2 National Vision A society of hope and prosperity based on a strong, private-sector led market economy, social equity, and environmental sustainability Reduce poverty, ensure sustainable development through a private-sectorled market economy, improve human development indicators, and make significant progress towards the Millennium Development Goals (MDGs).
3 Security: Achieve nationwide stabilisation, strengthen law enforcement and improve personal security for every Afghan; Governance: Rule of Law and Human Rights: Strengthen democratic processes and institutions, human rights, the rule of law, delivery of public services and government accountability; Economic and Social Development: Reduce poverty, ensure sustainable development through a private-sector-led market economy, improve human development indicators and make significant progress towards the Millennium Development Goals (MDGs).
4 Afghanistan Environmental Law Purpose 1. Maintain ecological functions and evolutionary process 2. Improve livelihoods and protect the health of humans fauna, flora 3. Secure the needs and interests of present and future generations 4. Conserve natural and cultural heritage 5. Facilitate the reconstruction and sustainable development of the national economy.
5 Policy tools in place or Planned To ensure that environmental considerations are explicitly addressed and incorporated into the development decision making process; To anticipate and avoid, minimize or offset the adverse significant biophysical, social and other relevant effects of development proposals; To protect the productivity and capacity of natural systems and the ecological processes which maintain their functions; and To promote development that is sustainable and optimizes resource use and management opportunities.

7 Guiding Principles Islam and Environment: All of the resources upon which life depends have been created by God as a trust in our care. The averting of harm takes precedence over the acquisition of benefits. Fundamental Rights of Citizen: Promote fundamental rights of Afghan to live in a clean and healthy environment. 1. Intra- and Intergenerational Equity: Address the needs of current generations without compromising the ability of future generations to meet their needs Precautionary Principles: Take a precautionary approach where there is objective scientific uncertainty in order to avoid potential damage to people s health or to the environment and take preventive action. Make Polluters Pay: Ensure that prices reflect the real costs to society of production and consumption activities and that polluters pay for the damage they cause to human health and the environment
8 Involvement of Citizen: Enhance the participation of citizens in decision making. Promote education and public awareness of sustainable development. Inform citizens about their impact on the environment and their options for making more sustainable choices Involvement of Business and Social Partners: Enhance the social dialogue, corporate social responsibility and private-public partnerships to foster cooperation and common responsibilities to achieve sustainable production and consumption

10 Institutional mechanisms in place to make sustainability and green economy decision: Presidential office, Moe, MEW,MOCI,Mmop,MRRD, NEPA.
11 Environment Statistics Users in Afghanistan Major users are policy makers, planners, scientists, students, international organizations, research institutions, private sector, schools, media, individuals, including farmers. Government ministries & line departments need the data to facilitate effective and efficient planning; formulate, monitor and implement environmental policy and legislation; identify and quantify specific environmental categories; and define the linkage between development and the environment.
12 Environment Statistics Users (Contd) Research institutions/scientist/international organizations for assessment of environmental impacts and monitor status and progress of environment indicators over time, Individuals, farmers and investors - for market analysis, Schools need data in writing up their academic projects, and media need it for awareness and publicity.
13 Challenges of Statistics Production in Afghanistan Lack of institutional set-up/coordination. Little information sharing between stakeholders for because of inadequate information and communication technologies (ICT). Inadequate capacity to use information. Most data usually lack continuity and incomplete data sets. Use of obsolete recording/measuring equipment or unavailability.
14 Challenges of Statistics Production (Contd) High staff turnover resulting in skill gaps. Lack of funding - transport, manpower and ICT. Further calculations using data from different institutions are usually not done. Conflicting data mainly due to differences in methodologies used. insufficient hardware - data exist unprocessed.
15 Knowledge Key documents and data source Use of Best Available Knowledge: Ensure that policies are developed, assessed and implemented on the basis of the best available knowledge and that they are economically sound and cost-effective
