1 General reading guideline for the African gouvernance This guideline is organized around five chapters : 1. Legitimacy and ownership 2. Democracy and citizenship 3. Competence and efficiency 4. and 5. Relation between local and global This reading guideline has been established : For Africa from the works of the African Union, from The alliance for the reform of the gouvernance in Africa, from Africites, and from the Inter African inhabitants network For the rest of the world from the works of the founding congress of Cities and United Local authorities (CGLU) and from the works of FPH.

3 Legitimacy enrootment An ethic foundation recognized and accepted Respect of cultural and ethic diversities Association of traditional and religious authorities The laws reflect the plural reality of the society Balanced powers, resistance to the misuse of power, fight against corruption Public services beneficial to all Transparent public management The exercise of power according to rules and principles that are familiar Conscience of a common destiny Legitimacy enrootment There is as much autonomy as possible compatible with cohesion Legitimacy comes from the local Priority to consensus Reliable, responsible and accountable managers Public management takes into account the social and cultural organisation The different segments of the society abide a social contract based on mutual responsibility Political and administrative authorities demonstrate competence and public commitment The various actors have the feeling that they are valuable Discourses are translated into actions Public policies target needs recognized by all

6 Legitimacy enrootment The different segments of the society abide a social contract based on mutual responsibility Ensure the representation of the various actors at all the levels of governance Start from the grassroots, communities of neighbourhood to build participatory approaches Promote a democratic culture through out the society Locally and joint elaboration of rules Promote the diversified expression of the various social groups in the public arena Support the organisation of the civil society Learning of cooperation between administrations Reform the governance in international aid Support the selfdevelopment of the various stakeholders from the civil society Organize the cooperation for peace and security: from the refusal of interference to the refusal of coldness Combine individual and collective, private and public means, creativity, and finances Participatory evaluation of public policies Promote conventions between actors Approach as a learning process Co-production and comanagement of public services Civil servants able to dialogue and cooperate with the civil society Development of public/private Develop a culture of cooperation, in peaceful conflicts management in all the sectors of the society
