1 Attendees: AASHTO NTPEP Reinforcing Steel Quarterly Conference Call MINUTES September 7, 2016 Wednesday 1:00PM 2:00PM (EST) Ed Hughes (Liaison AASHTO); Katheryn Malusky (AASHTO); Kenny Anderson (Indiana); Dave Meggers (KSDOT); Scott Hughes (ILDOT); Karl Janak (TXDOT); Temple Short (SCDOT); Merrill Zwanka (SCDOT); Greg Halsted (CRSI); Dannielle Kleinhans (CRSI); Rich Wagner (Insteel); Sarc (AASHTO); John Brasell (Nucor) 1. Work Plan Review for Ballot a. Nothing at this time I. Discussion on not allowing torch cutting for final samples and having the mill grind (smooth) the ends of the bars to be sent to the NTPEP laboratory. May need to add something to of the work plan or can it just be added to the sampling document? Ed sent the document to Katheryn in August, Katheryn agreed with the changes and the new document will be sent in the future. DONE 2. Calibration Frequency on Gauge Punch and Elongation Measuring Device a. Audit documents require every 12 months while SP01 says prior to use. I. SP01 is the governing document used for all audit programs. This needs to be looked at across the board for the audit programs. 1. What do we want the auditors to require (see attachment)? SARC explained why the verification frequency prior to use was put in SP01. Worksheets have not been changed. Ed explained that there would be more findings since most facilities currently do not document the results. The committee agreed to follow the prior to use frequency as outlined in SP01. Ed will make the change on the audit documents and send to Ryan to put on dropbox. Ed will notify the auditors of the change. Work plans will be modified as necessary. b. Shims/weights conversation, should it be longer? 5 to 10 years I. The shims/weights the manufacturers purchase are used once a year (unless there are issues) to verify the calibrations for certain equipment. They are stored in protective cases normally in the QC managers office. This is an SP01 issue and is across the board, Sarc is gathering information from each committee and will change when he has information. The committee agreed to change the frequency to 5 years. Rich Wagner more than likely will not impact WWR.. John Brasell clarified what is in ISO 9001 documents, he thinks we need to look at section 7.6 of ISO 9001 to see how it reads. Sarc clarified that we have minimums and they need to meet at least the minimum requirements.
2 3. Update on new material survey a. 23 States participated in the survey, results are listed below. I. Structural steel and/or shapes 1. 8 first second 3. 4 third II. Seven wire strand First 2. 6 Second 3. 2 Third III. Stainless Steel 1. 4 First 2. 8 Second Third What is the committee s decision? Sarc 7 wire strand and stainless steel would fall under RSC but structural steel would need to be a new product and would need a new committee. Kenny structural steel came from industry as they all do not produce rebar and would like to be NTPEP compliant. Merrill next step, Texas has a good plan for strand and offered to help get it started. Need to revise/create the work plan to include strand. Structure the TC like plastic pipe, maybe three chairs and no vice-chair? Merrill form a task group to determine status: Ed Karl Janak (Texas) Sarc Ray Rowden. Ed will set up a call with the task group when he gets all of the documents, the purpose of the call will be to set goals and possible timeline. Industry will be included once we have a draft revision to the work plan. Sarc will me the Texas spec for strand, this will be the start 4. Epoxy Coated Reinforcement Program a. Ryan sent documents to CRSI Survey was sent but not sure what else. Ed will touch base with Ryan next week to see if there are any other documents to be sent to CRSI (spreadsheet). CRSI will be discussing the program at their fall meeting (November). NTPEP requested to be at the annual meeting when the issue is discussed. 5. Committee Member Roster a. Industry Issues 7. Open Discussion: Ed Rebar manufacturers are asking when/if dowel bar M227 to program. Merrill - A draft AASHTO equivalency for ASTM A1064 is going to the fall SOM ballot. Sarc work plan section 4 putting in uniform information on Buy America, should not require a vote. Sarc will send Ed the wording to include with the minutes. 4. ADDITIONAL QUALITY MANAGEMENT SYSTEM (QMS) REQUIREMENTS 4.1 The QMS will include a written procedure for documenting traceability of steel and iron materials to comply with Buy America requirements This procedure will indicate the individual(s) responsible for implementing and monitoring this procedure and how the steel items are identified and tracked through each manufacturing step. In addition, the QMS will include how foreign steel products (if used) are identified, tracked and documented for the manufacturing steps performed by the Manufacturer Additionally, the procedure will include a description of the processes and documentation utilized to prove compliance of the furnished products.
