2 Mission Statement The Mission of the Alameda County Registrar of Voters Department is to: Seek better ways to provide services to encourage all eligible residents to exercise their right to vote. Conduct elections in a fair, accurate and efficient manner that inspires public confidence in the County elections process. Maintain a continuous professional level of service to the public. Develop new techniques to improve outreach services, which acknowledge the diversity of Alameda County.

3 Mandated Services All services provided by the Registrar of Voters office are mandated by the California Elections Code, the California Government Code and the California Constitution and include: Voter Registration Voter Outreach Candidate Services Election Services and Vote By Mail Petition Checking

4 Accomplishments Successfully Conducted All Elections: December 2013 ACERA Retirement Board Election. February 2014 City of Piedmont General Municipal Election. May 2014 Special Dublin Unified School District Vote By Mail Election. June 2014 Statewide Primary Election.

5 Accomplishments Successfully Expanded Voter Education and Outreach: Introduced Voters with Disabilities webpage using text to speech software. Enhanced Military/Overseas Voters webpage to allow voters to check their status, receive and print their official ballot to vote. Acquired 4 additional languages (Hindi, Korean, Japanese and Khmer) and incorporated additional training methods for bilingual poll workers. Released the Language Advisory Committee Bilingual Newsletter. ed correspondence to over 7,000 poll workers with a net savings of over $24,000 for a Statewide Election cycle. Provides real time response. Save the Date s sent to over 7,000 poll workers. Allows for advance notification of upcoming elections and serves as an early recruitment tool. Developed and implemented My Poll Worker Profile and My Candidate Profile.

6 Accomplishments Successfully Executed Polling Place Improvement Projects: Developed an online Polling Place Lease Card Agreement system replacing 1174 pieces of mail and allowing for real-time response. Conducted Polling Place Improvement Project with new/improved polling places and mega locations.

7 Accomplishments Successfully Completed System Upgrades and Improvements: Upgraded Data Management System (DIMS). Expanded GIS Consolidation application. Enhancements made to Poll Worker system assisting with recruiting of bilingual poll workers. Designed a new multifunctional and flexible work area.

8 Changes to Policy and Human Impact Policy Changes: Continued our extensive outreach efforts for recruiting bilingual poll workers. Provide education/outreach and translation of all voter and election materials. Continue to improve Voters with Disabilities voting experience. Human Impact: Modifications to educational and outreach services provided to voters. Voter/ Candidate/Election Services affected.

10 Goals Successfully Conduct: November 2014 Statewide General Election. December 2014 ACERA Retirement Board Election. Objectives: Continue to partner with language organizations to increase voter registration and participation. Continue to provide outreach and education to voters. Implement new ways to effectively disseminate translated election materials and information in 8 languages to non-proficient English speaking voters. Provide voting and educational materials in 9 languages. Continue to enhance the voting experience for Voters with Disabilities.

11 Goals Continue to Expand Recruitment of Bilingual Poll Workers. Objectives: Recruit and train 1,500 bilingual poll workers in 9 languages in addition to the overall number of poll workers for English, Chinese, Spanish, Tagalog, Vietnamese, Hindi, Khmer, Korean and Japanese. To further develop innovative recruitment methods using social media, partnering with community organizations and Language Advisory Committees. Continue to provide language specific training of bilingual poll workers.

12 Goals Implement Records Management (In support of Climate Initiative). Objectives: Continue to scan campaign finance reports that are available online dating back to Continue to scan Statement of Vote results that are available online dating back to 1998.
