2 Page ON THE COVER: There apparently are no records of when and how Macoupin County acquired the six-pounder Civil War-era cannon that now stands guard in front of the south entrance to the Macoupin County Courthouse. For many years, the barrel alone was mounted on a concrete pedestal on the southwest lawn facing the Old Macoupin Jail across the street. As a project of the Macoupin County Civil War Roundtable, the cannon was sandblasted and remounted on a replica carriage last year, with a rededication ceremony taking place Sept. 17, 017. Cast in 1839 at the Algar Foundary in Boston, the cannon weighs 690 pounds and was used during the Mexican War ( ) and the Civil War ( ). The cannons were called six-pounders because they fired a sixpound iron ball. They also could fire an explosive shell or cannister. Six-pounders were fired by six-man crews and were pulled by teams of six horses. A total of 6 of the cannons were cast in Boston. They were gradually replaced after the Civil War with larger, more accurate artillery. The one in Macoupin County is one of only ten surviving 188 Algar six-pounders known to exist. Union Bug 018 Primary Election Voter Inmation & Election Guide A message to voters The 018 primary election is the kick-off to the 018 political season, a first step toward the crucial midterm general election coming up in November. Come March 0, Macoupin County voters will join voters throughout Illinois in determining who the general election candidates will be U.S. Senator, Governor, Attorney General, Secretary of State, Comptroller and Treasurer. County voters also will have a say in nominating candidates U.S. Representative from the 13th Congressional District, and will have a voice in nominating candidates the State Senate and State House of Representatives. Closer to home, the primary will determine candidates County Clerk, County Treasurer and County Sheriff and County Board members. While primary elections typically have lower voter turn-outs than general elections, they are nonetheless a crucial part of a representative democracy. The primary sets the stage the general election in November, determining which candidates will stand election to public offices that affect the daily lives of residents in Macoupin County and elsewhere. Some voters may shy away from primary elections because they do not wish to declare a party preference in order to receive a ballot. It s important to note, however, that the requirement declaring party affiliation applies only to those voters who intend to vote in either Democratic or Republican primary races. For this year s primary election, there are two public questions voters in specific precincts. In those precincts, voters who wish to cast ballots on public questions only may do so without declaring a party preference. Such voters will receive a special ballot style that has only the public questions and none of the political races. As your County Clerk, it has again been my pleasure to work with staff members, party officials, candidates and public officials to make sure every aspect of the 016 primary election runs smoothly. From finalizing ballots and responding to vote-bymail requests to setting up polling places and vote counting equipment, administering any election is a mammoth undertaking. It can be a daunting but ultimately rewarding task. I sincerely hope your experience as a voter will be equally rewarding. We ve included sample ballots, the text of public questions, inmation about voter registration as well as details about early voting and vote-by-mail options. There s even a section on how you can serve your fellow citizens by becoming an election judge if you so choose. 6 Page Primary Election Voter Inmation & Election Guide Am I Eligible to Vote? Am I Eligible to Vote? In order to be eligible to vote in Macoupin County, you must register. The County Clerk s Office processes all voter registration applications Macoupin County residents. The last day to register this Election was Feb. 0. See the Grace Period Balloting section on page 8 more inmation. Who Can Register to Vote? You may register to vote if you are a U.S. citizen and v 18 years of age by the date of the next election and v a resident at your current Macoupin County address 30 days immediately prior to the next election. Two ms of identification are required when registering with a deputy registrar. At least one of the two ms must show your current name and address. Only one m of identification may be a piece of mail postmarked within the past 30 days which has been addressed and delivered to you. Acceptable ms of identification include, but are not limited to the following: v Driver s License v Birth Certificate v State ID Card v Social Security Card v Utility Bill v Employee ID Card v Checkbook v Student ID Card v Library Card v Insurance Card v Credit Card TO CHECK VOTER REGISTRATION STATUS v Go to v Hit Voter Lookup underneath the photos of Macoupin sites. v Enter the inmation required to check if you are registered to vote. If your inmation appears on screen, you are registered to vote. If it does not, try your legal name or old zip code to see if your registration is outdated.

Update important voting inmation quickly prior to Election Day Address Change Any time you move, you have to update your registration. You may do this by visiting MacoupinVotes.com, calling our office, completing a Illinois Voter Registration Application m, or providing a signed written notice that includes your date of birth and signature. Name Change If you get married or have a legal name change, you have to update your registration. You can do this by completing an Illinois Voter Registration Application m or by visiting MacoupinVotes.com. Signature Change/Update If your signature has changed dramatically, you need to update your registration. You can do this by completing an Illinois Voter Registration Application m or signing the back of your Voter Inmation Card. Voter Inmation Cards Your voter inmation card is routinely mailed to confirm new registration, voter updates or changes in polling places. New Voter Inmation Cards were mailed to every voter in the county last fall. State law requires the Election Office to mail out voter cards to all voters every two years. This voter file maintenance was the fourth done since October 011. Voter Inmation Changes Has your signatures changed from There was a five-year break bee October 011 in which no voter file maintenance was completed. The maintenance mailing is done to ensure only valid registrations voters are listed in the voter file. This has multiple goals: v Makes sure a voter s registration is complete and up-todate bee the voter tries to vote v Cleans the voter file of no longer valid registrations v Speeds up Election Day sign-in process by shortening the list of voters given to judges. v Reduces costs in the election budget by requiring less ballots and supplies to be printed. Every registered voter should have received a new card. The new card should be checked to make sure the name and address of the voter is up to date. If it is not, the voter will need to change their registration bee the next election. Voters are also reminded that if they do not receive a card but feel they are registered, there are a couple of common issues that might explain why they did not receive a card. Their registration inmation was not updated after moving to a new address or they had a P.O. Box listed on their registration that they no longer use. Voters are asked to return any cards sent to a person who no longer resides at that address. All that is required is your signature and a note stating the voter no longer lives at that residence so the voter s registration can be removed. to this If so, you need to update your signature with the Election Office. Call ext 707 to be mailed a Change of Voter Registration to update your singature or print one from MacoupinVotes.com, then complete, sign and mail back to the Macoupin County Election Office

8 Page Primary Election Voter Inmation & Election Guide Grace Period Balloting If I Didn t Register or Forgot to Change My Registration Bee the Deadline, Can I Still Vote? If you were unable to register to vote or change your address prior to the close of registration, you can still register and vote through grace period voting. The close of registration this election was Feb. 0. Grace period individuals may register to vote or change their address starting Feb. 1 through Election Day at the County Clerk s Office. Grace period voting is only available in the Macoupin County Clerk s Office, 01 East Main, Carlinville, IL. Hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. with special Saturday hours on March 10 and March 17 from 9 a.m. to 1 p.m. Two ms of identification are required to register or change your registration during grace period voting: v At least one of the two ms must show your name and current address, v And only one m of identification may be a piece of mail addressed and delivered to you. The second m must show your name. These ms of identification shall include, but not be limited to: v Driver's License v Social Security Card v Birth Certificate v Employee ID v Student ID Card v Credit Card v Library Card v Insurance Card v Utility Bill v Checkbook v Telephone Book v State ID Card Grace period voters must vote on the same day they register to vote. See page 16 more inmation. Vote at Your Precinct on Election Day Election Day is your last chance to vote! To find your polling place, see Where Do I Vote on Election Day? on page 1. Be sure we have your current inmation on your registration. See Am I eligible to vote? on page 6 more inmation. Make sure to show up from 6 a.m. to 7 p.m. to vote. To avoid lines and congestion at your precinct, you may want to vote in the 10 a.m. to 4 p.m. non rush hour time frame of the day. How do primaries work? Primary elections decide which candidate will run each party during the general election. Illinois holds a closed primary, which means voters must choose a single party ballot on the day of a primary election. How Do Primaries Work? Why do I have to choose one party s ballot? State law requires you can vote in either the Republican or the Democratic primary, but not both. For example, you cannot vote in the Republican primary Governor but in the Democratic primary County Clerk. What if I don t want to say which party s ballot I want? If there are public questions where you live, you will be able to get a non-partisan ballot. However, a non-partisan ballot will not have any candidates on it, just public questions. If there are no public questions on the ballot where you live, to vote you must pick one party s ballot.

10 Page Primary Election Voter Inmation & Election Guide What to Expect at the Polls Voting should be a quick, satisfying experience if you follow a few simple steps. Here are some tips on what to expect at the polls on Election Day: First, you are required to vote in the precinct where you live. Your voter inmation card shows your precinct number and polling place location. It can also be found on our website. The polls are open from 6 a.m. to 7 p.m. To avoid the heavy turnout times of 6 a.m. to 9 a.m. and 5 p.m. to 7 p.m., we suggest you vote between 10 a.m. 4 p.m. to avoid long lines. To ensure a quick process, any changes to your name or address since the last Election should be updated with the Elections Office prior to Election Day. When you arrive at your precinct, an Election judge will ask your name and address, find your name in the poll book and ask you to sign both an application to vote and the poll book. Your application to vote will be numbered and your ballot will be initialed by an Election judge. It is important that you review your ballot accuracy prior to casting your ballot. Once your ballot has been accepted by the voting equipment, no further changes or corrections can be made. If you have made a mistake, you can spoil the ballot you have by giving it back to the judges and getting a new ballot. You can ask any questions you have to the Election judges. If you registered to vote by mail and the Elections office could not verify your identity, you will be required to show one m of identification from the following list. v A current and valid photo identification v Utility bill v Bank statement v Government check v Paycheck v Government document Each registered voter in this state should: 1. Familiarize herself or himself with the candidates and issues. Voter Responsibilities 5. Familiarize herself or himself with the operation of the voting equipment in his or her precinct. 6. Treat precinct workers with courtesy.. Maintain with the Elections Office their registration with a current name and address. 3. Know the location of her or his polling place and its hours of operation. 4. Bring proper identification to the polling station in case it is needed. 7. Respect the privacy of other voters. 8. Report any problems or violations of Election laws to the County Clerk s office. 9. Ask questions, if needed. 10. Make sure that her or his completed ballot is correct bee leaving the polling place.

Receive your ballot Enter the polling place and give your name and address to an Election Judge. Complete and sign an Application to Vote. Upon verification, the election judge will give you:. Enter the voting booth and mark your ballot Enter the next available voting booth. To vote the optical scan ballot, completely fill in the oval to the left of the candidate or public question of your choice. The Optical Scan System complies with the Help America Vote Act (HAVA) to provide voters an opportunity to check and correct ballot errors ( example, casting more votes an office than allowed results in an overvote). If an error is detected, the system will gently beep and give you the option to accept the ballot as is (the overvoted office will not count) or you may return the ballot to an Election Judge and receive a new ballot. 12 Page Primary Election Voter Inmation & Election Guide Where Do I Vote? During early voting, you can vote at the Elections Office at the Courthouse. Find out more about early voting opportunities on page 18. On Election Day, you should vote where you live. If your voter registration is up-to-date, you can refer to your voter inmation card your precinct number and polling place location or use the voter look-up feature on MacoupinVotes.com. However, if you moved and have not updated your voter registration inmation, you will be required to vote a provisional ballot at the new polling place. You can also come to the Election office at the Courthouse during grace period and change your registration and vote at the same time. See page 8 more inmation. Find your polling place online 1. Go to Then click Voter Lookup underneath the pictures of the sites in Macoupin County. 3. Enter your voter registration inmation. You must enter the inmation exactly as it appears on the voter file, which is exactly as you wrote it when you registered. If your registration inmation does not immediately appear, try your legal name or old address. 4. Once your inmation comes up, select View Polling: under the My Electons section. 5. Your polling place, a picture of the building and the ability to Google map the location will appear on screen. Click on the red Google mapit to go to Google maps.

Any registered voter in Macoupin County is eligible to cast a vote by mail ballot, without specifying a reason why they will be absent from the polling place on Election Day. Voters who registered by mail and did not provide sufficient proof of identity will be notified by the County Clerk that their registration is not complete. They will be ineligible to vote until they provide the required proof of identity at the polling place on Election Day or when requesting a vote by mail ballot. Can I Vote Absentee? Illinois law has changed the name of absentee voting to voting by mail. If you want to vote absentee, you will now do it as a vote by mail. How do I apply to vote by mail? You can request an application to vote by mail in many different ways. You can come in person to the Election office, send in a request by mail, call (17) ext 707 or apply online at MacoupinVotes.com. The Election office will need the voter s name, residence adress, mailing address and date of birth at the time of request. What s the deadline to apply to vote by mail? The deadline is Thursday, March 15 by 4:30 p.m. The Election office cannot mail a ballot to you after that time. 018 Primary Election Voter Inmation & Election Guide Vote by Mail Balloting How to Vote by Mail Step 1 : Once you have applied and returned your signed application, the Election s office will mail you your vote by mail ballot packet. The packet including a ballot, instructions on how to fill out your Vote by Mail ballot, certificate envelope, and a return mailing envelope with prepaid postage will be mailed to the voter. Step : Upon receipt of the vote by mail ballot packet, follow all instructions on how to vote and return the ballot to the County Clerk s Office. Make sure to seal just your ballot in the secrecy envelope and place the secrecy envelope and certification card in the return envelope. What is the deadline to return my ballot to the Election office? Returned vote by mail ballots must be postmarked by Tuesday, March 0, and must be received by the Election Office within 14 days of Election Day. If you want to personally deliver your ballot to the Election office, it must be received by no later than 7 p.m. on election day. You may authorize any person to return your ballot to the election authority, as long as you have signed the affidavit on the ballot envelope affirming that authorization was given to deliver the ballot. Can I receive assitance in voting my ballot? If you receive assistance in voting your ballot, the name and address of the individual providing the assistance must be placed on the ballot certification card. Remember that a candidate is T allowed to assist a voter unless the candidate is a spouse, parent, child or sibling of that voter. Registered voters may cast a ballot prior to Election Day without having to provide a reason wanting to vote early. This ballot is cast by personal appearance at the Macoupin County Clerk s office or at a location set up by the County Clerk. WHEN DOES EARLY VOTING OCCUR? Early voting runs through March 19. WHERE CAN PEOPLE VOTE? People may vote at the Macoupin County Clerk s office, Monday through Friday, 8:30 a.m. to 4:30 p.m., and on Saturday, March 10 and 17 from 9 am. to 1 p.m. The County Clerk s office is located on the first floor of the the County Courthouse in Carlinville. IF I VOTE EARLY, BUT CHANGE MY MIND, MAY I VOTE ON ELECTION DAY? No. The law prohibits a person who voted during the early voting period from voting again on Election Day. ARE POLLWATCHERS ALLOWED AT EARLY VOTING SITES? Yes. Just as with a regular polling place on Election Day, pollwatchers may be appointed to observe early voting by personal appearance at each permanent and temporary polling place where early voting is conducted. WHAT ARE THE SAFEGUARDS AGAINST VOTER FRAUD? Election judges will compare the voter s signature with the signature from when the voter registered. Since the rules allow any registered voters to cast a ballot through the mail instead of needing a valid absenee excuse, the term it is now vote by mail instead of absentee. Online Vote-By-Mail Application In 014, the Macoupin County Election Office added an online vote by mail application m that ensures every voter who wants to vote by mail, can do so in the most efficient way possible. The online application cuts out one step, waiting an application to go through the mail, saving the voter time. But the vote by mail certification is still checked against the signature in the voter file to prevent any voter fraud. I Voted Stickers Illinois law now specifies that if you vote, you are entitled to an I Voted sticker if you wish to have one. Macoupin County Clerk Pete Duncan recently announced that with the closing of the Church of the Nazarene, the polling place Carlinville 5 had changed to Bothwell Auditorium at Blackburn College located at 700 College Ave. in Carlinville. Duncan advised voters that new voter registration cards have been mailed to all voters registered in Carlinville 5 with a notice sticker stating that their polling place location had changed. Duncan asked any Carlinville 5 voter to be on the lookout their new card and call his office at (17) ext 707 if they have not received their new card. Duncan also suggested that any voter could utilize early voting at the Election office if they wished to vote bee Election Day. The new polling place at Bothwell Auditorium will be used Carlinville 5 in the upcoming March 0th Primary Election so all Carlinville 5 voters should remember they will need to head to their new polling place at 700 College Ave. to cast their ballot. A map of the Blackburn campus is provided showing where Bothwell Auditorium is located. New polling place established Carlinville Precinct 5 Be sure to mark both sides of your ballot if needed.
