INTRODUCTION: The country s asset including infrastructure has been destroyed due to the long running conflicts, poverty still to continue and the country let to become host mass destruction of public and private sectors, chaotic, human right abuses, weak administration and less rule of law and the poor and misery communities across the country. These prolonged civil conflicts in Afghanistan have fostered a lost generation who has less experience of a kind of effective Government and poor access to basic social services particularly education and employment opportunities. The most victims of the war amongst youth, women and children therefore, to enable all Afghan community to make choices about the way that they want their country to be governed and lead prosperous future So in respond to this the Humanitarian Organization for Advocacy and Development (HOAD) came to existence by indigenous professionals to help reinvent,restructure and reconstruct the Afghanistan with integrated approaches of advocacy of human rights, humanitarian issues, agricultural growth, community development and Capacity Buildings, CPIs with action research which based on participatory approach by all the levels of the community on their priorities for the future through HOAD. HOAD is aimed to tackle the humanitarian crisis and also develops community basic social services needs and creates employment opportunities and income generation projects for the youth, women, disables and poor rural community to reduce the level of poverty and contribute national development goals. HOAD also provides training, researches and capacity buildings to local authorities and civil society in supporting good governance with in the local authorities and community initiatives and advocacy protection for all human being to create positive environment and develop society, socially and economically. 4

BACKGROUND: HOAD is a voluntary non-political, non-profitable humanitarian organization primarily established in 2003 as a society to respond the need for Afghan people in order to sustained, strengthen and promote peace & tolerance culture, advocate human rights, tackle humanitarian issues and facilitate good governance initiatives. HOAD is managed by independent non-partisan indigenous as well expatriate professionals whom have been experiencing practically & technically on various fields of capacity buildings of humanitarian sectors and community development in the region. 4. PURPOSE: As indigenous professionals on humanitarian sectors and capacity buildings, it was felt that there was a need for platform to act as a bridge between the suffering and desperate local communities and the UN agencies, International organizations, Afghan government, well wishers and charities that are willing to help the Afghan people. This was the philosophy behind the establishment of HOAD. 5. VISION: Life of freedom and dignity to everyone regardless of race, ethnicity and sex, free of conflicts, violence and human rights abuses in this human world. 6. MISSION: Working together at all levels of state and society to defeat poverty, human rights abuses, ignorance and reach prosperity, stability and protective life environment in Afghanistan 7. GOAL: Facilitation of free, fair and improved life environment to everyone especially vulnerable segments of society in Afghan Communities to effectively contribute in social and economic development of Afghanistan. 8. HOAD VALUES: Creating Shared Purpose: Ensure the active support of community, CSOs, Government, stakeholders and target groups so they are fully engaged and motivated toward HOAD works and contribute effectively. We do this 5
6 by communicating our purpose in a way that others can understand and that achieves shared goal collectively. Connecting With Others: Finding common ground and build relationships and networking to support organization s strategic goal and objectives. We do this by building trust with community, CSOs, Government, stakeholders and target groups, by paying attention to their concerns and needs, and showing that we understand their interests. Working together: Knowing that, we will achieve more with other people than we can do separately, by sharing goals, expertise and resources to add more value. We do this by agreeing effective and respectful ways of sharing resources, information, expertise and success through network/alliance building. This can generate mutual support, shared benefits and promote interdependence. Shaping the Future: We achieve better business, innovation and growth by using professionalism, knowledge and expertise to create a clear focus on what we want to achieve. We spot opportunities relevant to our target group needs and organization strategic objectives, plan appropriately and create innovative solutions that recognize ambiguity and deliver business benefit. Making It happen: HOAD delivers excellent results, achieve challenging goals and develop its institutional capacity and local leaderships. We do this by setting clear and demanding objectives to deliver what is required for the benefit of target groups with focus on measurable outcomes, while building longer-term capability. Demonstrate standards of excellence and deliver value for money. We measure progress and adapt plans when necessary. Being accountable HOAD is accountable and committed to the target groups, civil society, government and donors when delivering services and demonstrates resilience and determination. HOAD and its stakeholders are responsible for delivering goals in line with the shared purpose of the target groups, civil society, government and donors. THE HOAD PRIMARY FOCUSES ARE: Humanitarian Assistance Advocacy- Human rights/women rights/child protection Capacity building training on Good Governance, Leadership, Conflict resolution and Civic Education. Promoting Rule of Law, Peace-building and good governance Agricultural infrastructure and livestock Vocational skills trainings and create employment opportunities Community based projects for community development Rural economy and home based industry socialization 11. STRATEGIC OBJECTIVES: To advocate and engage with Legislatives, SCOs and Government to promote rule of law and protect the basic Human rights especially for vulnerable groups of society ( women, youth, children & People with disabilities) To initiate civic engagement and education programs to strengthen civil society role in democracy, good governance, tranparency and accoutability practices through non-violent and participatory approach To ensure women and youth participation in social and economic development through development of their leadership skills and engagement in decision making process. To build institutional capacity of HOAD to deliver on and achieve it mission. 7

HOAD GOVERNANCE: HOAD has defined structure including General Assembly, Board of Directors and Executive Committee. The structure determines chain of command and hierarchy of responsibility within HOAD. The General Assembly is the highest decision making organ approving policies and reviewing achievement and plans. The Board of Directors (B.O.D) is the planning and policy making body of the organization which controlling and approving the all activities by the Executive Committee. The Executive Director is the head of executive committee that is responsible for the implementation of the programs and daily management activities. Expatriate advisor to support ED on key technical aspect of HOAD program. HOAD has access for all skilled and experienced professionals who have capacity and competent to involve all the desired activities that promotes the Goal and objectives of the Institution. The HR department periodically review their activities to appraise and provide them Human resource development trainings on the job trainings and technical assistance to undertake systematically their duties and responsibilities HOAD has also technical consultants of Engineering, Designing, and Planning etc. 9
