5 residents in Emilia-Romagna ( ) (F 51,6%; M 48,4%) represent the 7,3% of the total national population (around inhabitants). The presence in E-R of residents with migrant background ( ) over around regularly resident in the national territory (the 8,3% of the Italian population) means that the 10,6% of the foreigners living in Italy are in Emilia-Romagna. The growth is very fast. In comparison to the entire regional population the presence of migrants is: 1/1/1997 below 2% 1/1/ % 1/1/ %

8 Settlement indicators Long-term residents rose from ( EU 25) to (2008 EU 27) to ( ) Persons under 18 of foreign origins has risen from 5,2% of total youth in ER (2000) to 15,6% (2010) to 17,4 (2015) Children born to both foreign parents represent 24% of the overall births; Foreign students increased, from pupils in the academic year 1999/2000 to of the a.y. 2008/09 to (15,5% of the total school population)

9 Data on employment In E-R, 10,6% of all migrants residing in Italy employees of foreign origin 20% of the total employees in the E-R Sectors: industry (20,4%), agriculture (11,4%), hotels/restaurants (11%), business support services (10,7%), domestic employment (9,7%), constructions (8,5%), trade (7,1%) individual enterprises with a foreign holder 8,8% of the total active businesses

10 The Italian legal framework on migration issues shares the responsibility among three main subjects National Government, in charge of the issues related to: conditions for access and permance [including the right to access to the national health system and school attendance (6-15 y.o.) asylum seekers (only in the context of the SPRAR project, in partnership with Local Authorities, for social assistance and integration issues) The Regional Governments can: legislate in the matter of social services, assistance policies and integration. be responsible for defining strategies & policies for integration, to be implemented by local authorities build a coherent plan of actions The Local Authorities organise social policies and implement social and integration policies (housing, social service, education, etc.)

13 The first organic regional law for integration approved in Italy that carries out a deep reform of the whole regional law system on integratio issues with the following objectives: guaranteeing equality of rights and duties; universal access to the welfare system; strengthening dialogue and respect for diversity; contrasting racism & xenophobia; promoting the participation to public and political life with the final aim of fostering the right to vote for migrants

Existing apps are mostly in English and target children Need for a specific app to learn Italian language for illiterate adults Inspired by the experimental use of tablets with illiterate/low educated learners carried out in collaboration between CTPs in Emilia-Romagna and Piemonte (Tabula project) Words selected according to Common EU Framework of Reference for Languages (pre A1, A1) CONTENTS 150 pages; 140 words&images; 700 registered sounds ; 20 MB in total

Main project for the development of digital literacy and competences under the digital agenda of Emilia Romagna Region known as PiTER (Piano Telematico Emilia Romagna) Started as a pilot initiative in 2009 and later continued as a large-scale project over 12,000 people had been reached in September 2014 New phase PeI began a new phase and is included the Regional Digital Agenda Set-up of a permanent distributed system to support digital competence development of Adults in ER and greater focus on vulnerable groups such as immigrants, unemployed, people with disabilities INFO

27 Quoting Robert Putnam (bowling alone) and his concept of social capital. He observed that, at first, immigration is a factor of weakness in the solidarity ties of the society (because of ignorance, fear, lose of the sense of identity and so on) but in a second moment, if the policies of integration are successful, immigration has a big role to play in increasing the social capital itself.
