2 CONTEXT The global development agenda in the coming 15 years will be carried out in many ways; local citizens, private sector actors, national parliaments and legislators, government bodies, and international organisations all have a substantial role to play in harnessing and facilitating results so that we can achieve poverty eradication and macroeconomic stability. Whether mitigating climate change, ensuring equal opportunities for all, or creating prospects for sustained livelihood, the SDGs framework necessitates active engagement and a knowledgebuilding process for and from parliamentarians across nations. Parliamentarians, as community leaders, are driven to make a difference and impact the lives of others. Being at the heart of domestic legislation and responsible for providing scrutiny to government policy, they ensure development outcomes are efficient, effective, and achievable. DESCRIPTION The Global Parliamentary Conference (GPC) represents a unique forum of national legislators and development institutions; an event dedicated to achieving the Sustainable Development Goals and pushing international development initiatives to new heights of awareness and potential, and above all, action. In line with its mission to be a platform for knowledge-sharing, the GPC, organised together with the World Bank Group (WBG) and the IMF, is the Parliamentary Network s flagship event. It brings together more than 150 parliamentarians from 70 countries, leaders from civil society and partner organizations, and top officials from a number of international financial institutions such as the World Bank, IMF and other regional development banks. Keynote speakers include Mme Christine Lagarde, Managing Director of the IMF, Dr. Jim Yong Kim, President of the World Bank Group, high-level officials from the United Nations, Speakers of Parliament, heads of the largest and most influential parliamentary organizations, and CSO leaders. Continuing on from the previous conference s success, the GPC will be hosted by the World Bank Group and IMF at their headquarters in Washington DC. I #GPC2016

3 The focus is on a range of issues from creating employment, stimulating economic growth, fighting climate change, gender, and good governance among others. Discussions will look at how parliamentary involvement can be harnessed, fostered and strengthened, as well as how to promote continuous parliamentary involvement in the SDGs implementation process a long-term reality. BACKGROUND Founded in 2000, the Parliamentary Network on the World Bank & IMF is an independent, non-governmental organization that provides a platform for Parliamentarians from WBG and IMF member countries to advocate for increased accountability and transparency in development cooperation. It provides a platform for MPs to share knowledge, to hold their own governments, as well as International Financial Institutions, to account for development outcomes. #GPC2016 I

Following the COP21 agreement in 2015, legislators share the responsibility to ensure that the pledges are translated into policy action in their home countries. 8 10:00-11:00 INTERNATIONAL MIGRATION: ECONOMIC EFFECTS AND POLICY IMPLICATIONS Venue: WB HQ Preston Auditorium The dislocation of large parts of the population in Syria and other conflict zones is, first and foremost, a humanitarian catastrophe with important ramifications across many countries in the Middle East, Europe, and beyond. Today more people are fleeing from violent conflicts than at any other time since the Second World War. Parliamentarians must turn to their attention to security, political, and the economic and social challenges brought on by the surge in asylum seekers in the European Union and elsewhere. 9 12:00-13:00 REALIZING THE GAINS FROM GENDER EQUITY Venue: WB HQ Preston Auditorium Despite progress, wide gaps persist between women and men s economic empowerment and opportunity. Legislators need to tackle the considerable gender gaps in access to education, health and finance in a number of countries. MPs play a vital role in a range of strategies, including delivering universal health coverage, taxing tobacco, improving food labelling and fighting tax, trade and insurance policies which impact on the poor. New threats are emerging such as drug-resistant pathogens, the globalized marketing of unhealthy products, and the growing rates of chronic non-communicable diseases such as heart disease, cancer and diabetes have overtaken infectious diseases as the world s biggest killers. #GPC2016 I

10 To address these and other questions in the field of health, including women s and children s health, MPs need to strengthen their collaboration with the leading international organisations working on improving global health. The quality of economic institutions - including ministries of finance, central banks, and statistical agencies - hinges on the people running them, their approach to policymaking, and the legal and governance structures that underlie them. By strengthening capacities and training officials in economic analysis and policies, countries are better able to implement key economic policies and programs.
