1 Instructor/TA Info Instructor Information Name: Joel Selway Office Location: 792 SWKT Office Phone: Course Information Description Why has India failed to achieve steady economic growth over the past few decades? Why are there so many civil wars in Africa? Why does Italy change its government, on average, every nine months? Why are there only two political parties in the United States? These questions lie at the heart of this class, and the answer to all of them will be simple: institutions. What do we mean by institutions? And how can we so boldly assert that they have such a powerful effect on such a wide range of political phenomena? For the answers to these questions, read on. This class asks you to change hats from that of a scientist to an engineer. At its heart, this class assumes that we can change the behavior of individuals and as a result of entire societies by designing the institutional setup in such a way as to avert problems and induce benefits. Think about the implications of this is. We can tackle the world s most pressing problems simply by picking the right institutions! Indeed, these pressing problems constitute the themes around which this class is designed. Think of the syllabus as a handbook. If you were in charge of a given country, you first figure out what problems need fixing, and then you consult the handbook to figure out which institutions you require. Sounds simple, right? Maybe too simple? Indeed, this is one of the critiques of the rational choice approach taken in this class, although we will certainly challenge this approach throughout the semester, as well as discuss recent efforts to more systematically contextualize the effects of institutions near the end of the class. I have seen a course like this one go under many names: comparative political economy, comparative public policy, or comparative institutional analysis. Each one may differ slightly in its focus, but they are essentially the same, relying on positive theories of rational choice, adapted from the economics discipline. The ultimate goal of this class is for you to produce a government brief to the House Committee on Foreign Affairs on a country of your choice. You can choose to tackle any problem(s) facing this country, but must provide definitive recommendations on how to change the institutional set up of the country. For example, you might choose to write on eliminating corruption in the Brazilian Chamber of Deputies, economic growth in Burma, or voter turnout in the United States. This will necessarily involve you gaining a deep historical and political understanding on your country, but also require you to master and apply the theories taught in class. So put on your hard hats, neophytes, and let s go make this world a better place! Classroom Procedures You should come to class each day having read the material assigned in the syllabus. In addition, you should be prepared to apply the readings to your country of expertise (see below). Class will be a combination of lecturing and discussion in which all will be expected to engage. There will be class presentations as well later on in the semester. Study Habits As part of your preparation for class, you should fill out the reading guide for each article or book chapter.
