2 SCOTTISH AFFAIRS publishes articles of concern to people who are interested in the development of Scotland. This includes articles about similarly placed small nations and regions throughout Europe and beyond. The articles are authoritative and rigorous without being technical and pedantic. No subject area is excluded, but all articles should pay attention to the social and political context of their topics. Thus Scottish Affairs takes up a position between informed journalism and academic analysis, and provides a forum for dialogue between the two. The readers and contributors include journalists, politicians, civil servants, business people, academics, students, and people in general who take an informed interest in current affairs. For information about subscribing to Scottish Affairs, see the inside back cover. To submit an article to Scottish Affairs, send three copies (or an attachment in Word) to: Scottish Affairs, Institute of Governance, The University of Edinburgh, Chisholm House, 1 Surgeon Square, High School Yards, Edinburgh. EH11LZ Tel: Ladams@ed.ac.uk web site: Manuscripts should conform to the style of Scottish Affairs, full details of which are available from the web site. All articles are refereed by being sent to independent experts in the relevant field. The journal has no policy positions of its own (other than to encourage well-informed debate), and articles which disagree with positions taken up by individual members of the editorial team are as welcome as those with which the editors might agree. Books for review should be sent to the book-review editor at the above address.
