement to a contract for the services of a person as an independent contractor removing ability for $100,000 or more contract for services to be contracted best interests of State.
