3 VOTE ADVICE APPLICATIONS (VAA) A VAA provides to the voters electoral orientation via matching political position of voters and parties (and/or candidates). It helps voters to find the candidates with the highest political affinity. When the VAA-user has answered the questionnaire, the system matches his answers with each party. If the party has answered exactly the same way to all closes questions, he gets a 100% score. The system remits the ranking of the parties (and/or candidates). If the VAA ranks candidates, it invites the user to enter in the Political Directory, where he finds wellstructured profile of each candidate. Popularity of VAAs : 6,8 million visits in one month (2017) : 1,3 million consultations; +80% of candidates participating (2016) 3

10 ELECTORAL GPS The VAA can be used for all types of elections, including internal elections of parties, trade unions, Chairman of a university, etc. Media who offer such a «calculator» on their website, can attract millions of visits and increase their income from advertising. The transparency tools developed by WeCitizens are multilingual and is easily transferable to other countries. WeCitizens can hire or sell the necessary software, coach those interested in producing the electoral GPS by themselves, etc. 10

11 POLITICAL DIRECTORY WeCitizens Electoral GPS was linked to the Political Directory, available on This database is autonomous. The user does not need to go through a VAA to access the Political Directory. It contains answers from political players on a set of questions: we move towards an atlas of opinions. In Belgium: over 7400 politicians recorded. About 5,000 updates per month. A search engine allows to select politicians on 27 criteria, among which the political opinion. It can be used as campaign tool by lobbies & movements. WeCitizens newsletter, sent to 95,000 subscribers, tells how its transparency tools evolve. It contains the «campaign of the month». 11

17 «CAMPAIGN» TOOL Between the elections, few politicians answer the questions submitted by WeCitizens. They must be stimulated by citizens. Lobbies can mobilize their members in order to send reminders to the politicians. With few clicks on the campaign page anybody can generate reminders to politicians who did not yet answer. 17

20 REACTIONS FROM THE POLITICIANS Electoral GPS (2014) 1500 candidates participating Campaigns (since 2016): A campaign with 4 questions concerning TTIP started on 17/8/2016. The participating citizens sent over 11,000 reminders in one month. We received the answers from 62 politicians (+/- 20%). Transparency Index (2016): Some parties are reshuffling their websites. 4 parties started publishing their financial accounts. The number of politicians declaring their mandates is approaching 100%. 20
