In a significant order, the Delhi High Court on Thursday asked the Central Board of Secondary Education (CBSE) to re-evaluate the answer sheets of all the subjects of all students who wrote the Class XII examination this year and seek re-evaluation. 2. The CBSE has been directed to give benefit of the scheme of scrutiny to students who have a grievance that their answer books have not been checked as per the marking scheme 3. The HC also issued notices to the Centre, CBSE and Delhi University on the plea and sought their replies within ten days. 4. The matter has now been fixed for further hearing on July 26 4

Persons who secured government employment and got academic admissions under reserved categories with the help of forged caste certificates can have their jobs and admission declared invalid, the Supreme Court held on Thursday. 4. A Bench of Chief Justice J.S. Khehar and Justice D.Y. Chandrachud disagreed with a Bombay High Court decision in 2014 that public servants who got their jobs using fake caste certificates and have spent considerable time in service can be afforded protection. 5

8 1. Voter-verifiable paper audit trail (VVPAT) or verifiable paper record (VPR) is a method of providing feedback to voters using a ballotless voting system. 2. VVPAT is intended as an independent verification system for voting machines designed to allow voters to verify that their vote was cast correctly, to detect possible election fraud or malfunction, and to provide a means to audit the stored electronic results. 3. It contains name of the candidate (for whom vote has been casted) and symbol of the party/ individual candidate. 8

The politically-volatile issue of reservation for Gujjars in Rajasthan in the Special Backward Class (SBC) category has become complicated with the Centre likely to give constitutional status to the National Commission for Backward Classes (NCBC). 4. The Bill on the subject may be passed in the monsoon session of Parliament. 5. Constitutional status to the NCBC will take away powers from States to add or remove communities to the backward class category for the purpose of reservation. 6. The State governments will then only be left with the power to make a recommendation in this regard 9

13 Context: 1. Certain doubts have arisen in the minds of some of the electors at the current Presidential Election, 2017 to the effect, 1. whether a member of a political party voting in defiance of the political party s decision would attract the disqualification on the ground of defection under the Tenth Schedule to the Constitution of India 2. or the political party taking such decision would be liable to any penalty for asking their members to vote in a particular manner or not to vote at all. 2. Commission had issued clarification through Press Notes. 13

The Commission would like to clarify in this context that the voting at election to the Office of President of India is not compulsory, like the voting at elections to the House of the People and State Legislatures. 2. The electoral right of a voter is defined in section 171A(b) of the Indian Penal code to mean the right of a person to stand, or not to stand as, or to withdraw from being, a candidate or to vote or refrain from voting at election. 3. Thus, every elector at the Presidential election has the freedom of making a choice to vote for any of the candidates or not to vote at the election, as per his free will and choice. 4. This will equally apply to the political parties and they are free to canvas or seek votes of electors for any candidate or requesting or appealing to them to refrain from voting. 14
15 1. However, the political parties cannot issue any direction or whip to their members to vote in a particular manner or not to vote at the election leaving them with no choice, as that would tantamount to the offence of undue influence within the meaning of section 171C of the IPC. 15

Primary purpose is to coordinate response to natural or man-made disasters and for capacity-building in disaster resiliency and crisis response member board chaired by the Prime Minister. 6. Board consists of members nominated based on their expertise in areas such as, planning, infrastructure management, communications, meteorology and natural sciences. To be eligible for the Award, a sportsperson should have not only good performance consistently for the previous four years at the international level with excellence for the year for which Award is recommended, but should have also shown qualities of leadership, sportsmanship and a sense of discipline. 2. The scheme was last reviewed and revised in July Under the revised Scheme, amount of annual income for being eligible for getting financial assistance from the Fund has been raised from the existing Rs. 2 lakh to Rs. 4 lakh. 4. Scope of the Scheme has also been expanded to include more sportspersons for being considered for financial assistance from the Fund. 5. Quantum of assistance from the Fund has also been substantially enhanced 30

Introduced in 2011, first in Delhi (for optimum utilization of its five stadium which were renovated at substantial cost for Commonwealth Games, 2010) and later all over India for both imparting professional training to established sportspersons, the local youth and also to beginners with the objective of encouraging participation in sports. 2. While providing youth from local communities and sports enthusiasts with an opportunity to train under SAI coaches, the scheme provides yet another avenue for those not covered under regular residential/ non-residential schemes. 3. Come and Play Scheme would also lead to talent scouting. 4. Meritorious talent emerging from this Scheme will also form a pool and entry link for induction into regular residential sports promotional schemes. 31
