1 MINUTES OF REGULAR MEETING MONDAY, NOVEMBER 19, 2018 COMMON COUNCIL OF THE CITY OF SUMMIT Distributed: 12/3/18 Approved: 12/4/18 The meeting was called to order by Council President David Naidu at 7:43 PM. The City Clerk then read the following notice: Adequate notice of this meeting has been provided by the City Clerk in the preparation of the Council Annual Meeting Notice of Closed Session and Regular Meetings, dated January 8, 2018 which set forth the date, time, and place of this meeting and by properly posting such notice and forwarding the notice to those designated newspapers and the persons requesting meeting notices. 5 WORKS Request Agreement with the County of Union to Permit Installation a Rectangular Rapid Flashing Beacon on County Road (Intersection of Morris Avenue & Elm Street) GENERAL SERVICES Authorize Holiday Overtime Parking Courtesy Notice Issuance Council President Naidu: 1. Expressed his expectation that the request would be submitted to Council early in the year so as to avoid time constraints. 2. Suggested two weeks of free parking in December instead of the four Saturdays. 3. Asked that Summit Downtown, Inc. ( SDI ) reconsider providing funding towards the free parking event. Councilmember Little spoke of measures recently implemented to encourage parking turnover with new parking kiosks. Councilmember Ogden concurred with Councilmember Little s comment and stated that it was a good compromise. Councilmember Fox stated that she was willing to give the two weeks of free parking again this year with the understanding that SDI would contribute to the cost of courtesy notices and two weeks of free parking next year. Nancy Adams, SDI Executive Director, spoke of other contributions to the City in the form of property taxes and funding towards the downtown. In response to questions from various Councilmembers, Ms. Adams commented as follows: 1. The $3,000 in SDI s budget went towards marketing and advertising. 2. She would find out what the user cost would be. 2. There is future consideration to charge the user for the service. 3. Will research feasibility of switching City vehicles to electric Authorize Grant Application and Acceptance CDBG Year Authorize Execution of Union County CDBG Program Year 45 Grant Morris Avenue Summit Affordable Homeownership Project (From the floor) City Administrator Rogers the project proposed by Morris Habitat for Humanity. Blair Schleicher Bravo, Morris Habitat for Humanity CEO described the project explaining how the grant funding would go towards the acquisition of the property. 8 Frank Juliano, Executive Director November 2018 Reeves-Reed Arboretum STATE OF THE ARBORETUM 2018 (basic points SWOT- to be elaborated upon) SUCCESS Last year RRA was voted Best Garden in NJ by readers of NJ Family and this year we were presented with the Good Neighbor Award by the Suburban Chamber of Commerce. In 2018 we presented a record number of programs, over 300, not counting summer camps! Daffodil Day 2018, we hosted a record 2200 people on the grounds in one day! Our job readiness program, in partnership with Bridges Outreach, continues to thrive. WEAKNESS Our biggest need at the moment and from a personal point of view is accessibility. OPPORTUNITY Reeves-Reed Arboretum has expanded its footprint beyond our fences and into the schools. Thanks for a seed grant from the Junior League of Summit, RRA s Education Dept. has expanded our Sq. Ft. Gardening programming into a partnership with the Franklin School. Originally this was to be a one-year program, but thanks to buy-in from the principal and teachers of Franklin, this program will continue through In 2018, RRA along with partners Ciel Power and Green Summit, initiated LOCAL ACTION/GLOBAL IMPACT a program on climate change and sustainability. Thanks to the success of this program, we are just starting conversations with Green Summit to potentially incorporate them under Reeves-Reed Arboretum s education program. RRA is now one of the founding members of the Environmental Partners Program of Celgene. In an effort to build and strengthen our board, Reeves-Reed Arboretum has open requests to Celgene, Novartis and Prudential for participation. THREATS There are always threats to nonprofits and chief amongst them is fundraising. More day-to-day threats are operational deer infestation; adding staff; maintaining an historic property. 9 Summit Housing Authority Profile Owns & Manages 195 units of Housing at 3 Development Sites - 40 Family Units ( 1-4 Glenwood Place ( Built 1972) - 30 Family Units ( 1-4 Weaver Street (Built 1979) Senior Units ( Chestnut Avenue ( Built 1986) Also Serves as the Administrative Agent for the City of Summit Affordable Housing Units: This entails maintaining an Affordable Housing Wait List and Marketing available units for Landlords as units are completed and approved by the City and ready for rental. Also Serves as the Coordinator of CDBG grants for the City of Summit: This entails managing the application process for annual CDBG funding applications to the County of Union. Conducting the required annual public hearing and gaining Common Council & Mayoral Approval to submit grant applications to the County. Maintains All Controls for the City STAFF Office - 4 Full Time Employees Maintenance - 2 Full Time Repairmen 1 Part-Time Porter Social Worker - 1 Part-Time provided by Overlook Hospital SHA Wait List Currently OPEN for ALL Housing Unit Types Existing Wait List comprised of: 321 Applications for Senior Housing (Placement Wait Approx. 2-3 years) 866 Applications for Family Housing (Placement Wait Approx years OTHER SERVICES: Congregate Lunch Program funded by a Department of Community Affairs grant at 12 Chestnut Senior Property. Lunches provided by Overlook Hospital. Residents pay a What you can Afford Rate. Chestnut Café operates on the first level of 12 Chestnut selling Breakfast & Dinner to OUR RESIDENTS ONLY at affordable prices by a private caterer who rents the space from the SHA.
