1 Hospital Performances, a Key Component as Part of the Health Reform Process from Romania Professor Ion VERBONCU Ph.D. Student Roxana GĂNESCU PhD. Abstract: Hospital performance is one of the key elements to be considered when the reform process is designed for a better patient satisfaction. Measurement is central to the concept of hospital quality improvement. In this paper are explained some important concepts for thinking and for implementation of the reform in health s sector. The paper provides a means to define what hospitals actually do, and to compare that with the original targets in order to identify opportunities for improvement. Also the paper contains the principal methods for measuring hospital performance, such as regulatory inspection, public satisfaction surveys, third-party assessment, and statistical indicators, most of which have never been tested rigorously. Each of them are explained also from the perspective of the World Health Organization. Final part of the paper includes the most important policy implications and several conclusions to be considered along the entire reform process in the Romanian public hospitals. The main objective of this research was to identify the particular aspects of the management style strongly influenced by the behaviors and psychological profiles of the civil servants. The specific objective was to discover how to motivate human resources from public institutions to be very effective and to obtain the highest performance in reforming the Romanian public sector.

Abstract: This paper addresses from a conceptual angle the public administration reform and its necessity, and in the second part analyzes the state of the art of public administration reform in Romania and the main weakness of the public administration system in our country as compared to the indicators of administrative capacity developed by SIGMA /OECD. In the end, several directions for further reform are developed aiming to strengthen the Romanian administrative capacity for the European Union integration and adaptation to the principles of the European administrative space. They cover the following aspects: the culture of results, taking into account the expectations and proposals of citizens in order to improve the users service, the funds allocated for monitoring and evaluation activities, the decentralization process, outsourcing of tasks, the public procurement system and the budget control mechanisms. Palau had been administered by Spain, Germany, Japan, and the U S successively since the 18th century. The authors used the Action Training and Research approach developed by Neely Gardner for the State of California to help Palauans to make this development transition to the administration of their own selfgovernance. The process was based on the skill-transfer concept where those involved in the change, in this case the Palauans, gain the skills to conduct their action research to design, implement, and manage the change within their cultural values. The objective of the first phase, Data Gathering & Values Research was to research current Palauan values in terms of the key issues Palauans saw for themselves in the transition to self government. The second phase, Building Institutions focused on framing the national goals and policy around these key issues. This phase also focused upon finding the best ways to organize the new public administration in order to implement policy and achieve the goals. Phase

3 Three, National Development & Planning dealt with establishing a strategy and process for national development based upon the Palauan values identified in the first phase, and the public administration institutions developed in the second phase. The objective of Phase Four, Human Resource Planning and Development was to develop a way the Palauans themselves could acquire the skills and knowledge they needed in order to perform most of the work as their nation develops. Although human resources could have been dealt with in the third phase with the other national resources, it was separated out because it was the paramount issue and concern raised by most Palauans in Phase One and Phase Two. The results of Palau's organization and resource development effort in its transition and nation building can be characterized as: helping define and expand national goals; developing national policy based upon Palauan values, issues and concerns; organizing public administration to incorporate the traditional Palauan consensus; focusing the organization as the institution for change in implementing the national policy of nation building; reorienting economic development strategy to include Palau's enriched subsistence economy and culture as the main strength and foundation for national development; and outlining a realistic human resource development strategy to assure Palauan self reliance and control in their future. Principally these results are embodied and documented in Palau's, "Ministers' Portfolio Guide" which is presently serving the president's cabinet as a resource for nation building. This guide is also a documentation of what nation building looked like to those Palauans first charged with the task of transition to the new nation. This guide may serve as a blueprint and map, or perhaps it can serve at least as a channel marker in the reef to help other Palauans who must come this way in the future. Amsterdam, Model for Bucharest Lecturer Ruxandra-Irina POPESCU Ph.D. Senior Assistant Răzvan-Andrei CORBOŞ Ph.D. Abstract: The new approach of urban marketing in Amsterdam is a possible point of reference in the attempt of throughout understanding the efficiency and effectiveness of marketing as part of urban marketing and in creating a bridge between the theory and the concrete application of this type of marketing. This study presents, from a synthetic descriptive perspective, the key elements of the urban marketing campaign applied in the Dutch capital and assesses the vectors that generated its success. It assesses the quantitative and qualitative effects that had as main consequences the increase of the familiarity and of the preferences of the target groups( tourists, investors and residents) for Amsterdam, the increase of the number of visitors and of investments as well as the increase of the position Amsterdam ranks in the relevant international classification by comparison with its most important competitors. In the second part of the study, the strategy applied in the Dutch capital has served as point of reference for the identification of possible options for the marketing strategy in Bucharest that leads to the strategic development of Romania s capital.

4 Perception of Students from the Public Administration Specialization on Consumers Information and Education Degree in Romania Lecturer Oana Matilda SABIE (ABĂLUŢĂ) Ph.D. Senior Assistant Andreea MARIN-PANTELESCU Ph.D. Abstract: The present work aims to make a brief overview of the emergence and development of concepts like protection and consumer education to show how they have become an important element of economic, social and environmental sustainability. Another objective of the paper is to highlight concerns and increased interest of students, that consumers are at the age of 21 years, on the programs and media for consumer education. In that sense, this paper presents results of a qualitative research conducted without ensuring representativeness of the population from which it was extracted, that on a number of 57 students from the specialization of Public Administration of the Faculty of Management, Academy of Economic Studies from Bucharest to demonstrate the level of awareness and education of young students in the area of future administration, students also involved in providing public services and its quality, in this study the article authors applied a questionnaire on a population of 107 subjects who were voluntarily self-selection and completeness response provided. D. 1 Decembrie 1918 University of Alba Iulia, Romania Abstract: Many experts within the tourism industry believe youth travel is the fastest growing market segment, and the previsions of the World Tourism Organization estimate that young people will account in the near future for over 25% of the global tourism market volume. On one hand, this phenomenon can be explained by the cultural motivation of young people to practice tourism and, on the other hand, by the relatively low and acceptable transportation costs, at least for young people living in developed countries. We must also underline the role played by various organisms and associations in tourism in the development of networks of accommodation units accessible for youth, such as dorms or hostels. Youth travel holds an important place in global tourism and, consequently, knowing the evolution of this tourism form in various developed countries implies approaching the aspects regarding the dimensions of this phenomenon at national level, various programmers and facilities offered to the youth in practicing tourism, as well as its development perspectives and directions. This paper also includes a practical approach that analyzes the touristic activities, products and events organized and provided by various countries for the youth travel segment.

SOP HRD is a program co-financed from the European Social Fund, a fund which represents the main financial instrument used by European Union for reaching the employment policy strategic objectives. Economics as a Foundation for Public Management. The Bureaucratic Organization Senior Assistant Radu ŞIMANDAN Ph.D. Candidate Polytechnic University of Bucharest, Romania Abstract: In this article, we make the case in favor of founding the management science on the relevant conclusions of the economic science. Therefore, the study of incentives and constraints that public servants (and in particular the bureau chiefs) face are essential for understanding their productive behavior. The environment of a governmental bureau in a democracy needs a careful examination. On this basis, some aspects of public production are inspected, as revealed by the Public Choice school of economics: the tendency toward budget maximization, a much larger output at increased costs, etc. The phenomenon of bureaucracy, which is the main cause of dissatisfaction and criticism related to public production of goods and services, is also discussed. After a brief review of the history of the phenomenon (by discussing some theories authored by a number of renowned researchers such as Max Weber, Anthony Downs, Ludwig von Mises, and William Niskanen), the main features of the contemporary bureaucracy are discussed. We also analyze the implementation stage of some general actions for Romanian public administration reform from a European perspective, such as the law regarding the free access to public information.
