ISSUE: Snail the City Council approve Resolution No. 398 regarding King County Council District Boundaries? RECOMMENDATION: To adopt Resolution No. 398 as presented or amended. BACKGROUNDIDISCUSSION: On March 1, 2011, the City Council requested that staff return with a resolution expressing the City Council's desire to retain representation by two County Councilmember districts while King County undergoes its decennial redistricting process. The County Council appointed a Districting Committee in January 2011, as provided in King County Charter Section 650. The Committee will hire a technical expert to assist in drawing districts, hold public hearings to gather community input, consult with local jurisdictions and officials, craft various district options, and approve a final plan by January 15, ALTERNATIVES: 1. 2 Attachment 1 RESOLUTIION NO. 398 A RESOLUTION OF THE WOODINVILLE CITY COUNCIL REGARDING KING COUNTY COUNCIL DISTRICT BOUNDA'RIES. WHEREAS, the Revised Code of Washington 29A.76 and the King County Charter Section 650 provide at process for decennial redistricting of County Council districts; and WHEREAS, the King County Council has appointed a Districting Committee which is requesting feedback on future redistricting decisions, with a final determination on new district boundaries to be made by January 15, 2012; and WHEREAS, the City of Woodinville is currently represented by two County Council districts (District 1 and District 3), which provides favorable representation for the City and the King County Council; and WHEREAS, the City of Woodinville would like to continue to be represented within two County Council Districts in the future. NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF WOODINVILLE, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City of Woodinville requests it retain its current representation by two King CQunty Council districts and wishes to express this desire to the King County Districting Committee. Section 2. Representation by both an ulibanized district and a more suburban/rural district, fairly and accurately reflects the nature of Woodinville which is the gateway between urbanized King County and rural King County. 5 Ki- ounty Attachment 3 in,g County Districti,ng Committee The Districting Committee is responsible for redrawing King County Council Districts using the new 2010 Census data. By law, district boundaries must be realigned every 10 years to reflect changes in population throughout the County. Redistricting is done to ensure that every resident of King Co_unty is represented failily. Four members of the Districting Committee were appointed by the Council in January. The four appointed members then appointed a fifth member to serve as Chair. The Committee will hire a technical] expert to assist in drawing districts, hold public hearings to ~ather community input, consult with local jurisdictions and officials, craft various district options, and approve a final plan by January 15,201,2. State and County statues require the new district boundaries eorrespond as nearly as practical with the boundar.ies of existing municipalities, election precincts, census tracts, recognized natural boundaries, and communities of related and mutual interest; be drawn to produce districts with compact and contiguous territory; be composed ofeconomic and geographic units; and be as nearly equal in population as possible. Population data may not be used for purposes of favoring or disfavor,ing any racial group or polihcal party.
