2 Summary The Political Violence Report will now be published on a fortnightly basis up until the presidential and mayoral elections scheduled to be held on March 9 and 10. The aim of this is to keep the public up to date with incidents of human rights violations occurring during this period. A sharp rise in incidents of violence has already been witnessed in the first half of January as compared to previous months. Zanu-PF youths continued to mount roadblocks across the country demanding Zanu-PF party cards in return for one s safety and wellbeing. These roadblocks have ceased to be phenomenon of the rural areas but have also moved into the high-density suburbs of Harare. The roadblocks have even been mounted near police posts with the police turning a blind eye to the rampant lawlessness. Four murders were committed during this period, one of them allegedly by war veteran Raised Marufu. The four elements of torture are: 1. Severe pain and suffering, whether physical or mental 2. Intentionally inflicted 3. With a purpose 4. By a state official or another acting with the acquiescence of the State. 3 January Violence Bindura January The MDC Mashonaland Central Chairman, Tapiwa Macheka s house was attacked and destroyed by Zanu-PF youths. The house was reduced to rubble. 2 January IJ was outside the Magistrate court at 9.00 am when he was assaulted by a group of about 22 people and was hit with a metal bar and was unconscious. Medical examination showed that IJ had been beaten on his head and neck with an iron bar. 6 January A group of people came to TK s house in Chiwaridzo at night, they attacked him and destroyed his house. The police arrived and took him to the police station and charged him with assault and kept him for 3 days. On he was taken to court and the case was discharged. Medical examination showed that TK had been beaten on head, and that he had a discharging ear. Ishmail Jack, an MDC member, was beaten with knobkerries and iron bars by approximately 20 Zanu-PF youths in Chipadze. While Jack was receiving treatment at Bindura Hospital for injuries sustained in the attack on him, the ZRP charged him with public violence. He is currently on $3 000 bail. Jack was also threatened with death following which he then fled Bindura to Harare. After he had fled, his house was burnt down. 7 January AB was held up at a ZANU PF roadblock. They asked him for his ZANU PF card and when he said he didn t have one, they slapped him three times. On 8 January, ZANU PF militia accosted AB when he went to deliver something to the MDC women s chairperson s house. He was interrogated and dragged to his house, which was searched. They found a NCA booklet. They then took him to their base and attacked him with fists and a cable. He managed to escape. Medical examination indicated that AB had been beaten on his back, arms and buttocks. 11 January 2002 MDC supporters destroyed a shop belonging to Batsirayi Kanosvamhira, a Zanu- PF ward councillor in Chiwaridzo. Petrol was poured over the shop before it was set alight. 15 January 2002 Budiriro The Bindura Magistrate Court was closed by Zanu-PF members demanding the removal of three magistrates are accused of sympathising with MDC supporters and whites in the area when cases come before the courts. The three are Munamato Mutevedzi, Feyi Tito and Lawrence Malimbiza. 6 January FM was at the OK Bazaars at Budiriro where militia armed with barbed wire and clubs assaulted him. FM had visited a relative in the area when he was attacked 3

4 He was left there at the shops, and was unconscious for 30 minutes. Medical examination revealed an injured head, back and ankle. The matter was reported to the police at Budiriro Shopping Centre but no action was taken. Buhera North 12 January AM was attacked at Murambinda Growth Point in the morning. He was beaten with rocks, knives and stones. He was unconscious for 40 minutes. AM was setting off for an MCD rally and was waiting at Murambinda growth point. About ZANU PF attacked him with rocks, knives, stones and iron bars. He beaten over his whole body and verbally abused and threatened. He was unconscious for 40 minutes. He was taken to Murambinda Hospital where he was treated. 13 January Asaniel Magaya, Daniel Machinga, Bigai Nyika, Zivai Menyani, Tonderai Muchongwe, Rosemary Muveregwi, Stella Makawarimba, all members of the MDC, were attacked with axes and other sharp objects in a raid on the MDC offices at Murambinda Growth Point by Zanu-PF supporters. The group was admitted in a critical condition to Murambinda Hospital and later discharged. Menyani had bee stabbed twice in the chest and Muchongwe five times in the back. Wilbert Marimbere, an MDC activist, was arrested when he went to the police station to report the incident Dzivarasekwa 5 January EM came in to help when some ZANU PF supporters who were trying to destroy the house of a colleague. When he realised how big the group was, he ran away, sustaining a swollen wrist. A group of EB s colleagues in MDC came to shelter in his house in Dzivarasekwa Extension after escaping from harassment. Soldiers and ZANU PF supporters then came and attacked them using iron rods. EB was beaten on chest and body with iron rods, and threatened. 7 January 2002 As GP was returning from work he was met by a group of ZANU PF supporters who accused him of not attending rallies. They started assaulting him with sticks and their fists. He eventually ran away and fell into a ditch. Medical examination indicated a damaged knee, calf and ankle. 9 January 2002 War veterans came to TK s house early in the morning and took him to their base. They interrogated him on the MDC bases in Dzivarasekwa. They were not satisfied with the responses and beat him up using sticks, boots and fists for about 2 hours before letting him go. Medical examination revealed that TK was beaten on head, face and body. He has a damaged jaw and loose teeth. 4

5 Glen Norah 03 January Derrick Mzira s house was attacked and property worth more than $3 5 million destroyed. His wife was assaulted during the attack on his home by Zanu-PF supporters. Mzira was the MDC s losing candidate for Mutoko South in the June 2000 Parliamentary elections Glen View 11 January 2002 Zedias Mutema, a lecturer at the Harare Polytechnic, was kidnapped from his home by Zanu-PF members and taken to High Glen Road and harassed. He was later released. Mutema says he has been kidnapped and assaulted on two previous occasions. He was questioned on why he enlisted the services of NCA chairman, Lovemore Madhuku, and MDC MP for Highfield, Munyaradzi Gwisai as external assessors of students at the Polytechnic when it is a government institution. He has further been accused of being an MDC supporter by the college s vice principal. Guruve North 7 January SM of Chief Chitsungo s area had been previously attacked by a group of ZANU PF supporters in November They came to his homestead and destroyed his two houses and his Blair toilet. SM hid in the nearby bush. On 7 January, a group of ZANU PF supporters slashed by 12 acres of cotton and 1.5 acres of maize and threatened to kill his ox. Gweru Urban 12 January 2002 MDC supporters, Aaron Muruvana, Gedion Makumbe, Mahachi Chikowero and Cotten Ndlovu, were beaten by war veterans in Gweru. The four were admitted to Gweru General Hospital for treatment. 17 January 2002 Houses belonging to 13 unnamed MDC members were stoned by suspected Zanu- PF supporters. Harare Central 5 January GM was picked up at Cleveland House with 5 others and taken to Central Police Station. He was interrogated by non-uniformed people who accused of being a member of NCA. He was beaten with a baton on his buttocks. He was then taken in a car to Warren Park, Hatcliffe and back to Central Police Station where he was beaten again with fists on his ear. He was released 5pm. Medical examination revealed evidence of beating on the buttocks. 5

6 11 January 2002 Three postmen, Farai Mutero, Gabriel Guzha and Vengesa Muyangwa, stopped outside State House when one of them stopped to pick up a package he had dropped. Soldiers outside State House informed the postmen that it was a no stopping area. Guzha raised his hands to apologise leading to he and the other two being accused of being MDC supporters, The three were forced to hang from and iron bar and were whipped on buttocks and back for supporting the MDC. Harare South 11 January BC I was found with four MDC cards and was taken to Murehwa Police Camp. I slept in the cells and the next morning was taken for interrogation. After I had admitted that I was an MDC member and was further questioned until 4pm. then taken back to the cells. At around 7pm another defender came and they brought me back to Harare. They took me to my house and carried out a search there, intimidating my wife in the process. They found my MDC cards and reports (I am an MDC security officer). They said I was being assisted by an acquaintance (who is a soldier) to get guns and went to his house and also carried out a search there. They found a magazine and an empty cartridge there. The beatings then got worse. They took us both into the bush and demanded that we tell them where the guns were. We told them that we did not know anything about any guns. From my home the two of us were taken to Marondera and detained there for a night. On the next day we were interrogated and told to admit to the offence of possessing the firearms or else we would die. We admitted to the offence. We were taken to court on Monday 14/01/2002. I saw some other accused persons who gave advised not to plead guilty. We were charged with possession of firearms and the soldier was charged for selling them to us. Our next court date is January I was granted $5 000 bail. 13 January 2002 The house of MDC MP for Harare South, Gabriel Chaibva, in Sunningdale was house stoned. 23 windowpanes were shattered. Hatfield January 2002 A war veteran at Green Valley Farm base in Epworth, known as Chitehwe, was allegedly hit on the head by fellow war veteran Raised Marufu and died instantly. Marufu is on the run after he was arrested and then later released. Chitehwe was killed following a misunderstanding with his colleagues at the war veterans base over food rations; Chitehwe had locked up some rations for later consumption that his colleagues wanted for immediate consumption. 6

7 13 January 2002 Highfield Fortune Mabika was severely assaulted in Epworth for not belonging to any political party. The youths forced Mabika to toyi-toyi with them carrying a Zanu-PF flag and then beat him up at their base at Chiremba Shopping Centre. 19 January 2002 Roadblock mounted in Highfield down the road from the police camp in 111th Street. The youths armed with thick sticks and whips intimidated residents and passers-by demanding Zanu-PF cards from them. The militia of about 20 youths also stopped motor vehicles and commuter omnibuses demanding the same. Hurungwe West 1 January 2002 EN was leaving Zupani growth point at 8.00 p.m. when he was apprehended by 20 ZANU PF youths. They searched him and beat him with bricks and sticks. They threatened to kill him, as he was a member of the MDC. He was taken to their base and beaten until he fell to the ground. They left him threatening to kill him if he went to the police. He was later helped by passers-by, and reported it to the police, but nothing has been done. Medical examination showed evidence of severe beating with blunt objects. Kadoma East 07 January 2002 KK is the MDC organising secretary in Kadoma. They were organising a rally at Mandeza shops when a group of Zanu-PF youths arrived in Paul Mangwana s (deputy minister Transport and Communications) vehicle. A fracas erupted during which the youth beat KK with sticks, knobkerries, bricks and stones. They forced him into their vehicle with the intention of taking him to their base but he managed to jump out of the vehicle while it was in motion. He spent 2 days walking to Chegutu. He sustained injuries all over his body as well as to his left eye Kwekwe 11 January 2002 Zanu-PF supporters burned down five unnamed MDC officials homes. The violence during which the MDC party offices were also burnt down was triggered by the petrol bombing of tuckshop that belongs to a war veteran in Mbizo by suspected MDC supporters. 12 January Over 100 ZANU PF youths came to CG s house at 1.00 pm in the morning, and demanded to see her husband who is the Midlands Provincial secretary for MDC. The husband was taken away and CG was beaten severely. She sustained painful injuries on buttocks, arm and head and is now psychologically traumatised. Her property was stolen and her house burnt to the ground. Her husband s fate is still unknown. 7

8 Lupane 13 January 2002 David Mpala, MDC MP for Lupane, was abducted from his home by suspected war veterans and Zanu-PF supporters. His abdomen was slit open with knives during the attack. He was dumped about 6km from Lupane Business Centre, unconscious and bleeding profusely. Alice Mpala, his wife, was injured when she was knocked to the ground during husband s abduction. 11 suspects arrested have been arrested. Mabvuku 02 January 2002 Jani Jonasi and other unnamed residents at Mansera Shopping Centre were attacked by Zanu-PF members and ordered to chant Zanu-PF party slogans. Those that failed to comply were assaulted. Jonasi sustained head injuries. 10 January 2002 Unnamed residents from Tafara were reported to have been beaten by police officers and Zanu-PF militia. TS was attacked at his home in Mabvuku. A group of people surrounded his house, accusing him to be a member of the MDC. They threw a petrol bomb into his bedroom. The blankets caught fire and TS was burnt on the hand and arm. 13 January 2002 The house of Zanu-PF supporter, Idah Ajusa, was house petrol bombed by suspected MDC supporters. Ajusa sustained burn injuries and was admitted to Parirenyatwa Hospital for treatment. Makoni East January 2002 Unnamed passengers on buses passing through Rusape Bus Terminus were assaulted for failing to produce Zanu-PF party membership cards or chant party slogans. Those with copies of the Daily News were also targeted. Didymus Mutasa, a senior Zanu-PF official, reportedly instructed the militia. The police are said to have stood idly by at the bus terminus while the abuse of passengers went on. 07 January 2002 An unnamed Daily News newspaper vendor was abducted by Zanu-PF supporters and his newspapers confiscated. The police later negotiated the release of the vendor. Didymus Mutasa, a senior Zanu-PF official in Rusape is reported to have banned the sale of the Daily News in the area. 13 January 2002 Five unnamed MDC youths were abducted from Rusape town by Zanu-PF youths. Their whereabouts are still unknown. 8

9 Unnamed residents in Vengere and Mabvazuwa suburbs were beaten and injured in door-to-door raids by Zanu-PF youths. The residents were asked to produce Zanu-PF cards and those that could not comply were beaten or had property either looted or destroyed. Marondera East 6 January BM was initially assaulted on the Sunday evening at hours at a beer hall. She was called outside the beer hall by a youth. When she went outside there was a crowd of youths who asked her about her activities with the MDC. They hit her about three times and then let her go. At midnight of the same night she heard movements outside her house, and, later at 2.00 am, she heard the sounds of windows breaking and stones being thrown into the house. She was dragged outside where she was beaten up. There was a crowd of hundreds of people. They beat her up until she lost consciousness, and woke up at Mbuya Nehanda Hall. The crowd then left and she managed to drag herself to the police station. 8 January AZ was kidnapped from his home in Dombotombo Township by ZANU PF militia. He was taken to their base in a car. There they tied him up and beat him for 3 hours before letting him go. He was beaten on the back, head, face, neck and legs with bottles, batons and sticks. This was confirmed on medical examination. SR went to the house of Mrs. Chihota. (who had been kidnapped previously by ZANU PF youths) to drop off some keys. When he entered the kitchen, he found 3 ZANU PF supporters who beat him up for being an MDC sympathiser. He was beaten with baton and broken bottles around head, face and hands. 9 January ZANU PF assailants knocked at NB s door in Rujeko Township at 9.00 pm night when he was asleep with his wife and family.. They were holding a friend of NB s who was an activist from the MDC. They had captured him and forced him to call out to NB so that he would open the door. He realised what had happened as his friend was crying and decided to open the door for him. He was confronted by 6 ZANU PF supporters who dragged him out and beat him on the head, shoulder using an iron bar, shovel. 12 January AH went to the Kasipiti Shopping Centre to buy goods. On coming out of the beer hall he was accosted by 4 Zanu-PF supporters who accused him of being a MDC member. They asked him to come with them and when he objected they said they would inform his relatives. They beat him and tried to handcuff him. He tried to escape and fought back. They beat him with fists, boots and a full beer bottle. They ran off when he lost consciousness. He was found by the roadside by a well wisher who took him to his home. A.H sustained multiple injuries. Mbare East 05 January 2002 MDC and Zanu-PF supporters were involved in violent political clashes that erupted at Stoddart Hall. Two houses were petrol bombed and property worth thousands of dollars destroyed. 9

10 Six MDC supporters including Gilbert Dzizangwe, Bernard Billiard, Collin Chikaka, Tendai Zvikaramba and Loveness Myamudzanga were arrested, charged with public violence, remanded in custody. 13 January 2002 Maxwell Kanyandu, Blessing Muwani of the MDC were kidnapped from their homes by Zanu-PF supporters and severely beaten. Mbare West 06 January 2002 Two houses belonging to, Dunmore Makuwaza, the MDC MP for Mbare West and Albert Muponda, his election agent in the June 2000 parliamentary elections, were stoned by Zanu-PF supporters. The windowpanes were shattered in the attack. Mberengwa East 6 January Taurai Shoko 7 January We had a meeting on January 6th at Matibi Turnoff. (the meeting was originally supposed to have been held at Murerezi Township but was later changed to Matibi.) I arrived at Murerezi at 6am and met five other people who had come there. As time went on more people gathered there. I was under the impression that these were fellow MDC supporters gathering for the meeting. I then realised out that they were actually Zanu-PF supporters gathered there for a meeting of their own when I didn t see anyone I knew in the crowd. I decided to leave but as I was attempting to do so I was asked for my ID and party card. They saw that I actually possessed an MDC card instead. The group, numbering about 30 by then, began beating me with thick sticks. The beating lasted from about 6:30am till 10:30am. They beat me until I was so weak that I could no longer stand up and fell unconscious. I managed to get myself to the main road where fellow MDC supporters rescued me. He recognised two of the perpetrators as Mucheche and Chirasha. The matter was reported to Buchwa Mine Police Station but no arrests have yet been made. KH was returning from a rally in Matedeze area when he was assaulted by a group of people. They stoned him till he fell unconscious. Mhondoro 03 January 2002 The homes of six farm workers at Granary farm were attacked and property destroyed while some property was looted including a bed, a radio set and two leather jackets. The homes belonged to Charles Maruzi, Fanuel Jimu, Obey Mhonda, Alfred Phiri, Paul Ngaru, Elizabeth Mhonda. 10

11 The perpetrators were identified as Peter Katendera and 14 unnamed Zanu-PF youths. Katendera arrested and charged with public violence; remanded to January 21 on $2000 bail 12 January KK went with 10 others to Mamina shops in Mhondoro. They were attacked by 20 youths. KK was beaten with sticks, bricks and fists on his head and side. The youths tried to take them to their base, but he escaped. Medical examination indicated that he had been beaten about the head. Murehwa North / South 15 January BD was accused of stealing cattle from neighbouring farms. He was taken to the Rocklands base by the police where they assaulted him with fists and boots and deprived him of food. On 17 January, he was taken to Marondera Police Station who then took him to Marondera Hospital for treatment. 17 January 2002 Nkayi Tawanda Spicer, an MDC youth, was abducted and assaulted by Zanu-PF supporters in Mangwende Communal Lands. He was left chained to a tree where he was later found by members of the CID who unchained him but then took him into custody. Spicer was in the area with other MDC youths from Harare, delivering election material. January 2002 Approximately 5000 villagers were force-marched to Lutsha Primary School to attend an all day rally conducted by Zanu-PF supporters and war veterans. Buses in the area were also being stopped and Zanu-PF cards demanded of the passengers therein. Youths in Nkayi are also being made to attend re-education classes. Police are said to be inactive against the war veterans and Zanu-PF militia. Nyanga 06 January 2002 Noel Katso and Emmanuel Magadzire, both Zanu-PF supporters were, assaulted by a businessman and two teachers from the area. The two were admitted to Regina Coeli Mission Hospital for treatment and later discharged. Shamva 13 January 2002 PM together with four members of her family including her mother, aged 60, and her nephew, aged 7, were stopped at a roadblock by Zanu-PF militia between Bindura and Madziwa. The militia was dressed in Zanu-PF t-shirts and caps and were armed with sjamboks, knobkerries and thick sticks. 11

12 The group of about 30 youths demanded them to produce their Zanu-PF cards. When they told them they did not possess any they ordered PM and her family out of the car and began to push and shove them around. PM s sister was pushed to the ground by one of the youths and sustained a bad bruise on her left side. Her 7- year-old nephew was also harassed. They were told to give very good reasons for not having Zanu-PF cards on us failing which it was possible this would be their last day on earth. There were also buses that had been stopped at the roadblock from which all the passengers were being made to disembark. Each person was asked for his or her Zanu-PF card. Those that produced a valid party card were allowed to re-board the bus. However, those without harassed and detained while the buses they had been travelling in were allowed to proceed. Some of them were badly beaten. Whilst this was happening, a police vehicle with two police officers in it passed by. They made no attempt to stop and render any assistance but instead hooted and made a Zanu-PF fist sign at the militia as the went by. The militia eventually let PM and her family go after they had pleaded with them and convinced them that they actually were Zanu-PF supporters and would purchase party cards as soon as they returned to Harare. Rushinga 18 January 2002 Charles Mangongera together with nine unnamed researchers with the Mass Public Opinion Institute were abducted in Rushinga by war veterans and Zanu-PF supporters when they failed to produce the Zanu-PF party cards. Their particulars were seized and given to a plain-clothes policeman who was present. The group was tortured in the presence of the policeman and a soldier for 8 hours. They were ordered to remove their shoes and lie on the floor and then beaten on the buttocks with logs and clenched fists. They were later released by the war vets and taken to Rushinga Police Station to retrieve their particulars. There they were detained overnight and interrogated about the functions of the Mass Public Opinion Institute The researchers had all their money was taken from them as well as audiotapes and questionnaires. Ruwa 02 January 2002 Unnamed residents in Ruwa were ordered to lie down and chant Zanu-PF slogans by youths in National Service military fatigues. The residents were also beaten up. Other residents in the Ruwa area were reported to have been attacked in their houses Lazarus NDLOVU of the MDC was beaten up severely with an iron bar by National Service youths. Both his arms broken and he was stabbed in stomach. Ndlovu was admitted to Parirenyatwa Hospital for treatment. An unnamed pregnant woman was assaulted at Ruwa Rehabilitation Centre by the same group of National Service youths that terrorised Ruwa on 2 January

13 07 January 2002 Mr Mhlanga was assaulted by National Service youths. His house was also damaged during the attack. Zaka East 09 January 2002 Gibson Masarira, a Zanu-PF official in Zaka, was abducted and beaten with logs, hoes and axes. Masarira died of the injuries sustained in the attack carried out by suspected MDC supporters. MDC provincial chairman, Edmore Marima and 18 unnamed MDC youths were arrested and charged with the murder. Jethro Gudo, a headman was beaten with logs, hoes, axes by suspected MDC supporters led by Misheck Marava. He was admitted to St Anthony s Musiso Hospital for treatment. Ronica, Ranganai and Kudzai Masarira were beaten with logs, hoes, and axes. The trio were admitted to St Anthony s Musiso Hospital intensive care unit for treatment. The victims are the wife and children of Gibson Masarira and were injured in same attack as that in which he was killed. Atnos Mapingure was abducted from his home and found buried in a shallow grave. 17 January 2002 Isaac Muunikwa, abducted from his home and later found dead on outskirts of his homestead. Zvimba North 07 January 2002 Three Zanu-PF supporters, Crispen Matty Muhlabi, Janet Garopa and Abigail Mharapara, were waylaid as they were coming from a rally and assaulted. Four MDC supporters were arrested in connection with the incident. 14 January 2002 Patrick Ashton of Lanfall Farm in Mutorashanga was assaulted with sticks and axes by farm invaders. Ashton sustained serious injuries to his right arm. Zvimba South January 2002 Resettled Framers in Nyabira were beaten up by PASIPAMIRE, Chris (Zanu-PF deputy chairman, Harare Province) and unnamed Zanu-PF members after being robbed of their poultry. Pasipamire was arrested on charges of robbery and assault. 13

14 15 January 2002 Zengeza Shakespeare and Richard Maya as well as other travellers passing through Murombedzi were harassed and asked to produce Zanu-PF party membership cards or chant party slogans. January 2002 Zanu-PF supporters waylaid Willius Muzoronga, on his way home and asked which party he belonged to. Muzoronga was beaten with clenched fists and kicked all over the body when he claimed he had no political affiliation. He was then abducted to a house in Zengeza 4 where hands dipped in boiling water. Muzoronga sustained burns and bruises on his hands. 14

15 The Zimbabwe Human Rights NGO Forum (also known as the Human Rights Forum ) has been in existence since January Nine non-governmental organisations working in the field of human rights joined together to provide legal and psychosocial assistance to the victims of the Food Riots of January The Human Rights Forum has now expanded its objectives to assist victims of organised violence, using the following definition: Organised violence means the inter-human infliction of significant avoidable pain and suffering by an organised group according to a declared or implied strategy and/or system of ideas and attitudes.
