1 Agreement Between The European Food Safety Authority And Segretariato Nazionale della Valutazione del Risehio della Catena Alimentare THE EUROPEAN FOOD SAFETY AUTHORITY, REPRESENTED BY Ms CATHERINE GESLAIN-LANEELLE, EXECUTIVE DIRECTOR AND THE "SEGRETARIO NAZIONALE DELLA VALUTAZIONE DEL RISCHIO DELLA CATENA ALIMENTARE", REPRESENTED BY FABRIZIO OLEARI, DIRECTOR GENERAL Having regard 10 Regulation (EC) 0 178/2002/EC of the European Parliament and the Council of 28th January 2002 laying down the general principles of food law, establishing the European Food Safety Authority and laying down procedures in relation to food safetyl, as amended by Regulation (EC) No 1642/20032, and in particular Chapler 3 thereof; Having regard to Commission Regulation (EC) No of 23 December 2004 laying down detailed rules for tbe implementation of European Parliament and Council Regulation (EC) No 178/2002 with regard to the network of organisations operating in the fields within the European Food Safety Authority's mission 2 ; Having regard to the Authority's Management Board Recommendations arising from the external evaluation of EFSA, and in particular priority action area No 1 on the development of active networking and stronger cooperation with the Member States; Having regard to the Declaration of intent of Members of the Advisory Forum concerning enhancement of the exchange of scientific information amongst Members and EFSA, signed on 29 September 2006; Having regard to the Strategy for Cooperation and Networking endorsed by the Management Board on 19 December ; Whereas a close collaboration between the Authority and the national authorities in the Member States is a prerequisite for the European food and feed system to operate effectively; I OJ L 31, , p.l Z OJ L 379 of , p. 64 " ib/efsaladvisoryjorum/adv_meetingslac20th_meeting. 2 Whereas the Advisory Forum is instrumental In Authority and authorities in the Member States: fostering cooperation between the Whereas the establishment of focal points would facilitate the role of the Advisory Fonun members which would best be managed through the activities of focal points in each Member State; Whereas financial support may be provided by the Authority to national authorities in order to lacilitate the work of the fbcal points subject to monitoring of performance and output; I-lAVE AGREED ON THE FOLLOWING Article I -Identification of Foe~11 Point The Segretariato nazionale della valutazione del rischio della catena alimcntare hereby identifies the Istituto superiore di sanita as Focal Point in Italy in technical and scientific matters. Arlicle 2 - Role add Tasks of Focal Point 1. The role of the Focal Point is to act as a collaborative centre in Italy with primary responsibility to support the italian representative of the Advisory Forum 10 gathering data and transferring infonnation through the Segretariato nazionale della valut3zione del rischio della catena alimenlare between EFSA and relevant bodies in Italy. which include risk managers, national authorities, stakeholders and research institutes in the fields of risk assessments on food and feed safety, an.imal and plant health, animal welfare and nutrition, and in communications in these areas. 2. TIle tasks for the Focal Point in supporting the Advisory Forum member of Italy shall be as follows: a) Ensure the exchange of information on : The development of important risk assessment initiatives 10 Italy and III EFSA, Results of relevant scientific research projects; Ongoing risk assessments and opinions under preparation; Issues that may give rise to potential divergences of opinions between Italy and EFSA Ensure close cooperation as far as appropriate on the preparation of EFSA's and Segretariato nazionale della valutazione del rischio della catena alimentare's Work Programmes; Requests for specific infonnation.

3 b) Provide advice on : Scientific actions of common interest that could be undertaken within the network. in particular in the framework of Article 36 Review or proposals for new designations for updates of the list of competent organisations in Italy (Article 36 List) Assignment of tasks to Competent Organisations on the List; Monitor progress and perfonnance of scientific work undertaken by Italian organisations on the list; The development and maintenance of databases of scientific experts and research organisations in Italy that could assist EFSA and the national authorities in conducting collaborative work in support of risk assessments in the area of food and feed safety; Roster of national experts; Requests to national experts. c) Provide support on : Disseminating materials concerning EFSA within haly Organising and co-ordinating in Italy the exchange of information and documentation concerning scientific activities of relevance to EFSA; Providing an interface between EFSA and national level stakeholders, in cooperation with the Segretariato nazionale della valutazione del rischio della catena alimentare Raise EFSA's visibility in Italy. 3. These tasks remain without prejudice to responsibilities the Focal Point or relevant organisations concerned may have at national level. Article 3 - Financial supllorl EFSA undertakes to pay to Segretariato nazionale della valutazione del rischio della catena alimentare a sum of in order to provide necessary resources to facilitate the conduct ofthe activities ofthe Istitllto superiore di sanita. Article 4 - Reporting The Focal Points shall provide regular reports to the member of the Advisory Form of Italy on the implementation of this Agreement. No later than one month prior to expiry of this Agreement, the Focal Point shall provide EFSA with a detailed report on the key activities performed under the Agreement together with an account of past and ongoing initiatives undertaken for its implementation. Where relevant, the report shall include a statement of resources - both human and financial - used in the implementation of the Agreement.
