3 1 ST INTERNATIONAL MEETING OF OTREMED PROJECT/ BOLOGNA MORNING After registration of the participants and greetings from the Emilia-Romagna region, organizer of the event, the project s Lead Partner, Antonio Clemente Garcia (Murcia Region, Spain) presented the Otremed project objectives and actions. Following this, Ivana Sacco (Ministry of Economic Development, Department for Economic Development and Cohesion) introduced us to the future of European co-operation: in other words, post-2013 European cooperation, and outlined the new procedures and content currently under discussion. Afterwards Ivan Curzolo (SEE Joint Technical Secretariat-Head of Unit Project development and management) depicted the experience of territorial cooperation in the Danube area: strengths and weaknesses, projects of excellence (eg ADC). Finally, Stavrianna Kaisari (Independent Research Executive Environment and Sustainable Development), analyzed what she believes to be the priorities for action for sustainable local development in the Mediterranean basin. 4 AFTERNOON PUBLIC ROUND- TABLE Participating in the Roundtable are the speakers from the morning- Ivana Sacco, Ivan Curzolo, Stavrianna Kaisari and Antonio Clemente Garcia - and in addition: Audrey Seon (Mediterranean Institute, France), Vicky Primhak (ERVET), Paolo Mattiussi (Emilia-Romagna Region / Department for Territorial Planning and Mountain Development), Lodovico Gherardi ( Emilia-Romagna Region / Otremed Steering Committee Representative), Andrea Scianna and Giovanni Salemi (Sicily Region), Luc Bonnard (BIC Lazio Region), Elena Farnè (Otremed project consultant/ Emilia-Romagna Region). The round table is introduced and moderated by Prof. Roberto Camagni (Urban Economist / Milan Polytechnic); The public is urged to participate in presentations with both questions and/or specific considerations. The MED Programme support transnational cooperation projects in the Mediterranean area to increase the competitiveness and the attractiveness of Mediterranean space, creating jobs and exploiting its natural and cultural assets and its role of connection with extra EU States in the Mediterranean. Starting from this preliminary remark, 3 key questions are posed to the participants on the future of the Mediterranean. The three questions are the result of ad hoc survey work performed in the territory of Emilia Romagna, by administering a questionnaire to the provinces and major municipalities, focused on the same issues as the Seminar: the 3 key Round Table questions grew from the answers to the questionnaire. Prof. Camagni introduces the work with a premise: the MED area, being extremely varied, requires time and effort in order to be gradually integrated in the best way. For this to happen, the European scenarios must be updated. Action must be taken at the provincial level (NUTS 3), shared policies identified for the so-called Arco Latino (Latin Arc) (from Gibraltar to Sicily) which do not come from the top, but are integrated as, for example, the technopoles of skills, but also the Platforms of knowledge, identity and infrastructure, both within the Arco Latino and externally. On different topics, different spheres of cooperation are probably preferable. In brief, Camagni emphasizes, the real challenge now appears to be the integration of the Med space. 4 NEWSLETTER 01 / MEDITERRANEAN AREA AND EUROPE 2020

6 1 QUESTION / GEOGRAPHY AND TERRITORIES On the base of the experiences of the last years we ask: concerning geography and the involvement of territories, does MED space work? In your opinion, which are their development perspective in the next European programming period? Taking into consideration the three objectives of Europe 2020 (smart, sustainable and inclusive growth): the actual configuration of MED space makes sense or should be reshaped, for example fractionating the space or enlarging the space to the south land side? Antonio Clemente Garcia Roberto Camagni Andrea Scianna It s important to join forces because the Med space has its own identity and its own shape, its unique culture, but its true potential has not yet been expressed. There is no real form of integration even at the structural level. Think, for example, of goods transport systems: they no doubt need to be completed and improved starting by strengthening the ports. In terms of transport and trade in the Mediterranean there is no real integration, but there is great potential for development. That said, however, it is important to focus on reciprocities, in other words what we represent and what we can offer the whole of Europe from a cultural point of view, but also in terms of identity: a common history, a way of being... for example through tourism, which despite its seasonal nature, can become a useful tool to disseminate and promote the culture of Mediterranean Europe (giving real added value to the EU itself). In terms of tourism, however, there are also problems. In some coastal areas the phenomenon of the tourist season (and in other areas of immigration from the south shore) generate large variations in population density that absolutely must be addressed. In conclusion: we need to focus on the common core of this Mediterranean shared cultural identity, as well as the specific features of each territory, and target actions, accordingly. Reciprocity between the north and south shores of the Mediterranean is an important issue which opens up opportunities and challenges. For example, on tourism, there are different seasons that enable synergies, while on issues such as trade in agricultural products there is definitely competition. Safety, transport, mobility, these are the priorities for the Med area. However, problems remain regarding operational safety if we include North Africa: this is why today we tend to deal only with the Latin Arc. Anyways we have to consider the issue of enlargement and we must be ready to respond to the change in perspective, maybe in a few years. The European Med space highlights a problem with transport, or a big gap between the Mediterranean 6 NEWSLETTER 01 / MEDITERRANEAN AREA AND EUROPE 2020
7 and the inland areas of central EU: to have a consistent and efficient rail network for the whole EU is very difficult, at least in the short term (it requires a great deal of time). For example, for the Med coastal regions, what does not work may function for the central and northern EU, look at high-speed. Here it is perhaps more appropriate to strengthen the sea and air connections and the infrastructure (especially low-cost connections) to allow easier movement of people and goods. In short, we are seeking, and it is important to focus on, what is strategic for the Med space and it is probably something different from what is strategic for Central and Northern EU: areas that are structurally and orographically different, with different needs, different strategic priorities. Ivan Curzolo Roberto Camagni Elena Farnè First, it is best to understand what we mean when we speak of the Med space: issues common to the entire area or a transnational cooperation space? A Med strategy makes sense if and when there is a common feeling and I think that in the case of the Mediterranean there are the conditions for this to happen (perhaps there are better conditions here than in the Danube where a strategy is already in place), but I also believe that this does not exclude that some issues can be addressed in transnational cooperation, or in more limited areas-spheres (separate strategy from cooperation spheres). I think it is fundamental to start by clarifying the themes to be addressed within a macro-area. We cannot be general-generic we risk unnecessarily wasting resources. All right, perhaps each sub-area should define its own strategy too. I ll make an observation based on the three presentations before mine, starting with a question suggested to me by Professor Camagni s map: does the southern shore of the Mediterranean, that we know so little about, give us so much difficulty that we are not able to represent it with its geographical and territorial boundaries? The Mediterranean area has its unique characteristics, especially as far as history, identity and cultural heritage. For example the cities, which grew up around historical old towns and developed following a dense urban form, are typical of this area (and not other European, Asian or American areas). As an architect, I think we can attempt to link the two North-south shores of the Mediterranean, starting with possible models for the development of sustainable cities, regarding the renovation and development of urban centres, suburbs and landscape qualification, starting to promote this sense the exchange of experiences and projects. In other words, we cannot import models of development and urban regeneration which, while virtuous, do not belong to us, but we must work toward defining new models, ours, the Mediterranean city, respecting its identities, heritages and cultures. 7 OTREMED - TOOL OF TERRITORIAL STRATEGY OF THE MED SPACE
8 Audrey Seon Viki Primhak Roberto Camagni concludes and introduces the second question We ask ourselves what models, what social relationships, what safety... For example, in North Africa (I m thinking of Tunisia) the issues of a territorial nature are very important and the territorial cooperation tools can be a good opportunity: a vehicle to activate/establish fruitful relations, starting with the implementation of integration. Cooperation projects that can therefore still be a valuable tool, direct and with greater participation than financial/economic measures in the strict sense which have already been in place for some time. Then there are some issues that cannot be addressed transversely over the whole area: what tools are available/suitable for addressing these different programs/priorities? While it is true that there are specific physical and cultural aspects to each community area, it is equally true that there is a latent but shared common identity (which dates back to the Arab rulers in southern Europe) on which we could work to build that shared identity characteristic of the whole Med space. Better a vast space than a small one, then specific projects can always be developed for sub-areas. The right question, in my opinion, is whether the MED could function better, and not whether it works. In this respect I believe that the most critical issue is due to the fact that the cooperation is very patchy; it tends to be the same partners always participating on these issues: in other words, there is a lack of real exchange on the results and the critical points that have emerged from various types of measures and this can penalize the outcome of the actions put in place. For the south shore, all types of support are needed, from the IPA and ENPI experiences, the problems that we encounter in the involvement with the southern shore are clear. In conclusion we can say that there are already examples of good practices: in this sense, the Urban program is a model policy for the historical part of the Mediterranean cities. The real problem though is always the success of the results, therefore, how we can work better in the future starting from the differences between different regions is a wide-open challenge. For example, for the IPA countries there are difficulties from a technical point of view and these countries may be involved in a more fruitful way for all. In short, the discussion on the rules is still a central point: clear rules for co-operation, control of these processes, not to mention that enlargement to the countries of the southern Mediterranean could repeat the great advantages derived from enlargement to Eastern European countries. This is an ongoing process on which, however, we must keep a vigilant eye to avoid the risk of missing an opportunity: it is important to understand how to set up the relationships between these macro areas in order to keep them from closing in on themselves within the respective regions and thus risk putting a freeze on possible positive developments. 8 NEWSLETTER 01 / MEDITERRANEAN AREA AND EUROPE 2020
9 2 QUESTION / MANAGEMENT Ivan Curzolo Lodovico Gherardi Andrea Scianna Antonio Clemente Garcia The EU Strategy for Danubian Region is based on the experience and on best practices of the EU Strategy for Baltic region and focus on the effectiveness of synergies at all levels. Taking into consideration these experiences, and the Adriatic-Ionian macroregion that is in elaboration phase: which can be the territorial development scenarios in a wide and complex space as the Mediterranean one? How could dialogue diverse cooperation areas within the MED space? Among the other options could be evaluated the opportunity to establish a unique Mediterranean macroregion or the opportunity to identify some geographic areas characterized by specific themes/priorities within the MED space. The definition of micro and/or macro area should be attached to a topic because there are issues that make sense in respect to some areas and not to others: I speak of the importance of the territory and its needs/ priorities. This means we need to emphasize more strongly the existing link between land area and type of measure we want to put in place to achieve a more successful outcome. In the Danube experience, when it comes to issues related to the river all goes well, but if we change the theme, the same area does not work at all. Substantially, depending on the theme that must be dealt with, the area of reference can change and this may already be allowed by the regulations of the next programming. Why does one build a macro area? Probably to define common strategies on the basis of common problems: I could see the Med space for the future not only as a maritime space. It is best that macro areas and cooperation spaces do not coincide. Perhaps it makes more sense to allow for overlaps on various topics regarding macro areas. It is also important to remember that the questions should not be seen only as limited to an area, but must be interpreted in terms beyond relationship, in other words, communication not only to integrate the MED space into it, but also as a key tool for establishing North-South relations: to and from the Mediterranean but also to and from the rest of Europe. There may be strategies diversified by areas, but also strategies common to the entire area, because the Euro-Med space needs to develop common strategies, strategies that find interest in the rest of Europe (for example, the development of a multimedia navigator of archaeological sites could be a useful tool for visitors throughout the Med area). I think the important thing for the Mediterranean is to understand the fundamental elements that can be used as leverage to give shape and development. In this sense, the Resorts are a negative thing, since they are the same all over the world and there is no characterization of any kind (the only thing that is 9 OTREMED - TOOL OF TERRITORIAL STRATEGY OF THE MED SPACE
10 requested and offered is the sun). It s also important to ask what kind of tourism we want to implement; what do we have to offer in this regard? Maybe not compete with the advanced technologies of northern Europe or heavy industry, but we have specific potential and features ranging from history to archaeology and landscape, and in terms of agricultural products we have much to offer (and this type of analysis can be added to the subject of transport and its development). In essence, we must ask ourselves what we can bring to the rest of the world. Roberto Camagni Paolo Mattiussi Ivana Sacco In this sense we must pay attention to the possible ambiguities that may result: in fact, from strong initial objectives one risks moving toward big business, namely: investment vehicles that have nothing to do with the initial remark, such as the aforementioned Resort phenomenon, which ends up standardizing rather than characterizing a given area. I would like to highlight some problematic aspects when we talk, for example, about cultural heritage. In fact, we do not have comparable instruments: for example, the stars of travel guides on various places do not have the same weight everywhere. They should be comparable throughout the territory to be really a good tool, usable and useful to the development of tourism. This means we need to find a means of preserving the special coding to represent the comparability of the various services offered (such as the Hotel: a 3 star hotel must offer the same services everywhere, which to date is not always guaranteed). Speaking of competitiveness and development for our area, there is the issue of the SMEs, which also must be addressed in a regional perspective: we have SMEs that are not always able to use coded tools/languages here because it becomes important to enhance the specificity, its territorial capital, making it an added value to offer to Europe (think of our sectors of fashion, footwear... etc.). The risk closing in on themselves, but it is also true that caution is required in the involvement of the southern shore (for example, we have not yet been able to engage Turkey). It is also true that there is a cultural identity which can be used as leverage, speaking of the Med space, but there is still no common economic integration. You can think of integrating through transport, but transports of goods and people go to the strongest economic areas so this should also be done toward Northern Europe, and taking the global flows into consideration (not closing oneself into a Med area logic whether it s a macro region or cooperation space). From the point of view of innovation, there should be reinforcement of all practices that enable the creation of skills, know-how, the exchange of experiences, research and integration of economic and entrepreneurial activities (synergies and development): only in this way can innovation become a base for 10 NEWSLETTER 01 / MEDITERRANEAN AREA AND EUROPE 2020

To do this, it may be important to involve non-state players (because those realities have the greatest difficulties perhaps) such as associations, NGOs, etc... For the Balkans, attempts have already been made to involve non-state players and it is difficult. It requires a long process of rapprochement and experience that is not at all easy. Question for Curzolo: Are there also private players (large firms, etc...) involved in the Danube Strategy? I must say that talking about best practices, the Danube strategy was a good example that has seen, as a winning practice, the real involvement of the stakeholders together, however, at the political level of government. Indeed the involvement of the political levels of government creates a domino effect involving all key players in the territory: it is therefore important to involve the level of government to have a greater chance of success. 11 OTREMED - TOOL OF TERRITORIAL STRATEGY OF THE MED SPACE
12 3 QUESTION / TOPICS AND PRIORITIES Roberto Camagni contribution from the public Ivan Curzolo Otremed analysis and a research among Provinces and Municipalities of Emilia-Romagna Region suggest some themes to be tackled, such as: 1. immigration; 2. agriculture (both productive and environmental aspects); 3. accessibility (infrastructures, transports, mobility); 4. protection and valorisation of cultural, landscape and environmental resources; 5. energy efficiency and energy production by renewable resources; 6. enterprises competitiveness, innovation; In your opinion, to achieve the Europe 2020 objectives, on which priority actions the future MED space should focus? Is it advisable that priority actions can be transversal to the objectives of smart, sustainable and inclusive growth? Is still useful to characterized the MED Programme as Maritime cooperation programme? In view of future programming period: which themes should be confirmed/added/removed, and how should be organized the projects activities to match the three objectives of Europe 2020? Introducing the last question, it summarizes the recommendations that emerged in terms of actions and priorities for the future: nature, culture, tourism, strategies for historic town centres (attention to landscape architecture and its liveability), but also attention to the problems of innovation related to the particular characteristics of the SMEs, with everything that follows, also from a standpoint of what would be the appropriate means to foster the growth of such a manufacturing base. In short, it is important to have an approach that starts by identifying the real needs. If the politicians don t report the results of the project to the citizens, they will never be involved. The political part incorporates only if the results are communicated. There needs to be more communication. A major difficulty is being able to effectively communicate to the public what we do: we must therefore think about possible useful communication tools to disseminate the results to the widest possible audience. On actions to be put in place, there are various issues from innovation to hydrogeological management, but also in terms of production activities, aiming at the development of traditional industries towards a more widespread socialization with technology. In short, it is necessary to act consistently, focus on needs and potential, deal with the resources that are available and be careful which indicators are chosen: this is to define concrete and practical strategies with 12 NEWSLETTER 01 / MEDITERRANEAN AREA AND EUROPE 2020
13 a reasonable degree of possibility of success (which is always the goal to be pursued). Italy has always had a tradition of low participation, but now there is a strong demand for participation at all levels which would be important to consider. Participation is important, but it is not easy to practice. There are communication problems with the nontechnical public, relationship problems and sometimes issues related to the lack of mutual respect between the involved parties. The Emilia-Romagna Region in the period has done more projects than any other institution in Europe, but nobody noticed, I think because they were not tied to a local development strategy. In order to acquire visibility, these projects must be the pieces of an overall strategy, otherwise there is the risk that, if they are an aim unto themselves, they do not produce significant and lasting results. Antonio Clemente: participation is a complex issue. It has many aspects. We also lack a culture of participatory democracy. There is still no culture of representative democracy and people often end up participating only when the issues at stake are personal. Participation is a sensitive issue. There needs to be greater transparency, information and clear rules on how, when and who participates. In our own discussions various words were used - albeit naively and certainly with the best intentions - to define participation not as an action of conviction from on high but of involvement from below. Participation is a great opportunity - for example for me as a designer - to learn the needs of the population of a district. It is my job to not only listen to that need, but also interpret it so that the project will improve the quality of life in the area. The inhabitants are experts in their neighbourhood, we must learn to listen and to use the many techniques available to us to increase opportunities for dialogue and avoid the mistakes of the past. As professionals we have a great responsibility and we should start to ask more critical questions, both with respect to mere economic laws of the construction market, and respect for the same directors and clients. Lists the main issues that emerged during the debate and highlighted during the presentation: Innovation (in the broad sense) is the first priority because it is the only element that can fill the gaps. 13 OTREMED - TOOL OF TERRITORIAL STRATEGY OF THE MED SPACE

The focus on this is not great enough for the problem we face (water on the coast, etc...). Stavrianna Kaisari: the water issue is critical because, in addition to the hydrogeological question, it intersects with many other issues. Industry and manufacturing must also work to identify potential themes along the way that can be developed and implemented, such as, for example, those relating to the so-called niche areas. Tourism in the broad sense as a productive sector. Innovating, eliminating the digital divide to make the most of the cultural heritage. It is essential that we give it the system that we also have for tourism (for example, more wifi connections throughout the area, etc...) The importance of being pragmatic. It will be necessary to make choices and to support some actions rather than others, because at best public funds will not be increased. 15 CONCLUSION / Mediterranean area and Europe 2020: suggestions and resources for the future of territorial cooperation Roberto Camagni To draw a conclusion on the evidence that has emerged from this afternoon, we can say that the Med area is characterized by potential synergies but also by problems of integration with the Southern Med, that has however surprised us with the ability to overthrow regimes that seemed eternal, and this bodes well for the future vitality and desire for a positive leading role in this area. We should therefore encourage transformation and modernization, insisting particularly on improving infrastructure in parallel to the opening of trade relations. The Med is a sufficiently homogeneous area, but special attention should be paid to the specificity of the southern Mediterranean, and we need to work toward integration with all of Europe (not just Mediterranean Europe) if we want lasting results in the long run. Furthermore, it seemed essential (especially in this time of crisis) to look at actions regarding: 1. promoting employment and developing the entire production chain: for example, in the case of archaeology; 2. promoting the innovation of craft industries; 3. developing existing skills; 4. developing green energy; Again on tourism: sector typical of this area that should be seen as a supply chain that encompasses various sectors (culture, health, food, etc....) and with this diversity of content and possibilities, should be encouraged and promoted. But in order to formulate concrete proposals for action, it is important to think about the governance of this cooperation: it requires clear rules and protocols that avoid the waste of resources (both economic and human), but also rules to ensure the quality of projects, taking care with places, from specificity to participation, which together with communication become the key to the success of any action. Moreover, in this context, a basic value is taken on with the culture of participation, which is needed to drive communication, participation and cooperation to become a whole, based on trust and mutual respect: this is the starting point for any successful project. 15 OTREMED - TOOL OF TERRITORIAL STRATEGY OF THE MED SPACE
16 OTREMED OTREMED / TOOL FOR THE TERRITORIAL STRATEGY OF THE MED SPACE Otremed is a Project afferent to the Med EU Programme. Otremed is addressed to public bodies with competence in spatial planning in order to provide a tool to facilitate decision making for territorial governance, consistent with the structure and the dynamics associated with uniqueness of the Mediterranean Area. OTREMED s objective is to develop a spatial planning tool aiming at improving MED space competitiveness focusing on aspects such as the coordination of land use between bordering regions, the management of population concentration on coastlines, the valorisation of the landscape, the adaptation to both climate change effects and to the migratory flows coming from Southern Mediterranean areas, and the development and structuring of tourism. Communication activities will also facilitate the dissemination of the project results. To reach the project aims, OTREMED partners will carry out a series of activities based on three axes: capitalisation, updating and development of previous works; development of a territorial analysis tool; experimentation of this tool, test and application in three different territories.
