3 ENOUGH OF HATE, REVENGE AND PERSECUTION! END OF THE ISOLATION OF CHAIRMAN GONZALO! IMMEDIATE CLOSURE OF THE MILITARY PRISON IN THE NAVAL BASE OF EL CALLAO! On September 1992, following the arrest of Doctor Abimael Guzmán Reinoso, Chairman Gonzalo, after being imprisoned in the Naval Station San Lorenzo, the unpatriotic genocide dictatorship of Fujimori exceptionally installed a Military Prison in the Naval Base of El Callao. As many things in Perú, the exception became permanent due to interests away from the society development, as we all the Peruvians saw and suffered. And, although the war finished more than a quarter of a century ago, this prison remains the same as when it was opened. The Peruvian State continues illegally keeping Chairman Gonzalo in isolation and total solitary confinement in that Military Prison, even though he is a civilian. It is a prison designed as a revenge center, as its own name evidences: Némesis, Greek Goddess of revenge. As the United Nations Committee against Torture recognised in the report of 2012, torture is systematically practiced in this prison. The Peruvian State illegally and unconstitutionally extends the stay of Chairman Gonzalo more than 26 years in a regime of total denial of the fundamental rights. They deny him the fundamental rights such as the right to health: they systematically are opposed to him receiving specialized medical care that he needs in a hospital (as he himself denounced at the tribunals), being day after day his fragile health deteriorated and being his integrity affected. He is submitted to a sinister imprisonment regime, not being allowed of socialize even with other 2

4 prisoners, and they maintain him in a prolonged isolation. They deny him the unlimited right to be visited and called, such isolation not having being stablished by any law nor sentence. It is well-known the fact that isolation is one of the more cruel forms of torture, because human beings is eminently social. They deny him the freedom of opinion, expression and dissemination of thought by censoring and confiscating his writings, books and legal papers, like a few months ago. They deny him the information required to be linked to his country and the world. They deny him the right to work and the right to intelectual creation by opening new judicial processes only for trying to exercise his rights. In addition to this arbitrariness, his right to defense is illegally cut by persecuting his lawyers to death, like Doctor Manuel Fajardo. These lawyers are tried and arrested; moreover, new trials are open against them and today their right to exercise their profession with no restrictions is violated, like Doctor Alfredo Crespo, in order to leave Doctor Guzmán unprotected in the farce of the trial against the MOVADEF, openly denying the right to political participation. In addition to all of that, the uncountable and sinister campaigns unleashed by the Peruvian State and dominant classes against Chairman Gonzalo: he is filled with the most vile epithets, but he can not defend himself. Such campaigns show the reactionary hate against the Communist Party of Perú Leadership and Peruvian revolution, example of communist consistency, although he lives in a prison in the most terrible conditions being 84 years old, his convictions still unbeatable and he continues upstanding firmly defending the Marxism-Leninism-Maoism, struggling with absolute unselfishness for Socialism and Communism, for the people rights and for the freedom of all the political prisoners and war prisoners. 3

5 Enough of the eternal persecution against Chairman Gonzalo! We the Peruvian communists demand the end of his isolation and the immediate closure of the Military Prison in the Naval Base of El Callao ; and we will continue struggling for his freedom. Because it is unconstitutional, illegal and inhumane the fact that there are civilians in a Militar Penal designed as a torture centre and selective annihilation. In the context of the bicentenary of Perú s independence, we require Peruvian State to put an end to the politics of hate, revenge and persecution to really serve to a real national reconciliation.
