1 Producer Licensing PIA supports state based efforts to increase licensing reciprocity and uniformity including a modern, nationwide insurance producer licensing system utilizing model laws and regulations (Producer Licensing Model Act (PLMA) and National Insurance Producer Registry (NIPR)). PIA supports H.R. 1112, NARAB II, very narrowly targeted federal legislation to streamline producer licensing. Status: H.R has been referred to the House Financial Services Committee. There is no Senate companion. House Ask: Please co-sponsor H.R. 1112, NARAB II. Senate Ask: A companion may be introduced in the near future. Please co-sponsor then.

2 Flood Insurance PIA supports swift congressional action to extend the National Flood Insurance Program by its expiration, May 31, PIA supports a five year extension, debt forgiveness, and risk-based rates. PIA opposes the inclusion of wind coverage. Status: The House has passed an extension bill. The Senate now needs to pass their bill, S. 1940, or the House version, H.R House Ask: Please encourage your Senate colleagues to act. When the Senate passes the bill, please push for a quick conference. Senate Ask: Please ask leadership to bring S or H.R to a vote.

3 Insurance Regulation PIA supports state-based insurance regulation. PIA strongly opposes attempts to move towards federal regulation of insurance, optional or not. PIA supports a Federal Insurance Office (FIO) that remains strictly a monitor of the industry, not a regulator. Status: No moving legislation. Ideas are floating around Congress relative to providing additional authority to the FIO. House Ask: Please take a position against a federal regulator or additional authority within FIO. Senate Ask: Please take a position against a federal regulator or additional authority within FIO.

4 Health Care Reform PIA supports the valued role of agents and brokers in the health insurance industry. PIA supports fair compensation for agents and H.R and S that protect just compensation for agents. PIA opposes the new compliance burdens imposed on small businesses through the healthcare reform bill (PPACA). Status: H.R has over 170 co-sponsors and was referred to House Energy and Commerce Committee. Just introduced, S was referred to the Senate HELP Committee. House Ask: Please co-sponsor H.R Senate Ask: Please co-sponsor S

5 Natural Disasters PIA supports a public/private natural disaster program that does not compete with the private sector. Insurers should be allowed to price policies according to risk. PIA supports legislation, H.R and H.R. 2099, that promotes mitigation efforts. Status: H.R was referred to the House Transportation and Infrastructure Committee. H.R was referred to the House Ways and Means Committee. House Ask: Please co-sponsor H.R and H.R Senate Ask: Please consider these House bills and our legislative priorities as debates continue on natural disaster reform.

6 Crop Insurance PIA supports 2012 Farm Bill that continues to utilize the experience and expertise of independent insurance agents. PIA supports language to remove federal caps on private insurance agent s compensation. PIA opposes additional cuts to the crop insurance program through the 2012 Farm Bill or any other vehicle. Status: The House and Senate continue efforts towards passing the 2012 Farm Bill. House Ask: Please ask your Congressman to support our above efforts as Farm Bill negotiations continue. 7 Tax and Regulatory Reform PIA supports a clear and simple tax code to reduce burdens and compliance costs. PIA supports reducing individual and corporate income tax rates on small businesses. PIA opposes tax provisions and regulations that impede business growth. Status: Congress has been considering tax relief and regulatory changes and is working on framework now. House Ask: Please support efforts to reduce tax and regulatory burdens on small businesses. Committee of importance: Ways and Means.
