No. : 1770 Fax : Website : cbeuco@gmail.com cbeuco@dataone.in Phone : Circular No. : 11/2014 Index : X (OGC)/CO 5 August, 2014 Dear Comrade, DECISIONS OF THE IV CENTRAL COMMITTEE MEETING HELD AT SHIMLA ON 29 th & 30 th July 2014 The V Central Committee of our Union met on 29 th & 30 th of July, 2014 at Shimla, the Hill Capital of Himachal Pradesh. The Central Committee met in the back drop of our industry facing multiple challenges in the form of increasing NPAs on the one side and the dangers of privatization of the industry through the retrograde recommendations of P J Nayak Committee on the other, besides our own struggles for achieving a decent wage revision through X Bipartite negotiations. The Central Committee Meeting was presided over by Com G V Sambasiva Rao, our President. Com D D Rustagi, General Secretary extended a warm welcome to Com C H Venkatachalam, General Secretary, AIBEA and all the office bearers and CC Members participating in the V Central Committee Meeting. The minutes of the IV Central Committee meeting held at Guwahati on 4 th & 5 th September, 2013 was placed by Com C.S.Venugopal, Deputy General Secretary for approval. The house unanimously approved the same. Com C H Venkatachalam, General Secretary, AIBEA, in his address explained in detail the present situation prevailing in the country after the recently concluded general elections. He said that though there is change of guard in the helm of affairs at the Government, there is no change in the pattern of governance and that as usual and as anticipated, the antiworkers and anti-common man policies of the erstwhile UPA II government continues. He further said that there is every chance for adverse change in policies which will further deteriorate the cause of the workers. 1

2 On highlighting the changes in the present day parliamentary setup and the elected parliamentarians, he said that in comparison to the 14 th Loksabha during 2004 there were 33% crorepatis with a net worth of Rs. 2 cr. per individual parliamentarian and today in the 16 th Loksabha it is with 82% crorepatis with an increased net worth of Rs. 15 cr. per individual parliamentarian. Hence the outlook of the parliament has slowly and steadily changed to favour the haves and not the have nots. He further said that the present Loksabha is of the corporate, by the corporate and for the corporate indicating the growing contradiction in the society. Thus it is for the organized workers though small in number through the working class organizations, has got a greater responsibility to bring about a change in the attitude of governance in considering and conceding our demands through struggles and struggles alone. The responsibility vested on us is very high. On the one side we need to protect the Banking industry from being swindled and ruined through the malice of NPAs by the corporate and on the other hand we have to resist the Government trying to push through their agenda of privatizing the industry and handing over the same to the very same corporate through the retrograde recommendations of P J Nayak Committee. We have no other alternative but to fight this retrograde move for our own sustenance and to maintain the public sector character of the industry to which it belongs. He said that AIBEA, like in the past has unleashed this patriotic task in full vigour and he was confident that members of Canara Bank Employees Union who are a major contingent of AIBEA will be the valiant soldiers in the forefront in this task and would set an example to all by adhering all the organisation calls with zeal and zest. Explaining on the present position of X Bipartite negotiations, he said that the IBA was not coming forward with acceptable proposals to enable early conclusion of the negotiations. The IBA s present offer of increase of Rs. 3,465 crores on cost of payslip components is quite inadequate and needs to be further improved for reaching a mutually agreeable quantum. He also expressed that UFBU s position of minimum 25% increase should be reviewed to pave the way for further negotiations and that UFBU should adopt a practical and realistic approach in order to clinch the Settlement in a successful manner benefitting the employees and officers. He expressed concern over the undue delay in finalising the Settlement which is causing restlessness amongst the membership. He said that in this regard the Central Committee and General Council of AIBEA would meet at Kolkata on 3 rd and 4 th August, 2014 to take stock of the situation and decide further course of actions including agitation programmes independently by AIBEA including strike actions, if warranted, to achieve the Settlement. He further stressed that more co-ordinated movement of officer s and workmen 2

3 unity under the banner of AIBEA and AIBOA is the need of the hour for meeting all the attacks and challenges that dare us. He said that it is the responsibility of Bank wise workmen organizations under the banner of AIBEA to strengthen AIBOA units in their respective Banks so that we could achieve the vision of one union in one industry as envisaged by our predecessors. He congratulated CBEU and CBOU for moving in this direction. Com Prem Verma, General Secretary, Himachal Pradesh Bank Employees Federation expressed happiness over the conduct of the Central Committee in Shimla and said that Canara comrades are always in the forefront in all the activities of the Federation in the State. Com.M.A.Srinivasan, General Secretary, Canara Bank Officers Union, in his address expressed concern over the manner in which the industry is moving and in particular with that of the mergers and privatization moves of the government under the guise of P J Nayak Committee recommendations. He thanked Com C H Venkatachalam, General Secretary of AIBEA for all the initiatives at the apex level for strengthening AIBOA at the industry level and our General Secretary Com D D Rustagi in our Bank. He hailed the patriotic struggles unleashed by AIBEA against the ills in the Banking industry and said that AIBOA and CBOU would be a proud partner by associating in all the programmes of AIBEA in this regard. He highlighted the current issues confronting the officers community in our bank. He expressed happiness over the highest order of co-ordination at the apex level and its reflections down the line. He said that it is only the collective efforts of the joint movement that would bring in long lasting solution for the goodness of the Institution and its workforce. He sought the assistance of all the State committees in enrolling membership to CBOU and to further strengthen it. Com.D.D.Rustagi, General Secretary reported the various organizational activities undertaken during the period under review and appraised the CC about the developments on the various issues focused during the last Central Committee. He reported that on the issue of conversion of left over PTEs as HKPs and on other issues related to HKPs it was discussed and decided in small committee and a solution was arrived at through a historic settlement on 24 th January, He further said that the organization is still continuing its efforts to arrive at a solution on a few of the left over cases. He informed the house that this year too the recruitment process is going on in two phases and congratulated all the State committees for their exemplary role in enrolling all the new entrants into our fold in the first phase on 14 th July, He was confident that the same would be ensured during the second phase on 4 th August,

4 He reported the house that the democratic process of conducting all the 22 State conferences have been completed as per schedule and that the congregation of more than 50% of our country wide membership was a part in the process. He expressed happiness over the blend of new and old membership participation in all the conferences and also in participation in all the other activities including that of augumenting the resources for the Union. On our Institution, Com General Secretary expressed satisfaction over the positive trends in the Bank s growth trajectory. However he emphasised that everyone should play their due role effectively to improve the business more particularly in the area of core deposits, Especially CASA and retail lending which are the two strong areas that could build up a strong base for the future. On the organisational front, Com General Secretary explained in detail our activities from Guwahati CC till date. He congratulated all the State committees for their overwhelming participation in the Parliament Morcha and said that we recorded the maximum participation in the programme. He also expressed satisfaction over the whole hearted participation of our membership in all the action programmes during the period by adhering to the calls of UFBU/AIBEA. While reiterating his happiness over the enrollment of almost the entire new recruits as members in our union, he stressed the need for strengthening the organization more by enrolling the existing non members in our fold wherever there is scope. He also expressed the need to strengthen officers union by enrolling our promotee comrades in CBOU to have an effective co-ordinated movement in the bank. On cadre building he stressed the need that every State Committee should give more thrust in this area by conducting more trade union camps for youngsters who have joined the bank recently. He also exhorted to activate and involve the women comrades in all our activities through women s council and by conducting women s convention in every state. Then Com D D Rustagi, presented the draft General Secretary report before the house for analysis, suggestions and approval for presentation of the same to the 24 th General Body meeting to be held at Lucknow from 11 th to 13 th September, The house after deliberations approved the report unanimously. 24th All India Conference: Com Dr V K Singh, Deputy General Secretary informed the house about the elaborate preparations being made for the 24 th All India Conference of our Union at Lucknow from 11 th to 13 th September, He welcomed all the delegates to Lucknow and said that as the host, UP State Committee is eagerly waiting to extend the hospitality to all the comrades attending the conference. 4

5 Then Com G V Sambasiva Rao, President moved a resolution to extend honorary membership to Com D D Rustagi who is retiring from the services of the Bank on 31 st August, 2014 on superannuation. The house whole heartedly approved the proposal of the president unanimously. Then the house extended warm felicitations to Com Mohamed Naim, Vice President, Com. Subash Naik Jorge, Assistant Secretary, and Com Vijay Prakash, Assistant Secretary who retired from the services of the bank on superannuation during the period. The CC acknowledged and placed on record their valuable services. Accepting the felicitations Com Subash Naik Jorge and Com Vijay Prakash recollected the past and expressed the happiness over the present position of the organization which they endeared all along. Comrades, Lucknow beckons us, once again to repeat the democratic process of holding our 24 th All India Conference which will be yet another milestone in the annals of our organization CBEU. We are confident that the conference would revitalize and reverberate the organization in its onward march. With more and more of young blood infused in the system we are sure that the coming days would bubble with more vigour and energy. The perfect blend of the senior comrades and the youth who have joined us in the mainstream should definitely increase our commitment towards the organization and its causes.
