3 October 26, 2018 Hello and welcome to the North Dakota Student Association! It is incredible to think that we will already be meeting as a General Assembly for the third time this semester. November s meeting at Valley City State University is certainly poised to be exciting and eventful! Hello everyone, my name is Jared Melville, and I serve as President of the General Assembly. Based on the unique position we are in as a state, it is more important than ever to think strategically and critically. We live in a majestic and beautiful state that embodies incredible values. It is time to put these values to work and constructively finish what we began in May: the development of a strategic plan that will mobilize our organization towards a better tomorrow. We have a lot of work to do this month. Delegates, the character you have shown during our last two meetings demonstrates to me that you are committed towards improving the student experience of your peers. It demonstrates you care about the students of tomorrow. That is invaluable. I look forward to seeing all of you at November s General Assembly! In service, Jared M. 4 October 24, 2018 Welcome everyone and welcome to Valley City State University! We are happy to welcome everyone to our beautiful campus for the last NDSA meeting before the beginning of the 2019 Legislative Session. Many important decisions are to be made and finalized at this meeting, and we are more than happy to play our part in this meeting, and in our role as a member institution to the NDSA. Our Senators here at VCSU are highly committed to being active and engaged on campus in all events. We strive to maintain our friendly approach at being involved on campus and work hard to make sure our student body is represented to the best of our ability and are not afraid to go the extra mile to get the job done. Lastly, we would like to welcome all of you here that will be attending the meeting, and we hope that you will all enjoy the amenities our campus has to offer during this meeting. 10 Authorization for Purchases NORTH DAKOTA FINANCE & OPERATIONS STUDENT ASSOCIATION POLICY LIBRARY OVERVIEW Any requests for NDSA funds must be filed using appropriate procedures, and forms. All documentation should be turned into the UND Business Service Center for approval and processing. and must contain authorized signatures. Authorized signers for NDSA include: NDSA President, NDSA Vice President of Operations and Finance, NDSA Vice President of Communication and Outreach and UND Controller. CHANGING AUTHORIZATION SIGNERS a) When the offices of NDSA President or other officer positions in the bylaws, NDSA Vice President of Operations and Finance or NDSA Vice President of Communication and Outreach change hands, the UND Business service center Controller s office needs to be advised. b) The president shall determine which officers listed in the bylaws shall have signature authorization. c) b) The new officer(s) must contact the UND Business service center Controller s Office to obtain a signature authorization form. UND Accounting Services keeps this form on file to verify signing authorization. d) c) Only NDSA Officers listed in the bylaws and who have filled out the signature authorization form the above four positions may sign payment vouchers for NDSA. PURCHASING ITEMS a) Direct Billing a. Approved by NDSA Assembly The NDSA Assembly must approve the proposed purchase BEFORE it is made. The minutes showing approval will be sent to Administrative Assistant to UND Controller or UND Controller along with the request in order for the request to be approved. b. Signed by two (2) or more Authorized NDSA Officers If there is no meeting and something is to be purchased immediately, two (2) or more authorized NDSA officers MUST sign the request in order for it to be considered for approval by UND Controller b. After the purchase is approved by the general assembly an NDSA officer shall inform the Business service center and provide minutes of the approval. Then an officer shall make the purchase and have the invoice sent to the Business Service Center. If a purchases card is deemed to be the best way to purchase an item then the officer should work with the Business Service Center to use a purchases card. b) Reimbursement a. Approved by NDSA Assembly The NDSA Assembly may approve or deny the proposed purchase it is made. The minutes showing approval will be sent to Administrative Assistant to UND Controller or UND Controller along with the request in order for the request to be approved. b. Signed by two (2) or more authorized NDSA officers If there is no meeting and something is to be purchased immediately, two (2) or more authorized NDSA officers MUST sign the request in order for it to be considered for approval by UND Controller 10
11 b. For travel reimbursements the Non-employee/student travel expense worksheet should be filled out by the traveling person. Then the worksheet along with any relevant receipts will be turned into the Business Service Center. c. For Non travel reimbursements the person making the purchases shall write a one sentence statement of business purpose and turn this and any relevant receipts into the Business Service Center. Any reimbursements or direct billing requests that are denied by the NDSA Assembly cannot be purchased brought to the authorized NDSA officers for their signatures. However, if the Authorized NDSA Officers deny the request, it can be brought to the NDSA Assembly for reconsideration. When purchase anything over $500, the President and/or Vice President of Finance and Operations must consult with The UND Business Service Center Purchasing for procedures. This is an additional step after following the procedure of getting funds approved by the NDSA Assembly. Anything over $500 cannot be purchased without the official approval of the NDSA Assembly. Minutes from the meeting showing approval must be attached to either the direct billing or reimbursement request. The use of university logos, statewide, must be pre-approved by each institution that owns the logo before ordering. 12 Internal Affairs Committee Strategic Plan Outline Friday, October 26, 2018 I. Vision: The Voice of the Students Descriptive Points: II. Mission: A. NDSA relays the concerns of students to changemakers, including the NDUS, their institutions, the state legislature, and other higher education policymakers. B. NDSA represents and speaks on behalf of all 45,000 students in the state regardless of which institution they come from. A. The North Dakota Student Association (NDSA) is an organization that empowers students to speak for themselves. NDSA advocates for all students in the North Dakota University System. NDSA provides opportunities for student engagement, enhancement of the University System, and student education about higher education policy. NDSA facilitates inter-campus collaboration and communication to ensure that diverse student interests are represented in the formulation of higher education policy. OR B. The mission of the North Dakota Student Association is to advocate and connect the interests of all students enrolled in the North Dakota University System, because we believe the students of North Dakota are stronger united than divided. III. Core Values: A. Empowerment: We create an environment that develops transformative leaders by giving them the skills to succeed in everyday endeavors. Our leaders will become the leaders of today and tomorrow. B. Transparency: We practice honesty, openness, accountability, and integrity in order to ensure that the public and everyone is knowledgeable of the intentions and actions of NDSA. We will be a model of transparent government to inspire ethical leadership. C. Inclusivity: We ensure that students not only have a seat at the table, but that their voices are heard. We amplify the voice of students coming from diverse viewpoints and backgrounds to secure their representation in the formation of higher education policy. D. Collaboration: We incorporate a variety of viewpoints in order to provide the best university system for all students. We believe the students of North Dakota are stronger united than divided. We embody an organizational culture built on cooperation and consensus building, because the best ideas are the ones we work on together. Our work will support the best interests of students at all institutions. 12

Our activism in policymaking discussions ensures the student interest is kept front and center. F. By creating an atmosphere that embodies support, respect, and collegiality, students will forge lifelong connections and friendships that will help them during their time in higher education and afterwards. IV. Overview of Strategic Goals: A. Emerge as the most influential voice in the formation of higher education policy. B. Empower a generation of transformative leaders. C. Maximize operational efficiency and sustainability. D. Facilitate development for and collaboration between Student Government Associations. E. Make NDSA a household name. Increase the public awareness of NDSA. V. Strategic Goals and Objectives: A. {INFLUENCE} Emerge as the most influential voice in the formation of higher education policy. i. Exert a political influence in state and legislative affairs. 1. Approve a Legislative Strategy during the fall semester preceding a legislative session. 2. Host a Higher Education Social during the biennial legislative session to share the student perspective with policymakers. 3. Attend state government meetings during the legislative session and during the interim. 4. Publish an open letter to the state legislature in advance of the legislative session that communicates the legislative strategy. ii. Foster a healthy relationship with the North Dakota University System. 1. Invite NDUS staff to General Assembly meetings. 2. Form NDSA task forces to advise and collaborate with the NDUS. iii. Partner with stakeholders in order to broaden NDSA s reach and amplify the student voice. 1. Maintain open lines of communication with college and university presidents. 13

Staff a task force responsible for being informed about discussions relating to higher education occurring on the federal level and proposing action that can be taken by NDSA. 2. Organize an annual trip to Washington D.C. for student advocates to meet with federal representatives while in session. B. {EMPOWERMENT} Empower a generation of transformative leaders. i. Stress the importance of civic engagement. 1. Prepare a student voting guide that explains to students the steps required in voting in the North Dakota General Election. ii. Create a constructive learning environment and culture of development. iii. Connect students with opportunities to enhance their professional development. 1. Support the development of an NDSA alumni organization to keep graduates connected to the organization and to enable professional networking. iv. Provide opportunities to complete professional-grade work applicable to students future careers. C. {SUSTAINABILITY} Maximize operational efficiency and sustainability. i. Implement governing structures that are efficient, transparent, and simple. ii. Set consistent standards and deadlines for monthly General Assembly meetings. 1. Publish a preliminary meeting agenda two weeks prior to any General Assembly meeting. 2. Publish a revised meeting agenda one week prior to any General Assembly meeting. iii. Develop curriculum to orient new members of NDSA. 1. Prepare workshops to teach topics including parliamentary procedure, resolution writing, and recruiting students for NDSA. iv. Commit to a strong transition between Executive Administrations. D. {COLLABORATION} Facilitate development for and collaboration between Student Government Associations. i. Empower the role of Head Delegates ii. [Encourage] [Knowledge] transfer as a two-way relationship (or talk about two-way communication). 14

20 NDSA A Resolution in Support of Continued Use of Integrating Open Educational Resources into the North Dakota University System WHEREAS, the North Dakota Student Association (NDSA) represents the voice of North Dakota s 45,000 public college and university students; and, WHEREAS, the purpose of NDSA is to represent all students enrolled in the North Dakota University System (NDUS) and advocate on issues of higher education in support of access, affordability, quality, and the student experience; and, WHEREAS, the excessive cost of textbooks places a heavy financial burden on students, discouraging them from purchasing required course materials; and, WHEREAS, students lacking access to affordable textbooks are placed at an academic disadvantage; and, WHEREAS, the continued implementation of Open Educational Resources (OERs) across the North Dakota University System (NDUS) NDUS will help to alleviate the academic challenges that arise when one is unable to afford necessary course materials; and, WHEREAS, the availability of OERs promotes a university-wide culture of opportunity for all students; and, so, WHEREAS, the NDUS is a member of multiple educational consortiums and agreements that provide OER access to its members; so, THEREFORE, BE IT RESOLVED, that the North Dakota Student Association (NDSA) NDSA urges a continued emphasis on the availability and importance of OERs and supports initiatives that will implement OERs throughout the NDUS North Dakota University System; and,. BE IT FURTHER RESOLVED, that NDSA urges the North Dakota State Legislature to make a significant yet sustainable investment in OERs during the 66th Legislative Assembly; and, BE IT FURTHER RESOLVED, that NDSA encourages the NDUS to work with campuses towards enhancing the shareability and transferability of OERs between institutions to leverage the state s investments efficiently; and, BE IT FURTHER RESOLVED, that NDSA recommends institutions and the NDUS implement OERs available through existing agreements into college and university curriculum to leverage the state s investments efficiently; and, BE IT FURTHER RESOLVED, that NDSA recommends institutions and the NDUS emphasize implementing OERs into classes with large student enrollment and classes that are of an introductory nature to leverage the state s investments efficiently; and, BE IT FURTHER RESOLVED, that NDSA shall adopt OERs as one of its 2019 legislative priorities. 20

22 NDSA A Resolution in Support of the North Dakota Challenge Fund Grant Program WHEREAS, the North Dakota Student Association (NDSA) represents the voice of North Dakota s 45,000 public college and university students; and, WHEREAS, the purpose of NDSA is to represent all students enrolled in the North Dakota University System (NDUS) and advocate on issues of higher education in support of access, affordability, quality, and the student experience; and, WHEREAS, the North Dakota Challenge Fund Grant program was created in 2013 to stimulate philanthropic donations to institutions under the authority of the North Dakota State Board of Higher Education; and, WHEREAS, the Challenge Fund encourages higher education foundations to seek financial contributions from private donors through a two-for-one match program, so that a donor s $2 contribution made to an institution s foundation will be matched by a $1 contribution from the Bank of North Dakota; and, WHEREAS, [program efficacy]; and, WHEREAS, [benefits for students]; and, WHEREAS, funding for the Challenge Fund Grant program was severely slashed by due to tax revenue shortfalls experienced during the biennium; so, THEREFORE, BE IT RESOLVED, that NDSA supports the extension of the Challenge Fund Grant program and encourages the North Dakota State Legislature to fund it through the biennium; and, BE IT FURTHER RESOLVED, that NDSA urges the legislature to return the appropriation for Challenge Fund Grants to pre biennium funding levels; and, BE IT FURTHER RESOLVED, that NDSA shall adopt the Challenge Fund Grant program as one of its 2019 legislative priorities.
