Odeta Cristinela NESTOR Secretariatul General al Guvernului Președintele Oficiului Național pentru Jocuri de Noroc Abstract Gambling-related financial crime is an indisputable reality in the globalized world of today. The authors of this article present a delicate situation concerning poker games which Romania currently faces, as a member state of the European Union since More specifically, the paper discusses two national acts which are totally different, namely GEO 77/2009 on the organization and exploitation of gambling, and an Order issued by the President of the National Authority for Sport and Youth, which officially acknowledged the practice of poker as a sport in Romania. For a thorough presentation, this article compiles a brief history of the game of poker, a few aspects regarding the best known types of this game, the great winners of poker tournaments, as well as a short history of the national regulations in the field. Tax fraud in this area is possible and fuelled by ambiguous regulations, which enable certain organizers to dodge the law and misappropriate large sums of money, which are rightfully entitled to the consolidated budget of the Romanian state. The military wars now have a dimension information becoming greater, the result is not decided by the courage, bravery combatants, but the information that they hold parties. On the one hand, energy was a key factor in strengthening relations between formal and informal EU and Russia. Ensuring energy security is a concern of European officials who consider that within the EU there are different levels of its approach but can be countered through joint action of states. Cuza irimia_ana_irina@yahoo.com Globalization and international economic integration trends have evolved over a period of a century in complex conditions, joining both cooperation and domination politics and actions. Despite these facts, inequalities between different parts of the world were not eliminated. Nevertheless, both globalization and regionalization tend to offer a better cohesion for the global economy based on cooperation and interrelationship between states, resulting in better opportunities for joint actions in the next century that aim to peacefully resolve global problems that concern the welfare of international community. Gabriel Cristian GHEORGHE Academia de Poliţie Alexandru Ioan Cuza Public order is a state of law and fact, which allows the company to achieve and maintain balance, based on the consensus necessary social optimal functioning of the assembly, in compliance with legal regulations in force, the consecration of defense and respect for fundamental rights and freedoms of citizens, public and private property and the other supreme values, to promote social progress and affirmation in a democratic society. Successful promotion of these values, in Our opinion, represents a new challenge at European level, but especially for Romania, according to how it is perceived, which require firm commitments by all treaties and increased coordination of actions taken by the national authorities of EU states. Petre UNGUREANU Academia de Poliţie A.I.Cuza, National security is one of the most important objectives of a state that assures its independence, sovereignty and protection of human and civil rights of its citizens. This duty is fulfilled by intelligence services in accordance with the legal provisions. In the current international context threats to national security are diversified. Terrorism represents one of the greatest threats of the 21 st century to national security for any state. Its forms of manifestation are unpredictable and hard to anticipate. The question is if Romania s intelligence services are capable of countering threats to national security. The existing conflicts outside Romania s borders can pose a threat to national security. The current technological progress along with the use of internet has determined the authorities to redefine the strategies and techniques used to counter cybernetic threats. These strategies used must be in accordance with the legal provisions regarding human rights. The article is focused on analyzing the legal provisions regarding national security and the infringements of human rights that may occur in countering national security threats alongside with a comparison of technical surveillance measures used in criminal proceedings and national security affairs. Because this is the best way for us to find an effective means to end terrorism. So far we have looked at the world from the point of view of the civilian victims of terrorism, the security forces fighting terrorism, the millions of ordinary people who directly or indirectly witness terrorism, the journalists and documentary makers who report on terrorism, the politicians who legislate in order to try to control terrorism from just about every angle, except the point of view of terrorists. Seeing the world from the terrorists point of view does not mean condoning terrorism; rather, it means better understanding terrorism so as to end it. Keywords: terorism, violenţă, fenomen. ~ 91 ~

Cuza The right to privacy may be restricted by law only when it is necessary to do so in a democratic society for reasons such as national security, public security, crime prevention or protection of the rights and freedoms of others. Any restriction of this right must be proportionate. The right to privacy protects against unnecessary and cumbersome state supervision and its intrusion into personal lives. The new surveillance technique is likely to violate a reasonable expectation of privacy when eliminating or avoiding a structural law of privacy and disrupt the existing balance of power between police and suspects, making it much less expensive for the state to collect new information. Mihai-Cătălin CHIORESCU The whole world depends at the moment by a safe and secure environment for all, and the official representative in the territory of any other State has the rank of official and benefits from the conditions imposed by the status. Therefor, are managed and controlled most of the strategically services oft states, namely finance, aviation, communications, etc. No state will risk and harm diplomatic relations, and the investment in human resources, logistics of all structures of protection and security officials, both in Romania, and in other states will never constitute an impediment, but always high on the agenda of world diplomacy. Increasing dependence on national defense and security system to information and information systems generate significant opportunities, but many vulnerabilities. Specific work procedures for information media war are beginning to make an appearance on the tablesof commanders and staffs in all structures and the training for an interview started to be a regular activity in the program of a leader. Camelia Valentina COSMA Academia de Poliţie A.I.Cuza Bucureşti The world's privatization of public services has reached impressive levels, there is real competition between the public and private sectors, and hence, the efforts being made to maintain public sector in some areas. Romania is committed to international financial institutions, within the framework of external financing package, to reduce the number of public sector personnel, for the volume of costs on the public budget should not exceed certain annual limits. Thus, the total of over 5 million legally employed in our country, civil servants are about 1.1 million, it is the number reached after in recent years has decreased from 1.4 million. Also, the subject of public servants is controversial, therefore, a brief analysis of the relations of civil servants, the comparison between them and labor relations, a summary of cases of modification and suspension of service it is a topical issue. The profiling usually consists of serial killers because the conclusion of the research and the controvese around them conducts to valuable information for research. Thus, we will take into consideration various cases of this type criminals, their motivation and way to operate to check if the proposals made are still valable. Andreea CĂLUGĂRIŢĂ Academia de Poliţie A.I.Cuza Bucureşti A thorough comprehension and an accurate economic asessment of art crime, a relatively recent global phenomenon ranging from theft, forgery, archaeological looting to the newly added litany of money-laundering crimes, is no easy task. Vastly anonymous, cases in which art becomes the object of transactions between private parties often remain underreported; equally, a large number of fakes and forgeries are virtually under the radar, while the illicit traffic in archaeological cultural goods has grown into an epidemic beyond the control of law enforcement agencies. The paper is aimed at providing an in-depth understanding this phenomenon by firstly immersing the reader into an art forger s mind, explaining their educational background, modi operandi, forging skills and techniques. Ştefan- Alin MINCAN The development of human society in all countries, technical development, progressive diversification of wood-based products and continued population growth and hence of consumption, caused massive exploitation of timber from forests and new directions in the use of wood. Currently, entire forest biomass is exploited and used through mechanical and biochemical processing. For thousands of years the forests are subject to various factors that led to the reduction of forest areas, the main factor other than natural phenomena, the human being: new human settlements, infrastructure, land for crops and pastures etc. Only between 1960 and 1990 the developing countries lost a fifth of forests. Currently, deforestation for other land uses occur at an annual rate of 11 million hectares, and in developed countries in the West, are annually afforestation of thousands of hectares of abandoned agricultural land under the pressure of overproduction of agricultural products. Unfortunately, due to a shortage of available organs, a new crime of the 21st century, organ trafficking, is supplying organs to people with money, to pay big dough for a new life. Organ trafficking violates fundamental human rights, but the issues stay under the radar, the police and other authorities who are in a position to act are not taking the issue seriously. Due to the fact that trafficking networks operate internally as well as internationally, organ trafficking is considered a transnational crime, of which prevention and control has become a difficult task, if not impossible. The problem of organ trafficking is widespread, although data on the exact scale of the organ market is difficult to obtain. Whether legalized or not organ trade, or finding appropriate way to combat illegal trafficking, is a subject of too much debate.
