This book develops a sequential theory and method to explain the origins of decentralization trajectories and their markedly divergent effects on the distribution of power among national and subnational executives. It analyzes the decentralization reforms taking place in Argentina, Brazil, Colombia, and Mexico from the late 1970s to the late 1990s. The research is based on extensive fieldwork, in- depth interviews, archival records, and governmental data Falleti Tulia G. and Fabián E.
