2 REMINDER A WEEK BEFORE ELECTIONS (Sunday, May 1 Saturday, May 7) Visit your polling place. Contact the BongBong Legal National Headquarters and ask for the name and contact details of the BongBong lawyer assigned to your city or province. Encourage your family and friends to vote on Election Day! THE DAY BEFORE ELECTIONS (Sunday, May 8) Go over the contents of this Poll Watcher s Manual and make sure your supplies are complete i.e., Poll watcher s ID, Appointment Letter, notebook, pen, and cellular phone, among others. Under the law, it is ILLEGAL to engage in campaign activities a day (Sunday, May 8 th ) before the ELECTIONS so report any violators to the BongBong Legal National Headquarters as soon as possible. ELECTION DAY (Monday, May 9) DON T FORGET TO WEAR RED!!! Be at the polling place before 5:00 in the morning or 30 minutes before your designated time. Present your appointment letter and Poll Watcher s ID to the chairman of the Board of Elections Inspector (BEI). Your name will be recorded in the Minutes by the BEI. Be friendly and courteous at all times! Hello! my name is Juan Dela Cruz. I represent the youth of today: idealistic and vigilant. Isang tunay na Pilipino na naghahangad ng isang Progesibong Bukas! I will be explaining to you the rights and duties of a poll watcher. Ready? Let s begin! Wear your ID at all times. Don t forget to VOTE anytime between 6:00AM to 5:00PM. If you are within thirty (30) meters from the polling place by 5:00PM, you shall still be allowed to cast your vote. Remind your family and friends to vote early. 1 (AT THE POLLING PLACE) YOUR RIGHTS AND DUTIES AS A POLL WATCHER You must stay in the area reserved for poll watchers inside the polling place. Carefully observe the procedures being conducted by the members of the BEI and take note of the delay in the process or any irregularities. Take photos of the proceedings i.e. voting, counting and transmission of election results. o DO NOT SPEAK LOUDLY AND CREATE NOISE THAT WOULD DISRUPT THE PROCEEDINGS. o DO NOT STAY IN PLACES RESERVED FOR VOTERS ONLY. o DO NOT TAKE PHOTOS OF THE ACCOMPLISHED BALLOT. o DO NOT TAKE PHOTOS OF THE VOTER S RECEIPT. You must file a protest for any violation of law which you witnessed or believed to have been committed by anyone inside the polling place especially by the members of the BEI. All protests must be logged and recorded by the BEI in the Minutes. You may obtain a certificate as to the filing of the protest and/ or resolution thereof from the BEI. You must stay behind the BEI Chairman in such a way that you can read the election returns while the latter is publicly announcing the results. 2
3 Please take note of the following before anyone could actually cast their votes: THE VOTE COUNTING MACHINE AND THE BALLOT BOX The VCM Machine must be working properly. The ballot box must be empty, and sealed during the entire voting hours. The VCM slots A and B must be sealed until the end of voting hours. VOTING The voter must approach the members of the BEI. The Chairman will provide the voter the ballot, ballot secrecy folder and marking pen. The voter must cover his/her ballot with the ballot secrecy folder and use the marking pen in shading the circle on the ballot. The voter shall approach the VCM once he/she has accomplished his/her ballot. The voter shall insert the ballot in the VCM s ballot entry slot. The VCM should display the message YOUR VOTE HAS BEEN CAST/ANG IYONG BOTO AY NAISAMA NA/ YOUR VOTE RECEIPT IS BEING PRINTED/ ANG RESIBO NG IYONG BOTO AY PINI PRINT. The voter shall get hold of the Voter s Receipt and may review if the names of the candidates he/she voted for appeared in the said document i.e, VICE PRECIDENT MARCOS, BONGBONG (IND). The voter shall drop the voter s receipt in the designated voter s receipt box. The BEI shall mark the voter s right index fingernail with indelible ink. The voter shall place his/her thumb marks on the corresponding space on the Election Day Computerized Voters List. 3 o THE VOTER MUST RETURN THE BALLOT SECRECY FOLDER AND MARKING PEN TO THE BEI. o THE VOTER MUST NOT TAKE PHOTOS OF THE BALLOT AND THE VOTER S RECEIPT. o THE VOTER MUST NOT TAKE THE BALLOT AND THE VOTER S RECEIPT OUTSIDE OF THE POLLING PLACE. If a voter raises an objection that the Voter s Receipt did not reflect the names of the candidates he or she voted for i.e., VICE PRESIDENT MARCOS, BONGBONG (IND), you must advise the voter of the following steps: The voter must accomplish two (2) copies of the Minutes of Personal Voting. The Minutes shall state: That (name), (precinct no.), (sequence no.), complained that his/her voter s receipt does not reflect the votes he/she cast in his/her ballot. The voter must write his/her full name at the back of the voter s receipt and affix his/her signature thereto. The voter must execute an Affidavit in accordance with the attached template. (Please see p.5) IN CASE OF ANY OBJECTIONS ABOUT THE IRREGULARITIES OF THE VOTER S RECEIPT, YOU SHOULD: THERE S A PROBLEM WITH MY VOTER S RECEIPT Make sure that the voter has performed the above-mentioned steps. See to it that the objections has been properly noted or recorded in the Minutes. Ask for a copy of the Affidavit and request that the voter must have it notarized. Ask for the contact details of the voter. Notify the assigned BongBong Lawyer about said irregularities. Send hard copies of the signed Affidavit to BongBong Legal National Headquarters at: BongBong Legal National Headquarters Unit 2602 Tycoon Centre Pearl Drive, Ortigas Center Pasig City. 4
4 REPUBLIC OF THE PHILIPPINES ) ) S.S. AFFIDAVIT I,, Filipino, years old, and with address at, after having been duly sworn to in accordance with law, do hereby depose and state: THE BALLOT WAS REJECTED!!! 1. I am a registered voter for the 2016 National and Local Elections at Precinct No., Clustered Precinct, Polling Place, District, City of, Province of, as can be show in the Election Day Computerized Voter s List (EDCVL); 2. On 9 May 2016, at around a.m. / p.m., I duly cast my vote for the 2016 National and Local Elections at the above stated polling place. 3. At the time I cast my vote: Initially, the proceedings appeared to be in order. However, while waiting for the printing of the voter s receipt by the VCM, I noticed a discrepancy between the actual votes that I casted and the votes that appeared in the voter s receipt. Specifically, I voted for Ferdinand Bongbong R. Marcos, Jr. for vice-president by fully shading the oval beside his name in my ballot. Upon reading the voter s receipt, the name of was indicated as my choice for vice-president. If the VCM rejects a ballot, the voter is allowed to insert again the ballot (4 times). If the ballot rejects it after the fourth try, the ballot will be given back to the BEI Chairman. The BEI will mark the ballot REJECTED and the Chairman and all of the members of BEI will affix their signature on it. I immediately called the attention of the BEI regarding this discrepancy and I was allowed to register my objection by printing my name and affixing my signature on the voter s receipt, which I returned to the BEI. Initially, the proceedings appeared to be in order. However, while waiting for the printing of the voter s receipt by the VCM, I noticed a discrepancy between the actual votes that I casted and the votes that appeared in the voter s receipt. Specifically, I voted for Ferdinand Bongbong R. Marcos, Jr. for vice-president by fully shading the oval beside his name in my ballot. Upon reading the voter s receipt, the name of was indicated as my choice for vice-president. Despite calling the attention of the BEI to said discrepancy, they refused to register and note my objection against the discrepancy. I was not allowed to print and sign my name on the voter s receipt. The BEI tore the voter s receipt, making it impossible for me to register my objection against the discrepancy. After casting my vote, the following irregularities transpired: Rejected ballots shall be deposited to the rejected bin of the ballot box. NO REPLACEMENT BALLOT shall be issued to a voter whose ballot was rejected by the VCM except if it is an INVALID BALLOT as stated in the display message of the VCM. YEY! I ALREADY VOTED FOR BBM!!! DISPOSITION OF UNUSED BALLOTS AND ELECTION RETURNS LET S ALL CAST OUR VOTE ON 9 MAY 2016 After the voting, the BEI Chairman shall record in the Minutes the quantity of unused ballots in the presence of the other members of the BEI. 1. I am executing this affidavit to attest to the truth of the foregoing statements, in support of my protest against the fact that the voter s receipt does not reflect the votes that I actually cast during the 9 May 2016 elections and for whatever legal purpose it may serve. IN WITNESS WHEREOF, I hereby set my hand this at the. Affiant SUBSCRIBED AND SWORN to before me this at, affiant exhibiting to me his/her valid until. Doc. No. ; Page No. ; Book No. ; Series of The unused ballots shall be torn in half lengthwise. The half of torn ballots shall be placed in the Envelope for Rejected Ballots. The envelope shall be submitted to the Election Officer. The other half of the torn ballots shall be placed in another envelope which shall be deposited inside the ballot box. This fact must be stated in the Minutes. 6
5 Yes. Please be reminded that one (1) copy of the election returns must be posted in a conspicuous place inside the polling place. Let s all sign the paper seals and envelopes containing the election return. Deposited inside the ballot box. This fact shall be stated in the Minutes. The BEI shall individually fold the election returns. The first eight (8) copies of the election returns shall be sealed with serially numbered paper seals and placed in their respective envelopes. The BEI and POLL WATCHERS shall affix their signatures on the paper seals and envelopes. LET S CALL IT A DAY! THE VOTING IS CLOSED! THE POLL WATCHER MUST MAKE SURE THAT: THE VCM IS CLOSED! The BEI write protect the two (2) SD Cards installed by pressing on the VCM Menu election then write protect data. The BEI remove the main SD card from slot A of the VCM. I HOPE MARCOS, BONGBONG WINS! VOTING IS CLOSED! The VCM will print: eight (8) copies of the National and Local Election Returns. A member of the BEI shall insert the USB transmitting device to the USB port. The VCM will automatically send election results to the TRANSPARENCY SERVER. The VCM will print the TRANSMISSION REPORT. The VCM will print twenty-two (22) copies of the National and Local Election Returns. A member of the BEI shall print the STATISTICAL REPORT AND AUDIT REPORT. 7 The BEI place the SD card inside the envelope provided for the purpose and seal it. o THE BACKUP SD CARD SHALL NOT BE REMOVED FROM THE VCM o THE COVER OF SLOT B SHALL REMAIN LOCKED. NOTIFY THE BONGBONG LAWYER ASSIGNED TO YOUR CITY OR PROVINCE ABOUT ANY VIOLATIONS OF LAW OR IRREGULARITIES YOU HAVE WITNESSED INSIDE THE POLLING PLACE.
