1 Pennsylvania Walking Shooting Dog Association By-Laws and Running Rules As Amended 12 June 2016 Article I: Purpose The name of this organization incorporating Bird Dog Clubs shall be named Pennsylvania Walking Shooting Dog Association. The purpose of the Association shall be: Section 1. To perpetuate the Walking Field Trials in this region and encourage the development of distinguished bird dogs, and promote the restoration and management of upland game birds and their habitats. Section 2. To set up running dates of all clubs in this Association for spring and fall trials. Running dates shall be scheduled to avoid any conflict of two (2) clubs running on the same date. Section 3. The Association shall sponsor six (6) Dog-Of-The-Year Awards: Open Shooting Dog, Open Derby, Open Puppy, Amateur Shooting Dog, Amateur Derby and Amateur Puppy. Appropriate awards and recognition will be given. Article II: Members Section 1. Bird Dog Clubs of any geographic location are eligible to join this Association. Section 2. These member clubs shall be active in bird dog trials and operate their trials under standard running rules adopted by the Amateur Field Trial Clubs of America, The American Field Publishing Company and the Field Dog Stud Book. Clubs must attempt to run an advertised yearly trial or they will lose their right to vote on Association business. If they reschedule, they drop to the bottom of the trial date selection list. Section 3. The Initiation fee of each new club joining this Association shall be $25.00 Section 4. New clubs have a one (1) year probationary period. After one (1) year, if there is no misconduct, the club will be given full voting rights. If rejected for misconduct, the club in question will be given a chance to answer any questions posed by the Board of Directors regarding the alleged misconduct. All new clubs have one (1) year with no voting rights. Section 5. All new clubs must join at the summer meeting. A representative must be present to join. New clubs will pick trial dates last. There must be no

2 conflicts with any other PWSDA trial dates. There will be seniority when selecting new trial dates. (New clubs must use Association sponsors for recognized trials.) Section 6. If the club representative cannot select trial dates agreeable with everyone, selection will be made by clubs name and first initial. The protocol in such case shall be A-Z for fall trials and Z-A for spring trials. Section 7. The Futurity will have a representative and one (1) vote in Association matters. The Futurity will have priority in trial date selection. Article III: Association Meetings Section 1. Meetings will be held once each year unless otherwise designated by the President or upon request by a majority of the Board of Directors. Section 2. Election of officers shall be held bi-annually. Section 3. Order of Business. The order of business of all meetings of the Association shall be as follows: a. Reading of the minutes of the last preceding meeting b. Reading of the Treasury Report and statements c. Unfinished business d. New business e. Draw dates f. Election of officers, if in order, at the meeting in question g. Adjournment The President shall generate an agenda for the meeting and make such agenda available to the Officers and members of the Board no later than two (2) weeks prior to the scheduled meeting. Section 4. At all regular or special meetings of the Association questions shall be determined by a majority roll call vote of the member clubs present and proxy. Article IV: Board of Directors Section 1. The Board of Directors shall be composed of one (1) member from each club. This will entitle the club to one (1) vote on all voting issues. If a club representative cannot attend a meeting, that representative can provide a proxy vote on any items listed in the meeting agenda (provided to association members prior to the meeting), and that said proxy votes must be provided to an officer of the PWSDA. Items proposed at the meeting but not listed on the agenda are not eligible for proxy votes.

3 Section 2. Each club shall elect or appoint directors to represent them at Association meetings. Section 3. The President is automatically a member of the Board of Directors. The President votes as a tiebreaker. Article V: Assessments Section 1. Each club shall submit the sum of $ 3.00 per dog on entries in all stakes. Those dues and winners information shall be submitted by check to the Secretary of the Association. Section 2. All dues and information are to be sent to the Pennsylvania Walking Shooting Dog Association within thirty (30) days after the conclusion of the trial. Section 3. A maximum of $ 4.00 may be excluded from the purse for each dog entered into a stake. ($2.00 Association, $1.00 Ground Fee, $1.00 Futurity Fee) Article VI: Duties Of Officers Section 1. The President shall preside at all regular and special meetings of this Association. He shall have such other duties as may be conferred on him by the Board as provided in the by-laws and running rules of the club. Section 2. The Vice President shall perform all duties conferred upon him by the President and in case of absence or disability of the latter, the Vice President shall assume all duties and powers of the President. Section 3. a) The Secretary shall keep minutes of all regular and special meetings of the Association. They shall maintain a record of all member clubs. They shall also have each member club secretary fill out and return for club records a certified Winners Report of each dog that has been placed in each stake of a member club trial. A copy of the Essential Data form shall serve as a sufficient document for this requirement. b) The Treasurer shall have the power to endorse on behalf of the Association checks, drafts, and other orders of the payment of money, and shall have the power to open a bank account in the name of the Association, which bank must be a member of the Federal Reserve or National Credit Union Association. Article VII: Committees Section 1. The President shall appoint such Committees as deemed necessary.

4 Article VIII: Running Rules Section 1. The AFTCA Walking Shooting Dog Standards will be followed at all trials. Section 2. A disabled handler may ride a horse if they have evidence of a legitimate disability, but the walking handler or slower of the two (2) will dictate the pace of the brace. Section 3. All trials will award three (3) points for 1 st, two (2) points for 2 nd, and one (1) point for 3 rd, multiplied by the number of dogs entered per stake towards Dog-Of-The-Year points. Section 4. All placements will be awarded Dog-Of-The-Year points, regardless if whether the placement is recognized by the American Field Section 5. Bells are permitted to be used on dogs being run in Association trials. Section 6. The actual scouting of a dog is to be done only on foot. A mounted scout must dismount their horse from the gallery as soon as the dog s handler asks the rider to scout. The horse must then stay with the gallery. Section 7. Futurity placements will be eligible for Dog-Of-The-Year points. The fourth place dog will receive a one-half (1/2) point in the PWSDA points standings. Section 8. Classics and other one hour stakes will receive same points as half-hour stakes. Section 9. In the event of a tie for the Open or Amateur Shooting Dog-of-The-Year Award, the award will be made based upon the following criteria: 1 st criteria: number of placements by the dog 2 nd criteria: number of 1 st place finishes If there is still a tie after the 2 nd criteria, the club will award the placements to both dogs. Section 10. In small stakes (less than six (6) dogs drawn and run), PWSDA points must mirror the placements of the American Field requirements. Individual clubs may award ribbons to competitors in the stake, but only placed dogs will be awarded PWSDA points. Article IX: Dissolution In the event of the dissolution and liquidation of the Association none of its property or funds shall inure to the benefit of any member club, but shall be transferred and paid over to the Bird Dog Foundation Field Trial Hall of Fame by the Board of Directors. Article X: Modification of Bylaws

5 Section 1. Requests to changes of these Bylaws may occur upon a request by any member of the Board of Directors. Such Board member must present a written copy of the requested changes to the Secretary, who shall distribute to all officers and members of the Board of Directors for review. Section 2. Requests for changes to the existing Bylaws shall be voted upon at the annual Association meeting. Section 3. Changes to existing Bylaws may be enacted by a 2/3 majority vote of approval by the Board of Directors. Section 4. Effective Date: These Bylaws shall be effective from and after the 12 th day of June, All previously existing Bylaws are hereby repealed. Section 5. Certification of Bylaws. We, the undersigned President, Vice President and Secretary of the Association, do hereby certify that the above and foregoing Bylaws and adoption of the running rules of the Amateur Field Trial Clubs of America were adopted by a vote of two-thirds majority of the Board of Directors on this 12th day of June, Allen Fazenbaker, President, PWSDA Tom DeRosa, Vice President, PWSDA Dave Park, Secretary, PWSDA
