Phillips presided over the Joint Engineering Committee/Operating Committee (EC/OC) meeting held Tuesday, from 8 to 10 a.m. in San Diego, California. The meeting agenda is included as Exhibit A. Mr. Phillips announced that the Technical Steering Committee (TSC) decided that agenda items for the Joint EC/OC meeting should be those of an informative nature, with limited discussion. Further, items requiring action by both the EC and OC will not be voted at Joint EC/OC meetings. Such action items will be discussed and voted in the separate EC and OC meetings. Highlights of the January 1997 NERC Board of Trustees Meeting and the January 1997 DOE Reliability Task Force Meeting Michehl R. Gent, President of NERC, briefly alluded to the Board of Trustees minutes, which were attached to the Joint EC/OC agenda, and then addressed the highlights of the January 1997 meeting of the Advisory Board Task Force on Electric System Reliability of the Secretary of the U.S. Department of Energy. Mr. Gent was invited to attend the Task Force meeting although NERC is not a member of the Task Force. Meetings of the Task Force are open and representatives of several electric industry organizations also attended. With the restructuring of the industry, the Task Force was formed to ensure that reliability does not get lost in the transition. Acting Secretary of Energy Charles Curtis set the stage for the first Task Force meeting with specific challenges to the Task Force. These challenges include: the question as to whether NERC is doing enough with its mandatory rules, the proper division of authority between DOE and the Federal Energy Regulatory Commission (FERC), the need for improvement in the training of electric system operators, the adequacy of transmission research and development, the role of state regulators, and the potential for independent system operators to improve reliability. The next Task Force meeting is scheduled for March 25, 1997, at which NERC has been invited to participate in a panel discussion with DOE and power marketer representatives. The Task Force plans to meet about every two months over a three-year period. In summary, the Task Force appears to be trying to define the appropriate role for government in ensuring electric system reliability. Mr. Gent s presentation overheads are included as Exhibit B. 2 Joint EC/OC Meeting Minutes Future Role of NERC Task Force II Update David R. Nevius, Vice President of NERC, reported that NERC s Future Role of NERC Task Force II had added several new initiatives to NERC s four Strategic Initiatives that are currently under way. These additional initiatives are based on the Next Steps section of the Options to Ensure Compliance report that was approved by the Board at its January 1997 meeting. In January, the Board also directed the Future Role of NERC Task Force to oversee the implementation of these additional initiatives, which address reliability issues related to an industry compact, regulatory backstop, reliability functions, enforcement measures, dispute resolution, and NERC administration. Administratively, NERC is planning to re-engineer its organization addressing issues such as organizational structure, membership, administration, and management. Outside help will likely be sought on this effort. The Task Force will report on the status of its activities at the May 1997 Board meeting. Due Process in NERC Standards Development Kurt J. Conger, American Public Power Association Observer to the EC and OC, prepared a due process proposal, at the request of the OC Chairman, that both the OC and EC should consider in their development of reliability standards which will be mandatory upon industry participants. Mr. Conger reported discontent among some in the electric industry regarding the development of NERC s operating and planning reliability standards and the need to ensure due process in that effort. He suggested that due process include written procedures, open meetings, participation by all materially affected parties, balanced membership, and public announcements of proposed standards under development. Written records should also be maintained of all decisions. Further, a right of appeal should be included as to whether procedures are followed, to ensure that all points raised are considered adequately, and that all negative responses are handled appropriately. A copy of Mr. Conger s proposal is included under the background material for OC Agenda Item 4 at this March 1997 meeting. FERC Rehearing Orders on 888 and 889 William Booth, FERC Observer to the OC, presented a brief overview of the recently issued FERC Rehearing Orders on 888 and 889. While the rehearing orders may be larger than the original orders, they do not make major changes to the original orders. Mr. Booth discussed where differences exist between the original and rehearing orders in three key areas: 1) the discounting policy, 2) clarifications on some transmission and merchant functions, and 3) who can provide and sell ancillary services. Mr. Booth also indicated that the new rules would be effective 60 days after their publication in the Federal Register. Transmission Market and Security Initiatives Overview Robert W. Cummings, NERC Director-Transmission, presented an overview of the interactions among NERC s transmission market and security initiatives. He reviewed the scope and status of activities of each of the organizations that comprise the committee structure diagram relating the activities of the -2-

3 Joint EC/OC Meeting Minutes transmission market and security initiatives. A copy of Mr. Cummings presentation overheads are included as Exhibit C. He also reported that the NERC Board of Trustees at its January 1997 meeting approved the formation of a Security Coordinator Subcommittee. Among that Subcommittee s activities is the oversight of the implementation and maintenance of Regional security plans and processes. This Subcommittee is also to facilitate uniformity in normal and emergency operating procedures, manage the interregional security network and NERC Hotline, and recommend any necessary operating policy modifications. The Board in January also approved the development of a proof of concept prototype of the transmission reservation and scheduling process proposed in the Transmission Services Reservation Task Force s (TRSTF) December 1996 report. Mr. Cummings mentioned that the scope of a proposed NERC Security Process Support System Task Force (SPSSTF), which would replace the TRSTF, was on the March agendas of both the EC and OC for review and approval. The SPSSTF s primary initial objective will be to oversee the development, implementation, and integration of the transaction information system and interchange distribution calculator envisioned in the TRSTF s transmission reservation and scheduling process. The new Task Force is also to oversee the design, development, and test of the prototype TRS system envisioned by the TRSTF. Mr. Cummings also reported that a Commercial Practices Working Group was in the process of being formed. This Working Group would be an industry working group on electric market operations and business practices as they relate to the operation of the bulk electric systems. It is to have a balanced membership of transmission customers and transmission providers, and will be facilitated by NERC. Interconnected Operations Services Report Donald M. Benjamin, NERC Facilitator to the Interconnected Operations Services Working Group, reported that the Working Group had completed its final report on March 7, 1997 entitled Defining Interconnected Operations Services Under Open Access. This report is intended to be a reference document to assist utilities develop tariffs to provide interconnected operations services. The report also includes a number of recommendations to FERC and NERC. Mr. Benjamin reminded the EC and OC members that the acceptance of the Working Group s report was on the separate agendas of each Committee at this March meeting. The EC and OC need to accept this report, agree to address its recommendations, and develop an implementation plan of how NERC will proceed on these recommendations. A joint meeting of the OC s Executive Committee and several EC representatives will be held on April 9, 1997 to finalize a plan of action on the report s recommendations for review and approval at the Board s May 1997 meeting. Nevius, Vice President of NERC, reported on the status of the responses to the 24 recommendations included in the U.S. Department of Energy s (DOE) report to the U.S. President on The Electric Power Outages in the Western United States, July 2 3, The Technical Steering Committee had -3-

4 Joint EC/OC Meeting Minutes received Regional responses to the recommendations in NERC s 1991 reference document report on voltage collapse. He also mentioned that NERC had responded to DOE in February on its voltage collapse activities and how it intended to address responses to the recommendations in the DOE report. More recently, NERC provided a progress report to DOE on its activities in the voltage collapse area. In connection with Regional responses to DOE, NEPOOL in December 1996 reported to DOE on Lessons Learned by NEPOOL from the 1996 Summer Capacity Situation. With much planning, coordination, and communications among New England s electric utilities, regulators and customers, and with preparatory actions by NEPOOL utilities and the help of mild summer weather, New England was able to make it through the summer of 1996 with a minimum of inconvenience to electric utility customers. The Table of Contents of that NEPOOL report as well as the Executive Summary were included in the Joint EC/OC agenda background material. Brant H. Eldridge, ECAR Executive Director, indicated in response to one of the DOE recommendations that a report was prepared by a tri-regional study group (ECAR, MAAC, and SERC) on the potential reliability impacts of the delayed completion of American Electric Power s proposed Wyoming- Cloverdale 765 kv transmission line in southeastern ECAR. Theodore A. Reece, WSCC representative to the OC, reported that current activities related to the WSCC 1996 summer outages were being directed toward assessing the impact of budgets and expenditures, and the lack of expertise, training, and the effects of reduced staff on the incidents. The general consensus was that these items all had some impact to varying degrees on the July and August 1996 outages. Regional Highlights Regional Council summary reports were distributed at the meeting. Copies are available from the NERC staff or the Regional Councils.
