5 Strategies for the Powerless: The Welfare Rights Movement in New York City (with Joyce Gelb), American Behavioral Scientist,17,March-April 1974,pp WORK IN PROGRESS Innocents and Incrementalism: The Politics of Children s Health Insurance Assuring that low income children have health insurance coverage would appear to be a non-controversial, consensual and even a popular issue. Yet the policy history of U.S. children s health insurance is marked by drama and controversy. Both its supporters and opponents have viewed it in terms of the larger issue of universal coverage and its fate has been linked to major electoral change. Innocents and Incrementalism examines the political debates and dramas surrounding U.S. children s health insurance. Using data from both archival sources and interviews with participants, I explain how the issue moved to the top of the policy agenda in the late 1990s, then how a liberal Democratic Senator and a conservative Republican Senator partnered with the premier children s advocacy group to push a new children s health insurance initiative through a Republican Congress. I analyze how the policy process itself shaped the characteristics of SCHIP. I then focus on the new sets of issues raised when SCHIP came up for reauthorization ten years later, including whether legal immigrant children should be included in the program. I discuss the unique role of children s issues in America politics and the way in which children s health insurance has been linked to two different controversies in U.S. social policy. One concerns the relative roles of the public and the private sectors in the American health care system. The other; the relationship between the family and the state, especially in relation to reproductive health care. Thus, the case of children s health insurance illuminates major issues in the politics of U.S. health policy. The importance of this book lies in both the significance of SCHIP as the first major piece of federal legislation to establish a separate health insurance program for children and in my analysis of the policy processes that produced it.
