3 2007 ACTIVITIES I.23/2007 JORDAN, DICEMBER 2007 UNAMI: Pilot training on registration procedures Aim: Description of the Activity: a selected number of participants of the review workshop will conduct a training on registration procedures testing the material they have previously prepared. The Scuola staff will assist externally the IHEC team. The objective is to start delegating responsibilities directly to IHEC staff boosting in this way the sense of ownership. The project is divided in three phases (Pre-electoral, electoral and post-electoral) and it is carried out in a few baladiyas (local community). Academic personnel along with university students perform data acquisition through survey s and interviews (parties, ONGs and Media are also involved). A final report will be published in French and Arabic. I.10/2007 Pisa, (Italy), 5-13 july 2007 lavorare in paesi difficili: conoscenze e strumenti per chi opera all estero Working in difficult countries: knowledge and practical tools for operators abroad Aim: the course was held in Pisa from the 5 th to the 13 th July 2007; it was mainly designed for all those professionals who regardless of their mandate operate in hostile environments: technicians, journalists, first aid staff, NGO personnel, volunteers. Aim of the course is to provide them with the basic training, legal framework, and preventive measures in order to be able to face and to respond to possible threats to their safety. 7 I.9/2007 Pisa, (Italy) 2-14 july 2007 summer school: the civilian personnel of peacekeeping and Peacebuilding operations Aim: the summer school is intended to respond to this need. Aim of the course is to train a limited number of participants for some of the tasks usually assigned to the civilian component of peacekeeping operations and Peacebuilding missions focusing specifically on the activities related to Human Rights protection and promotion an Electoral assistance an obsorvation. Objective of course: to improve participants skills in communicating international development cooperation. The participants were 15 IECI Staff from Governatorate and HQ. Objectives of Course: Understand th ekey elements and steps of a voter outreach campaign; being able to build a coalition, design a message, develop a plan and develop a voter education strategy; develop a voter education campaign in view of the coming Governatorate elections. The participants were 10 IECI Staff (9 out 10 had already participated to the I edition of the DB&GIS workshop held in June. Objectives of Course: to provide advanced training in the use of GIS and Database Systems to participants of the previous Database and Geographical System Workshop; to present and transfer contemporary methos of software and system design that focus on the user level and organizational impact of ICT, with a particular focus on GIS and Database technology; to erform, together with the participants, the initial steps of system design on problems proposed by the participants themselves. The participants were 16 primarily from the procedure and training departmentin Baghdad or training offices at Goveratorate level. Objective of course: to expose participants to the principles of procedures writing; to review the polling and counting procedures handbook used in pas elections; to apply good practice of procedures writing to improve the polling and couting procedures handbook. PARTICIPANTS: 16 Financed by: Italian Ministry of Foreign Affairs I.14/2006 Jordan,, NOVEMBER 2006 UNAMI: Operational Planning and Project Management Training Course AIM: The course was held from 20 to 25 November 2006 for a total of approx. 35 hours of training. The participants were 15 senior IECI managers rapresenting different Departments of the institution. The knowledge among participants of the training was quite varied: some were familiar to at least a few of the management tools of the training others were exposed for the first time to these subjects. The teaching team was composed by two facilitors of the Scuola Superiore Sant Anna, a complex project management expert, a member of the IEAT and the IECI Director of Operations. Their tasks, as members of human rights field operations, range from traditional monitoring, tailored to different rights and beneficiaries, to fact-finding and/or full-scale legal inquiries on alleged human rights abuses. Participants to the Course must have already a basic understanding of international human rights and humanitarian law. Participants: 25. Financed by: European Commision I.11/2006 Accra, Ghana, August 2006 Disarmament,Demobilisation and Reintegration of Ex-Combatants Specialisation Course Aim: to increase the readiness professionalism of African Civilian Personnel participating in peacekeeping as well as other peace support missions in order to enhance their capacity to respond effectively to the complex challenges of post-conflict reconstruction. Aim: the Course is aimed at providing experts with technical and operational skills to strengthen their personal profile in order to operate effectively in crisis situations and adverse environments. English and Italian are the working languages. Participants: 18 primarily Italian nationals. I.9/2006 Pisa, 10 July - 22 July 2006 Training Course: The Civilian Personnel of Peace-keeping and Peace-building Operations Aim: the aim of the Course is to train participants for the tasks usually assigned to the civilian component of peace-keeping and peace-building operations. Some of the subjects covered are international organizations and peace-keeping; education, promotion and observation of human rights; election assistance and 12

13 monitoring; recruitment and legal status of the civilian peace-keeper; civilian and military partnership in PKOs; personal security; mine awareness, stress management; preventive medicine; facilitating/mediating/negotiating skills. English is the working language. Participants: 25 participants I.8/2006 Pisa (Italy) 26 JUNE - 1 JuLY 2006 "Sulla Linea di Fuoco: Strumenti Operativi per Giornalisti in Aree di Crisi" ( In the Line of Fire: Practical Instruments for Journalists in Crisis Areas ) Aim: improve participants skill to act in hostile environments. Through interactive methods topics such as juridical and organizational mechanisms of the international community, conflict analysis techniques, intercultural understanding and stress management will be dealt. Moreover Airborne Brigade Folgore of the Italian Army in Livorno will hold a special Training Session in personal security and safety, including simulation exercise on mine awareness and personal security threats. Participants: max 20 Italian Speaking Journalists I.7/2006 Bruxelles, 1-2 June 2006 EU-UN WORKSHOP International Support To Democratic Transition In Post- Conflict Situations,Towards A Shared EU-UN Approach on Training For Civilian Personnel Working In Field Operations AIM: Civilians play an increasingly important role in peace missions, assuming a leading role in crisis and post-conflict situations by supporting democratisation and the rule of law, by strengthening human rights, and by rebuilding civil societies and viable administrations. One of the major challenges the international community faces however, is the lack of suitably qualified and available personnel for peace missions. Advanced Course Aim: specifically the training strategy has been based on two main actions: the creation of a pool of Iraqi electoral/referendum experts with strong training capacity and able to guarantee the in-country cascade effect necessary to reach large number of personnel in a limited amount of time; the creation of IECI personnel able to promote and coordinate the information and voter education campaigns aimed at the Iraqi voters. The above mentioned actions has been considered as the first steps within the larger process that will conduct to the implementation of the political elections. 17 UNAMI: Training initiatives supporting the 2005 Constitutional Referendum IRAQ Aim: specifically the training strategy has been based on two main actions: the creation of a pool of Iraqi electoral/referendum experts with strong training capacity and able to guarantee the in-country cascade effect necessary to reach large number of personnel in a limited amount of time; the creation of IECI personnel able to promote and coordinate the information and voter education campaigns aimed at the Iraqi voters. The above mentioned actions has been considered as the first steps within the larger process that will conduct to the implementation of the political elections.
