2 JOB DESCRIPTIONS (SUNDRA) Employees working elections are Election Officials. Election Officials include Election Clerks, Sheriffs, and Chief Judges. [A.C.A ] Garland County also has Assistant Chief Judges. Election Officials are assigned to one of these positions. That person will stay in that position throughout the election day. 2

3 ELECTION CLERK Assist the Chief Judge in: 1. Arranging the polling room. 2. Accounting for delivery of all required equipment and forms. 3. Posting required forms. 4. Closing the polling room. 5. Process Voters in accordance with Arkansas Election laws. 3

7 HOW DID WE GET HERE? Arkansas has 75 counties. Each county has 3 election commissioners. Two (2) from the MAJORITY party and one (1) from the MINORITY party. Garland County has thirteen (13) Justice of the Peace Districts. The population of Garland County was divided in accordance with State Law. No District was allowed to be 5%+/- in population than other Districts, with one District designated as the majority minority district. 7

11 ELECTIONS TRAINING GUIDE The State Board of Election Commissioners (SBEC) provided your Training Guide. The Training Guide identifies tasks legally required of Election Officials (all of us). The Training Guide provides a check-off list of tasks to be completed and sample data Forms required for documentation. Quick Guides are provided for handling complicated election procedures. 11

14 DECORUM Voting is a serious business. You are Election Officials representing Garland County and the State of Arkansas No apparel with inappropriate wording. Slacks or Jeans, skirt and blouse or shirt, etc. We don t ask that you wear a suit, tie and high heels. However, believe it or not, the Election Official who reported for work wearing SHORT shorts and a very small halter top (actually a small bra), was not acceptable to voters or fellow Election Officials. 14

Look/learn the building evacuation route Where Election Officials must park NO food or drink near election machines NO food or drink in voting area Know where food and drinks are allowed No smoking in poll No cell phones (emergencies are the exception) 15

16 ADMINISTER & SIGN OATH Take the Oath BEFORE signing Payroll (GCEC- 009) Current GCEC Policy: Take the Oath every day that you work any election. Any Election Official may administer the Oath. If an Election Official is absent: Contact ASAP. [A.C.A (a)] 16

17 PAYROLL SHEET The Oath is printed on the Payroll Sheet. The County only pays every 2 weeks. If you have a different address from your last election pay check, SEE SUNDRA TODAY OR CALL ! 17

18 Sign the Oath Stand, raise your right hand, and repeat the Oath: I (state your name), do swear that I will perform the duties of Election Official of this election according to law and to the best of my abilities, and that I will studiously endeavor to prevent fraud, deceit, and abuse in conducting the same, and I will not disclose how any voter shall have voted, unless required to do so as a witness in a judicial proceeding or a proceeding to contest an election. Regardless of duties assigned to you, OPENING and CLOSING the polls is EVERYONE S job, along with the Chief Judge. All Election Officials are on duty and remain at the polling site until the Chief Judge releases all Election Officials. 19

23 DS200 SPIKECUBE NOTICE ALL ELECTION OFFICIALS THIS IS A SPIKECUBE To maintain certified hardware configuration, this DS200 hardware version 1.3 includes a Tripp Life SPIKECUBE surge suppressor. 1. Plug the SPIKECUBE surge suppressor into a grounded outlet. If adequate surge protection is available, both green (Protected) and red (Grounded) LEDs illuminate. 2. Plug the DS200 power supply into the SPIKECUBE surge suppressor. 23

25 ARRANGE THE POLL Arrange voting machines & booths for ultimate voter privacy, and easy access for handicapped voters, wheelchairs, service animals, etc. Ensure orderly flow of voters. 36 Your Electronic Poll Book Tablet What your Electronic Poll Book Tablet allows you to accomplish: Look up each registered voter by name, address, or other voter identification data. Scan MOST voter s bar coded ID. Identifies whether voter has already voted or received an Absentee Ballot. Display voter s registration signature and allows voter to sign in on the tablet screen so you can compare both signatures. Prints a bar coded Voter Card for voting on (Express Vote). When electronically assigning ballot by using the electronic poll book to read voter s bar coded ID, errors of giving the voter the wrong ballot should be eliminated. 36

37 ELECTRONIC POLL BOOK Tablet Step 1: Arkansas law requires that you ask the voter to state his/her: NAME ADDRESS DATE OF BIRTH Step 2: Arkansas law requires Election Officials to ask the voter for identification. However, most voters DO NOT have to provide ID. ONLY those voters with a MUST SHOW ID notation on the PVR list are required to provide ID. [A.C.A (b)(1)] 37

38 ELECTRONIC POLL BOOK Tablet 1. Last Name: enter first three (3) letters of the last name; (If this does not bring up the voter go to step 2). 2. First Name: enter first letter of the first name. If this does not bring up the voter, enter the voter s middle initial in the proper place titled Middle Init. (If this does not work, go to step 3) 3. Birth Date: enter voter s month, date and four digit year of birth. Single digit numbers are not accepted. The birth date must have not less than eight (8) numbers, i.e., July 7, 1989 will be entered as January 1, 1930 will be entered as Scroll through names until voter is located. Select the voter s name to bring up the Voter Record screen. 5. If prompted on the screen for more information, you may need to enter more information such as the voter s Registration Number, etc. 6. IF YOU CANNOT FIND VOTER, send voter to the Chief Judge. 38

39 ELECTRONIC POLL BOOK Tablet When information is correct on the PVR list, choose Issue Regular Ballot then turn the screen toward the voter and ask the voter to use the stylus to sign in the box on screen. Turn tablet back around so the screen faces you and compare the signature to the signature on the screen. Press the Accept Signature bar which is the middle bar directly above the signature. (Insert new information on new slide) 39

If the voter does not understand, state that three elections are being held today and the voter may select a ballot for one of these three elections Democratic, Republican or Non-Partisan Judicial. Ballot content is as follows: Democratic Ballot has Democratic candidates and the Non-Partisan Judicial candidates. Republican Ballot has Republican candidates and the Non-Partisan Judicial candidates. Non-Partisan Judicial Ballot has only Non-Partisan Judicial candidates. 40

60 PROCESSING VOTERS Electronic Poll books are capable of reading certain bar coded IDs. This method of checking in a voter brings up registration information on the voter but you still must ask the voter to state their NAME - ADDRESS and DATE OF BIRTH COMPARE VOTER S REPLY to INFORMATION ON THE SCREEN, not on ID they hand you. 60

65 PROCESSING VOTERS If the voter is a resident of a long term care or residential care facility, he or she may provide a letter on facility letterhead, dated and signed by the administrator, which specifically identifies the full name of the VOTER in the body of the letter and is valid for one year after the date it is signed and issued. 69 PROCESSING VOTERS RUNOFF ELECTION CROSS-OVER VOTING IS A CRIME VOTERS: It is a misdemeanor, punishable by up to one year incarceration and a fine of up to $2,500, for a person to vote in the preferential primary of one political party and the general primary (runoff) of another. Example: A voter who voted in the Democratic primary election cannot then vote in the Republican party s runoff election. [A.C.A (a)(19)(B), (b)] 69

70 PROCESSING VOTERS ELECTION OFFICIAL: If YOU knowingly allow a voter to vote other than his/her legal ballot: YOU have committed a felony. YOU can spend six years in JAIL. YOU may be fined up to $10,000 [A.C.A (a)(13), (14), (b)] 70

If voter is unable to sign or make a any kind of mark: Record the voter s date of birth on the signature line Record poll worker s initials on the signature line 71

78 PROCESSING VOTERS Unless requested by the voter, no one is allowed to assist the voter. Voter unable to stand in line: Assist voter to head of the line and provide chair if possible. Voter may stay seated until his/her turn to vote. (This is not used to allow the voter to break in line before others.) If voter does not request assistance and is voting a regular ballot, direct voter to voting machine. 78

79 PROCESSING VOTERS Voter asks for help Chief Judge assigns: Two Election Official to assist the voter. One Election Official assists and the OTHER observes without comment. [A.C.A (A)] Voter wants to select assistant: Voter selects and names the person. Person helps without commenting on the ballot. 79

80 PROCESSING VOTERS NO PERSON may assist more than six (6) voters except Election Officials at the polls. Violations are Class A misdemeanors punishable by fine or confinement. [A.C.A (B)(i)(ii)(iii)] 80

81 PROCESSING VOTERS A voter must personally request help. NO ONE IS TO suggest to a voter or an Election Official that the voter needs assistance. Ballots cannot be taken out of the polling room. A person assisting a voter may not change or mark the ballot, except as requested or instructed to do so by the voter. 81

83 AN UNPLEASANT BEGINNING. This complaint began when the voter walked into the poll and THEN got worse.. 1. Ms Poll Worker asked me to state my name as I entered not even close to her. (My idea of civilized conversation includes that it ought to be conducted from near each other.) 2. Two voters were leaving, Ms PW and Mr. Man in Charge, quickly headed my way. I did not need their help to move me over so the people could pass. (If I need help, I will ASK.) 83

84 BLUE INK COMPLAINT 1. Mr. Poll Worker gives me a blue pen to sign the book. I prefer to use my own pen. I m told writing in the book must be in blue ink as decreed by some Public Servant at the courthouse. 2. We have asked that blue ink be used in the book to accommodate the county clerk. If the voter wants to use his/her own pen, allow them to do so. You may later circle their signature in blue. 84

85 BOOK SIGNATURE LINE TOO SMALL! 1. How any one can sign on a 2 or 3 inch line? So now, I have to wear myself out announcing to all poll workers that I figure the entire line belongs to me, is mine, all mine. I am the voter non-grata as Ms. Poll Worker glares at me. 2. You may allow the voter to sign at the bottom of the sheet or on the back of the sheet before the signature. Notate that the signature is above or below. 85

Be present at the counting of absentee ballots for the purpose of witnessing the counting of ballots by Election Officials and determining whether ballots are fairly and accurately counted.
