2 ABOUT NATIONAL LAW SCHOOL OF INDIA UNIVERSITY, BENGALURU The National Law School of India University came into existence through a Notiﬁcation under the National Law School of India University Act (Karnataka Act 22 of 1986). It signiﬁed the culmination of eﬀorts by the Judiciary, the Bar Council of India, the Karnataka Bar Council, the Bangalore University and the Government of Karnataka to reform legal education and to establish a centre of excellence for legal education and research in India., the Law School has a campus of its own, located in Nagarbhavi, about 10 kms from the City railway station and standing over twenty-three acres beside the Institute of Social and Economic Change. The Law School today has many research and extension centres and a number of Endowment Chairs. The National Law School has exchange programmes with the National University of Singapore, Osgoode Hall Law School, York University, Canada and Buceuius Law School, Germany. Faculty members of this University have gone to the Universities of Wales, Warwick and Nottingham and Faculty from these Universities have spent some time here doing teaching and research under the Exchange and Faculty Improvement Programmes facilitated by the British Council, Chennai. A number of professors and judges from the U.S.A., Canada, U.K., Australia, Singapore, Hong Kong, China, South Africa, Malaysia and New Zealand have visited and interacted with, and even taught, at the Law School.

3 ABOUT CENTRE FOR ENVIRONMENTAL EDUCATION, RESEARCH AND ADVOCACY [CEERA] The Centre for Environmental Law Education, Research and Advocacy (CEERA) established in 1997 is an integral part of National Law School of India University. CEERA has dedicated faculty coordinator and fulltime core team of research scholars working all through. It enjoys the support of Ministry of Environment and Forest, Government of Karnataka, Bar and Bench in India and several Institutions and Universities abroad. Building environmental law database, eﬀectively networking between all stakeholders and build environmental law community and policy research in the area of environment are CEERA s main objectives. To achieve its objectives, CEERA ever attempts to build functional and professional linkages with Government agencies and non-governmental organisations in India as well as South Asian Region and at international levels. Apart from handling and furthering India s environmental conservation work involving policy, analysis, campaigning, community capacity building and strategic legal intervention on critical environmental issues, CEERA serves as rich resource centre for environmental law teaching and research for both bachelots and masters course at the NLSIU. CEERA manages well designed and developed electronic data in the shape of two websites ( ; and also runs a Post-graduate Diploma course in Environmental Law through distance education mode.

4 CONCEPT NOTE Climate change as a phenomenon has become reality of life and cannot be ignored anymore. Use of fossil fuels in industries has resulted in emissions causing a severe impact on global temperature. The eﬀects of climate change can be observed across diverse geographic regions where numerous species and ecosystems are at high risk of being extinct. The global surge in temperatures is causing meltdown of ice sheets and glaciers that are taking a toll on the Artic ecosystems. Several coastal regions across the globe are also at threat due to the rise in sea level. Impacts relating to climate change will vary depending on the region and local situations of the coastal region. Food security is one of the leading concerns associated with climate change. It impacts crops, livestock, forestry, ﬁsheries and aquaculture, and can cause grave social and economic consequences in the form of reduced incomes, eroded livelihoods, trade disruption and adverse health impacts. It has signiﬁcant inﬂuence on cultural and identity dimensions. The country, which is experiencing and undergoing this drastic inﬂuence, is Tuvalu, a Polynesian island in the Paciﬁc Ocean. This country is slowly submerging in the rising sea level and the inhabitants of this place are already under tremendous threat. The indigenous people living in the tropical forests of Africa and Brazil for instance are slowly losing their cultural identity as due to climate change, the pattern of rainfall has changed in those areas, causing the tropical forests to die out and causing large scale displacement and loss of cultural identities. India too, is vulnerable. This gives rise to insecurity such as instability in the socio-political dimension, famine, ﬂoods etc. and for the current socially marginalized people; it accelerates the dependence on scarce capital assets. Human Security therefore will increasingly be undermined as the climate continues to change. The issue of Climate Change must also not be divorced from that of Energy Security as it is expedient to notice that climate change and energy policies are conjoined as approximately two thirds of our emissions come from the energy we use. Decisions in one ﬁeld cannot be made without considering the impacts in the other. Whilst the potential solutions are not necessarily the same, both at a policy level and at the level of public participation, their treatment must be meted out at the same discussion. The Seminar aims at conducting a discussion amongst legal luminaries, academics, scientists, industrialists, environmentalist and other stakeholders on the issues of Climate Change inﬂuencing human security, environment and public health by disruptions of physical, biological, and ecological systems, including disturbances originating elsewhere. The seminar seeks to distillate the various suggestions and experience of various expert to ensure a fruitful proceeding of the seminar at a time when the India Government is striving to formulate a Policy on Climate Change.

5 CALL FOR PAPERS Well researched original research papers, case studies and survey reports are invited from the academics, practitioners, researchers, scientists, students and other stakeholders working and interested in the ﬁeld of climate change. Research papers shall be subject to the approval of Editorial Board for inclusion in the seminar proceedings. All research papers shall be subject to scrutiny of anti-plagiarism software. Selected papers will be published in our peer reviewed Journal of Environment, Law and Public Policy, special edition with ISBN Number. The above-identiﬁed themes are only illustrative. Participants may select the related topics covered under the main theme. The Conference will invite presentations and papers on the following themes 1. Climate change and food security 2. Climate change and energy security 3. Climate change and public health 4. Climate change and displacement and refugee 5. Climate and access to drinking water and clean environment 6. 6 SUBMISSION GUIDELINES Abstracts of not more than 500 words, for original researched papers on the above-mentioned themes are invited. Authors of shortlisted abstracts shall be required to send their full-length papers. Authors of accepted papers shall have the privilege of presenting their paper at this seminar. The full-length research papers in case of short articles should be words (inclusive of foot notes), and around 8000 words (inclusive of foot notes) in case of long articles. Potential contributors are required to adhere to a uniform mode of citation (20th edition of The Bluebook: A Uniform System of Citation, is recommended). Abstracts and papers should be submitted as Word documents, with a covering letter containing the name and designation of the author(s), and should be ed to the addresses listed below. REGISTRATION FEES Participants may register either as paper presenters or as delegates. Registration fee for each participant/delegate is INR. 2000/- [Non Residential]. Presenters/Delegates must make their own arrangements for accommodation and the organizers are not responsible for the same. 7 THE ORGANISING COMMITTEE PROF. [DR.] R VENKATA RAO, VICE CHANCELLOR AND CHIEF PATRON OF THE CONFERENCE Prof. (Dr.) R. Venkata Rao is the Vice Chancellor of the National Law School of India University Bangalore. He assumed the oﬃce of the Vice Chancellor of National Law School of India University, Bangalore on 11th May, Prof. Rao has served for 31 years in the Faculty of Law, Andhra University in various capacities as the Dean, Faculty of Law, Principal, University College of Law, Chairman, Board of Studies in Law and Head of the Department of Law. He was the Director of Centre of Criminal Justice Andhra University. He also served as the Dean of Student s Aﬀairs, Andhra University and as the Oﬃcer on Special Duty, Andhra University. He also served as the Member of Executive Council of Andhra University. He has the distinction of receiving the Best Teacher Award from the Government of Andhra Pradesh, the Best Researcher Award from the Andhra University and Gold Medal for the Best Ph.D. Thesis. He has been associated with several prestigious bodies like Union Public Service Commission (UPSC), University Grants Commission (UGC), National Assessment and Accreditation Council (NAAC), several Ministries in the Government of India, several Universities in India and Abroad as Expert in various Committees. He has participated in a number of International and National Conferences and delivered a number of Key-note Addresses. To date he has published more than 120 papers in journal of National and International repute apart from presenting several papers in National and International Seminars. He served as Chairman, Board of Governors, Asian Law Institute (ASLI) for the year PROF. [DR.] M K RAMESH, PROFESSOR OF LAW, PATRON OF THE CONFERENCE Prof.(Dr.) M K Ramesh joined as Lecturer at Vidyavardhaka Law College, Mysore, during Between 1985 and 1988 he had a brief stint of two and a half years as Commercial Tax Oﬃcer in Karnataka Government service. He was Lecturer at the University Law College, Dharwad during , and joined the Law School as Assistant Professor of Law (Senior) in June He was selected and appointed as Associate Professor in 1997 and subsequently as Additional Professor the same year. He was selected and appointed as Professor of Law in His areas of specialization include International Law, Environmental Law, Jurisprudence and Family Law. He was the Coordinator of the Centre for Environmental Education, Research and Advocacy (CEERA) ( ). He is, at present, Editor of the Indian Journal of Environmental Law published from the Law School. During Academic year, by establishing the "Commons Cell" in the Law School, a new initiative is begun by him to develop Indian Jurisprudence on the subject. He visited U.S.A under the International Visitors Programme and the U.K under the Faculty Exchange Programme. He was a Visiting Faculty at Dalhousie Law School, Canada in He was Senior Fulbright Fellow in the U.S. during He was a visiting professor at KTH, Stockholm (Feb, March, 2010) and Law Faculty, Zurich (May, 2010) PROF. He is the Chief Editor of the Journal of Law and Public Policy and the Journal of Environmental Law Policy and Development.
