1 Call to Convention Wenatchee Convention Center 121 N Wenatchee Ave, Wenatchee, WA Friday, June 15, and Saturday, June 16, 2018 May 17, 2018 Dear Delegates, Alternates, Convention Committee Members, Party Leaders, and all interested Democrats, Per our custom, I m inviting you to officially participate in the 2018 Washington State Democratic Convention! This will be a historic year for Democrats in Washington and across America as we set the stage to Rise and Organize this election season! Our biannual State Party Convention is our chance to gather as Democrats and ratify our shared values through the Party Platform. The Convention Platform Committee has been hard at work all May preparing an updated biennial platform and we have lots of events and committee meetings to look forward to in Wenatchee. Included in this document are the latest Convention Schedule of Events, General Session Agenda, Convention Rules, and Convention Sign and Flyer Policy. Registration and Lodging To register for the Convention, including the Friday evening Grand Apple Banquet with plenty of speeches and fellowship, the 8th Congressional District Candidate Breakfast, and the Saturday General Session lunch please visit the online registration page here. The deadline to register for the Convention is Friday, June 1 at 5:00pm. If you are no longer able to attend Convention but already paid the registration or meal fees, we will do our best to accommodate refunds requested by June 1st, Reach out to friday@wa-democrats.org for help with refunds. The host hotel room block is full but there are ample, affordable lodging options nearby. A full list can be found on our website here. Platform and Resolutions The Platform Committee is developing a proposed platform and reviewing the numerous resolutions that were submitted through the Caucus and Convention Cycle. Currently, these documents are upwards of 70 pages in length (combined!). With respect to our environment and in support of trees, we will post the draft platform and resolutions with a do pass recommendation on the State Democratic Party website for your review by June 6. Please print a copy from the website if you are interested in a personal hard copy for the weekend. Platform amendments may still be submitted to the State Party prior to 5:00 pm on Monday, June 11, 2018, provided they are accompanied by the signatures of at least 75 (seventy-five) State Convention Delegates. This process is described in Convention Rule 16. Full text of the Convention Rules are included at the end of this document and posted on the website. 1

2 Resolutions not passed at the Legislative District Caucuses or County Conventions may still be submitted to the State Party prior to 5:00 pm on Friday, May 25, 2018 provided they are accompanied by the signatures of at least 40 (forty) State Convention Delegates, no more than twenty (20) of whom come from both the same County and the same Legislative District. Details on process and submission are described in Convention Rule 16. Full text of the Convention Rules are included at the end of this document and posted on the website. Party Affairs Director Olgy Diaz - olgy@wa-democrats.org - can help with questions about the Convention Rules, platform, resolutions, or delegate status. Charter Amendments The State Party is accepting charter amendments until 5:00 pm today, May 17, 2018 (in accordance with Charter IX.A.1 and Bylaws XII.B.). The State Party Charter is located on the State Democratic Party website and amendments will be posted on the Convention website along with a report from the WSDCC Rules Committee 14 (fourteen) days before the Convention, per Convention Rule 15. Credentialed Delegates to the State Convention will be able to vote on these proposals during the Saturday General Session. Registration during the Convention If you have registered for Convention, you can pick up your tickets and Convention bag, button, and program on Friday, June 15 or Saturday, June 16 during registration hours. Everybody must sign in on Saturday, June 16 during the Official Convention Registration. This is when and where Delegates, Alternates, and Guests will pick up their official State Convention Credential. You must have a Credential to vote during the General Session. We have built a one stop shop for Convention details and questions on our website here. We will be posting ongoing updates there as the Convention approaches as well. You can find all the information included in this Call to Convention as well as many more details like a full list of Convention Delegates, Convention Committee member rosters, and soon we will post a very detailed explanation of the Convention Rules for new delegates and as a handy-dandy guide for seasoned ones! Grand Apple N/S Guide to Convention Events Allies Meetings The Young Democrats of Washington, WA State Democratic Chairs Organization, and the Washington State Federation of Democratic Women are allied democratic organizations that are given time and space to meet at WSDCC meetings and Conventions. These organizations operate under their own rules, and are not directly affiliated with the Washington State Democratic Central Committee. Committees Convention Committees are formal organizations comprised of Co-Chairs appointed by the State Party Chair. Credentials, Platform, and Rules Committee members were elected by local party organizations and the Affirmative Action Committee is comprised of standing WSDCC committee members and interested parties from local party organizations. Committee meetings are open to the public, but only official members will be able to vote at committee meetings. Constituency Caucuses WSDCC Constituency Caucuses are informal groups formed to promote the interests of various constituency groups within the State Party. Most caucuses are open to anyone who wishes to attend, although many have limitations on who can vote at meetings. Caucus chairs can answer questions about their agenda, activities, and membership. Executive Committee meetings are open to the public, but only elected members will be able to speak and vote at Executive Committee meetings. 8th Congressional District (CD) Candidate Breakfast This year s Convention in the heart of the 8th Congressional District! To celebrate Wenatchee and our exciting opportunity to flip the 8th, join us for breakfast with 8th Congressional District candidates before our Saturday General Session! Individual tickets are $40 and available via our registration form. Grand Apple Banquet Our keynote speaker for the Grand Apple Banquet will be announced in just a few weeks, but we will have a terrific line-up! Individual tickets are $100 and available via our registration form. It will be a great time to gather with fellow Delegates and Convention goers and we hope you will join us! Banquet sponsorship opportunities are also available here. Sponsors will be invited to the Sponsor Reception and will be offered priority seating at the banquet with opportunities to purchase a dedicated table. General Session General Session is the formal meeting of the full Washington State Democratic Convention. The Convention Credentials, Platform, and Rules Committees will share reports of their committee work, State Party Charter and Bylaws amendments, proposed 2018 Party Platform, and resolutions will be up for debate and vote. All credentialed Convention Delegates should plan to attend General Session. Lunches There will be no lunch provided onsite on Friday, June 15. A list of local restaurants will be available on site at the help desk and you are certainly welcome to bring food to the Convention Center. Pre-paid boxed lunches will be available on Saturday, June 16, (labeled by dietary restriction) and available to paid pre-registrants during the General Session. Saturday lunch tickets are $40 and can be purchased on the registration page. Delegates should either purchase a lunch ticket when they register or plan to bring a pre-packed or purchased lunch as there may not be a long enough break in General Session for attendees to leave before voting resumes. National Democratic Training Committee Candidate Training Candidates, campaign staff, and those interested in learning about how to run for office are invited to this free Rise and Run candidate training, presented in partnership with the National Democratic Training Committee! This training is free and in 4-hours will cover the fundamental aspects of running a successful campaign through four back-to-back sessions: Fundraising 101, Field 101, Digital 101, and Crafting Your Message. 6 New Delegate Orientation The 2018 WA State Democratic Convention is our State Party s opportunity to welcome in new voices and ratify our 2018 State Party Platform. With the election of our Convention Delegates and Alternates at this March s Legislative District Caucuses, we are providing a session to give all our new Delegates and Alternates an introduction to how the Convention will work, your role as Delegates, and the work of the State Party. Join us for this introduction to all things 2018 Convention! Registration Every individual who attends State Convention must register, whether you are only attending Saturday or also attending events on Friday. Delegates and alternates are not required to attend the events on Friday, June 15, but we do encourage it. Committee members who are not Convention Delegates are not required to attend the Saturday General Session. The registration fee for Convention is $ Your registration includes your relevant credential, Convention bag, button, materials and access to the meetings on Friday, June 15, and the State Convention General Session on Saturday, June 16. This fee helps offset a portion of the cost associated with Convention, such as providing coffee and water stations, meeting space, name badges, A/V equipment, etc. The registration fee constitutes a voluntary contribution to the Washington State Democratic Central Committee. Non-payment will not bar an individual from participating in the Convention or voting process in any way. In cases of financial need or hardship, please contact Development Coordinator Friday Guilbert to request a fee waiver (it s simple and easy). 6th Congressional District (CD) Executive Committee Member Election Due to a recent state committee member resignation, there is a vacancy on the WSDCC Executive Committee from the 6th Congressional District. We are providing a room for state committee members from the district and county organizations within the 6th Congressional District to hold their election for a new executive committee member. Meeting is open to the public but only state committee members from local party organizations within the 6th congressional district will be eligible to run and vote for this position. 7 2018 Washington State Democratic Convention Wenatchee Convention Center 121 N Wenatchee Ave., Wenatchee, WA Saturday, June 16, :00 am Temporary Rules 1. Call to Convention The 2018 Washington State Democratic Convention is called under the authority of the Charter of the Democratic Party of Washington State and the 2018 Delegate Selection and Affirmative Action Plan. It shall be held on Saturday, June 16, 2018 in Wenatchee, Washington. The State Chair shall issue the Call for the Convention that shall be provided at least ten (10) days prior to the scheduled meeting to all delegates and alternates elected at the Legislative District caucus. 2. Appointment of Convention Officials The State Chair shall appoint the Temporary Chair of the Convention, the Permanent Chairs of the Rules, Credentials, and Platform Committees, and the Secretaries, Parliamentarian, Sergeants-at-Arms, Timekeeper, and as many members of the Tally Committee as necessary. 3. Qualification of Delegates and Alternates Each delegation shall be entitled to the number of delegate seats and alternate seats allocated to it by the 2018 Delegate Selection and Affirmative Action Plan (DSAAP). The total number of elected delegate positions is 400. The total number of elected alternate positions is 200. In addition to the elected delegates, the following shall be automatic delegates to the State Convention: all members of the WA State Central Committee, all DNC members residing in Washington State, county chairs, legislative district chairs, Democratic Members of Congress from Washington State, Democratic Statewide Elected Officials, and Democratic State Senators and Representatives as determined by the State Convention Credentials Committee on Friday, June 15. Each delegate and alternate must be a legal resident and registered voter of the jurisdiction the delegate or alternate was elected to represent. Registered voters includes all registered voters and any 17 year old who will be eligible to vote on November 6, In the event that a delegate or alternate moves from the jurisdiction the delegate or alternate was elected to represent the delegate or alternate shall automatically forfeit their seat. 4. Certification of Delegates and Alternates Any delegate or alternate who has been properly certified by their respective County Chair or Legislative District Chair as being duly elected with the necessary number of votes shall be seated as a delegate or alternate; provided that automatic delegates who are also elected delegates shall have only one vote. 8 Seating of Alternates Alternates shall be seated following the approval of the first credentials report. Alternates shall be seated in the order in which they were elected and shall serve only for their respective legislative districts. Alternates shall be seated in the following order: i. An alternate of the same gender, from the same county ii. An alternate of a different gender, from the same county iii. An alternate of the same gender, from a different county iv. An alternate of a different gender, from a different county Within one of the categories listed above, an alternate who received more votes shall be seated before an alternate who received fewer votes at the same meeting. When filling a seat for which alternates elected at different meetings are equally eligible, the position shall be filled by lot from among the equally eligible alternates. Seated alternates shall have all the rights and responsibilities of delegates. 6. Removal of Delegates and Alternates Delegates and alternates will be removed in accordance with the Rules Governing Challenges published as Appendix C to the 2018 Delegate Selection and Affirmative Action Plan which are incorporated by reference in these Rules. A. Specifically, challenges must have been filed by certified mail with return receipt requested with the State Chair and postmarked no later than ten (10) days after the meeting at which the challenged delegate or alternate was elected. The rulings and decisions of the State Convention Credentials Committee, the WSDCC Rules Committee, and the Credentials Review Committee shall be final and not eligible for appeal. B. No person shall be permitted to vote on their own credentials challenge. 7. Convention Committees A. The Credentials, Rules, and Platform Committees shall meet prior to the opening of the Convention. No person may cast more than one vote. At the beginning of a meeting, Convention committees may elect to use Roberts Rules of Order for small boards and committees. B. Minority reports shall be included with the majority report of any committee provided the minority report is supported by 25% of the membership of the committee. C. The Convention Chair shall recognize the Co-Chairs of a committee to present the committee's report. The Co-Chairs may yield part of their time to others for the purpose of presentation and disposition of Adopted 4/28/18 8 Page 2

9 minority reports without losing their right to the floor. Amendments from the floor to Convention Committee reports shall not be in order. 8. Final Report of Credentials Committee A. The final report of the Credentials Committee shall be acted upon before the consideration of any other business. This report shall include the total number of delegates seated at the convention. It shall also include the total number of delegates qualified to attend, the total number of elected delegates seated, and the number of elected alternates seated. B. After consideration and disposition of amendments and challenges, if any, the Temporary Convention Chair shall put the question on the adoption of the final Credentials Committee Report before the Convention body. C. Consideration of Convention business may proceed upon adoption of the final Credentials Committee Report. 9. Amendment to Credentials Report Unchallenged delegates (and alternates eligible to be seated) who arrive after the adoption of the Credentials Committee Report shall be seated by the Credentials Committee. Registration shall close at 12:00 PM (Noon). Promptly thereafter, the Credentials Committee shall amend its report to include late arriving delegates. Delegates who arrive after 12:00 PM (Noon) shall not be seated if an alternate has already been seated in their place. 10. Report of the Convention Rules Committee A. Unless and until replaced by permanent Convention rules, these temporary rules shall govern all proceedings of the Convention. B. The report of the Convention Rules Committee shall include a proposed agenda and permanent Convention rules (which may consist solely of proposed amendments to these temporary rules) and shall be provided to each delegate and alternate at or prior to issuance of credentials to the Convention. C. After consideration and disposition of amendments, the Convention Chair shall put the question on the adoption of the Rules Report. 11. Election of Permanent Chair A. The Convention will take up the election of the Permanent Chair immediately after adoption of permanent Convention rules or at 12:00 PM (Noon), whichever occurs first. B. Candidates for Permanent Chair of the Convention shall be nominated and seconded by at least 50 delegates to the Convention. Each candidate may use up to two (2) minutes on his or her own behalf for nominating and seconding speeches and a speech by the candidate. The two (2) minutes may be allocated at the candidate's discretion. Adopted 4/28/18 9 Page 3

10 C. A majority vote of the delegates present and voting shall be required to elect. If a majority is not achieved on the first vote, then the nomination list shall be reduced to the two receiving the highest totals and a succeeding vote shall be taken. D. The Permanent Chair shall take the gavel on announcement of the vote and shall preside until adjournment. It shall be the responsibility of the Chair to conduct and expedite the business of the Convention. The Chair is authorized to appoint a person to temporarily perform the duties of the Chair in the absence of the Chair and to take such lawful action as may be necessary to preserve order throughout the Convention Hall. 12. Ties Decided by Lot In all voting for Permanent Chair ties shall be broken by lot. 13. Tally Periods At the discretion of the chair, consideration of permanent rules, if not already adopted, or of the platform and resolutions may take place during tally periods without suspension of the rules. 14. Consideration of Charter and Bylaws Amendments A. Consideration of amendments to the Charter will be out of order unless the credentials report indicates that there are at least delegate votes present, the minimum number of affirmative votes needed for the Convention to pass a Charter amendment. B. Proposed amendments to the Charter or Bylaws must have been received by the state party office by 5:00 PM Thursday, May 17, 2018, in accordance with Charter IX.A.1 and Bylaws XII.B. C. Consideration of Charter and Bylaws Amendments shall take priority over all other business of the Convention except the election of the Permanent Chair, Credentials Challenges, or amendments to the Credentials Report. D. Consideration of Charter and Bylaws Amendments shall commence immediately upon conclusion of the election of the Permanent Chair. i. Proposed Amendments shall be taken up in the order received by the State Party. ii. Amendments from the floor to proposed amendments are not permitted by the Charter. iii. Prior to the opening of debate on any proposed Amendment any recommendation of the WSDCC Rules Committee with respect to that Amendment, made in accordance with Charter IX.A.4 or IX.B.5, shall be presented and considered for adoption. 11 a. If such recommendation is adopted further consideration of the originally proposed Amendment shall be out of order. b. In the absence of a recommendation from the WSDCC Rules Committee or in the event adoption of any such recommendation fails the Amendment as originally proposed shall be considered as the next order of business. 15. Dissemination of Draft Platform and Report of WSDCC Rules Committee Regarding Charter and Bylaws Amendments The draft report of the Platform Committee and any Report of the WSDCC Rules Committee regarding proposed charter and bylaws amendments shall be provided to each delegate and alternate at least fourteen (14) days prior to the Convention. It shall be available on the State Democratic Party website ( 16. Submission of Proposed Amendments to the Platform and Resolutions A. A proposed amendment to the platform must be submitted to the State Chair or the Party Affairs Director at partyaffairs@wademocrats.org with the signatures of at least seventy-five (75) delegates (electronic signatures are not allowed, but faxed and scanned signatures are allowed) and received by 5:00 PM on Monday, June 11, B. A proposed resolution must be submitted to the State Chair or the Party Affairs Director at partyaffairs@wa-democrats.org with the signatures of at least forty (40) delegates, no more than twenty (20) of whom come from both the same County and the same Legislative District (electronic signatures are not allowed, but faxed and scanned signatures are allowed) and received by 5:00 PM on Friday, May 25, C. A hard copy or scanned copy of the platform amendment or resolution must be received in the State Party office by the indicated deadline, along with an electronic version that is editable in Microsoft Word. D. The Platform Committee will determine whether an amendment or resolution meets the test of a platform amendment, resolution, or neither. If such a determination is challenged, the Platform Committee Co-Chairs shall explain the determination and the challenge shall otherwise be non-debatable. E. The Platform Committee may establish additional methods by which platform amendments or resolutions may be submitted to it for consideration prior to the Convention but may not change deadlines or signature requirements. 12 Presentation and Adoption of Platform at Convention A. The Convention shall adopt a platform that spells out the basic values and core beliefs of Washington Democrats. B. The proposed platform shall be presented by the Platform Committee. At the discretion of the Convention Chair, consideration of the platform may commence at any time without amendment of the agenda or suspension of the rules. The order of discussion of the sections of the platform shall be determined by lot prior to the Convention by the Platform Committee. C. Challenges to the determination of platform amendments by the Platform Committee shall be considered before any other amendments to the Platform. D. A motion for adoption of the platform as presented will be placed on the floor by the Platform Committee. The Convention chair will entertain motions for debate. E. Planks within sections may be flagged for separate debate and possible deletion. Flagged planks may either be kept or deleted in full; changes to language within plank shall not be in order. Grammatical or housekeeping changes may be brought directly to the Platform Committee table at the front of the hall and can be made by the Committee, by consensus. After each section has been considered for flagging (deletions), the remaining Platform shall be adopted by the delegates. Then the Chair will direct consideration of each flagged plank, by section, in order. Once all flags relating to a section have been considered, that section is considered complete and may not be reopened. F. No debate a flagged plank will begin after 4:45 or upon loss of a quorum as defined in rule 20. If the platform has not been adopted at that time, the platform as it has been amended at that point shall be presented to the body to be approved or disapproved as a whole. Remaining flags that have not been resolved will not be considered and the flagged plank will remain in place. 18. Adoption of Resolutions by Convention A. Resolutions shall be consistent with the platform. They shall address specific or transitory issues, include actionable language and submitted in the required format as publicized on the State Democratic Party s website ( B. Resolutions shall be considered by the Convention following final consideration of the platform. Resolutions shall be grouped by related Platform topics. Within each topic, the resolutions (if any) proposed by the Platform Committee shall be considered first, followed by resolutions submitted in compliance with section 17 above. 13 C. The Platform Committee shall consider all resolutions submitted and may make a recommendation on each of DO PASS, DO NOT PASS, or CONSOLIDATE. Amendments and resolutions which are consolidated by the Platform Committee shall be presented as consolidated. No amendments to the resolutions will be accepted from the floor. D. Resolutions not acted upon at the Convention shall be referred to the State Central Committee for Action. 19. Rules for Debate Debate on any question before the Convention not otherwise covered in these rules shall be limited in the following manner: A. Only delegates have voice and vote from the floor of the Convention. B. Each speaker shall be limited to two (2) minutes. C. No more than two (2) speakers on each side of the question shall be recognized by the Chair. D. Commencing at 2:00 PM or upon adoption of the platform, whichever event occurs later, debate shall be limited to one (1) speaker on each side of the question for one (1) minute each. E. At 3:00 PM, debate on all questions (except for proposed Bylaws and Charter Amendments) shall be limited to one (1) speaker on each side of the question for thirty (30) seconds each. F. At 4:00 PM all questions (except proposed Charter or Bylaws Amendments or appeals of the decision of the Chair) shall be voted upon without debate, provided that the Chair shall clearly read or restate the question to be voted upon prior to taking the vote. G. Motions to table and to postpone indefinitely shall not be entertained. H. Except where a written ballot is required, votes from the floor shall be demonstrated by display of delegate voting credential, rather than voice or standing vote. I. Any fifty (50) delegates may demand a division of the body. 20. Quorum A quorum shall consist of 40% of the delegates seated upon the final report of the Credentials Committee, as amended. A quorum call shall not be entertained prior to 4:30 PM, but in no event prior to adoption of the platform, and before at least one hour has been devoted to the consideration of resolutions. Thereafter, in the event of a quorum call, the Chair shall ascertain the presence or absence of a quorum by visual estimate or roll call of the delegations. The Chair shall not proceed unless a quorum is present, provided that (a) a motion to adopt the full platform without further amendment or debate, or (b) a motion to adjourn, may be considered without a quorum present. 21. 14 A motion to adjourn shall not be entertained prior to adoption of the platform, and before at least one hour has been devoted to the consideration of resolutions. 22. Speakers at the Convention The Chair of the Convention, at the Chair s sole discretion, may recognize other persons to address the Convention when no other convention business is pending. 23. No Endorsements Except as otherwise provided in these rules, the Convention shall not endorse candidates. Positions on initiatives may be taken only through properly submitted resolutions. 24. Nominations of Statewide and Federal Officials Nominations for statewide and federal elected positions shall be deferred to the next meeting of the Washington State Democratic Central Committee. 25. Suspension of the Rules Provisions of these rules may be suspended only by a two-thirds vote. 26. Robert's Rules In other matters not specifically covered herein, the Charter of the Democratic Party of the State of Washington, the 2018 Delegate Selection and Affirmative Action Plan, and Robert's Rules of Order, Newly Revised, shall prevail. Please comply with all requests from venue staff and State Party staff to remove signs or other printed materials. Please use only BLUE PAINTER S TAPE to attach printed materials to any surface. Flyers may not be placed on chairs or tables in meeting rooms unless a designated person can remove all unclaimed flyers as soon as the meeting concludes. Flyers may only be handed out in the display table area, and not in front of the registration tables or in other parts of the convention center or host hotel. Flyers or signs posted must be taken down by group posting sign upon completion of the convention. Campaign banner, signs, and printed materials may not be placed in the following areas: In or on any meeting room walls or doors. On or behind the stage or screen in any meeting room. In the lobby, on the front doors, on the stairs, in the elevator, in the hallways, or attached to the outside of either the host hotel or the convention center. Any area blocking official information posted by the convention center, host hotel, or State Party. Vendor Tables: Please check in at the Registration table. Campaign banners, signs, and printed materials may be placed at or behind your group s assigned vendor table. Groups with vendor tables may not stand in the Registration area to hand anything out to Delegates. Groups must remain in the hallway adjacent with their tables. Tables are not assigned to vendors ahead of time. Vendors may begin setup at 8:00am on Friday and at 8:00am on Saturday. Vendors may leave materials at their tables overnight on Friday evening at their own risk.
