1 The Quill & Bugle Saramana SAR Chapter Newsletter Editor: Tom Mahaffey November 2016 Edition Webpage: SaramanaSAR.org Dear Saramana Compatriots, We had a very pleasant November meeting. Good food as always and enjoyable table conversations. Would you believe that everything was over in less than two hours? I can t remember the last time that happened. One new member was inducted and two more that are at NSSAR for approval attended. Avie Davidson, Registrar at the Lakeland chapter was also in attendance. Nominations were approved for 2017 officers and governors. A short history lesson on the Fall of Fort Washington was presented. Come join us next month as we install our new officers. We will also have our Rumbaugh oration contest. Our Speakers Bureau continues to be invited by various organizations. We recently were the program for a Rotary meeting. On December 7 the color guard is at Cyprus gardens Living Center. December 17 speaker for the DAR, January 14 for Mayflower Society and February 18 for up to 300 at Ferrell Benefeil s Association. At the Membership Meeting to be held December 16, 2016, 12:00 Noon, at Sara Bay Country Club, a proposal will be introduced asking for approval of an amendment to the By-Laws to create a Speakers Bureau. Attached is the MEETING NOTICE setting forth the Purpose of the Amendment, a description of proposed Article III Committees, Section 1. STATUTORY COMMITTEES, Section 1 C, SPEAKERS BUREAU COMMITTEE, and the Action Required (see Page 14). Shortly thereafter I will write to the membership setting forth in some detail the origin of this committee, its importance to Saramana Chapter and the local community, the intention of the Chapter to introduce the concept of a Speakers Bureau to the Florida State Society and to National. 3 In 1777, General George Washington is informed that a conspiracy is afoot to discredit him with Congress and have him replaced by General Horatio Gates. Thomas Conway, who would be made inspector general of the United States less than two months later on December 14, led the effort. Conway, who was born in Ireland but raised in France, entered the French army in He was recruited to the Patriot cause by Silas Deane, the American ambassador to France, and after meeting with Washington at Morristown in May 1777, he was appointed brigadier general and assigned to Major General John Sullivan s division. Conway served admirably under Sullivan at the battles of Brandywine, in September 1777, and Germantown, in October 1777, before becoming involved in an unconfirmed conspiracy to remove General Washington from command of the Continental Army. The rumored conspiracy would go down in history as the Conway cabal. After the Continental Army suffered several defeats in the fall of 1777, some members of Congress expressed displeasure with Washington s leadership and Conway began writing letters to prominent leaders, including General Horatio Gates, that were critical of Washington. After Washington got wind of Conway s letter to General Gates, he responded with a letter to Congress in January Embarrassed, Conway offered his resignation in March 1778 by way of apology, and was surprised and humiliated when Congress accepted. After General John Cadwalader wounded him in a duel defending Washington s honor, Conway returned to France, where he died in exile in Jack Manning Historian General National Society Sons of the American Revolution "To stand well in the estimation of one's country is a happiness that no rational creature can be insensible of." Out of Order Business: President Mahaffey began by inviting Chuck Sweeney to have the floor to voice his concern and propose a motion regarding last month s action on the passing vote on The Speaker s Bureau. Chuck Sweeney distributed his statement to be read into the record: In an early hour of 15 November 2016, I voiced a personal concern. Namely, I was asleep at the switch and supported a motion that upon reflection is not in the best interest of the Saramana SAR Chapter. The was sent to all BOG members, giving notice that I would make motion points consistent with my concern. Of the six areas listed, only the last is of the highest priority: Rescind the motion of 19 October 2016, concerning the Speakers Bureau Committee. Contrary to what some believe, for me the course I ve have taken to communicate with Compatriots of the Saramana SAR is not a matter of win or lose. It s a matter, I trust, that we ll come to the realization a healthy and successful organization has people who can agree to disagree, without walking out, threatening to resign; or quitting to serve the SAR. Accordingly, I move to rescind the motion presented to the BOG on 19 October 2016 to amend Saramana SAR Bylaws with a creation of Article XIII, Section 1 C. This motion is a major Bylaws change. Acceptance requires both previous notion and 2/3 majority approval. Only a limited number of Saramana SAR Compatriots were privileged with prior notice. Only a few Compatriots knew that the intended consequence of the motion implementation would effectively make the Speakers Bureau Committee permanent and have precedence over all other activity the chapter performs. Chuck Sweeney motioned: To rescind the motion presented to the BOG on 19 October 2016 to amend Saramana SAR Bylaws with a creation of Article XIII, Section 1C. Seconded by Charles Riegle. After a thorough discussion a roll call vote was taken with 8 yeas (Adams, Fields, Thompson, Sweeney, Aubrey, Hornbeck, McMurry, and Reeves) to accept and 5 nays (Riegle, Tarpley, Erb, Mahaffey, and Edgeworth) to oppose. There not being a 2/3 majority vote the motion failed to pass. (6.) Officer s Reports: Treasurer s Report: Preston Adams reviewed the financial statements, showing our expenses and revenues and income resulting in a net profit for the month. He announced he inadvertently sent out dues card to 5 Life Members, this was in error since they are to be paid from the Trust Fund. Preston also thanked Ted Hornbeck for his assistance in getting the dues out. Vice President: Steve Fields did not submit a report. President s Report: Dick Mahaffey announced he attended the Manasota Regents Council. He also met with Sharon Spry to plan for a Genealogy Workshop. He also attended the Speakers Bureau presentation at Sara Bay Rotary. He participated in the Veteran s Day Parade. President Mahaffey announced the program for the Chapter Luncheon A.) Will have the Color Guard with tricorn hats, and Class B Uniform of the day. B). There will not be a supplement presentation for Harry Cruncleton. C). There will be elections of new officers and governors. D.) There will be medals and awards presented. E) Membership will not vote on the Speakers Bureau E.) Because of the short agenda he said he will read the History Lesson of the Day published by NSSAR. (7.) Unfinished/Old Business: President Mahaffey asked Steve Fields, Chair of the Nominating Committee to the floor for a status report. Steve Fields announced the candidates for officer positions for the slate to be presented to the membership for vote at the Chapter Luncheon meeting. President Mahaffey mentioned he received two resignations (Harry Cruncleton and Terry Schaefer) from the Board of Governors creating two additional vacancies. Chuck Sweeny motioned, Charles Reeves seconded, that the BOG recognize two position vacancies on the Board. With no discussion the motion was accepted by a unanimous vote. Chuck Sweeney then motioned, seconded by Charles Reeves that the slate reflect these two vacancies; with no discussion the motion was accepted with a unanimous vote. Proposed candidates for the vacant Governor positions was discussed for the slate. Steve Fields
6 motioned the Nominating Committee Report be accepted, seconded by Phil Tarpley, with no discussion the motion was accepted with a unanimous vote. Steve Fields then named Tom Thompson, Vic McMurry, Ted Hornbeck, Dick Mahaffey and Terry Schaefer for the slate of members of the Board of Trustees. President Mahaffey motioned to accept the members for the Board of Trustees, seconded by Preston Adams. After discussion the motion was accepted on unanimous vote. President Mahaffey then announced three appointees to the Audit Committee. (8.) New Business: President Mahaffey announced that Sara Bay Country Club raised its per meal charge. After discussion it was agreed we do not pass this increase on to members and guests at this time. (9.) Pulled consent Agenda Items: Chuck Reeves reported on the status of the Rumbaugh Oration Contest. Of the 10 schools the Chapter works with, he has received replies from two. He will continue to work with all the schools. Chuck Sweeney asked that the Yearbook be permanently pulled from the Consent Agenda since it s actually a Directory and the responsibility for it is part of the Recording Secretary s duties. (10.) Announcements: Buddy Turman announced he will give a short tutorial after the meeting on the Consent Agenda. (11.) For Good of the Order: Chuck Sweeney: said that management and leadership of our chapter is on the right track and are following Robert s Rules of Order. Ken Aubrey: the Color Guard continues to need participants. Vic McMurry: thanked Preston Adams for 2 members. Charles Reigle : will need checks to send to the CAR and the History Fair. Joe Rhein: thanks everyone for the invitation and opportunity to help Harold Crapo on the Speaker s Bureau. Doug Erb: he should be able to help Ken Aubrey. (12.) There being no further business, a motion to ADJOURN THE MEETING was made by Steve Fields and Seconded by Doug Erb. Upon vote the motion passed. The meeting concluded with the SAR Recessional and a Benediction. X. Membership Action/Notes: The primary purpose of the meeting was to Induct a new member and the election of new officers and members to the Board of Governors. (1.) INTRODUCTIONS: President Mahaffey introduced current Officers, Members of the Board of Governors, Past Presidents of the Saramana Chapter, Members and visiting representatives from the Lakeland Chapter SAR, member of local Daughter s of the American Revolution, their spouses and guests. (2.) ANNOUNCEMENTS: President Mahaffey announced the next Board of Governors meeting is December 14th at 1:30 PM at the Church of the Redeemer, all members are welcome to attend. The December 16th Chapter Luncheon meeting will be at the Sara Bay Country Club. President Mahaffey reminded everyone that all upcoming events are on the Chapter website under Calendar of Events. On January 28 th 2017 the Saramana Chapter SAR will be participating in a genealogy workshop at the Braden River Library. President Mahaffey invited those present to pick up a brochure at the sign in table. (3.) INDUCTION OF NEW MEMBERS: President Mahaffey asked Registrar/ Genealogist Ken Aubrey to the rostrum to introduce the inductees/new member. Ken Aubrey then introduced David Carter Purviance. Mr. Purviance s patriot is Colonel John Purviance who at the beginning of the Revolution volunteered as a Lieutenant in Col. Griffith Rutherford s Regiment, Rowen County South Carolina Militia. During his Military Service he was promoted to Colonel; he later served in the War of Ken Aubrey read the SAR oath and questions, upon receiving affirmative responses the applicant was admitted as a member to the SAR. Membership Certificate and Rosette was presented by President Mahaffey who welcomed him as a new member. (4.) ELECTION OF NEW OFFICERS: President Mahaffey, per Article VI of the By-Laws Election of Officers presented the slate of officers and governors as had been selected by the Nominating Committee. Vic McMurry motioned that his name be removed from the slate and that Doug Erb be inserted with
8 Doug s permission. Motioned seconded by Steve Fields, after discussion the motion was accepted by unanimous vote. With the nominations closed President Mahaffey asked to declare the Officers and Governors named, be elected by acclamation. With unanimous vote the Officers and Governors were elected to office. With the election complete those elected will be installed at the December 16 th, 2016 Luncheon. (5.) AWARDS: President Mahaffey then asked Vic McMurry to come to the rostrum to assist in the awards presentation. The President then asked Doug Erb, Sergeant-at-Arms to come forward to line the Compatriots in front of the flags. Bill Edgeworth was awarded a Certificate of Appreciation for successfully performing duties as Chapter Recording Secretary. Steve Fields was awarded a Certificate of Appreciation for the outstanding job on Patriot Biographies and State required reports that won awards for the Chapter. Preston Adams received a Certificate of Appreciation for his work on luncheon reservations and maintaining the Chapter s financial records. Doug Erb was awarded a Certificate of Appreciation for his work as Sergeant-at-Arms. Chuck Reeves received a Certificate of Appreciation for his work on the
9 Rumbaugh Oration contest. Ken Aubrey received the Bronze Roger Sherman Medal for his work as Genealogist and Registrar. Tom Thompson received the Bronze Roger Sherman Medal Oak Leaf Cluster for serving on the Board of Governors and Board of Trustees John Hegener received the Bronze Roger Sherman Medal Oak Leaf Cluster for his contribution to the Good Citizenship Program. Charles Riegle received the Bronze CAR award for his work with the Chi Chi Oki Kobe Chapter. Larry Dean was asked to the rostrum to receive the Service to Veterans Medal for his work at the Veteran s Cemetery. Steve Fields received the Distinguished Service medal for his work with the Color Guard and Ad Hoc Committees. (6.) CLOSING REMARKS: President Mahaffey then read a short description about The Loss of Fort Washington as part of a daily history lesson found on the NSSAR website. President Dick Mahaffey closed the meeting by graciously thanking chapter members, their spouses, DAR attendees and other honored guests for attending. (7.) MOTION TO ADJOURN: A motion to adjourn was made by Vic McMurry and seconded by Steve Fields, upon vote the motion passed unanimously. The meeting concluded with the SAR Recessional and a Benediction. 14 MEETING NOTICE Saramana Chapter SAR By-Law Amendment Consideration December 16, 2016 Sara Bay Country Club 12:00 Noon LEGEND: Strike thru is deleting existing language and underline is inserting new language. Article XIII Committees Section 1. STATUTORY COMMITTEES: A. AUDIT COMMITTEE - The President shall appoint an audit Committee of not less than three members of the Chapter, which committee shall conduct, or cause to be conducted, annually, an audit or financial review of the financial books and records of the Saramana Chapter for the preceding fiscal year. The report of such audit or financial review shall be presented to the Board of Governors for approval. B. NOMINATING COMMITTEE The Nominating Committee is described in Article VI Election of officers. C. SPEAKERS BUREAU COMMITTEE The Speakers Bureau Committee markets the service of the Chapter; and communicates with schools, communities and public officials to enhance the knowledge of the American Revolutionary War. The Committee shall be composed of the Color Guard Commander, Chapter Historian and between 4 and 6 members as specified in the Speakers Bureau Implementation Guidelines adopted by the Board. The Committee shall operate in accordance with the Speakers Bureau Implementation Guidelines as adopted and amended from time to time by the Board. The Committee shall report biannually to the Board on its activities and provide recommendations to enhance the Committee s work. Purpose of the Amendment: To establish a statutory (within the framework of our Chapter s By-Laws) committee to serve as a marketing tool to the general public in order to educate and familiarize schools, communities and public officials about the American Revolution War. This committee will serve as one of the voices of the NSSAR, FLSSAR and the Saramana Chapter SAR. Action: The amendment is proposed by the 2/3rds vote of the BOG and requires a 2/3rds vote of those present at the December 16, 2016 meeting of the membership.
