3 1 General introductory remarks Paradox of Luxembourg terra incognita as a field for political science scholars despite: Why? 1. Country characteristics well discussed in political sociology, theory and international relations (multiculturalism, consociational democracy, small states in regional integration and globalization); 2. The presence of key EU institutions (Court of Justice of European Communities, European Court of Auditors, Secretariat of the European Parliament, European Bank Investment, etc); 1. No critical mass in general (interest for small country, lack of in-breed scholars, no university culture, tradition of recourse to foreign institutes or scholars for expertise); 2. Fragmentation of initiatives up until creation of University in 2003 (research institutes created and sustained by government, often personal initiatives; path dependency may explain lack of integration); 2 The story so far (main dates) 1. In 1868, the Institut Grand-Ducal was created; developed a section to promote the study of Moral and Political Sciences and their dissemination. Annual review (les cahiers) includes the texts of members of the Institute, mostly former politicians, senior officials and professionals, on topical issues of national policy, European Union policies and international relations. 2. 5 4 Sesopi Centre Intercommunautaire The Sesopi-Centre Intercommunautaire, close to the catholic Church, created in 1983, has an agreement with the Ministry of Family and integration to conduct sociological studies, statistical analyses and historical social phenomena related to the realities of migration in Luxembourg and on the multiculturalism. One of the topics concerns particularly the social and political participation of foreigners. Since 1999, this private research institute administrates the European Values Studies in Luxembourg. It is an international research program that studies the changes in values in Europe. It is based on an extensive survey questionnaire. The next survey will take place in 2008 in collaboration with the CEPS and the University of Luxembourg. 5 Centre d Études de Populations, de Pauvreté et de Politiques The CEPS/INSTEAD is a public research institution which was established in This research Centre presents itself as an interdisciplinary institute involving in economic sciences, geography, econometrics, mathematics, psychology, education sciences, sociology and public policies. Its main activity is managing national and international socio-economic panels (Socio- Economic Panel 'Liewen zu Lëtzebuerg" (PSELL), International Income Study (IES). It welcomes the Consortium of Household Panels for European Socio-economic Research and the International Network for Studies in Technology, Environment, Alternatives, Development. In 2002, with the department of sociology of the Catholic University of Leuven, CEPS has created a master in Social and Economic Analysis called IMPALLA (International Master in Social Policy Analysis by Luxembourg, Leuven and Associate Institutes). 22 students are enrolled for the academic year, coming mainly from ex-soviet republics, Eastern Europe and Latin America. pierre.hausman@ceps.lu 5

6 6 Luxembourg Institute for European and International Studies This private research institute was created in 1990 by the Prime Minister Jacques Santer with the support of several scholars from Harvard University. During the first ten years, the Institute organized essentially international conferences and published its proceedings (Dutch university press) on the following themes: East-West relations after the end of the Cold War (new opportunities and risks; building of democracy and market economy); Transatlantic relations: rethinking and redefining the relationship at the political, economic, and strategic levels; The vitality of Nations with a focus on countries from Central Europe, Russia, Japan and China; Since 1994 the Institute has organized annually a summer course in association with the Black Sea University Foundation in Rumania. For instance, it has undertaken, with the financial help of the Luxembourg s Foreign Ministry, a project involving institutes from Israel, Jordan and Palestine, on cross-border cooperation between those countries. More recently the Institute has turned its attention towards topics that are more directly related to Luxembourg and to the European Union. It has set up a long-term project on the future of the Luxembourg and the wider European social models. It is also about to launch a project on the correlation between the size of countries, and corporations, and their economic success. armand.clesse@ieis.lu ; 7 The Robert Schuman Centre for European Studies and Research The Robert Schuman Centre was created in 1990 and is located in the house where Robert Schuman was born. Its goals is promoting knowledge on European unification history and stimulate research on that subject. It s a research public institute with the main adviser, Gilbert Trausch (emeritus professor in University of Liege and associate professor at the College of Europe in contemporary history. Two main research directions: 1. Long-term European construction (convergences and divergences, solidarities and conflicts) and medium-term perspectives (creation and development of the European Communities); 2. Luxembourg and European integration, by case studies (the iron and steel industry and the Schuman plan, agriculture and the Treaties of Rome, the future of the Eurocapitals). The Robert Schuman centre is in charge of the editorial secretariat of the Journal of European Integration History - Revue d'histoire de l'intégration européenne. The Journal has been published half-yearly by the publishing house NOMOS Verlagsgesellschaft in Baden-Baden since crs@cere.etat.lu 6

7 8 Centre Virtuel de la Connaissance sur l'europe The work of the CVCE, private/public research institute (created in 2000) is based on a comprehensive approach that covers a wide range of disciplines with the aim of promoting and making the most of Europe's heritage. The CVCE's objective is to provide a structure that accommodates three areas of interest: the research, gathering, selection, processing and dissemination of information on the European integration process; the promotion of cutting-edge technology and the establishment of a point of reference in the field of Digital Libraries; the exchange of information, experiences and resources for the benefit of European citizens and the world of education. marianne.backes@cvce.lu 9 American Universities in Luxembourg Miami University Dolibois (Ohio) created an European Center in 1966 where including lectures on European politics and EU politics are offered for American undergraduate students who stay in its European campus for one or two semesters ( Sacred Heart University (Connecticut) inaugurated the Luxembourg Campus in 1991 : The John F. Welch College of Business. This college has earned accreditation by the AACSB International the Association to Advance Collegiate Schools of Business. This catholic American university, with an agreement with the Luxembourg's Chamber of Commerce, delivers MBAs in Management and Finance. In those programs, some courses on EU public policies, leadership and ethics, and international relations are integrated ( Clark University (Massachusetts) launches The Henry J. Leir Luxembourg Program. This funding program offers including programs for undergraduate and graduate students as well as for faculty members in Luxembourg and a Ph.D. Research Internship in Luxembourg (1 year). The Henry J. Leir Program supports also Conferences/Workshops in Luxembourg in relation with the transatlantic relations, comparative politics and multiculturalism, ( 7

8 10 European Institute of Public Administration In 1992, EIPA established an Antenna in Luxembourg, incorporating the European Centre for Judges and Lawyers. The particular aim of this Centre is to improve training in Community law for judges, lawyers, public servants and other legal experts from the Member States of the European Union and from countries that have applied for accession to the EU. For this purpose, it has a resident team of six legal experts with experience in both Community law and national law. This team is reinforced by an extensive network of external experts, consisting of legal practitioners (judges, lawyers, national public servants, Community officials, members and legal secretaries of the Court of Justice and the Court of First Instance of the European Communities) and academics. It organize a Summer School: Preparing for EPSO Open Competition for the European Institutions (Advanced Level) p.goldschmidt eipa-nl.com, 11 Institute Pierre Werner The Institute Pierre Werner was created in 2003 at the initiative of French, German and Luxembourgish governments. It is a private European cultural institute to stimulate cultural diversity, intellectual exchanges and discussions of ideas in Europe in the tradition of the spirit of Colpach 1. In 2006, IPW adopted new statutes that allow it to be open to other EU countries and European Economic Agreement which so request and to be represented in Luxembourg by a Cultural Institute. The Institute Pierre Werner organizes seminars, conferences, symposia and cultural events; conducts interdisciplinary projects on European culture, European model of Multiculturalism. The "European Forum of Culture, Luxembourg" is its major activity for multilateral discussion of problems of society and European issues. hirsch@ipw.lu, 1 In Luxembourg, and then from 1920 onwards, in their castle in Colpach, the Mayrisch (steel industry) gathered various and numerous personalities coming from arts, philosophers, economists, politicians, intellectuals born or living in France and Germany, trans-border or trans-cultural people, in order to exchange in an open minded spirit of the peaceful and federalist reorganization of Europe after the horrors of the Great War. 8

9 12 Two stillborn projects in political science The Institut Universitaire International du Luxembourg was created by the Prime Minister Gaston Thorn in 1974 for organizing a post-graduate studies based on its three scientific departments : legal studies, political economy and European Studies and political Research program. Since 1999, the institute has completely reoriented its activities: in addition to organising training post-graduate in European law (eg DESS in Contentieux communautaire), the Institute conducts certificate courses and continuing in three new areas of activity: entrepreneurship, management of public health and media and communication. pol.wagner@iuil.lu In 2003, some scholars inside and outside from the University of Luxembourg, with the support several politicians and heads of private banks, in cooperation with the Graduate Institute of International Studies, Geneva (HEI) and the Center for Transatlantic Relations (Johns Hopkins University, SAIS, on behalf of ACES), Washington D.C., decided to cooperate under the denomination of "The Luxembourg Group" in the organization of a series of three major international colloquia on the general theme of "International Cooperation and Conflict in the Post-September 11 World". This series is placed under the high patronage of H.R.H. the Grand Duke Henri de Luxembourg. The goals of this cooperation include: bring academic research and analysis to bear on pressing issues of transatlantic relations; contribute to renewing and extending the transatlantic dialogue; initiate an international network that can support the work of the new University of Luxembourg in the field of international relations. swoboda@hei.unige.ch 9

10 13 The University of Luxembourg The newly created and multilingual University of Luxembourg (2003) hosts a research centre on European Governance, a Ph.D. program on European Governance since June 2007 and will soon launch a Masters Degree in Political Science dedicated to European governance (2010). Since 2003, the centre on European Governance has already organized several conferences on European politics with different partners (Institut d'etudes Européennes de l'université Catholique de Louvain, Trans European Policy Studies Association, Centre d'études de la vie politique de l'université Libre de Bruxelles, Mannheimer Zentrum für Europäische Sozialforschung, Université de Bucarest etc.), always financed by the national and European political institutions in Luxembourg and published all these proceedings European Governance Program The European Governance Programme s research team has progressively grown since 2004 and it is principally composed of political scientists, historians, and philosophers. treatment of European questions, which are articulated in the program s three interdependent research axes : 1. Economic and Social Cohesion (coordinator René Leboutte) ; 2. Democracy Decision-making and Legitimization Processes (coordinator Philippe Poirier ) ; 3. Comparative Governance Europe in the World (coordinator Harlan Koff ) The program s objectives include developing research and teaching projects, welcoming foreign researchers and interns, contributing to the creation of a Consortium of Poles of European Studies in the three capitals of Europe and developing collaborative relationships with research centres, foundations and universities which focus on European/comparative questions The three interdependent research axes of European Governance: Axis I COHESION Economic and social This axis focuses on the evolution of the policy adopted by the European Investment Bank and the European Investment Fund; studies the Economic and social policies in European new member states and candidate states for membership (particularly in Central and Eastern Europe); Axe II DEMOCRACY Decision Process and Legitimization 10

11 This axis aims to study the sources and constitutional issues of European integration, the process of mobilization and collective action at European level, the Europeanization of political regimes of member states - particularly small states-, parliamentarianism in Europe and the role of regions with legislative power and Euroregions in the European governance. Axe III GOVERNANCE COMPARISON Europe in the World The focus is to compare the" European model "with other models of regional integration at the global level (NAFTA, MERCOSUR, UMA, ASEAN, etc.). The axis urges further discussion of the impact of European governance in the world (Regional integration in a, comparative perspective, Transatlantic relations, Human rights, social justice, democracy and development). euro@uni.lu A book series "European presence" (with an agreement of a consortium of European editors) was created in 2008 and focuses particularly to the understanding and dissemination of knowledge on economic, political, security and social governance in Europe, mainly in German, English, Spanish, French and Italian For further information please contact 13.3 Consortium for Comparative Research on Regional Integration and Social Cohesion The Consortium for Comparative Research on Regional Integration and Social Cohesion (RISC) is an interdisciplinary and multilingual consortium of research institutes (fifteen institutes in Europe, North America and South America) which promotes understanding of the human impact of various aspects of regional integration across geographic areas. By examining specific themes in the broad field of social cohesion, the consortium s activities attempt to clarify the scientific conceptualization and political use of this term. A annual publication appears in the book series entitled Regional Integration and Social Cohesion (Presses Interuniversitaires Européennes/Peter Lang). Moreover, young scholars from the consortium s member institutes are eligible for the Stephen P. Koff Prize for the best dissertation in the field of social cohesion which will also be published annually in Regional Integration and Social Cohesion. 13 15 Theme of the IPSA conference Luxembourg 2010: Is there a European Model of Governance? 1. European integration has led to the ongoing building of an original model of governance that needs to be assessed and compared with other regional integrations; 2. The impact of European integration on member states and neighboring countries (regarding public policies, law-making processes, political institutions and actors in general) calls for comparative research; 3. Triggered by or independent from European integration, new forms of governance (including political participation, delegation, decision-making, evaluation) that emerged in European countries also need to be studied; 4.
