1 European Crime Prevention Network Work Programme 2014 February 2014

2 Background This EUCPN Work Programme succeeds that of March The Work Programme 2014 is in accordance with Article 4 of the Council Decision 2009/902/JHA and Article 12 of the Rules of Procedures for the EUCPN. As foreseen in the Multiannual Strategy for the EUCPN, this document defines the activities of the Network to be completed in 2014 in order to promote the achievement of the strategic goals, namely: A) To be a point of reference for the target groups of the Network. B) To disseminate qualitative knowledge on crime prevention. C) To support crime prevention activities at national and local level. D) To develop the EU policy and strategy of crime prevention and to develop various aspects of crime prevention at the EU level in respect of strategic priorities of EU. The target groups of the EUCPN are: Practitioners and policymakers at the local level Practitioners and policymakers at the national level Relevant agencies, organisations, working groups etc. at European Union level Funding The EUCPN currently relies on the following funding sources: Member States who fund projects of interest to the Network EU financial programmes managed by the Commission (ISEC Prevention and Fight against Crime, Hercules, Daphne etc.) Work Program Fund an internal fund established by voluntary contributions from Member States The present Trio The present Trio The EU Trio Presidency of Ireland, Lithuania and Greece have chosen the topic Collaboration in Crime Prevention as its overall theme. During 2014: Greece will focus on illegal immigration and corruption The Incoming Trio The incoming EU Trio Presidency of Italy, Latvia and Luxemburg have chosen the topic Breaking good together for a safer community in Europe as its overall theme. During 2014: Italy will focus on trafficking of human beings (THB). 2

3 Greece Presidency, January 2014 June 2014 Greece Presidency, together with the incoming Trio and EUCPN partners, intends to continue the implementation of the conclusions and recommendations of the Evaluation report of the EUCPN, focusing on improving its functioning and visibility. Exploring the selected themes illegal immigration and corruption the Greek Presidency intends to organise visits of Member States experts to public sector agencies, NGO s and/or law enforcement agencies in charge of illegal immigration and corruption in order to compare experiences and later on to discuss it in the world café meetings. Italy s Presidency, July December 2014 Italy s Presidency, together with the incoming Trio and EUCPN partners, intends to continue the implementation of the conclusions and recommendations of the Evaluation report of the EUCPN, focusing on improving its functioning and visibility. Italy s Presidency will focus on: Exploring the theme trafficking in human beings Italy s Presidency intends to organise visits of Member States experts to various victim support centres and/or law enforcement agencies in charge of prevention of trafficking in human beings in order to compare experiences and later on to discuss it in world café meetings. The Best Practice Conference (BPC) and European Crime Prevention Award (ECPA) ceremony are planned to take place in December Common conclusions of the visits, world café meetings and the conference, and recommendations of the collaboration in prevention of trafficking of human beings are planned to be drafted after the events. Activities in the Network in 2014 When reading this programme, you will come across four different levels of activity: 1) Action: Action points decided upon in the Multiannual Strategy (overview in annex 1) (and the recommendations arising from the Report of the evaluation of the EUPCN (2012)). 2) Task: Activities necessary to implement the action points, further development of the Network itself, or activities to prepare future action points, tasks or projects. 3) Project: Ongoing or new crime prevention activities in specific Member States and ongoing or new activities in several Member States (overview in annex 2). 4) Secretariat task: task for the EUCPN Secretariat outlined in the application for the project Towards a European Centre of Expertise on Crime Prevention (the Black Book) or in the Multiannual Strategy (overview in annex 3). A) To be a point of reference for the target groups of the Network Action: The role of the National Representatives, especially in relation to promoting the EUCPN in their countries, should be defined in more detail (REC11) and related to this more should be done to improve networking with local and regional crime prevention practitioners and to raise the EUCPNs visibility in general (REC8) 3

4 Task: Greece and Italy s Presidency, will add to the agenda of the Board Meetings the discussion on amending EUCPN Rules of Procedure to give increased definition to the role of National Representatives. If the Board will deem necessary, a working group will be set up. Task: Greece and Italy s Presidency, will add to the agenda of the Board Meetings the discussion if and how to define in more detail the relationship between the Secretariat and National Representatives. The outcome of this discussion will be included in the guidelines on the role of the EUCPN Presidencies (see below). Action: The role of the EUCPN Board observers should be clarified (REC12) Task: Greece and Italy s Presidency will continue the close engagement with the European Commission and the Council Secretariat by inviting them to their Board Meetings. Task: The Secretariat will organise a stakeholders meeting at the end of the year. The stakeholders meeting aims for closer relationships and exchange with stakeholders with an active involvement of all the parties to increase the coherence between policies and approaches on crime prevention on the EU-level (EU partners and EUCPN). Action: The role of the EUCPNs National Contact Points should be reviewed (REC14) Task: Member States will continue to support the work of the EUCPN through the identification of national experts as the need arises. Action: Redesign of the EUCPN Newsletter Task: The Secretariat will issue five newsletters in 2014: two in the first half of 2014 (March and June) and three in the second half of 2014 (three in December - one for EU level, one for national level and one for the local level). Action: The content, design and user friendliness of the EUCPN website should be improved Development of a new website within current ISEC project EUCPN Secretariat. Task: The Board should have updated their materials, have outdated material removed and generate new material for the website by the time the new website is put into place. Task: Belgium and the Secretariat, with the assistance of the Board, will develop a new EUCPN website. Action: Development and application of a uniform feedback tool for EUCPN communication channels and events The Secretariat continues to apply, test and improve an impact measurement tool. Progress will be regularly reported to the Board. 4

5 Task: The Secretariat will present the results from the Best Practice Conference 2013 to the Board to reflect upon and decide whether the results call for further action in relation to future events. Task: The Secretariat will evaluate the Best Practice Conference Action: Guidelines should be produced on the role of EUCPN Presidencies and codifying what is expected (REC 9) Task: Greece and Italy s Presidency will assist the Secretariat in drafting guidelines along the lines suggested which will also include guidelines for incoming Presidency TRIOs. These were already discussed by the previous Presidencies and will now also be discussed and adopted by the Board. Action: Assuming the funding is available, the EUCPN Secretariat should be further strengthened (REC13) Task: In consultation with the Secretariat, Greece and Italy s Presidency will invite the Board to seek for Member States expressions of interest in providing virtual secondment of experts to the Secretariat. Task: The National Representatives will be encouraged to increase their input in the work of the EUCPN. This issue will be included on the agenda of the Board Meetings and National Representatives will be invited to discuss how to solve the difficulties raised or encountered. B) To disseminate qualitative knowledge on crime prevention New knowledge of crime prevention within the EU is developed in projects. The results are disseminated at Board meetings, at conferences and seminars, in the newsletter and on the website. Project: Towards a European Centre of Expertise in the Prevention of Crime (1) This project, led by Belgium, aims to strengthen and professionalize the Network as a centre of expertise in crime prevention and to create an integral European approach on crime prevention. This in accordance with the aims of the Commission to stimulate, promote and develop horizontal methods and tools necessary for strategically preventing and fighting crime and guaranteeing security and public order, such as the work carried out in the European Crime Prevention Network. The project will be finished in June Project: Families in the Net (FINE) (2) On the one hand, this project aims to contribute to the creation of networks and alliances between the justice system and community-based service providers in public-private 5

6 partnerships that are capable of addressing the multi-dimensional nature of juvenile delinquency and the needs of system-involved youth. On the other hand, it wants to support practitioners in the acquisition and the use of knowledge, skills and qualifications to facilitate personal development and their capacity to work with the families of justice involved youth; and support innovation and improvement in the best practices for working with families through the exchange and dissemination of information and experiences. Project: To search and protect unaccompanied minors through the sis ii, fight against invisibility (3) The main aim of this project is to enhance the horizontal cooperation of main actors involved in protection measures for unaccompanied minors through the use of the Schengen Information System. In order to do so, the experience of combating the phenomenon of missing children will be evaluated and best practices will be identified. Project: An integral methodology to develop an information-led and community orientated policy to tackle domestic burglary (4) This project will develop, provide and widely diffuse a methodological step-by-step plan to realize a dynamic burglary policy plan embedded in the approach to tackle itinerant groups. With this step-by step plan and a conference, the project wants to support other Member States by developing high quality methods. The action plan developed during this project, can serve as an example of a good practice and therefore inspire other member states. This project will be elaborated by Belgium, with support of Bulgaria and Romania (12 months after receiving a grant from the EU Com). Project: STengthening RESilience Against VIOlent RAdicalisation (5) A strong resilience protects youngsters against vulnerability for radical beliefs when experiencing frustrations and offences (that are almost inevitable in our daily reality) and helps them to promote freedom of speech and other democratic coping styles. A psychophysical training will be developed to strengthen the resilience of vulnerable youngsters. The training formats will be scientific-based (a meta-analysis with evidence from psychological, sociological, socio-educational and pedagogical studies, completed with qualitative in-depth interviews of youngsters in Brussels). The project will also empower the abilities of the frontline workers and the parents by informing and coaching them to face the difficult questions these youngsters confront them with. After the development of the tools on both levels (12months), they will be tested and evaluated during 6 months in diverse settings in at least one other Member State to ensure their European transferability and to optimize the impact of the project. In the last 6 months, the training tools will be disseminated through a European "train the trainer session", a European conference and an interactive trainer 6

7 support system. and the United Kingdom. This project will be elaborated by Belgium with the support of Denmark Project: Administrative approach to organised crime: support European local authorities in combating local outcomes of organised crime (6) Local authorities have specific administrative instruments to tackle local strategies of organised crime, e.g., by suspending, withdrawing or refusing permits or closing down premises. Municipal employees are often the first party to perceive signals indicating organised crime: suspicious applications, commercial monopolies, real estate exchanges,... To support local officials to develop their administrative approach, the experiences of local authorities in the Netherlands, Denmark and Belgium will be translated in a universal guide that can be used in other Member States (with a.o. best practices, list of necessary partners, FAQ's, literature, basic presentation and case-study) and a conference will be organised. This project of 24months will be elaborated by Belgium with the support of the Netherlands and Denmark and will start after receiving a grant of the EU Com. Project: Integrated Restorative justice Models for Victims and Youth (Yo.Vi) (7) The main theme of this project is the integration of victims and victim protection within the existing restorative justice practices in the juvenile justice system. The overall aim is to restore balance between the victim and the offender in restorative justice practices involving juvenile offenders. Project: Childhood without crime (8) The general objective of this project is to improve the operational and preventive capacity of the police and social services in juvenile delinquency of minors under 14. Also, it is planned to establish a Youth Council in 47 schools in Romania made up of 10 students each (5 wellbehaved and 5 with anti-social behaviour). Project: Form a chain to safeguard children. Successful multi-agency working to safeguard children: a European guide and blended training among law enforcement officers & key agencies (9) The main aim of this project is to safeguard children from all types of abuse and violence by effective joint and multiagency working between law enforcement and key agencies. Children and young people will be more likely to be safeguarded if professionals are structurally and regularly trained in: having a better understanding of the violence & abuse recognising key signs 7

8 knowing how to respond understanding the perspective and approach of other professionals knowing how to successfully collaborate Project: the development of the observatory function of the European Centre of Expertise on Crime Prevention within the EUCPN (10) This project aims to support the working of the EUCPN by an improved pursuit of the EUCPN Secretariat. The working of the EUCPN Secretariat will be reinforced around 5 important pillars which will lead the Secretariat towards an improved Expertise Centre. Project: Prevention Project Dunkelfeld (PPD) (11) This project is directed at people seeking therapeutic help because they feel sexually attracted to children and adolescents and/or who use child abusive images. Within the course of therapy, the person concerned is offered support concerning the prevention of child sexual abuse in the form of hands-on contact or online abuse by using or producing child abusive image material. Project: Economic Crime and Corruption in Greece (12) This project aims to the prevention and fight against financial and economic crime and corruption. The project is implemented through five actions with the cooperation between the National and Kapodistrian University of Athens and the Hellenic Ministry of Citizen Protection - through the Hellenic Police structure. Actions and tasks associated with Strategic Goal B: Task: Greece Presidency will focus and explore the themes illegal immigration and corruption and will disseminate recommendations on this. Greece Presidency will focus on both illegal immigration and corruption in the context of human rights and citizen protection. The Greek Presidency will appeal EUCPN to actively exploit complementary approaches and instruments to tackle illegal immigration and corruption. New trends in Greek criminal policy concerning the above themes will be taken into account. Greece Presidency intends to organise visits of Member States experts to public sector agencies, NGO s and/or law enforcement agencies in charge for illegal immigration and corruption in order to compare experiences and later on to discuss it in world café meetings. 8

9 Greece Presidency will collect conclusions of the world cafe discussions and will present them to the Board. Greece Presidency will include a research project on corruption which is going to be carried out by both the National and Kapodistrian University of Athens and the Ministry of Public Order and Citizen Protection. Task: Italy s Presidency will focus and explore the theme Trafficking in Human Beings and will disseminate recommendations on this. Italy s Presidency will focus on Trafficking in Human Being including protection of victims with a particular attention to the unaccompanied minors, sexual exploitation and labour exploitation. Italy s Presidency will appeal to EUCPN to actively exploit, in addition to traditional criminal justice-based approach, alternative and complementary approaches and instruments to fight serious and organised crime. Italy s Presidency will arrange visits to support centres and law enforcement agencies in charge for trafficking in human beings, organise world cafe discussions, evaluate projects of the ECPA and BPC on the Theme Trafficking of Human Beings. Gathered information and conclusions will be presented at the Best Practice Conference (BPC) 2014 or by following semester. Italy s Presidency will collect conclusions of world cafe discussions and recommendations of the BPC and will present them to the Board. Task: Text Alert Scheme Following a pilot project, a new Text Alert Scheme was launched in September 2013 by An Garda Síochána (police) with the support of a number of existing community networks including Community Alert which is supported by Muintir na Tíre (National Association for the Promotion of Community Development in Ireland) in rural areas and Neighbourhood Watch in urban areas. The Scheme, which is also supported the Irish Farmers Association and related stakeholders, provides a further mechanism by which An Garda Síochána can provide crime prevention information and alerts to community groups. This information is, in turn, forwarded by text or to all members of the Scheme in the community. Guidelines have been published (available at which, it is expected, will facilitate the expansion of this scheme in Task: Garda Youth Diversion Projects "Trial Site Initiative" - a logic model approach to programmes designed to divert youth from crime behaviour 9

10 The logic model approach to Garda Youth Diversion Projects (GYDPs) aims at organising resources around achieving the GYDPs particular goals and objectives. Following a successful 2 year trial, all 100 GYDPs in Ireland now use the approach for their annual planning. Building on this, Ireland will commence a "Trial Site Initiative" with 15 GYDPs in January There are a number of components to the trial which will seek to optimise the effectiveness of the projects and promote a coherent and consistent approach across the trial site projects, namely the introduction of a full risk assessment tool, called the Youth Level of Service/Case Management Inventory 2.0, to enable the youth justice workers to case manage participants based on detailed risks and needs identified the introduction of tools designed to measure empathy, impulsiveness and pro social behaviour among the young people as the trial progresses, and the provision of additional participant and catchment area youth crime analysis. The trial site initiative will be monitored and evaluated at regular intervals as the trial progresses, with the individual components providing the evidence base for the evaluation. The aim is to improve the outcomes for the young people involved with a resulting reduction in crime. Action: Review of victim surveys and research on comparable criminal statistics and fear of crime Task: The Secretariat will produce a new European Crime Prevention Monitor report in the first half of This report will summarise data from different crime statistics, victim surveys and fear of crime studies. In the second half of 2014, they will also start to analyse existing reports and data on crime for the next Monitor that will appear in Action: Development of recommendations on approaching challenges of crime problems by target groups Task: Development of a manual on administrative approach (during Greece Presidency) The Secretariat will, in cooperation with the Informal Network on the Administrative Approach and Greece Presidency, organise a workshop with experts specialised on this theme during Greece Presidency, and will provide recommendations that can be disseminated among target group members. The Manual will be part of the EUCPN Toolbox series. Task: Development of a manual on trafficking in human beings (during Italian Presidency) The Secretariat will, in cooperation with Italy s Presidency, organise a workshop with experts specialised on this theme during Italy s Presidency, and will provide 10

11 recommendations that can be disseminated among target group members. This will be part of the EUCPN Toolbox series. Action: Development of recommendations on assessing the impact of crime preventive work Last year, the Secretariat developed the toolbox Evaluation of crime prevention initiatives. This third toolbox in the series published by the EUCPN Secretariat focuses on the main theme of the Irish Presidency, which is the evaluation of crime prevention initiatives. The theme is explored and elaborated in various ways through: a literature review; two workshops with international experts and practitioners during which the strengths and weaknesses of programme evaluation were discussed in detail; a screening of existing guidelines and manuals on evaluation; and finally, a call which was launched by the EUCPN Secretariat to the Member States to collect some practices on the evaluation of crime prevention initiatives. Furthermore, the ECPA template was updated, so that now more attention is devoted to evaluation. Task: Greece and Italy s Presidency will invite National Representatives to provide updates on the outcomes of impact assessments on crime prevention measures. Task: the Secretariat will include information on impact evaluation in the good practice template that will be updated when the new website is in place. Action: The EUCPN should further develop its range of outputs to increase the capacity to respond to key stakeholder needs (REC4) Task: the Presidencies will facilitate ongoing dialogue within EUCPN during Board Meetings about the value of existing toolkits and reports in order to build on, and add to, the value of existing resources. Task: The Member States will proactively communicate with local practitioners and within Member States, in general, and where possible, produce summaries of key materials in the languages of MS and include on EUCPN website (REC5). Task: The Secretariat will engage with local practitioners in the course of developing toolkits or exchanges of good practices. Task: The Secretariat continues to engage with relevant institutions and respond to requests for inputs. Task: Trio priorities reported in the Trio report and presented more explicitly on a standing basis in Annual Report and Work Programme. 11

12 Action: To provide a strategic overview of crime prevention developments in Europe, the EUCPN should publish an annual State of the Union report (REC6) Task: The Secretariat will publish the European Crime Prevention Monitor. Task: The Secretariat has ongoing liaison with Europol. Task: The Secretariat will participate in the statistical working group. C) To support and facilitate crime prevention activities at national and local level With a view to increase the preventive approach in Europe, the EUCPN will support policy makers and practitioners at national and local level. The EUCPN Secretariat is ready to assist National Representatives with knowledge and to support funding applications. Action: Collecting and uploading key documents that were earlier translated in national languages Task: Once the new website is into place, the Presidency in office will invite National Representatives to collect proper documents to be uploaded onto the EUCPN website. Action: Translation of event conclusions and recommendations Task: Greece and Italy s Presidencies will invite National Representatives to find resources for the translation of event conclusions and recommendations of the Best Practice Conference to be uploaded onto the EUCPN website with the support of the Secretariat. Action: A key EUCPN priority should be to produce good practice material for crime prevention practitioners at a regional and local level Task: Member States should translate, where practicable, a small number of key, practical materials for eventual inclusion on EUCPN website, as well as local websites. Italy s Presidency will invite National Representatives to do so and will possibly translate an abstract of the three projects awarded at the ECPA into French and Spanish for eventual inclusion on EUCPN website, as well as local websites. Action: Development of recommendations on the impact of context on crime prevention Task: At the end of 2014, The Secretariat will start up the work on the Good practice guidelines transferability by identifying/collecting existing guidelines on this topic. The aim of the Good practice guidelines transferability is to ensure the quality and comparability of good practices, tips and tricks/do & don'ts when translating a good practice to another context will be elaborated 12

13 Action: Providing support and evaluations to Member States wanting to adapt projects being ECPA winners Task: The Secretariat provides support upon request of Member States. Action: The funding of EUCPN supported activities should be made more transparent Task: The funding of EUCPN supported activities will be included in the Annual Report and Work Programme. D) To develop various aspects of crime prevention at EU level in respect of the EU strategy of crime prevention Action: Development and implementation of a Network management plan Last year an external evaluation of the EUCPN was carried out and the Commission submitted a report to the EU Council which sets out the results of the evaluation and its recommendations. During Ireland s Presidency in the beginning of 2013, the Action plan responding to the evaluation of the EUCPN was finalised. Lithuania's Presidency, together with the Trio and EUCPN partners, started the implementation of the Action Plan. Task: Greece and Italy s Presidency assure, together with respective Trio, ExComm and the Secretariat, further monitoring of the implementation of the Action Plan. Action: The EUCPN should systematically align its priorities with the agreed EU priorities as regards the fight against crime (REC1) During Lithuania s Presidency, discussions took place on the Recommendation 1 of the evaluation report of the EUCPN in When developing the Work Programme 2014, Greece and Italy s Presidency took into account the consideration of the Council conclusions on setting the EU s priorities for the fight against serious and organised crime between 2014 and 2017 and most recent SOCTA report before drafting the EUCPN Work Programme and also the consideration and identification of possible overlaps between ordinary crime and organised crime which would ensure that the EUCPN operates within its mandate. The Secretariat drafted a summary of the EU priorities (as set in the Internal Security Strategy, the SOCTA and the EU policy cycle) to serve as a basis for the discussion related to recommendation 1 of the evaluation report. Task: The Commissions annual working programme will be put on the agenda during Italy s Presidency for discussion at the Executive Committee and Board Meeting in December following its adoption by the Commission. Task: Italy s Presidency will invite the Board to indicate which EU priorities and policies with associated actions should be included in the Work Programme

14 Task: The Presidencies, with the help of the Secretariat, will include on agendas of upcoming Board Meeting relevant developments in Working Group meetings (LEWP, Genval,...). National Representatives will be canvassed for agenda topics in advance of Board Meetings. Action: The EUCPN should develop its role in making inputs to EU and Member State policymaking in the crime prevention field (REC2) Task: The Presidencies will invite the Board to identify one relevant EU and Member State topic per year addressing Genval and the European Commission with results. Task: the Presidency in office will inform Genval about the main activities and recommendations proposed by the EUCPN. Task: the Presidency in office will proactively increase circulation of information on EUCPN activities/projects on national and EU-level. Action: A more strategic approach to determining EUCPN activities, and strengthening its role in providing inputs to policymaking at the EU and Member State level, should be supported by the development in the longer-term of observatory-type monitoring functions that provide: - An understanding of EU trends and across Member States with regard to crime; - An overview of Member States crime prevention institutional set-ups, strategies and policies (some of this information is already available); - To the extent that can be assessed, an assessment of what impact crime prevention measures have on different types of criminal activity. Task: The Secretariat will continue its collaboration with Eurostat. Task: The Secretariat will further develop and circulate research and outcomes. Task: The Board will annually include/update on the website an overview of Member States Crime prevention institutional set-ups, strategies and policies. Action: Developing closer relationships with other European and international entities in the crime prevention field should be intensified (REC15) Task: the Secretariat and the Presidency in office will identify and involve, depending on topics and circumstances, other crime prevention bodies in EUCPN activities. Task: the Secretariat and the Board will identify the events and other activities organised by the other organisations. The Secretariat and the Presidency, if deemed appropriate, may look for invitation and give the possibility to the National 14

15 Representatives who are on the spot to evaluate if participate and give a presentation of the activities of the EUCPN with the aim to raise its visibility. Task: Feedback on these activities will be provided in the EUCPN Annual Report. 15

An external evaluation of the EUCPN which was conducted in showed that the impact of EUCPN have been so far very limited. This proposal aims to strengthen and professionalize the Network as a centre of expertise in crime prevention and to create an integral European approach on crime prevention. This is in accordance with the aims of the Commission s Annual Work Programme 2010 to stimulate, promote and develop horizontal methods and tools necessary for strategically preventing and fighting crime and guaranteeing security and public order, such as the work carried out in the European Crime Prevention Network. By means of this project, the following goals are pursued: Raising awareness among Member States and enhancing their engagement in matters concerning crime prevention Exchanging expertise and good practice between a maximum of shareholders Promoting research activities by gathering and disseminating results of relevant research and stimulating the EU research agenda in collaboration with the academic world Monitoring and following-up recent trends and developments in the field of crime and crime prevention Increasing the visibility and the impact of the EUCPN and improving the communication on the EUCPN s activities and approaches Increasing the knowledge and the awareness of EU partners and agencies, private and non-governmental organisations and local practitioners in crime prevention Increasing the coherence between policies and approaches by collaborating with and strengthening collaboration between different partners Supporting national and local policy makers and practitioners by providing advice on the development of crime prevention strategies and actions 21

22 Given that the EUCPN has already acquired a certain expertise in this matter, the tools of the Network will be used as starting point. These management and coordination activities are complemented by three Steering Group Meetings (SGMs) that will take place in M1, M6 and M11. The bulk of the project is dedicated to creation of the e-learning platform and association didactic units (DUs). The technical and pedagogical aspects will, in part, be carried out contemporaneously and go hand in hand in order to ensure that the technical structure 24

25 meets and reflects the pedagogical needs. The platform and linked website will be completed in M6, after which time will be dedicated to maintenance and updates. DU development will be finished in M8 to be followed by a review by all partners (M9), translations (M10), testing (M11-M15), and final modifications both to the DUs and the e- platform (in terms of usability) (M16-M17). Activities dedicated to partnership building, exchange and dissemination (in addition to the website) will take place throughout the project with targeted events to take place in M11 (stakeholder workshop), M16 (press releases and national seminars in each partner country) and M18 (final international seminar along with the e-platform launch. The active involvement of private and public practitioners during the testing phase (M11-M15) will also contribute to exchange and dissemination. Alerts on unaccompanied minors who have left custodial centres should always be entered in the Schengen Information System (S.I.S.) In some countries affected by the increasing phenomenon of immigration it is quite frequent that unaccompanied third country national minors are protected in juvenile Institutions from which they may easily escape. Current figures show that minors are inserted for protection in SIS and only 1022 are sought 26

27 for communicating their whereabouts, leaving protecting measures to the country where the minor is found. There is a high risk that minor searches may be not inserted in the SIS when countries are not claiming back missing minors with repatriation request. This may give birth to invisible children exploitable by criminal organizations aimed at trafficking of human beings. In order to clarify the "grey" areas of intervention and better explain the future potential of SIS II which will allow extended functionality and wider range of promptly available information, series of study visits, thematic workshops and final conferences will be developed with all actors involved. In particular the activities will involve Juvenile Court magistrates and staff of Juvenile Custodial Centres with the aim of establishing clear common instructions for LEA officers at the moment the searches have to be spread, so that detailed information on minor assistance are immediately made available at the moment of discovery. Each MS has its own national provision for spreading searches and collecting information on unaccompanied minors leaving custodial centers. There is a need for analyzing each national particular provision and verifying possible common approaches to the problem. The plan of visit will be developed in the first 5 months of project implementation, while 2 workshops will be held for analyzing the outcomes (1st workshop the 6th month) and producing the agreed best practices or new procedures (2nd workshop on the 8th month). In order to grant effectiveness to the project results, as already implemented with the ISEC project JLS/2009/ISEC/CFP/AG GOOD FAITH: FIGHT AGAINST ILLICIT VEHICLE TRAFFIC, the proposed new procedures/best practices will be presented to the Schengen Matters Working Group at the EU Council via the Head of SIRENE meeting Objectives project: Evaluating the various experiences of combating the phenomenon of missing children and identifying best practices; continue addressing issues related to protection of minors in all relevant preparatory bodies of the Council". This is exactly what the Applicant want to pursue with this proposal, in order to allow a prompt reaction in the case of a hit concerning SIS alerts related to unaccompanied minors supported by necessary supplementary/additional information allowing proper protection measures Project outcome: The project will grant the appropriate training for the staff working in the European SIRENE units involved in handling unaccompanied minors issues. according to the standard recommended by EU provisions and imposed, in particular, to Italy in the recent Schengen Evaluation programs. It will also enable to draft best practices for implementing appropriate measures for enhancing cooperation in the crucial fields of protection/repatriation of missing unaccompanied minors. Outputs will have both forms of deliverable (manuals) and electronic format to be published on Police Intranet websites and Ministry of Justice portal. New common methods agreed during the workshops and conferences will be included as recommendations in the current EU catalogues after approval of the EU Council Schengen 27
