4 1. Identity of the association 1.1. The mission, mandate, strategy and objectives 4 Association Žene Ženama is NGO of women and for women, as the name says. All actions and activities are carried out with special attention to women, both to those who are directly involved - staff, members and volunteers, as well as the direct and indirect beneficiaries of the project. Association Žene Ženama was founded in 1997 and it is membership based organization. The organization has experience which contributes to the development of civil society through the empowerment of women and women's groups and advocacy for women human rights in all spheres of public and private life. Žene Ženama has developed a program which integrates gender perspective in interpretation of human rights, democracy, feminism and nonviolent communication using unique and creative model focused on education and women activities and women s groups in B&H. Therefore, all the activities that were implemented in the projects have contributed and contribute to the fight against gender inequality, human rights and protection of women victims of discrimination or violence of any kind during or after the war Fields of work Peace, security and justice; gender and gender politics in public life; gender based violence (GBV); female participation at all levels in decision-making and leadership; protection and respect for women's and girls' human rights; inclusion of principle of equality in post-conflict and peacekeeping processes Working programs Education, research, publishing and public work/lobbying/networking: organizing/participating in relevant seminars, conferences and panels; lobbying and capacity building of NGOs and governmental institution regarding women rights, lobbying for society attitudes changing toward women's human rights Methodology and principles of work Teamwork (participation and accountability) and feminist principles in the creation of goals and values of the organization (a good exchange of information, respect for diversity, good communication, motivation, voluntarism, partnership, solidarity and transparency in the work and activities).

Recognizable programs 2.1 Empowering women and women's organizations Local concept of women's empowerment is a symbiosis of specific cultures in which we live, actions and ideas based, on feminist theory and practice, which we implement. It is no wonder then that Žene Ženama its founders, members and also supporters have been for a long time now identified as a unique creative concept of women's civic empowerment on national, regional and international levels. This concept of women's empowerment is realized through: Education, Support, Promotion and Advocacy. The meaning of this concept and how a project from 1997 contributes to the empowerment of women is perhaps best explained by quoting some of our partner organizations: Žene Ženama is an organization that inspired more activism in people, and especially women in the whole country; thanks to the enthusiasm towards democratic development after the war. Because they sincerely try to assist all members of the society they have won the trust of people and empower women to form new groups and organizations. Higher involvement of women in local communities led to their networking and gathering around common interests, or rather problems related to transition which concern human rights, social and legal protection, gender equality, employment, transitional justice and peace building. It is important to involve as many as possible organizations in the women s network, which seeks to influence the government to start making rational political decisions. The involvement and empowerment are principles of this concept but also of the identity of the organization. Today, we are a stable non- formalistic network of women from all walks of life which contributes to the reconstruction of the female subject in the private and public domains. 8

9 Women as peace initiators within the PROGRAM WOMEN IN PEACE BUILDING The program Women in peace building has been implemented by the association Žene Ženama since 1997 through different projects, actions and activities. Women in peace building is defined as the commitment and affiliation of women in Bosnia and Herzegovina to selfchange in restoring disturbed human relations and women's peace policy (good practices in peace building). Special attention in the implementation of this program is paid to standards - UN Resolutions - Women, Peace and Security (SCR 1325 from 2000), and strategic documents UN SCR 1325 (UN Strategic Results Framework on Women, Peace and Security ) Essence of the program is: WORK ON OURSELVES and BUILDNING RELATIONSHIPS WITH OTHER Project activities: Interactive workshops (6), conceived of the morning sessions (4 hours duration), during the period from March to September Participants: Students/female and male (NGOs, local government, self-government, schools, media, institutions and citizens) Places of implementation: Višegrad, Rogatica, Ustikolina, Čelić, Simin Han and Čapljina This program is used to structure the intervention of the "Women peace initiators, which is being implemented in local communities of Bosnia and Herzegovina in the last three years with the support of the Friedrich Ebert Foundation B&H ( office in Sarajevo ) and in partnership with women's organizations and representatives of local governments in the municipalities implicated by the project activities. 10 Employment opportunities for youth and women in rural municipalities of East Novo Sarajevo, Kalinovik, Miljevina (Foča), Trnovo and rural municipalities in Sarajevo Canton: Ilijaš, Hadžići, Vogošća and Ilidža Project goals: Analysis of needs and opportunities for increased support to employment; Increase responsibility of local authorities in eight (8) municipalities, to reduce unemployment, through the establishment and implementation of local policies, funds establishment from the budget to make employment easier and faster in each participating municipality; Establishing additional mechanisms and channels of communication between employers, unemployed, employment bureaus, with printed material, and particular to strength the availability of information to youth and women in rural areas where modern communication systems are not sufficiently represented. Strengthen cooperation with local businesses, entrepreneurs and employment offices in order to efficiently solve unemployment problems, implementation monitoring of newly established municipal policies and tracking their effects. Strengthen cooperation with state and entity authorities in order to increase involvement of young people from rural areas in the projects and programs of employment. Women's human rights in the context of gender equality City of Equality Establishment of Gender Equality at the local level The project "City of Equality- Establishment of Gender Equality at the local level" aims to improve equality between men and women, based on the model of the European Charter on gender policies at the local level. Specific objective 1 - Creating a detailed review of the situation of gender policies at the local levels; Specific objective 2 - Creating an Action Plan for the implementation of the European Charter on gender equality at the local level (City of Sarajevo, City of East Sarajevo); Specific Objective 3 - Networking of representatives of city governments (City of Sarajevo and the City of East Sarajevo), who will take responsibility for the implementation and monitoring of the Action plan. Specific objective 4 Promotion of gender equality in other areas, using a methodology and Action plan. 12 Gender (in)equality in the labor market in B&H - female side of the story - Research Why women in Bosnia and Herzegovina have limited access to the labor market? Why are they majority of the unemployed working-age population? Are stereotypical gender roles the only determining factor in the choice of profession and employment? Are women more vulnerable than others? Did war affect the increase of the unemployment rate of women? Is the prevention of discrimination on grounds of gender in employment process, a problem that needs to be systematically deal with or is it a marginal phenomenon and an individual even? Why do women have limited access to entrepreneurial loans? Why women don t have property in their own names, which will serve as security for the loan? It is just one part of the questions that this book offers answers to. It was created as a result of research conducted by the Association Žene Ženama in cooperation with women's NGOs from Sarajevo, East Sarajevo, Tuzla, Stolac, Banja Luka, Prijedor, Višegrad, Trebinje, Bihać, in the period from February till July Our intention was to systematize the experiences of women, discover the causes of underrepresentation of females and stimulate the public debate about the positioning of gender (in)equality in the labor market in Bosnia and Herzegovina, with the aim that women become aware of their own and social status, and the reasons for their silence and powerlessness. Positioning of gender (in)equality has two dimensions. The first relates to the social context which places women as individuals and denies them the power; second dimension refers to the recognition of women's collective right to take responsibility for gender identity. We believe that the information in this book will serve to those who are faced with the issue of gender (in)equality in the labor market and will be a valuable resource for professional training. 13 Building Gender Security Network on the Western Balkans The main objective of the project: The project aims to provide security and to establish cooperation and exchange of experiences among the professionals from Serbia, Bosnia and Herzegovina, Kosovo, Albania and Macedonia on gender issues and ways for the introduction of gender mainstreaming in security sector governance, through the development and improvement of NAP / APS to implement UN Security Council Resolution 1325 in their countries. Activities: -The initial online training for all partner organizations; -Conducting research; -Writing the first draft of the Report; -Testing the results from the first draft during professional meetings / consultations; -Extensive interview with the stakeholders, with the aim to provide the further knowledge on specific issues arising from the research and consultation; -Assessing Reports; -Writing the final Report for the assessment and its representation on a joint regional conference -Media presentation -Final results of the study and their representation in each country (round tables, media presentation) Place of implementation: Albania, Bosnia and Herzegovina, Macedonia, Kosovo and Serbia. 14 Violence against women - recognize and prevent! (II phase) Project goal: To educate and raise awareness of government institutions employees and NGOs, with the aim to improve the reporting and prosecution of cases of violence against women, establishing and strengthening multi - sector network that will monitor the implementation of existing laws and make necessary recommendations and protocols for their use, and to reduce violence in general. The focus is on domestic violence, sexual violence and sexual based violence in post conflict countries. 15 2.3. Women in education and work Gender sensibility for gender perspective Project target : To teach young people about gender differences, which implies different experiences and different needs to emphasize the equal rights and to achieve equally benefits for boys and girls. Taking into consideration these differences, their ability to prevent gender-based violence and to form a strong and open personality is increased, which will lead involvement of young people in process education reform and to equal rights for all. The place of realization : Municipality Centar, Sarajevo Canton- 5 primary schools in the Municipality: Hasan Kaimija, Alija Nametak, Silvije Strahimir Kranjčević, Nafija Sarajlić and Vladislav Skarić. Activities: -20 interactive workshops 15 workshops for students (sixth, seventh and eighth grade) and 5 workshops for parents and teachers; -Working meetings (4) with representatives of five elementary schools in the Municipality Center Sarajevo; -Research; -Final public presentation Topics of interactive workshops: Respect of children's rights in terms of gender equality, education for equality, stereotypes and prejudices about gender equality, violence/non violence, conflict resolution and security. 17 2.4. Feminist Theory and Practice Women s Studies Žarana Papić Women s Studies are interdisciplinary studies about women s topics, which Association Žene Ženama is continuously implementing for 15 years. Women s Studies Žarana Papić represent alternative way of education and women's view on social discipline. It is a safe space for openness and critics in the process of establishing a connection between theory and activism. Women s Studies are also a place for support and training. To deal with gender issues, identity, women's human rights, justice and security, means to be devoted to research of the mechanisms of social marginalization. Women's Studies are offering learning as freedom and own creation, training for scientific work and activist engagement, information and new ways of acquiring knowledge in the theory. Activities: 16 workshops within Women s Studies program- continuously one year program for students (14 participants). The course is designed as introduction to the principles and practices of female- study program from a feminist and activist practices and it consisted four courses: -Feminisms (Theory and political practice) - Valentina Pellizzer -Women, memories and storytelling - Nejra Nuna Čengić -Feminist Art and Activism Danijela Dugandžić - Živanović -Social feminist media - Valentina Pellizzer Participants: Emina Tafro, Aldijana Kovačević, Emina Japalak, Alma Imamović, Fatima Kačapor, Avdija Buhić, Amra Jajetović, Amina Pašić, Nina Hadžić, Lejla Hadžiomerović, Zineta Ramić, Adela Galešić, Maria Thereza Bešić and Safer Grbić. 12 workshops within Women s Studies in local communities for young people from the formal and informal groups and school population 79 participants (women from formal and informal women s groups and youth in elementary and high schools); Themes: Identity, Sexuality, Sexual and gender minorities, Gender-based violence. Tribunes which connected women from civil initiatives with women from academia, about common programs and priority themes female education, women's politics and civil culture - East Sarajevo, Banja Luka, Bileća, Mostar, Foča and Zenica 120 participants. 19 What did participants say?...i worked in private firm in very hard conditions, for low salary...and I never had insurance... How to recognize a violent person?...violence is when I tease my school colleague......i did not know that I was a feminist until now......this is a good way to provide information to unemployed persons about their rights to employment, as well as to give them a chance to gain new knowledge and skills and to point out the problems and opportunities for realization of development strategies for youth to decision makers...one of the questions in my job interview was: Are you married and do you plan to have a family... How can I develop my own business?...i m a returnee, I reconstructed my house, I m involved in agriculture, I celebrate all holidays with my neighbors... We stopped hiding behind big patriarchal WE and started to say: ME, I think, I believe, my experience is 19

20 3. Advocacy - lobbying - cooperation During 2011 Žene Ženama have continued with activities, as part of the program of public action through advocacy and lobbying for the implementation of equality policies in the public sector. Advocacy activities mainly focused on: Request that a critical mass of women exists in political parties, because only this way they can be equal partners in power sharing, decision-making and on the use of resources; Request on the direct application of standards from the UN SCR 1325 concerning the protection of women's human rights, peace and security; Request for a consistent implementation of the Law on Gender Equality, especially Article 15 in the Election Law; Request for the respect of standards contained in the CEDAW, especially in areas concerning violence against women, education, political participation and discrimination against women and minorities; Request to involve women in constitutional changes; Request to involve women in drafting the state report for the CEDAW Committee (2010); Request that the HJPC (High Judicial and Prosecutorial Council) invests additional efforts toward independent judiciary; Request to involve women's groups in consultative processes for the expansion of the EU (concerning gender equality). The tradition that elementary and high school students, as well as the students from Sarajevo University and students from other European universities volunteer in Žene Ženama, has continued this year. Their volunteer time here is related to the research activities and practical experiences specific to our work in time periods ranging between three to six months. 22 3.1. Cooperation Letter of support and gratitude for successful cooperation from Global Fund for Women for the period

23 Association Žene Ženama has nominated Ministry of Security of Bosnia and Herzegovina for this year s United Nations award for public service, and that is the most prestige International acknowledgment in this area. In category Promotion of gender equality in public service UN gave the highest points to the Ministry s initiative Public Participation in peace process UN SCR 1325 Women, Peace and Security and its implementation in Bosnia and Herzegovina Association Žene Ženama has nominated this institution in respect for Ministry of Security s great effort in process of including women in security sector and its concrete steeps in process of gender principles integration and gender concept in law and institutional frame of this Ministry, specially on the promotion of UN SCR 1325 and Action plan for its implementation in Bosnia and Herzegovina. One of the criteria for receiving this award was cooperation between governmental and non-governmental sector, as well as with international organizations. Ministry of Security has acknowledgment for promotion and inclusion of women in UN s peace-support operation as well as contribution in building post conflict society. Extraordinary achievement of your institution has demonstrated excellent results in serving public interest, and we are confident that it has contributed significantly to the improvement of public administration in your country. It will certainly serve as an inspiration and encouragement to others who work in the public service stated in the award report submitted to the Ministry of Security from the UN. On this occasion, Ankica Tomić, chief of Department for International Cooperation within the Ministry of Security, has been invited to attend the UN Public Service Day in New York in June. Except award winners a forum was visited by more than 400 participants, including the President of the General Assembly of the UN, senior government officials from all over the world, representatives of civil society, academic and private sector, and international organizations. 23

25 Participation in the conference "Mass rape as a strategy of war To mark the twentieth anniversary of the beginning of the war in Bosnia and Herzegovina, but also in order to try to clarify the events, consequences and to offer answers needed for recovery of the victims, the Federation of Mothers for Peace organized with partners conference called Mass rape as a strategy of war, which was held in period March 9th 10th 2012 in Sarajevo, in the context of the March 8th celebration as International Women's Day. The consequences of this type of abuse are numerous and catastrophic for an entire population. Recognition of the fact that truly horrific crimes were committed can not, by itself, lead to the actual recovery of the victims. In addition to trauma, frequent rejection of family, poverty, and a variety of psychological problems that these women face every day, they are followed by collective indifference and oblivion as well. In addition to individual initiatives, which should be pointed out, to this date in Bosnia and Herzegovina, this issue is marginalized and victims fail to find their place in society. Memnuna Zvizdić, Executive director of the Association Žene Ženama noted the importance of Female Court a feminist approach to justice: "The best way to start a story of Female Courts, is maybe to quote Corrine Kumar, who created this idea and transformed it into a reality, by encouraging more than thirty Female Courts in Africa, Asia and Latin America to be held. She says: Female Courts seek to weave together the objective reality with subjective testimonies of women, personal with the political and logical with the lyrical, to reunite prudence and sensitivity in an attempt to define new spaces for women, new policies and new concepts of justice. Female Court is a space for the voices of women to be heard, for the testimony of a woman's everyday experience of injustice, in the period of the war and during the interruption of the war and in peace. In Female Court women testify about violence which happens in public and private life. This new feminist concept of "justice through healing" brings new visions of responsibility, care and safety in order to build peace. Initiatives for Female Court for the former Yugoslavia, was born in the fall of 2000, in Sarajevo, on the proposal of Žarana Papić, philosopher and member of the peace movement in Belgrade, who along with Corrine Kumar built a new vision of justice from a female perspective and participated in Female Courts in Asia. The experience she gained was put into our reality and therefore we all gathered together in Sarajevo, women from Bosnia and Herzegovina, Serbia, Kosovo, Croatian, India and Tunisia, to discuss whether it is possible to deal with our past through the concept of Female Court from a feminist perspective. This initiative has brought a lot of interest and commitment of women activists to take responsibility for the actions that will lead to the establishment of Female Court in their countries. This is a very complex process in which differences that relate to memories and keepsakes, surviving experiences, views and opinions, hopes and concerns, expectations and responsibilities overlap constantly " 25

26 Within the project From the Law to the Practice implemented by Association Žena i porodica Gradiška, Association Žene Ženama held workshop called Participation of women in political and public life. Workshop took place at the Assembly of City of Sarajevo, on August 30th, participants took part in this workshop (Parlament of B&H represantatives 1; Parlament of FB&H represantatives 6; Assembly of City of Sarajevo represantatives -1; The Central Election Commission of B&H representatives 1; Ministry of Canton Sarajevo representatives 1; NGOs representatives 7; Media represantatives - NTV Hayat, Oslobođenje, FENA). Open discusion was focused on : Constant need for joint cooperation and the work of women in political parties and non-governmental organizations; CEDAW- platform for understanding women's human rights, gender issues and gender politics; Legal framework for participiation of women in public and political life legal regulations is good but there are opstacles in practice and implementation, it is also import to consider contradictory norms within certain laws such as the Election Law (article 2.2 paragraph 4 and article 2.14 paragraph 1) and advocate for the adjustment of legislation within the Law on Gender Equality of B&H; The visibility of women has increased (increasing number of women on candidate lists and the increasing number of women in the elections); The experience of women in politics is important for motivation and mobilization of young women; Cooperation between women activists and politicians in all fields, from education, through motivation to advocacy campaigns Barriers that preventing even greater women participation in public life. 26

27 Žene Ženama and Foundation of Local Democracy has organized a Public presentation of Secure Women s Network, which took place on November 13th 2012, in the hall of Assembly of City of Sarajevo The public presentation was held under the project Support to Secure Women s Network, financed by OAK Foundation, and implemented by Foundation of Local Democracy, Sarajevo. It is planned that permanent members of Secure Women s Network B&H, eight of them, hold a public presentation, with aim to improve cooperation between NGOs that are active in the fight against gender-based violence, on the entire territory of Bosnia and Herzegovina. The purpose of the public presentations was introduction of the Network platform, motivation and mobilization, gathering new members and agreeing about the ways of cooperation to increase membership with new, smaller or bigger but relevant NGOs. Expansion of the Network will be based on the clearly defined criteria for membership of the Secure Women s Network adopted by Secretariat of the Network. 27

28 3.2. Campaigns and Street Actions Street action on the occasion of March 8th Association Žene Ženama, in cooperation with Women to Women International, Foundation of Local Democracy, Microcredit organization MIKRA and CURE Foundation has organized action Join me on the Bridge 2012, the action which was organized at the same time in more than 70 countries all over the world. Participants came from many cities from all over B&H, they all gathered in front of the National Museum in Sarajevo and headed to the Eiffel bridge in Skenderija, where they joined the group that came from the direction of the Old City of Sarajevo. Activists of above mentioned associations and many others, celebrated March 8th together, with aim to draw attention to all forms of gender inequalities, even after 101 years of demands for the elimination of discrimination against women. The main aim was to remind everybody why do we celebrate March 8th, to stress the issue of women's rights violation and ability of each person to contribute to gender and sex equality. International campaign Stop rape and Gender Violence in the conflict May 6th 13th 2012 This campaign is result of cooperation between Nobel Peace Laureates, International organizations and groups, individuals who work in conflict areas on the local and regional level. The main aim of this campaign was to hear the voice of those who survived rape. International campaign Stop rape and Gender Violence in conflict areas has united countries, and those ones who are part of it made big effort for future changes. This was invitation to political leaders with aim to prevent rape in conflicts, to protect civilians and those who survived rape. This was invitation for justice for all including prosecuting those ones who are responsible. Three basic levels of the campaigns are: PREVENT, PROTECT, PROSECUTE 4 countries are in focus: Burma, Colombia, Democracy Republic of Congo and Kenya. 28

29 Campaign Vote for Women Campaign was implemented by Women's group B&H'', consisting of 23 partnership organizations from 14 cities in Bosnia and Herzegovina. The street action within this campaign took place on September 6th 2012 throughout the cities of Bosnia and Herzegovina. Organizations have united together with the aim to contribute to more effective position of women in politics, and particularly to sensitize young politicians and experts on gender issues, but also with special attention to the female electorate in rural areas. The global campaign 16 Days of Activism" The campaign "16 Days of Activism: Stop violence against women", the association Žene Ženama marked on December 3rd 2012, organizing a street action for dissemination of promotional materials and petition signing "Protecting victims of genderbased violence. Special attention was paid to creation of the information leaflet, which was distributed to the passers. The leaflet focused on the information about 16 Days of Activism Campaign, which are the key dates that mark the campaign, how to identify whether a person is in an abusive relationship and how to identify a perpetrator. 29

Online platforms/media As one of the media, the internet has become an important mean of communication with the target groups, donors, partners and associates, particularly emphasizing its interactivity, as well as benefits, which will in the Future exceed traditional media. Internet is different from other media because initiatives for its use is coming from the target group, which actively seeks information that they need. Interactivity that internet allows is important in order to create a special connection with the target groups and to exchange information. Internet brings many advantages for our organization. It is possible to have 24- hour access to information in any location. Expanding information is important function of communication through the Internet, and communication costs are much lower than communication through traditional media. A special advantage that internet offers, refers to the ability to connect with the target groups. Website Žene Ženama offers the option of providing information, responding to requests, recording complaints and compliments, which is one more advantage. Web page is Association's page where visitors can find who we are, what are our programs, publications which were released, what is new, who are our partners and information about projects and activities. This year we have done reconstruction of the site and we adapted it to the new technologies, we have changed the design and conducted regular updating. Žene Ženama 30

The main purpose of this portal was for visitors to find all information about work on gender-based violence (mechanisms, laws and regulations in B&H, the international documents, educational materials, publications, activist practice and experience) The project Women s Studies Žarana Papić was followed by the web portal The aim of this portal was to inform public about that what are Women s Studies, who is the team involved in this process of project implementation, and exchange information between the participants, lecturers and public in general. Portal was established with the aim to present the results of the City of Equality project, to exchange information, documents and good practice.
