2 2 LETTER from THE CHAIRMAN Dear Libertarian Voters, I want to thank you for taking the time to engage in the political discussion. At our State Convention in 2013, we affirmed our role as a political party: To elect Libertarians to political office and to work to move legislation in a libertarian direction. One of the first resolutions passed unanimously was to work with anyone from any party on issues we agree upon and to oppose anyone working on any issue that we oppose. The 2018 Libertarian Party of Nevada Voter Guide is the result of all the years since, including our experiences in the Legislature and our work on the campaign trail. Your Libertarian Party of Nevada succeeded in affecting the legislative front by removing a Nevada Revised Statute that created unneeded and wasteful government and by working to amend pending bills to reflect a more libertarian position. We have seen our party exceed 1% of registered voters -- the fourth state LP to accomplish this -- and we have grown continuously over the past year and a half. It is because we are able and willing to work with anyone who aligns with us that we made an adjustment to our grading scale for this Voter Guide. If a Libertarian was nominated and is on the ballot, we did not interview and rate the other candidates running. We see no reason to show who shouldn t be elected to office. Box Las Vegas, NV info@lpnevada.org For all other candidates running in a partisan race where the LP has no candidate, we rated them from 1 to 5 stars. In the past, this has been guided by ideology; however, we found that many times we were rating candidates who may have good fiscal policies but lack social awareness or libertarian social positions or vice versa. We do not want to prioritize one of these over the other. We also found that some candidates that rated poorly on ideology were surprisingly accessible and amenable towards working with us in the Legislature, while others with higher ideological scores took our support for granted. So, for this Voter Guide, we rated accordingly: 1 Star: This candidate is either dangerous, crazy, or utterly unqualified to serve in public office. This candidate may also pose an actionable threat to freedom and liberty everywhere, or we know from experience that they cannot be trusted.

3 3 2 Star: We think this candidate will do more harm than good. They are actively opposed to many parts of our agenda or are so incompetent that we believe their support for our agenda undermines our cause. This candidate either will not work with us or their assistance would be counterproductive. 3 Star: This candidate is an average politician that we agree with half the time and disagree with the other half. They are consistently good on some issues and consistently bad on others. We can, in some way, work with this candidate if they are elected. 4 Star: This candidate is reliably friendly to Libertarian causes. They do not always support us, but generally do, and reliably take our views and opinions into account. 5 Star: This candidate is an actual Libertarian, or as close as we can get to one who is not running on a Libertarian ticket. Some candidates did not respond to our interview request, Those candidates are represented in this voter guide by their public comments, website issues pages, past votes, and other means of finding out what their positions are. It should also be noted that one political party, the IAP/Constitution Party in Nevada, initially responded to our interview invitation. However, after their first interview, the party directed all other candidates to back out or simply not show up due to the content of the questions asked. I want to thank Paymon s Restaurant for hosting our interviews. We have used Paymon s many times for social events and these interviews and each time we receive wonderful feedback from attendees who enjoy the food, the atmosphere and the wonderful service. I want to thank all of the candidates who did respond and/or took part in our interview process. It was an opportunity to meet and to engage in civil discourse with future leaders and representatives in our state. Regardless of ideology, we want to emphasize our willingness to work together to make Nevada a better place. We have the utmost respect for those who choose to reach out, instead of close off, the exchange of ideas. It is with that in mind that I present the Libertarian Party of Nevada 2018 Voter Guide. The Libertarian Party of Nevada hosted a Speed Dating event over two days in Las Vegas. The goal was to meet as many candidates as possible in a format similar to speed dating. LPNevada endorsed candidates in non-partisan races and graded candidates in partisan races for the 2018 General Elections. Most organizations do not get one-on-one interaction with the candidates; we felt this was important, yet we also wanted to be respectful of everyone s time. Judicial candidates participated in Meet the Libertarian Party Leadership events which had a similar format. We wish to thank the candidates who took the time to respond to this survey. 5 LIBERTARIAN CANdIdATES The Libertarian Party of Nevada has the following Candidates on the 2018 Ballot. Tim Hagan - Nevada United States Senate Jared Lord - Nevada Governor jaredlord4gov.com Tim graduated with a Bachelor of Science in Electrical Engineering, Magna Cum Laude, from the Missouri University of Science and Technology. He has lived in Nevada for the past twenty-four years. His first job out of college was in the design of radar systems at General Dynamics. Then he moved to Northrop, where he worked on the design and integration of an electronic warfare receiver. After working on the integration and testing of a communications satellite for INTELSAT, he went to graduate school at Georgia Tech where he earned a Master of Science in Electrical Engineering and a Management of Technology Certificate. After graduating in 1993, Tim chose to move to Nevada and accepted a position as an Engineer with EG&G Technical Services. He is currently an Electrical Engineer with JT4 in the testing and measurements of radar systems. Tim has had several positions of responsibility with the Libertarian Party since joining the College Libertarians at Georgia Tech. He has been the Treasurer of the Libertarian National Committee since 2012, and serves as the Treasurer of the Libertarian Party of Nevada. He has also served as the Southwest Regional Alternate to the Libertarian National Committee. My political life began with my high school economics teacher. It was my first exposure to free market principles in a region of the country that is almost unanimously Democrat. At this time, Massachusetts had a very popular Republican governor named Bill Weld, who demonstrated the benefits of social tolerance and fiscal responsibility. In 1996, after seeing a short clip of Harry Browne on television, I immediately recognized that the Libertarian Party shared my values, and cast the first of many votes for a Libertarian candidate. In 2011, I was appointed Gary Johnson s Nevada State Director, and registered Libertarian when the campaign changed parties. After the 2012 election, I volunteered for Our America Initiative, a nonpartisan 501(c)4 PAC, dedicated to bringing Libertarian perspectives to the local, state, and national conversations. I have resigned from this position upon winning the Libertarian Party nomination for Governor of Nevada. I work for the Maverick Aviation Group in the customer service and reservations department where I enjoy the close-knit environment of a family owned business. In my spare time I freelance as a musician, and as part of the crew of the Mahal Empire Production Company. Prior to moving to Nevada, I worked in a variety of social service roles for prisoners, the mentally ill, and the homeless.

Robert Strawder - Congressional District 1 vegasdonforcongress.com Robert Van Strawder is a father, community leader, and filmmaker, running for Nevada s 1st Congressional District. Strawder s story of success is an inspiration to all Nevadans. Robert rose from one of the toughest projects in the state to now run for U.S. Congress representing District 1. His goal is to change the culture and lives of his community. Robert Strawder was born in Los Angeles and raised in North Las Vegas. In the 80s, The War on Drugs and the crack epidemic ripped through his neighborhood and tore his family apart. Both parents became victims of crack cocaine and Strawder suddenly became the head of household at the age of sixteen. To support his family, Robert sold drugs and became an overnight success, garnering the name Vegas Don. Since leaving the criminal street life, he re-committed his life to serving his community at the highest level as he runs for U.S. Congress District 1 in Las Vegas, Nevada. His goal is to hold our leaders accountable. He knows first-hand how government policies hurt working class families every day. I ve been listening to the two parties for 40 years, Strawder says, I m done with that. Steven Brown - Congressional District 3 stevefornevada.com He moved to Las Vegas in He worked as a 21 and craps dealer, before starting his own business in During the day, Steve is a licensed contractor; at night Steve has worked a second job as a Table Games Dealer for the past ten years in Las Vegas. As a masonry contractor, Steve does not believe in signing contracts. His faith in the honesty of other people has been rewarded; only 3 times in over 25 years has anyone burned him for his money. He truly believes that a person s word is better than a written contract. Steve is running for the U.S. Congress because he truly believes America is being destroyed from within by career politicians. Despite the fact that America is over 21 trillion dollars in debt, and is adding over a trillion dollars more in debt each year, none of the incumbent politicians or presidential candidates has anything resembling an actual plan to stop the borrowing. Issues like the War on Drugs, taxing tips, or outrageous taxes and fees for anyone who wants to open a business, are never discussed. Nothing will change unless we change the people who run/own our government.

Gregg Luckner - Congressional District 4 lucknerforcongress.com Gregg was born in Miami in 1968, and raised in Southern Florida until college, graduating Cum Laude from the University of Alabama in Upon graduation, Gregg moved to New York City, where he worked in IT. Gregg moved to Las Vegas with his wife Paolina in He has been in the real estate industry since then and has had a successful career as a Realtor in the Greater Las Vegas Area. Helping people find and buy their first homes (especially many military clients) is his favorite part of the job. His wife Paolina works as a librarian for a local college and has helped many Las Vegans to graduate. Gregg left the GOP, and has been active with the Libertarian Party of Nevada after Ron Paul s primary campaign in Watching the GOP s downward spiral, including the 2015 legislative session and especially the rise of Donald Trump, led Gregg to change his party affiliation to Libertarian, and become more active with the Libertarian Party. Gregg believes that fiscally responsible voters should be represented a demographic the GOP has abandoned and that option should further stand up against the GOP s overt hostility to immigrants and other vulnerable groups that the Democrats have abandoned. Gregg is the only candidate for Nevada CD 4 who is ready to talk about substantive policy issues. His candidacy will raise the level of discourse in Nevada politics. Bruce James-Newman - Assembly District 29 Bruce was born in New London, CT. After leaving the University of Connecticut, he moved to Boston, where he started his career in financial services, including as a stock broker and trader. 30 years in the business led him from Boston, to San Diego and finally to Las Vegas. Bruce and his wife Darlene retired in 2010 and moved to Honolulu to live their dream and open a deli. By 2012, they were back in Las Vegas, a bit poorer and wiser. In 2017, they bought a home in Green Valley, and Bruce decided to pursue his life-long dream of running for office, to help shrink government.

Douglas Marsh - Clark County Commissioner District G Doug has lived in Clark County for over twenty years. During this time, he has primarily worked as a radio producer, sports announcer, and radio program director. He currently works for a professional hockey team in Las Vegas and for an athletic department of a University in Las Vegas. He has earned a BA in Economics and an MBA. Doug joined the Libertarian party after becoming increasingly frustrated with both major political parties. He considers himself socially liberal and fiscally conservative. Doug feels the Libertarian party is the only home for a person of with his beliefs. By running for political office, Doug hopes to offer the voters of District G in Clark County a candidate who is not beholden to outside special interests but to the voters. He feels the other candidates cannot offer this option. Doug is married and has a son who is a senior in High School. In his spare time, he likes to go to concerts, go on walks and spend time with friends. Sam Toll - Storey County School Board Sam is a Gold Hill native whose family came to Nevada in 1867 during the Comstock Lode Bonanza. After High School, he quit his job washing dishes at a Carson City Casino and moved to the Sacramento Valley. Within 10 years he had a successful business with 75 employees working in the communication industry. Sam returned to Gold Hill in 2016 to be closer to his parents. Sam calls himself a reformed liberal and became a Libertarian primarily due to the Ron Paul Revolution. As a child he marched with his mother against the Vietnam War and watched as the Democrat Party left him to become as interested in oversea wars as NeoConservative Republicans. Sam returns to Placer County to participate in the Placer County Office of Elections Get Out The Vote campaign. He has introduced the Libertarian Party to thousands of Placer County High School Government and Economics students. He is responsible for registering over 1500 Placer County High School seniors for the Libertarian party.

10 10 BALLoT QUEsTIoNs State Question No. 1 MARSY S LAW CRIME VICTIMS RIGHTS AMENDMENT (2018) 1 Shall the Nevada Constitution be amended to: (1) remove existing provisions that require the Legislature to provide certain statutory rights for crime victims; and (2) adopt in their place certain expressly stated constitutional rights that crime victims may assert throughout the criminal or juvenile justice process? A yes vote supports this measure to add specific rights of crime victims, together known as a Marsy s Law, to the Nevada Constitution. A no vote opposes this measure to add specific rights of crime victims to the state constitution beyond those added to the constitution in After long debate, The Libertarian Party of Nevada is split on Question 1 and recommends that you vote your conscience. 11 11 BALLoT QUEsTIoNs VOTE YES VOTE YES VOTE YES VOTE YES State Question No. 2 Sales Tax Exemption for Feminine Hygiene Product 2 Shall the Sales and Use Tax Act of 1955 be amended to provide an exemption from the taxes imposed by this Act on the gross receipts from the sale and the storage, use or other consumption of feminine hygiene products? A yes vote supports this measure to exempt feminine hygiene products from state and local sales taxes. A no vote opposes this measure to exempt feminine hygiene products from state and local sales taxes. LP Nevada believes that necessities should not be taxed; that removing an existing tax is an incremental step towards a fairer, freer market; and that the practical result of lifting this burden from a consumer s shoulders is valuable in itself. Feminine hygiene products are a necessity. More, as with any sales tax, the taxation of necessities is inherently regressive. While the cost is the same in absolute terms, it represents a larger percentage of your paycheck the less you make. Regressive taxation punishes people for being poor, making it harder for them to escape the poverty trap. Eliminating or reducing a regressive tax therefore moves Nevada towards economic justice as well as taking less money out of people s pockets. LP Nevada recommends voting Yes on Question 2.

12 12 BALLoT QUEsTIoNs VOTE YES VOTE YES VOTE YES VOTE YES State Question No. 3 MINIMIZE REGULATIONS ON THE ENERGY MARKET AND ELIMINATE LEGAL ENERGY MONOPOLIES 3 Shall Article 1 of the Nevada Constitution be amended to require the Legislature to provide by law for the establishment of an open, competitive retail electric energy market that prohibits the granting of monopolies and exclusive franchises for the generation of electricity? A yes vote supports this constitutional amendment to require the Nevada Legislature to establish an open, competitive retail electric energy market, reduce energy market regulations, and prohibit energy monopolies. A no vote opposes this constitutional amendment to require the legislature to establish an open and competitive retail energy market. LP Nevada supports Question 3. The core of this ballot question is whether NV Energy should be allowed to keep its state-granted monopoly or whether the energy market should be opened up to competitors. Clearly, we oppose state-granted monopolies - the government should never be a corporation s private army. For some backstory, NV Energy is owned by Warren Buffett, and Yes on 3 is funded by Sheldon Adelson. No corporation should be granted a monopoly and protected by the power of the state. Deregulating the energy marketplace and allowing competition is the best, fairest choice in the long run for the people of Nevada. LP Nevada recommends voting Yes on Question 3.

13 13 BALLoT QUEsTIoNs VOTE YES VOTE YES VOTE YES VOTE YES State Question No. 4 Medical Equipment Sales Tax Exemption Amendment 4 Shall Article 10 of the Nevada Constitution be amended to require the Legislature to provide by law for the exemption of durable medical equipment, oxygen delivery equipment, and mobility enhancing equipment prescribed for use by a licensed healthcare provider from any tax upon the sale, storage, use, or consumption of tangible personal property? A yes vote supports this amendment to require the state legislature to exempt from sales and use tax durable medical equipment, oxygen delivery equipment, and mobility enhancing equipment prescribed for human use by a licensed healthcare provider. A no vote opposes this amendment to require the legislature to exempt certain types of medical equipment from the sales and use tax. The arguments that apply to Question 2 apply here, as well. Question 4 would exempt provider-prescribed, *medically necessary* equipment from sales tax. As on Question 2, necessities should not be subjected to sales tax - and what is a doctorprescribed medical device if not a necessity? LP Nevada recommends voting Yes on Question 4.

14 14 BALLoT QUEsTIoNs VOTE YES VOTE YES VOTE YES VOTE YES State Question No. 5 AUTOMATIC VOTER REGISTRATION VIA DMV INITIATIVE 5 Shall Chapter 293 of the Nevada Revised Statutes be amended to establish a system that will automatically register an eligible person to vote, or update that person s existing Nevada voter registration information, at the time the person applies to the Nevada Department of Motor Vehicles for the issuance or renewal of any type of driver s license or identification card, or makes request to change the address on such a license or identification card, unless the person affirmatively declines in writing? A yes vote supports this initiative to provide for the automatic voter registration of eligible citizens when receiving certain services from the Nevada Department of Motor Vehicles (DMV). A no vote opposes this initiative to provide for the automatic voter registration of eligible citizens when receiving certain services from the DMV. LP Nevada supports Question 5, with reservations. Low primary participation and citizen engagement should concern every Nevadan interested in sustaining good government and representative democracy. Automatic voter registration will encourage civic engagement and minimize incidents of citizens being turned away at the voting booth because they missed an arbitrary (and, in some states, intentionally restrictive) deadline. Despite what the major two parties would have you believe, voter fraud is exceptionally rare, and our elections aren t being manipulated by foreign powers. Our problem lies within ourselves and our failure to register and turn out. While registration can t guarantee participation, it removes an unnecessary friction point. We have two minor concerns about the measure: A large incoming pool of nonpartisan voters might dilute the Libertarian Party s percentage below 1%, which could make regaining ballot access challenging. This is our biggest concern, but it s also possible that (as we re already over 1% and will appear on the list of registration choices) this could be a huge visibility boon to us. All voter registration data is publicly available to candidates and officers in political parties. This is a minor privacy concern, as the pool of information will go from people who chose to register to vote to everyone except those who chose to

15 15 BALLoT QUEsTIoNs State Question No. 5 Continued AUTOMATIC VOTER REGISTRATION VIA DMV INITIATIVE 5 opt out. However, the data is not easily available. Despite these two minor concerns, we believe that the increased engagement driven by Q5 (and the potential dramatic increase in LP Nevada registration and visibility) will be net positive. One thing we re not worried about is voter fraud. Our current Secretary of State has clearly stated that voter fraud - specifically by immigrants who are not citizens - is not an issue in Nevada. The number of incidents is negligible. Indeed, Q5 is likely to improve the integrity of our elections, as it will require the DMV to automatically alert the Secretary of State and the resident s county if the resident s address changes so that their voter registration records match. This is an improvement in terms of both civic engagement and electoral security. LP Nevada recommends voting Yes on Question 5.

16 VOTE NO VOTE NO 16 BALLoT QUEsTIoNs State Question No. 6 Renewable Energy Standards Initiative VOTE NO VOTE NO 6 Shall Article 4 of the Nevada Constitution be amended to require, beginning in calendar year 2022, that all providers of electric utility services who sell electricity to retail customers for consumption in Nevada generate or acquire incrementally larger percentages of electricity from renewable energy resources so that by calendar year 2030 not less than 50 percent of the total amount of electricity sold by each provider to its retail customers in Nevada comes from renewable energy resources? A yes vote supports this initiative to require electric utilities to acquire 50 percent of their electricity from renewable resources by A no vote opposes this initiative, thus keeping the existing requirement that electric utilities acquire 25 percent of their electricity from renewable resources by We wholeheartedly oppose Question 6. Though we love the idea of replacing all fossil fuels with clean or renewable resources (and wish the United States would look to nuclear power as a source of clean energy), we should never mandate their use (for either individuals or utilities). The practical result of this mandate will be an increase in the cost of energy for every Nevadan (which, ironically, might push us towards generating our own through the adoption of private solar panels - if NV Energy will work with us on net metering). As energy is a necessity to heat and cool our homes in our environmentally-extreme state, any rise in the cost of energy is inherently regressive - the cost represents a larger percentage of a low-income Nevadan s paycheck. The cost of demanding that our utilities transition to 50% renewables by 2030 will be borne, then, on the backs of the poor. Germany is in the process of implementing something similar right now, writes Ronald Bailey in Reason Magazine: Due largely to Germany s Energiewende a governmentmandated transition from coal and nuclear to wind and solar power German residential electricity rates have doubled since Today, households pay about 36 cents per kilowatt-hour (kwh). About 11 cents, or well over half the increase, comes from a renewable energy surcharge and an ecological tax. We can expect similar results here in Nevada should Question 6 pass. LP Nevada strongly recommends voting No on Question 6.

To his credit, he s been a more consistent Republican voice against Trump and his excesses, and more transparent to the media, than Senator Heller. He s winning this race regardless. CLINT KOBLE Clint was the only Congressional candidate to give us a call and reach out to us for the interview. Passionate to a fault about the rule of law and good governance. GOVERNOR 2018 state KATE MARSHALL Has some good ideas regarding apprenticeships and IRAs for retirement, but aggressively anti-business; believes government should control who wins and loses, or more accurately, who gets government money and who gets prosecuted for anti-trust. Wants more money from government for healthcare. MICHAEL ROBERSON More interested in being a partisan hack than being a principled public servant. Against taxes except when he votes for them. For the rule of law except when he orchestrates a recall of his political enemies. As trustworthy as a poisonous asp, and for the same reasons. We re far apart on fiscal issues, and she trusts government-led solutions far more than we do, but she is willing to listen and work with us. IRA HANSEN Disaster on social issues, better than most Republicans on fiscal issues. Like other Hansens, he s dogmatically consistent in his principles, for good or ill. NEVADA STATE SENATE DISTRICT 16 BEN KIECKHEFER Less partisan than many, Kieckhefer cares about efficiency in government and is very tech-friendly. He opposes public unions/pensions and is generally fiscally responsible. He s also extremely solid on social issues (for a Republican). TINA DAVIS-HERSHEY She s running against one of our more reliable GOP allies in an R+30 district with a website that says little and a Facebook page that broadcasts boilerplate progressive messaging and endorsements. She has the highest ACLU score of any Assembly Republican and is solid on fiscal issues, but she s not opposed to corporate welfare. As with most Democrats, we agree with her on social issues, but she s also classically Democratic on Second Amendment rights, education, and taxation. JANICE WESEN Like many Republicans, she s good on taxes and guns. Like many Republicans, she does not favor freedom on social issues, though she is open to cannabis banking changes. NEVADA STATE ASSEMBLY DISTRICT 35 DANIEL HOFSTEIN NPP The only thing wrong with Daniel is his unwillingness to run as a Libertarian. Otherwise a very solid candidate that has earned well-deserved press. MICHELLE GORELOW A standard-issue machine Democrat. Compassionately motivated and will make sure you are, too. DAVID SCHOEN An improvement over Brent Jones, his party s predecessor for this seat. Better on immigration than most Republicans, as bad as most Republicans on business subsidies. NEVADA STATE ASSEMBLY DISTRICT 36 DENNIS HOF Preferred this candidate when he wasn t playing to the Trump crowd to get elected. The people of Pahrump know what they want, and deserve to get it good and hard. LISIA ROMANOV Long-time educator and vice-principal who is part of the problem with making change. Primarily motivated by gun control. Website and other campaign materials are amateurish.

Good on cannabis and LGBT rights. Bad on healthcare. Middle of the road on education and, like most politicians, would benefit from an economics class or eight. To Assemblyman Kramer s credit, he refuses to adopt Trump-like messaging. AUTUMN ZEMKE On a personal level, Autumn is extremely friendly, approachable, and has been willing to work with us. On an ideological level, she s not nearly skeptical enough of government-led solutions, though she would be an upgrade over Kramer on LGBTQ+ rights and other social freedom issues.
