7 Message from Executive Director Mohsin Ali Founder and Executive Director WAVE Foundation completed another successful year Commitment, hard work and sincere efforts of our staff members have made it possible. We are grateful to our valuable development partners, donor communities, program participants, civil societies and their organizations, policy makers, local government authorities, local administration, various networks and coalitions for their continual support and encouragement. During the year, WAVE Foundation worked in the program areas of responsive governance, livelihood and essential services, microfinance and women's empowerment. WAVE implemented a total of 23 projects in under its different programs. Among some very successful initiatives for the year, Ms. Ajlema Begum a member of Sonali Sokal SHG, at Moradighi village under 'Increasing Community Capacity for Holistic Development (ICCHD) Project' has become a winner of 'Golden Talent Award' by Heifer International in the year of 2011 as one of the most successful project participants from Bangladesh. In view of different process of Social Forum held both in the region and around the world, South Asia Social Forum 2011 Bangladesh was held from 19 to 22 November 2011in Dhaka University Premises. WAVE Foundation was one of the core organizers of this grand initiative. A youth platform named Youth for 3D emerged in 2011 with the representation of youths from Dhaka City and other districts. This year WAVE organized The Bi-Annual Conference 2012 with the presence of all staff members of WAVE Family, participants of different programs, representatives from different networks, local government, civil society and development partners,. The conference enlightened the participants sharing past experiences derived throughout WAVE's journey and future directions. As a whole, WAVE Foundation, as one of the actors in the development sector, has been contributing in the total development process of the country. WAVE will continue undertaking innovative activities and initiatives under its various programs responding to the needs of its target participants to bring positive changes in their lives. It is my firm belief that with the support from our development partners and other stakeholders, we will continue to reinvent ourselves towards greater achievements in future.

8 About Us WAVE Foundation is established in 1990 in Darsana town under Chuadanga district, situated in the south-western part of Bangladesh. In the aim of alleviating poverty, it focused on integrated development of the organized participants including their human, skill and economic development. The organization thereafter involved in governance program to strengthen local government institutions and to increase access of the poor in public services through implementing local governance strengthening activities. Centering the program the organization has been contributing significantly in promoting democratic decentralization and local selfgovernment. Alongside, through its microfinance program and related activities WAVE Foundation has been playing an important role for the economic development of the poor and in the field of agriculture. According to the organization's policy, special emphasis is given on women's participation and in building poor people's capacity towards disaster risk reduction and climate resilience. Networking at various levels and policy advocacy are the important areas of WAVE's program implementation approach. Accordingly, campaign, lobbying and policy advocacy activities have been undertaking jointly with the social organization formed at local level and with the national level platforms. With deepening its experience and considering the development context, organization has adopted necessary changes in its programs and working approaches. WAVE's main thrust is securing rights of the poor and marginalized, good governance and sustainable livelihood development through promoting people's participation at all levels of the state and society, accountability, capacity development and access to resources. 10 Responsive Governance Program Program Objectives 1 To promote basic rights for poor and marginalized, democratic decentralization & local self-government, local governance & local justice, free & fair election, climate justice and youth & child rights. 2 To enhance responsiveness of governance through campaign, lobbying and policy advocacy at local and national level. Organization has been implementing different activities on democratic decentralization and local self government, responsiveness of public services (health services including maternal and neonatal health, education and agriculture), social safety net program and right to food, district budget, local governance, local justice (village court, arbitration council and Alternative Dispute Resolution-ADR), free & fair election, participatory democracy, climate justice and youth & child rights under its Responsive Governance Program. Policy advocacy undertaken on different relevant issues plays significant role with field level program implementation. In light with program implementation approach, WAVE has facilitated the formation of locally organized social organization 'Loak Morcha-LM (People's Alliance)' consists of representatives from different professions and occupations; 'Governance Coalition-GC', network of civil society organizations and civil society representatives and 'Governance Advocacy Forum-GAF' national level platform of civil society organizations and relevant stakeholders. In addition, to accelerate youth development and ensure participation of youth to establish good governance a platform named 'Youth for 3D' has been formed. These networks undertake continual campaign, lobbying and policy advocacy activities both at local and national level. Under this program, 7 projects are implemented in the financial year

11 National Level Sharing meeting on Decentralization & National Budget in Local Self Government 1. Campaign for Democratic Decentralization Policy of Bangladesh (CDDPB) The campaign aims to mobilize concerned stakeholders, civil society and mass people and influence policy makers to formulate and execute a national democratic decentralization policy from a holistic perspective to establish local self-government in Bangladesh. To attain the goal, discussion and lobbying held with the members of the Parliamentary Standing Committee on LGRD and other policy makers on `Democratic Decentralization Policy Proposal' which is drafted through national and local level sharing with concerned stakeholders. With the support from Manusher Jonno Foundation-MJF, Governance Advocacy Forum- GAF, national level platform hosted by WAVE and consisting of national and international non-government organizations & networks, local government platforms and representatives from civil society and local government experts has been implementing the campaign. 2. Ensuring Rights of Maternal & Neonatal Health (MNH) Service Users and Accountability for MNH Services under Joint GOB-UN MNH Initiative The project aims to ensure sustainable improvement of maternal and neonatal health. The objectives of the project MNH Project Visited by UN Secretary-General Ban Ki-moon 10

13 are to facilitate lobbying of civil society to improve the quality of maternal & neonatal health services, make the women, poor & excluded people aware on maternal and neonatal health rights, enhance women's participation in the planning process on maternal and neonatal healthcare and establishing effective monitoring system and institutional arrangements for enhancing accountability of the Health Service Providers and office-bearers to the community. To achieve the goal Health Service Users Forum-HSUF undertakes different activities under this project. As a result of this project interventions, gaps between MNH service providers and recipients has been reducing gradually under respective working areas. The project is being implemented in 17 Upazillas under Narail, Jamalpur and Moulvibazar district with the support from UNICEF, DFID and EU. 3. Activating Village Courts in Bangladesh (AVCB) The overall aim of the project is to strengthen local justice system through enhancing the capacity of Village Courts. The project intends to improve access to justice for disadvantaged and marginalized groups and enhance human rights systems and processes in Bangladesh. Major activities of the project are: providing training to UP Chairman, Member & Secretary, village police, staffs of the project and civil society representatives of the project area to build their capacity, conduct courtyard meeting, disseminate leaflet, develop script and organize street drama and folk song focusing on village court activation & functioning to raise community awareness on village court and Case Study Village Court Appears as a Ray of Hope for the Poor Chandan Ali & Mrs. Sultana expressing their satisfaction for the verdict Chand Ali (32) and Sultana (26) live in Sarishadanga village in Mominpur union of Sadar Upazilla under Chuadanga district. They have lent taka 7000 /-to their neighbors, Firoza Khatun and Md. Abu Taleb to meet up their financial crisis. Firoza and Taleb committed to return this money within 10/15 days and this deal was made orally. But Firoza Khatun and Md. Abu Taleb failed to pay back their money on due date. However, they again borrowed taka 4000/- from Chand Ali and Sultana promising that they would get more credit from NGO paying back their existing credit and then they would be able to pay the loan very shortly. Nonetheless, it was very disappointing for them (Chand Ali and Sultana) that they didn't get their money back as per words. They repeatedly requested and insisted them for the money. They also pushed them with the support of local elites. In the meantime, they met a member of CBO facilitated by WAVE Foundation who shared them the function of village court (VC), its opportunity and trial system. He also informed that they could file a case in Village Court to solve their problems. At last lenders submitted an application at Mominpur UP on 23th August After verification of their application, VC announced a hearing date on 7th September Subsequent to hearing of appellants as well as opponent, the jury panel gave decision to pay back taka. After announcing the decision by the Village Courts the appellant & opponent embraced each other in front of jury panel. Firoza Khatun and Md. Abu Taleb paid the money within time frame according to the decision of the VC. Expressing the felling on Village Court and its trial system appellant Chand Ali and Sultana said 'We never thought of getting such a legal solution through an easy and cheaper way, Village Court appears as a gift of government and we are very grateful for this.

14 Responsive Governance Program Village Court 1358 numbers of case reported in Village Court in the project area where 892 cases resolved through village court and 442 numbers of cases dismissed due to lack of evidence and other difficulties. 12 provide technical support to the justice seeker etc. The project areas cover 59 Union and 9 Upazilla in 3 districts namely Narail, Chuadanga and Magura under Khulna division. During the reporting period, 1358 numbers of case reported in Village Court in the project area where 892 cases resolved through village court and 442 numbers of cases dismissed due to lack of evidence and other difficulties. This year comparatively CBOs capability is enhanced and total community people are directly or indirectly benefited from village court. In this period, all UP Chairman and Secretary attended the National Village Court Conference at Dhaka in the presence of Honorable Prime Minister of Bangladesh. The Local Government Division (LGD) under Ministry of Local Government, Rural Development and

15 Cooperatives is implementing the Project with the technical and financial supports form UNDP Bangladesh and European Union. Duration of the project is April 2011 to December Training for Upazilla Chairmen and Vice Chairmen The objective of the project is to enhance capacity of the Upazilla Parishad Chairmen and Vice Chairmen about the function of Upazilla Parishad according to Act, roles & responsibilities of the elected representatives and orient them about the value of the importance of participatory & effective service delivery & develop their proficiency on this. With the continuation of last year's activities, this time the training program has been organized to enhance capacity of total 224 elected representatives including 60 Chairmen and 164 Vice Chairmen (both male & female) from 80 Upazilla Parishad. The project is implemented in a joint initiative of WAVE Foundation, Manusher Jonno Foundation and NILG- National Institute of Local Government. 5. Strengthening Democratic Local Governance (SDLG) The project aims to strengthen skills, knowledge and capacity of civil society, elected Inception Session of SDLG Project

16 Responsive Governance Program representatives and different committee members of Local Government Units (LGUs) towards a more participatory and responsive local governance. The project objectives are: to promote services through LGIs and to promote citizen participation in local decision-making process. Key activities of this project include training and refresher training for LGUs on Financial Management & Revenue Generation, Service Delivery & Monitoring and Participatory Strategic Planning (PSP), formation of CiGs (Citizen in Governance), LGU based training and refresher training for CiGs on roles of CiG Forums etc. During this year, Open budget session held in 52 LGUs out of 89, 23 LGUs have reformed their standing committee as per law and included CiG members and 41 LGUs made plan for reformation, tax assessment was done in almost 60% LGUs, most of the LGUs targeted to increase at least 30% tax collection from previous year and around 20% LGUs are making plan for the preparation of 5 year plan. This project is being implemented in 80 Unions, 22 Upazillas and 9 Municipalities under 4 districts namely Naogaon, Kushtia, Chuadanga and Meherpur with financial assistance of USAID and 14 technical assistance by SDLG. Through the project, around participants are benefited in this year. 6. Strengthening Pro-poor & Participatory Local Governance (SPLG) The main objective of the project is to facilitate platforms towards inclusive and empowered society by enhancing civic engagement and quality of local democratic governance. Major activities are to formation and capacity building of Loak Morchas (People's Alliances from different strata of society) and ward level CBOs (Platform of grassroots people); conduction of baseline survey to assess the level of access of the poorest to relevant public services; conduction of social audit and organizing public hearing to ensure the poorest people's access to public health, education and social safety net programs and promoting local-national level advocacy on pro-poor policy making and deepening democracy. With the support of Christian Aid the project is being implemented from April 2012 in 6 unions of Sadar Upazilla under Barisal district in collaboration with 2 partners of Governance Coalition AVAS & ICDA. 7. Promoting Responsiveness of Public Service Institutions in Selected Districts (RPSI) The goal of the project is to promote responsive agricultural service at local level. The major objectives of the project are: to encourage and support Members of Parliament (MPs) of the three parliamentary constituencies of Magura-1, Jhenaidah-2 and Rajshahi-3 in their legislative, representation and oversight functions and increase participation of citizens and sub-national stakeholders in the national policy making process. Main activities of the project are to form-reform and enhance capacity of the sub-national level platform District Public Policy Forum DPPF (Lock Morcha), organize Dialogue, Lobbying and Mock Parliament at local level on basis of the findings from a Research & Social Audit conducted on agricultural services and undertake policy advocacy by organizing discussion & other event with relevant parliamentary standing committee & policy makers at national level. This project is implemented in collaboration with 3 partner organizations: SSDO, ROVA Foundation & AID. With the financial support from USAID and UKAID and technical support from The Asia Foundation, the project started from March 2012.

18 Livelihood and Essential Services Program Program Objectives 1 To promote food security, income generation, access to essential services and resources for the poor and marginalized. 2 To develop capacity on disaster risk reduction and climate resilient livelihood. Despite government statistics shows that there is economic growth in every year in Bangladesh, more than 31.5% (HIES Survey Report, 2010) of total populations are still living below poverty line; about half of them are extreme poor who cannot eat regularly. Moreover, extreme poor living in the coastal, haor, drought and char areas are mostly affected by various climate change effects, natural disasters and river erosion. Government development programs and other services provided during disaster to the poor and marginalized living in different corners of country including these areas, are not adequate compared to their needs. Considering this backdrop, organization has been implementing different activities on food security, income generation, human and skill development, safe drinking water & sanitation, health, education etc. for the poor and marginalized under its Livelihood and Essential Services Program. In a part of organization's working area, natural calamities and climate change effect prevail almost all the year round. Organization provides direct support through resources (cow, goat, rickshaw, van etc.), training and environment sensitive agricultural inputs for the income generation of program participants living in these areas. Moreover, capacity enhancement on disaster risk reduction and climate resilience is one of the major activities. Relief and rehabilitation initiatives are undertaken during disaster. This year, 11 projects are implemented under Livelihood and Essential Services Program. 16

19 Case Study Ajlema Lights up Her Life and Wins Golden Talent Award 2011 by Heifer International 1. Increasing Community Capacity for Holistic Development (ICCHD) The overall goal of the project is to promote just and sustainable development. The specific objectives of the project are: to increase annual income and nutrition of participating families; to sensitize community on gender equity and environment conservation; and to strengthen community cohesiveness for reciprocal cooperation. During the reporting period, the major activities are: arrange training on improved animal management, Heifer cornerstones and gender & justice for Self-Help Group (SHG) members and distribution of rice and potato seeds and livestock among the SHG members. Besides, SHG members have regular savings by their own initiatives and distribute loan among group members from Ajlema Begum Ajlema Begum, one of the participants of the 'Increasing Community Capacity for Holistic Development (ICCHD) Project 01' lives in a small village of Bangladesh named Moradighi, situated at Haripur Union under Paba subdistrict of Rajshahi district. The project supported by Heifer International lightens her up. She had won Heifer Internationals' prestigious `Golden Talent Award 2011' for her work of empowering family and serving her community. This has given another high point to WAVE Foundation's effort to promote a poverty free just society. It is the first time any participant of Increasing Community Capacity for Holistic Development (ICCHD) Project from Bangladesh won this award as Heifer International is supporting this project around South Asia region. In September 2008, Ajlema joined the `Sonali Shokal (Golden Morning)' women's development group started by WAVE Foundation. She received training on Heifer's cornerstones & improved animal management. She and her husband transformed their lives as they embraced the values of the cornerstones and began the journey to new life. She set example of generating income, being self-sustained, caring family and others and good attitude towards neighbours through practicing the Cornerstones in her daily life. Ajlema found the cornerstones of Heifer has changed her thinking and gives new meaning of her life.

20 12 disaster contingency plan developed at the SHG level, a total number of 1193 household level disaster preparedness plan developed and hanged on the house wall, 08 household level goat breeding small farm established etc. 18 their savings for undertaking income generating activities etc. The major achievements of this year are: one member of Sonali Sakal SHG of Maradighi village namely Ajlema Begum, has been selected as the best member in Bangladesh by Heifer International and got 'Golden Talent Award' in the year Besides, members' savings and profit from IGAs have been increased, the original group passed on their gifts to new group members in time etc. The project is implemented in two unions of Paba Upazilla in Rajshahi district and supported by Heifer International. The total participants of the project in FY are 1860 where women 965 and men 895. It is mentioned that since January 2011 another project is being implemented in Barogachi union of same Upazilla in Rajshahi district with the financial support of same donor. The project title, goalobjectives and activities are almost same as mentioned, where total participants are 2000 including 1050 women and 950 men.

Coastal Area Rehabilitation Project (CARP) The overall goal of the project is the livelihoods and means of production of the vulnerable population in selected communities have been rehabilitated with disaster-preventive measures and the climate-induced vulnerability of the population has been sustainably reduced. The broader objectives of the project are, the livelihood of the affected target population is rehabilitated and the infrastructure is rehabilitated and strengthened and the population is better prepared for future disasters including the impact of Climate Change. Formation of self-help groups involving most affected and vulnerable households by the divested cyclone SIDR & AILA, organize training on disaster preparedness and climate adaptation, providing medicine support for the project supported livestock, support for women entrepreneurship development, organize immunization program for the children at the village level etc are the major activities under the project during this year. During the reporting period, the key achievements are 12 disaster contingency plan developed at the SHG level, a total number of 1193 household level disaster preparedness plan developed and hanged on the house wall, 08 household level goat breeding small farm established etc. The total participants of the project are where women are

Campaign for Food and Employment Rights of Marginalized People The campaign aims to establish marginal people's rights to food and employment, develop their own organization and leadership skills and build up solidarity among all stakeholders. Major activities are to form Self Help Group- SHG in grass root level through organizing marginal people, enhance capacity of stakeholder, study & research, to accelerate the effective implementation of Social Safety Net program through campaign & lobby and policy advocacy at national level. Prantik Manusher Sanghoti, a platform consisting of 11 development organizations has been implementing the campaign in 8 unions under Kushtia, Shatkhira, Rajshahi, Dinajpur, Patuakhali, Feni, Noakhali & Gaibandha districts with the support of ActionAid Bangladesh. while WAVE Foundation functions as its secretariat and coordinates the activities. 4. Coastal Livelihood Adaptation Project (CLAP) The overall goal of the project is the livelihoods and means of production of the vulnerable population in selected communities have been rehabilitated with disasterpreventive measures and the climate-induced vulnerability of the population has been sustainably reduced. Major objectives of the project are climate-resilient agricultural production systems and income-generating measures facilitated and promoted among targeted population, targeted population well Kobi Gaan (light song in the form of questions and answers) on Disaster Preparedness and Mitigation 20

23 protected and managed to response climatic induced disasters & disaster prevention etc. Under this project, this year contingency plan developed in 12 self-help group and 10 schools and the communities are sensitized on disaster preparedness by 200 members of student squads. The project is implemented in two unions of Kalapara upazilla in Patuakhali district with the support from GIZ. The total participants of the project are consisting of women and men. 5. Rehabilitation of Coastal Infrastructure in Bangladesh (RCIB) The main objectives of the project are to create gender friendly income generation opportunities of 600 most affected families through cash for work, rebuild community small dams, earthen roads (including Pipe culverts), school grounds, rising of plinths of vulnerable homesteads etc. and rehabilitate 600 households and 2 schools including providing tree saplings. project is implemented in 2 unions of Kalapara upazilla in Patuakhali district with the support of German Development Cooperation- GIZ. The total participants of the project are 4200 including 2408 women and 1792 men. 6. Sanitation, Hygiene Education and Water Supply in Bangladesh (SHEWA-B) The objective of this project is to improve the standard of hygiene practices and behaviour particularly for the poor on a sustainable basis focused on mothers of children under 5 and primary school children. The project interventions assist in improving the hygiene practices in project areas including schools and markets as well as changed the behavior in a positive manner, ensuring the safe drinking water supply in project areas, improved waste management in the project area etc. The project is implemented in 09 unions of Gangni upazilla in Meherpur district with the support of UKAid, UNICEF & DPHE. The total participants of the project are where women are and men are Post Literacy and Continuing Education for Human Development- PLCEHD-2 The purpose of the project is to provide post literacy and continuing education to the neo-literate. In the post literacy course the objective is to consolidate, upgrade and fine-tune the acquired skills of neo-literate and in the continuing education course the objective is to provide them with skill training from the list of available and suitable skills considering the market demand and supply situation. Through this the project the knowledge & skills of dropedout learners enhanced on different trade courses, 94.37% learners completed the trade course in 3rd cycle, a total number of 4220 female & 3003 male learners are involved in full time Income Generating Activities, number of female participants increased and they are contributing in their family income, many widow, abandoned and divorced women are now self relient to lead their lives etc. The project is implemented in Meherpur Sadar, Mujibnagar and Gangni upazillas of Meherpur district with the financial support from Asian Development Bank, SDC and Bureau of Non Formal Education, Government of Bangladesh. The total participants of the project are consisting of women and men. 8. Participatory Actions towards Resilient Schools and Education Systems (PARSES) The main objectives of the project are to enhance coordinated and informed

24 Livelihood and Essential Services Program Mock Drill on Disaster Preparedness actions of national level platform for reducing disaster risks in education, increase capacity of stakeholders on sustainable preparedness measures to reduce disaster risks in education, stimulate organized actions for emergency response and recovery in education and making education system resilient to DRR. PVA (Participatory Vulnerability Analysis) at School, Union, Upazilla and District level and develop PVA action plan, resilient support to the schools, Mock Drill to face the disaster, develop climate change database etc. are the major 22 interventions under this project. The key achievements during the reporting period are 06 student squads formed and they are well functioning, 5 schools have received 95 pair of benches, 6 action plans have developed in time as per climate change database, 8 unions developed 16 schools based action plans etc. The project is being implemented in 02 Upazillas of Barguna district with the financial support of UNICEF through Actionaid Bangladesh. The total participants of the project are including 6500 women and 7500 men. 9. Resilience through Economic Empowerment, Climate Adaptation, Leadership and Learning (REE-CALL) The purpose of the project is, a total number of 4000 SIDR & AILA affected extreme poor households of Patuakhali Sadar Upazilla of Patuakhali district are graduated from the shocks and challenges of extreme poverty by The project has been implementing to restore and develop the livelihood and climate resilient community. Under the project this year, a total number of 1800 extreme poor households

25 are selected, 65 CBOs are formed in 11 union through participatory process, capacity of 756 beneficiaries enhanced through receiving technical training, 981 households are involved in employment generation through cash for work, a total number of 38 extreme poor households got sanitary latrine support and asset & kind support (cow, goat, hen, duck, fish culture, fishing boat-net, rickshaw-van, hogla mat, small trades etc.) provided to 1008 beneficiaries. The project is implemented in most affected 11 unions of Patuakhali Sadar Upazilla under Patuakhali district with the financial assistance of DFID- SHIREE through Oxfam Bangladesh. The total participants of the project are including 7400 women and 6600 men. 10. Safe Drinking Water Supply in Coastal Area Project The aim of the project is ensuring safe drinking water for vulnerable coastal community, especially women and children. The specific objectives of the project are to meet up the safe drinking water crisis of coastal belt through developing community based drinking water supply management system and to promote sanitation, health & hygiene practices of vulnerable coastal community especially the pregnant & lactating mothers, new-born child, children etc. in general. Under this project 29 tube-wells with flood Risk Communication protected platforms installed, safe drinking water ensured in project area through water test by ICDDRB, 145 potential community people of different age groups are developed as tube well mechanic and now they can repair their tube wells themselves, the pregnant & lactating mothers including children are practicing improved sanitation, health & hygiene etc. The project is implemented in two unions of Kalapara upazilla in Patuakhali district with the support of German Development Cooperation- GIZ. The total participants of the project are 4962 including 2643women and 2319 men.

26 Livelihood and Essential Services Program WAVE Foundation is implementing this program covering 4474 VGD Cardholder families in 32 unions of 4 Upazillas. 11. The Provision of Development Support Services to Women under the Vulnerable Group Development (VGD) Program for Cycle The basic principle of the programme is 'Support for the self-depended/self reliance'. The key objectives of the project are to make positive change in livelihood of Ultra poor women with attention to protect further deterioration of living condition and increase food consumption and income generation activities and promote healthy behavior & women empowerment. During the reporting period the major achievements are 320 times monitoring conducted at 32 Unions to oversee proper food distribution for VGD cardholders, most of the VGD cardholders practice their training learning in their daily life by undertaking small IGAs etc. WAVE Foundation is implementing this program covering 4474 VGD Cardholder families in 32 unions of 4 Upazillas under Chuadanga District with the assistance of the Department of Women & Children Affairs. 28 Microfinance Program Program Objectives 1 To promote affordable and easy access to financial and technical services for the economic development of the poor emphasizing women and extreme poor 2 To uplift self-employment into employment and develop micro-entrepreneurship The most significant aspect in poverty alleviation is to ensure employment generation for all eligible women-men. In Bangladesh, employment opportunities both in formal and informal sectors are not generating accordingly. Though agriculture sector plays a key role in the country's economic growth, as of now, this sector is considered as an informal sector, because it lacks permanent employment opportunity throughout the year. In the context, self-employment generated in different informal sectors including agriculture, small business & enterprise and local transport become as major support where capital is the first requirement. In Bangladesh, supply of capital or loan by government-private banks and financial institutions is inadequate in case of informal sector. In this backdrop, microfinance without collateral, developed by the NGOs of Bangladesh in the aim of economic development through generating selfemployment, is a worldwide milestone program. In view of that, WAVE implements Microfinance Program to ensure selfemployment through promoting socio-economic development of poor and lower-middle class people including small farmers living in both rural and urban settings. Under this program, there are 4 major loan products and 8 sub loan and along with the loan support savings & micro insurance activities are in operation. Organization provides with skill development training for program participants and technical assistance and medical services for their livestock development. In addition, WAVE implements integrated development activities including health and education services, social awareness raising and biogas project. Enhancing Resources and Increasing Capacities of Poor Households towards Elimination of their Poverty (ENRICH) The project aims to empower the households participating in the programme to work effectively to reduce their poverty on a sustained basis and enable them in the process to secure improved health and nutritional status. The project is run in a community based integrated development

31 approach to fulfil the basic needs and constitutional rights. The objectives are- to empower the poor families under the project with special emphasis on women & children, ensure access of poor in health, education and nutrition, take effective measures on preventing natural disasters and proper rehabilitation after disaster in collaboration with local people and concerned institutions etc. The project activities include-medicinal plant and spices cultivation, vegetables gardening and technical support on crop cultivation and goat rearing, collecting information on health, health service through Satellite and Static clinic, health camp on various diseases, health card distribution and awareness building on nutrition, Training on income generating activities and microcredit support to the Participants, lobbying with local government for repairing & building social infrastructure etc. This year major project achievements are: 33 ENRICH houses established, technical support provided to 1570 farmer, training provided to 221 farmers and 317 farmers on medicinal plant and spices plant respectively, health service was provided to 8793 and 1974 patients with two health assistants and MBBS doctors at 74 Satellite clinics respectively. More than 450 patients are served by one dental camp, one eye camp and one diabetic camp, 524 health cards distributed to the beneficiaries, 17 pre-primary schools established where 488 students are studying, 44 sanitary latrine and 44 tube well set up at the community level and 314 Bandhu Chula installed in project area etc. In this project period one Community based Interactive Centre (Loak Unnayan Kendra) was inaugurated by the Honourable Chairman of PKSF Dr. Qazi Kholiquzzaman Ahmad. The project have total participants from 5927 families including women and men. 3. National Domestic Biogas and Manure Program The Overall objective of the project is to develop and disseminate domestic biogas in rural areas with the ultimate goal to establish a sustainable and commercial biogas sector in Bangladesh. It aims to reduce domestic workload of women, improve health and sanitation condition, increase agriculture production with proper utilization of slurry, employment generation, saving of conventional fuel sources such as firewood, agriculture residues and dries dung cake and reduction in green house gas emission. The key activities under this project are beneficiary Selection, biogas plant installation, supervision etc. The project is being implemented in 3 Upazillas of Chuadanga district from October 2011with the financial support of Infrastructure Development Company Limited-IDCOL. 34 Women's Empowerment Program Program Objectives 1 To promote rights of women. 2 To raise awareness and voices at local and national level for preventing violence against women and domestic violence. During last few decades, Bangladesh has made substantial progress in expediting women education, women participation in labor market, reducing maternal & infant mortality rate and other relevant sectors. Our constitution ensures equal rights for women-men. As a signatory to the Convention on Elimination of All Forms of Discrimination against Women (CEDAW) and Beijing Platform for Action (BPFA), Bangladesh has been committed in attaining the objectives of ensuring gender equality and empowerment of women. Moreover, National Women Advancement Policy 2011 declares to undertake remarkable measures in women empowerment. But the challenges that still exist with regard to women empowerment are the major constraints in our national development. Our society is mainly dominated by patriarchal values. Women violence, early marriage, domestic violence, dowry, sexual harassment etc. hamper the progress of women empowerment in Bangladesh. Equal rights of women in property and political participation are still frail in our country. Status of women is inferior to men in everywhere including family, society and state. In this context, according to WAVE's policy, women constitute the main participants in all project and activities under different programs. Besides, providing special emphasis on women empowerment along with other issues, WAVE conducts campaign on establishing women rights and implements different activities on preventing violence against women and domestic violence. 'Jatiya Nari Nirjatan Protirodh Forum-JNNPF', an alliance of NGOs, implements different activities including raising awareness on related issues. Under this program, 2 projects are implemented in the financial year

Breaking the Silence of Violence (BRAVE) The project aims to establish violence free just society reducing violence against women and children at family and community level to zero tolerance. The objectives of the project are: circle members attain capacity to negotiate on violence against women at family and community level, UP will be accountable to the constituents specially on issues related to violence against women and girls, civil society will be made effective for protecting violence against women, legal services department will be made effective to stop violence against women and ensure support to the destitute women and an enabling environment will be created for flourishing the physical and intellectual development of all children of the program area. During the reporting period, the major activities are: facilitate new Circles and Self Help Group, organize couple workshop, leadership training, Palli Mella (village fair), counseling, day observation, lobbying for establishing safe home and distribution of educational material for sponsored children etc. Emergency support for survivors by spot visits and fact findings, gender & development training for newly elected representatives, Participatory UP open budget declaration etc. During this reporting period the key achievements are: leadership quality built among the circle members who are called Champion and they are playing effective role against family violence, polygamy, dowry, rape, early marriage etc, Circle members have resolved 24 family problems, Utholi, Shimantho, Banka & Andulbaria UP are preparing participatory women friendly budget with special allocation

A number of 155 deprived women have been included in the VGF as a result of lobbying by circle members, dropout rate at Primary level is decreased as well as education quality improved, Regular publication of 'Trinomul Unnayan Barta' by Children Journalists etc. A total number of participants including women and men are benefited through the project activity. With the support from ActionAid Bangladesh, the project is implemented in 04 Upazillas under Chuadanga district from Strengthening Movement to Advance Women's Rights and Gender Equality The project aims to reduce early marriage in the working area, violence against women at domestic level and sexual harassment at institutional level and increase women participation in decision making process at all levels. Major activities under this project are: door-to-door campaign on prevention of early marriage, learning sharing meeting between dropout children and school volunteers and interactive dialogue with teachers, parents, LG and students, Open Budget Meeting etc. One of the major achievements during this reporting period are 65% marriages are registered ensuring birth certificate. The project is implemented in Damurhuda Upazilla under Chuadanga district with the support from Royal Netherland Embassy. A total of 7825 participants including 3745 women and 4080 men are covered through this project.

38 Networks and Alliances WAVE Foundation coordinates various networks and alliances to implement and organize different activities and to undertake policy advocacy initiatives. It uses micro level experiences for macro level policy reform advocacy. Organization has successfully involved different stakeholders and brought them together behind the different campaign and advocacy issues. WAVE leads and coordinates the following networks and alliances: Governance Coalition (GC) A national network of CSOs and civil society representatives formed in 2004 dealing with responsiveness of public services, social safety net, district budget, etc. including 45 members working in 15 districts of Bangladesh. Loak Morcha-LM (People s Alliance) Locally organized non-partisan and non-communal social organization including people from different segments of the society. It conducts campaign and lobbying with LGIs and SDIs at Union-Upazilla-Zilla level in the aim of promoting responsive governance and rights of poor and marginalized people. At present, 151 LM are working in GC s area. Governance Advocacy Forum (GAF) National level platform founded in 2007 to promote democratic decentralization and local self government through campaign and policy advocacy including 36 national and international NGOs, networks, local government platforms, institutions and civil society representatives. Youth for 3D (Democracy, Decentralization & Youth Development) A platform formed in 2011 consists of youth representatives in the aim of facilitating campaign on the issue of democracy, decentralization and youth development. Jatiya Nari Nirjatan Protirodh Forum (JNNPF) Established in 2006 to undertake campaign and policy advocacy initiatives to stop violence against women and children including 26 networks in 25 districts under 7 divisions. 36
