8 TEXAS INCENTIVES & FINANCING Texas Enterprise Fund The Texas Enterprise Fund (TEF) is the largest deal-closing fund of its kind in the nation. The fund is used as a final incentive tool for projects that offer significant projected job creation and capital investment and where a single Texas site is competing with another viable out-of-state option. Tax Incentives Texas and local communities offer a variety of tax incentives and innovative solutions for businesses expanding in or relocating to Texas. Programs include Enterprise Zone sales tax refunds, manufacturing sales tax exemptions, property tax value limitation, and Freeport exemptions. Grants From public infrastructure projects in non-entitlement communities to cancer research and laboratory facility construction, several types of grants are available to Texas communities and businesses. Workforce Development Workforce training programs provided through the Texas Workforce Commission.

20 SKILLS FOR SMALL BUSINESS Ø Administered by the Texas Workforce Commission (TWC), Ø Supports businesses with fewer than 100 employees Ø Emphasizes training for new workers, and helps upgrade the skills of incumbent workers. Ø Through this program, up to $2 million from the Skills Development Fund is dedicated to the backbone of Texas' business community our more than 433,000 small employers. 21 SKILLS DEVELOPMENT FUND Ø The Skills Development Fund is Texas' premier job-training program providing local customized training opportunities for Texas businesses and workers to increase skill levels and wages of the Texas workforce. Ø The Texas Workforce Commission administers funding for the program. Success is achieved through collaboration among businesses, public community and technical colleges, Workforce Development Boards and economic development partners.
