8 Complementarity between PPD at national and local level enable private sector participation in consultations and decision making process (filter, work groups, joint M&E) consistency of proposed reforms (interests of private sector vs. local and national strategic plans) channel up reform to national level (bottom up approach) learning anddevelopment by PPDstakeholders (info, visits) inclusive M&E system (reforms and PPD stakeholders) ratification of national reforms and centralized monitoring of implementation at local level (top down approach).
