2 EDUCATION Zoya Lukyanova Is Completing a Legislative Fellows Program Internship in the USA Zoya Lukyanova, General Director at the ANO Civic Engagement Institute, has been taking part in the autumn session of the Legislative Fellows Program. Legislative Fellows is a program of the Bureau of Educational and Cultural Affairs of the US Department of State, which has been implemented with an administrative support by American Councils. It was initiated in 2005 and affords up to 55 promising young professionals from Russia, Armenia, Azerbaijan, Georgia, Moldova, Turkey, and Ukraine the opportunity to get familiar with activities of the executive and the legislative power on the US federal level as well as gain a fellowship in one of the profile organizations. Upon the end of the seminar, Zoya Lukyanova went to Chicago (Illinois) to run a fellowship at Mikva Challenge, one of the largest NGOs in the city and to get familiar with the organization s major fields of activities youth policy making, community problem solving, and youth electoral participation. The fellowship will be finished in the middle of November. In the beginning of October, after a one-day pre-orientation seminar in Moscow, we went to Washington DC, where we met fellows from other countries. It was also the start of the working phase of our trip, says Zoya LUKYANOVA. The meeting in Washington DC was conducted by Linnea Allison, Associate at the Bureau of Educational and Cultural Affairs of the US Department of State; Benjamin Gaylord, Senior Program Manager at the American Councils; James Dykstra, Principal at Edington, Peel & Asociates, Inc.; Adam D. Ambrogi, Chief Counsel to the Chairman of the Senate Committee on Rules and Administration; Peter Roudik, Director of the Global Legal Research Center at the Law Library of Congress.

3 EDUCATION Cultural Pipeline Duisburg Perm - New-York Perm participants of the Program Cultural Pipeline : East-West came back from the City of Duisburg (Germany). At the introduction seminar, which was held from October 2-12, 2012, 16 young guys and girls (8 persons from the German and the Russian side) got familiar with basic work principles in the multimedia field and public journalism, key points of the project management and social media marketing. Besides, participants learnt more about particular constituencies of multimedia - photo, video, audio, and text, including rules of text editing for different Internet platforms, at the parallel workshops. Moderators of the seminar were Rüdiger Eichholtz, media artist, pedagogue, head of the Art and Consulting Group (Duisburg - Moers, Germany), Sergei Tereshenkov, Director of Interregional Projects at ANO Civic Engagement Institute, PR specialist, journalist ( Russian Journal, Snob.Ru), and Nadezhda Spasennikova, interpreter, trainer of the Program Civic Engagement Every Day. The results of a hard work in Duisburg are mini presentations of socially significant projects, whose ideas were thought out by participants themselves, said Sergei Tereshenkov. I liked it very much that every international group of 3-5 persons found its own way for expression: Somebody prepared a real theatre performance Loneliness ; another group, which selected the topic of integration and development of traditions in another cultural context, included elements of a talk-show in its presentation; QR codes, Internet, and Prezi opportunities were widely used in the project devoted to the edition of an alternative public constitution, whereas the group, which was asking a question, what the happiness meant to elderly people, collected a rich photo and video material. Another multimedia aspect of the Cultural Pipeline turned out to be a record of a video and audio address on the events in Duisburg for the Local Report 2012 Project by Robert Whitman, an American media artist ( Now the program is known not only in both sister cities but also in New York, where messages from different ends of the world have been transmitted on big screens for three weeks. The work of German-Russian teams will be going on in the virtual mode. Return visit of the participants from the City of Duisburg will take place from December 15-22, The result of the work in Perm will be presentation of projects to the general public. Program s co-organizers are Autonomous Nonprofit Organization Civic Engagement Institute (Perm), Art and Consulting Group (Duisburg - Moers, Germany) supported by the Foundation German-Russian Youth Exchange, Creative Association Lokal Harmonie (Duisburg, Germany) as well as the Administration of the City of Perm, the Administration of the City of Duisburg, and the MitOst Association (Berlin, Germany).

4 CIVIL SOCIETY In Bulgaria, the Anniversary MitOst Festival Took Place From October 3-7, 2012, the 10th Anniversary MitOst Festival took place in Ruse (Bulgaria). Guests were traditionally expecting a broad program, which included discussion sites, workshops, cultural events. I personally was happy not only thanks to a great number of coaches and participants of our programs from the Perm Region but also to the fact that they were actively involved in the work of various sites of the Festival and were moderating own workshops, shares her impressions Zoya LUKYANOVA, General Director at the ANO Civic Engagement Institute. The MitOst Festival is an excellent opportunity for talking to colleagues from other countries, reporting on own projects and hearing, how programs in various regions have been developing. So, an enormous interest was caused by our presentation of the European Forum for Young Professionals Pilorama Lab, which is going to be held next summer for the second time on the territory of the Centre of the History of Political Repressions Perm 36. Besides, ardour debates were being led at other discussion sites devoted to such questions as improvement of the comfort of our living in the city, Bulgarian-Romanian relations, informal civic education on the post-soviet space, gypsy population in Europe, Project Ruse European Capital of Culture 2019 Another discussion was connected with the topic Civil Society in Russia of 2012 European Dimension and was devoted to the actual political situation in this country, also related to the approval of the law bill on foreign agents. In the conversation, Zoya Lukyanova, Markus Lux, Head of the Group Society and Education of the Program Branch Mutual Understanding of the Peoples from Central and South-Eastern Europe, CIS Countries, and China at the Robert Bosch Foundation (Germany), and Svetlana Makovetskaya, Director at the Centre for Civil Analysis and Independent Research (GRANI, Russia) took part. The moderator of the discussion was Annegret Wulff, Co-Ordinator of Russian regional programs at the Theodor Heuss College of the Robert Bosch Foundation and the MitOst Association (Germany). Another event was the foundation of an international working group on civic education, initiated by Elena Bobrovskaya, Director of the Krasnoyarsk Regional Youth Public Organization IN- TERRA, and Zoya Lukyanova from the ANO Civic Engagement Institute. Among the workshops, offered by Festival s participants themselves, there are especially to highlight such seminars as How Many Kilos is Your Responsibility? (key topic - ecology), If the World Were a Village (globalization and place of a human there), Humanitarian Ways of Activities (labour market, targeted at personal needs of a human), Think Global, Act Local (sustainable development), and others.

5 CIVIL SOCIETY Perm Is Picking Up the Torch for Gaidar Reading Sergei Tereshenkov, Director of Interregional Projects at the ANO Civic Engagement Institute, took part in the work of another Gaidar Reading, which was held on October 25, 2012 in Kaliningrad, at the Baltic Federal Immanuel Kant University. The next site of the project will be Perm, where Gaidar Reading is going to take place on December 11-12, To the Western-most region of the Russian Federation, such famous economists, politicians, civil activists came as Yakov Urinson, Professor at the National Research University Higher School of Economics, former Deputy Prime Minister and Minister of Economics; Vladimir Mau, President of the Russian Academy of National Economy and State Service at the President of the Russian Federation, member of the Scientific Board on International Affairs; Grigori Tomchin, President of the Foundation for Support of Legislative Initiatives; Nikolai Tsukanov, Governor of the Kaliningrad Region; Nikolai Vlasenko, member of the Federal Council from the Kaliningrad Region; Stefano Vlahovic, President of the Association of Foreign Investors of the Kaliningrad Region and others. Gaidar Reading in Kaliningrad was devoted to the topic, which is actual for the entire North-West of Russia, - socioeconomic development of border regions and trans-border co-operation, reported Sergei Tereshenkov. In the course of ardour discussions, such questions were elaborated as ways of investment promotion of the region, the Kaliningrad special economic zone, interaction with the European Union, including that within the Euroregion Baltic. On the next day, October 26th, a Yegor Gaidar room was festively opened as well as experts lectures for students were held at the Baltic Federal University. Now Gaidar Reading is moving to Perm with the topic Human Capital as Basis for the Regional Socioeconomic Development. The major site of the event will be the Perm Branch of the National Research University Higher School of Economics. In the course of two days (December 11-12, 2012) questions of preservation and development of human potential will be discussed in the capital of the Kama Region by federal and regional experts, lecturers and students of higher education institutions, representatives of industrial enterprises and businesses as well as power bodies. It is worth remembering that Gaidar Reading is an interregional project of the Yegor Gaidar Foundation and the Yegor Gaidar Institute of Economic Politics, being realized on the territory of the Perm Region in co-operation with the ANO Civic Engagement Institute. Patners of the event are Administration of the City of Perm, Regional Union of Employers of the Perm Region Sotrudnichestvo, Perm Branch of the National Research University Higher School of Economics, Perm National Reserach Politechnical University, Advertising and Producing Group North Crown.

6 MEDIA Translation of the Book Coach Group - Seminar Upon request of the MitOst Association (Berlin, Germany), the process of the translation of the book Coach Group Seminar: Another Way for Youth Education into English has started. It is worth remembering that the manual was issued in Russian in 2009 upon initiative of the Theodor Heuss College of the Robert Bosch Foundation and the MitOst Association as well as the ANO Civic Engagement Institute. Authors of the book are Russian coaches of the College Arina Bogdzevica, Oxana Ivanova, Aigul Nazina, and Maxim Stepanov. The manual includes theoretical and practical materials, which may be useful for coaches moderating a seminar. The topics reviewed are informal civic education of the youth, work with groups, tages of the team development, recommendations for the srminar s elaboration as well as overview of working forms and methods, being applied in the course of seminars. The manual s translation should have been finished by the end of 2012.

7 PREVIEW Seminar for Facilitators of the Theodor Heuss College of the Robert Bosch Foundation and the MitOst Association in Berlin From October 3-7, 2012, the 10th MitOst Festival will take place in Ruse (Bulgaria). It is going to attract members and friends of the organization from all over Europe. There will be a lot of graduates, trainers, and multiplicators of the Program Civic Engagement Every Day from the Perm Region. Zoya Lukyanova, General Director at ANO Civic Engagement Institute, - along with Elena Bobrovskaya, Director of the Krasnoyarsk Regional Youth Public Organization INTERRA, will serve as a coach of the seminar Moderation of Bilingual Seminars and Language Intermediation, which is going to take place in Berlin (Germany) from November 21-24, The need to hold such a seminar is caused by the augmentation of the number of the programs, which have been implemented in the bilingual milieu, says Zoya LUKYANOVA. On the one hand, this shows a necessity for a more flexible approach to the group to preserve dynamics and depth of the content elaboration. On the other hand, there is a need for motivation of the participants to learn foreign languages, find their orientation in a multilingual space. The seminar is supposed to be targeted at share of experiences among the facilitators, discussion on basic principles of operation of bilingual groups, determination of the role of the so-called language intermediators as well as working methods in bilingual groups, which may be approbated in the course of the practical part. Upon the seminar s results, a methodological brochure on work in bilingual groups will be published.
